The Fourth Summit of the Dragon's Fury Pact



Crescent Bay, Yue Mainland,
Imperial Empire of the Yue

Much had occured since the last Dragon's Fury Pact. Turtleshroom had succumbed to foreign intervention, The Japanese Dystopia was fighting for its very existance, Comrade Commisar had collapsed into seperate states; yet, at the same time, new Empires were rising, Turtleshroom was strengthening, and the Japanese Dystopia was getting more cunning. Everything had changed, yet at the same time, nothing had changed. The Dragon's Fury Pact still existed, for whatever reason, and therefore, work still had to be done.

This was the second time Comrade Commisar, or rather, its remnants hosted a Dragon's Fury Pact Summit - and quite interestingly, no injuries or casualties had occured on their watch, a streak that many prized. However, the Summit had shifted from the warm, tropical areas of Tsing Tsao to the great cold and tundra known as the 'Northlands'. The terrain was much more hazardous, much more unforgiving, and much more lethal. Alas, it was also the dominion of the Yue People, who had colonized much of the Northlands through often peaceful, but sometimes violent methods. Their expansive territories reached just as far as the Japanese Dystopia's at their highest point, and, more interestingly, all who had fought to conquer these lands, failed miserably. It was these lands that the Fourth Summit was to be hosted, and hopefully, nothing bad would come of it.

The Summit was to officially take place in Yoitsu, but getting to Yoitsu was roughly a three day trip across the vast Yue Mountain Range, coupled with the Imperial Shrine's strict laws on technology and the predicted blizzards, it was deemed a safer option to host the Summit within Crescent Bay - one of the Yue's most secure and busiest harbors.

Surrounded by the great Yue Mountain Range on three sides, it was deemed safe against enemy combatants and was often the first stop for any vessel travelling the Northlands. Within the harbor, many human and nekomimi children played upon the docks with no regard towards the harsh cold, while their parents often worked fishing in the bay's cold waters. Priestesses often lived within the city, blessing ships, vessels, and passersby. Many houses were constructed with heavy timbers from the lush Yue forests, while the people wore clothing of wool, silk, or fur. In the waters, many frost covered ships with Khek and Asahina construction, those being miniaturized by the Great Yue Treasure Ships, many of which were still unloading jade, gold and silver from the Yue's colonies further North. The Summit would be hosted within the Main Shrine, which marked the center of the settlement, itself being one of large construction and brilliant detail. Surely the Yue's honored guests would be pleased.

However, there was one thing unsettling about the city; everything seemed... outdated, almost from the middle age. This was due to the Imperial Decree of the Imperial Shrine over one thousand years ago, which deemed all foreign technology a 'corruption' to the ideology of the Yue. Banning all technology, any newcomers that entered Yue territory would be asked to hand over anything out of age, or risk a hefty goods tax along with fines for smuggling - Foreign Representatives were not indifferent. Likewise, security was also heavy, with many Priestesses carrying large polearms, swords, and longbows, while some operated large Asianic Ballistas guarding the bay enterance, which was only heightened by the importance of the Summit. If needed be, the Treasure Ships could offer the firepower of a sort of medieval battleship. There was no chance of assassination occuring with so many guards, so many ships, and so much artillery - the diplomats were safe.

To greet the fellow members of the Dragon's Fury Pact, was the newly appointed Assistant Priestess Li Huang, who was formerly a member of the now disbanded Shi Province. Along with her stood Jon Smith, who was there to represent the City of Asahina and Commander Fei of the Tsao. A customs agent and some armed assistants were also present to enforce the incredibly strict Yue Technology Laws, as well as offer an escort through the city until they reached the shrine. With everything set up not to fail, the only question would be how would fellow Dragon's Fury Pact members react?

It was said that TurtleShroom was decades behind the world. It is also said that the nation was a backwater country. These statements were both true, but the nation was also content. Import and export codes were very little, so I-Phones COULD be in the country, but the copper-lined wiring, weak national infrastructure, the power of the rail lobby over the roads, and creaky cell towers, among other things, kept imported, ultra-high tech products from functioning properly in TurtleShroom.

Teenage humans and their young turtle and mushroom counterparts, alongside much of the conspiracy theory population, all thought this was an intentional act by the clergy, elders, and adults of the nation, simultaneously designed to cripple foreward motion in technology with the full power of the government.


It was because of this that some parts of TurtleShroom really enjoyed such a notion. In fact, when they learned that the Yue Zone (as the nation had designated this "Comissariat of Comrade Comissar") did the same thing, the government was eager to re-awaken the long dead Steele Pact and get a load of how well these abominable catgirls kept their society devout, pure, and obedient.

They were going to dispatch a far older ambassador this time around. Obviously, because of prejudice, they'd be bringing an Oriental human to get the best results.

Samuel Moorye's father had emmigrated from Greater Imperial Japanese Dystopia ninety years ago, and after twenty years, he had a son. The old Asian had seen a lot in his days and worked in the government as an ambassador for over fifty years. Samuel had a wealth of knowledge and skill, but his skills largely went to waste because of TurtleShroom's long-standing isolation policy. His few tasks sent him to the Deep Orient and to other Asian concentrations for negotiating key matters of stability and resources, but that was few and far in between.

Samuel himself was fluent in English and his ancestral home's language- Japanese -which made him a valuable asset after 1991's opening of TS into trade.

Now, he'd be sent to a newly shattered country to talk big with a very new alliance. The government had high hopes for this, because, after all, Samuel was Asian and- at least in TS' eyes -a speaker of their language.

At seven feet tall, Samuel was somewhat shorter for his adopted homeland. His jet black hair had long greyed, and while it had receded, he was rather lucky because it had stopped a few inches over his head, giving the appearence of a natural silver combover. The hair on the back of his skull was lengthened in a mullet of sorts, interestingly common on many of the younger Asian immigrants in the country.

His vision had faded out, so like most of TurtleShroom, a heavy pair of black, cokebottle spectacles bore down on his flat nose and wrinkled face. Had one removed these spectacles, they'd see that his eyes were very visibly slanted, and his skin a nice browinish shade that made his ethnicity no manner of question. Time was not very good to his body. His face was wrinkled and his hands mangled. He stooped over and required a walker to move properly, and his pain was increased by an extremely heavy oxygen tank laid over his back. {OOC: Imagine this placed on a man's back. Then, imagine a thick black belt around his waist, and two vertical, suspender-like belts over his shoulders. That holds the thing over him.}

A dark green strap wrapped around his forehead and held stable a hose-like item that led up Samuel's nostrils. Metal rods exited the forehead strap and connected to the oxygen tank, which was also latched to the walker.

Under all this machinary was a generic, finely made suit and the traditional shoulder-to-hip sash, common to all TS ambassadors and governing employees.


Samuel had slowly cobbled his way into a train and on to the southern seas of the Land of Power, where the freezing cold- something TurtleShroomers normally never had to deal with -was going to sting this elder to the bone. He had draped heavy sheets and parkas over his frail body, his machinary, and every inch of him. Only his glasses shone through these cloaks, and he was still shivering. It made him look quite frightening to an observer, but he really was that cold. The blood thinner he needed for Samuel's weakened heart was bound to give this old man hypothermia, if they didn't help him out soon.

As Samuel stepped off the train, boarded the ship, and ultimately arrived at Yue, his first idea about the country was...

"They should'a planned bettah."

The Yue's Frost-covered Massive Crossbows pinpointed themselves on the Turtleshroomian Ship as it sailed into the harbor, which was then directed into port by the local customs officials. Upon a large, blanket-wrapped figure walking off the ship, Assistant Priestess Li Huang went to greet him.

"Hello. Welcome to Crescent Bay, honored guest." Miss Li said as she bowed formally, "I welcome you into the North Lands."

Before she could continue however, customs agents wished to check the foreigner for contraband, and when they unravelled the old Turtleshroomer's cloak, they were immediately angered that the foreigner had attempted to bring... whatever that horrid mesh of iron and steel was. Li, however, stated that South Landers needed oxygen supplies to climb the high Yue mountains, although her thoughts were not well addressed with customs. Immediately, arguments erupted inbetween Miss Li and the other officials.

"Yue Imperial Decree is that no corruption is to enter our pure lands, petty assistant. You are a newcomer from the South Lands, yourself, you have no authority here." The customs official barked, "You can barely string the Yue Language together, nevermind enforcing policy."
"I don't have to be a South Lander to know that without this equipment, this man's chance for death rises greatly." Li argued back, "You might as well spear this man now, then rather let him die choking and to the cold!"
"Tsk." The custom official grinded her teeth, "You win this argument, but I'm transferring the cost of contraband and the heavy taxes to you and your shrine, Li!"

"Fine! Okay!" Li yelled back as she wrapped the Samuel Moorye within a blanket and walked towards the Shrine, "Welcome, sir. I appologize for the trouble customs have caused you, please, follow me. Once we make our way to the Crescent Bay Shrine, I promise that you shall receive warm welcome, food, and drink." She said as she assisted the old man much like a girl scout.

"Rather tall, old, and frail for a diplomat." Quietly spoke the close-following Jon Smith and Commander Fei, "Looks like Turtleshroom sent him over to the North Lands as a death sentence."
"Perhaps as torture," Fei snickered, "Either way, I predict he won't last long upon this trip. Who knows, perhaps those Yue dogs kidnapped all the young regents of Turtleshroom, and now they're left with whatever is left."
"Either way," Laughed Smith, "Looks like they are going to have a bit of trouble in this Summit. Too bad too, I was hoping to arrange some business deals. Guess I was hoping for too much..."

As the small group were allowed entry into the Shrine of Crescent Bay, they were surprised at the two beings that greeted them. On the left mat was High Advisor Lang Okami, a female kitsune from the North Lands, who was happily drinking Yue Flaming Wine when the Representatives arrived. Upon the right map was High Advisor Yuan Li, a human girl who often served as the errand girl of the Imperial Shrine, and was staring uninterested at the Delegates. Seating Samuel Moorye, Jon Smith, and Commander Fei upon the lower mats, Miss Li bowed and walked back outside to greet any other incoming guests. High Advisor Lang finished her wine, and quietly waved her tail as she spoke of the situation.

"Welcome to the North Lands, mere humans, I am High Advisor Lang of the Imperial Shrine - The dreaded 'Wolf of the North Lands'." She said, bowing in an awkward, almost drunk fashion, "Unfortunately for you, High Priestess Mei-Li Yue is bound within her Shrine in Yoitsu, and will be unable to personally govern the Summit. However, you have the next best thing - Us. Well, assuming I'm not going to consume you petty humans, though..."
"She jests, and if she doesn't, I'll deal with her personally," Sighed Yuan Li, who had heard that same line many times before, "I am High Advisor Yuan Li. While it is true that High Priestess Mei-Li is currently within Yoitsu, it is not as if she will not know what occurs here. So, try not to do anything too unruly. Trust me though, if you cannot stand the cold within Crescent Bay, you probably would never be able to visit Yoitsu or the other Northern Territories in your life."

"So, let us come upon a decision, shall we wait for the other members of the Dragon's Fury Pact to arrive, or shall be simply begin now?" Questioned High Advisor Yuan Li, "I'm sure you have much to talk about, South Lander."
"Ka-ka, I am in no rush." Lang snickered, "While we wait, I propose we ask the South Lander a few questions of himself, such as, what does he think he tastes like?" She laughed as she beared her fangs.
"Putting aside all forms or suggestions of eating foreign representatives, I wish to understand the current situation in Turtleshroom, and what propositions you shall have for explusing 'certain foreigners', re-establishing a government, and more importantly, paying your great debts to our nation." Yuan Li stated as she looked at the old Turtleshroomer, "It doesn't matter either way. Yourself or your country, my interest does not change..."

...and thus, the somewhat questionable summits begins...

Decades of diplomatic training prevented the ancient Oriental from reacting in the traditional blunt and painfully honest matter of his people. Instead, Samuel shot an icy glare that actually surprised the customs official in its intensity.

Although many blankets were still on his body, Samuel began shivering, the trembling far surpassing the head "doddling" normal for a man his age. The cold was almost immediately beginning to harm him.

Trying not to let his anger overcome his diplomacy, Samuel paused for a sizable moment. Nothing except the slight winds and the whirring of his vintage life support systems; the behemoth contraption was about as loud as what one would hear when putting their ear to a refrigerator.

"F-fuh yer info-mation, boy, th-this is a m-medical device th-that I need in orduh to live at all! W-without this, I c-c-cain't breath. Now give me back mah blankets. I'm gone die here!"

"Idiot nekos!" he thought in his mind, obviously refusing to express the opinions of all of his people, even and including the Asian segment. He instead retained his furious glare.

Before he could reach for the removed blankets, Li grabbed the blankets and draped them back over the TurtleShroomian ambassador.

After a few more arguments, Li turned and consoled Samuel, who was very grateful. His trembling returned to the traditional "doddles", the light shaking of an old man's head, as warmth returned to his aging body.

"Thank ya, Yer Grace." he said warmly, with some degree of surprise in his voice. "I really 'ppreciate yer defense of these neccesary medical duh-vices."

He permitted Li to touch him and take his hand as his walker remained in his other, which was generally a taboo in his people's culture, since catgirls were seen as lesser and unholy beings. Touching one outside of the police force or the military was considered "unclean".


With Li keeping his balance and his walker keeping him mobile, he moved slowly to their destination as some other Commisariat agents followed, making rather rude small talk about him.

Samuel stopped and turned to face the men, looking very frustrated.

"Hey, you two," he said, frowning, "I can hear ya'll both just fine!"

He held up his vintage hearing aid, which he had fished all throughout his blankets, showing it before he clipped it back to his actual belt.

"I ain't here ta die. I am considered one of TurtleShroom's greatest diplomats to the Deep Orient in all the nation. Even long before the practically forced openin' a the previously isolated country in 1991, I went on critical dispatches and worked that diplomacy back n' forth. 'Course, many folks say that's cause I'm Asian, as you can tell, like all you. Some of mah destinations were very prejudiced."

Not much conversation continued until they entered.

Samuel, not really able to bow with all that machinary holding him over that walker, literally and figuritively, deeply lowered his head in respect. The Li which escourted him here let go and he thanked her again as she joined her (possibly parochial) bosses.

Samuel tried to lower himself to the floor, but as he tried, he nearly lost his balance and gripped his walker. He sighed and tried several times, but some courteous Shrine employees took hold and gently lowered him to the floor.

The Asian TurtleShroomer finally got himself seated on the floor. It was extremely uncomfortable, but he felt a little bit better as he stretched out his frail legs. The employees, angered at his technology but sympathetic and culturally admirable of his age, noticed the rods and support structures hooking Samuel's machinary and Samuel himself to that walker. Quick and intelligent thinking had them realize the support of these spider like, metal structures. They unhooked them and spread them around the seated TurtleShroomer, who grinned at their realization and successful use. He relaxed his body and let the supports keep him upward as he respectfully paid attention to the kitsune, which, to his knowledge, was a form of fox-based nekomimi that was alleged to possess huge shapeshifting powers.


"A fox catgirl? Them's new."

"Lang Okami is a kitsune, honored ambassador."

"Ain't those world famous for bein' sleazy deceivers and crafty, often corrupt, manipulatuhs?"

The lowly employee looked around and nodded, ever so slightly.

"I heard'a key-it-zoons. My grandpappy told some tales from his homeland 'bout 'em. They ain't much seen in TurtleShroom, although we don't really differentiate nekos, so we may have a 'lotta key-it-zoons and never known it. I cain't wait ta ask 'bout them tales."

Some talking continued as Samuel acted on his diplomatic lessons and observed in dignity and silence. Then...

I ain't here ta be a snack." he wisely withheld his peoples belief of catgirls as second-class beings when she said "petty", and continued: "Ah'm hee-yuh ta work out the odd shatterin' a the stratocratic orduh into all these new little countries. Especially how yer technology-free empire existed under the auspices of a nuclear-armed, militaristic powerhouse of development and technological advances. Your Commisariat couldn't-a been untouched by them Black Guards and military poe-lease. They was everywhere. Regent Young visited the Commisarian Capital before the collapse of the national government, and it was all powerful. How it changed in less than a yee-uh I'll nevuh know."

Samuel glared at the priestess.

"Threatenin' ta dine on me ain't gone advance yer interests in my country and it won't solve anythin'. Heck, if the prelevance of catgirls leaks out and they are perceived as hostile ta mankind, ya'll can kiss yer assets goodbye and watch them white immigrant businessmen, Shi leftovuhs, and the rest'a Comrade Commissar leave ya'll in the dust."

Samuel decided to answer the most pressing answer first.

"Mah country's integration with the Steele Pact binds us to ya'll in a union alliance, but we been tossin' a full alliance with each'a ya'lls' Commisariats now that they broke. Bein' independent from the Steele Pact, it'd be far closer and more intimate indeed. -but 'bout the satellites. We learned of 'em after we nuked the soul-stealin' death ray. We immediately met with ya'll and swore an oath AND signed a contract promisin' repayment at the most immediate time possible."

He paused to let the machine breathe for him, and he continued.

"That's when the war became a stalemate. Our entire reparations budget had already been drained to folks that didn't join the Zim Belt rebels that had their houses burnt down. We also had to deal with the candy addiction fraud from the first man guilliotined in TS, and we cain't forget the occasional miscarriage of justice. See, in mah country, money has to be appropriated by Congress fer a purpose, and once that purpose's money is gone, Congress' 'gotaa do it all over again. We don't got a Congress right now, yer Grace, and unless we break DEFCON Zee-row, there ain't a way to recoup the funds. We gave every last bit a'money, down to the last pone, to reimburse ya'll. We's broke, Yer Grace."

He sighed, but then smiled slightly.

"-but an oath is an oath. We swore contractually and before the Lawd to reimburse ya'll and the Shi kids in totality, and by gone, we gone honor it. All you 'gotta do is wait 'till this here war is said n' done, or, alternately and hopefully, a new Congress convenes."


That was when he continued to the next topic.

"Congress is GONE. -but pressure on the military by patriotic fans'a the Constitution has got 'em in a cornuh. Most observers, includin' me, who's familiah with government movement, think that they're gone cave in June n' start the process. You'll need to watch closely. With our centrist party gone and the entire population radicalized against foreign influence, 'cept from allies like ya'll n' Haiz- ya'll are lucky, 'cause the whites, turtles, n' mushrooms rank you high. Support by the Asians is near universal. We're all supportive of yer people, so your influence ain't gone raise a ruckus."

He nodded.

"The first rule of orduh is convenin' a Constitutional Convention ta create a manner to replace the Regents, which were eliminated 'cause of the war. They gone be partisan."

He let that sink in.

"Next, they get dissolved and a whole new Congress 'll get elected. The massive change in our political stage has led to flyin' rumors, mostly 'bout humans of course. Many Asian humans want us ta adopt Dharconianism. Others want Juche. Still other Asians want a combination of Dharconianism and Juche! The beret of High Advisor Lang twitched as she opened one eye towards Samuel.
"You act as if I cannot hear you, either, South Lander," She growled as she took another sip of the strong wine, "You best be lucky that I am fairly intoxicated right now, and would rather not move from this spot. For if you were another, I would have probably already slain you where--"
"Ahem," High Advisor Yuan Li coughed, "Remember that it was the Seventh High Priestess of Yoitsu that put you in your place for annihilating entire villages. The Twentieth will not hesitate doing the same."
"Ka-ka," Lang cackled, "Fine, I will refrain from using such language in front of our 'honored guests'. Also, 'Twas the Eighth High Priestess who silenced me, not the Seventh."

The two High Advisors looked at each other, Lang holding an almost irritatible stare, while Yuan stared back with her normal face representing boredom. The two were, however, interupted when Samuel spoke again.


Ah'm hee-yuh ta work out the odd shatterin' a the stratocratic orduh into all these new little countries. Especially how yer technology-free empire existed under the auspices of a nuclear-armed, militaristic powerhouse of development and technological advances. Your Commisariat couldn't-a been untouched by them Black Guards and military poe-lease. They was everywhere. "Regent Young..." Lang grinned as she quickly beaded her eyes in another direction.

The Tsao has not attacked the North Lands, since."
"Well, considering they attacked the North Lands once during the Eighteenth High Priestess, and many years prior to that incident, and the one before that, I would not be surprised if they attempted another assault upon the North Lands..." Added Lang, who had moved on to grooming her tail.

"Hmph, but that is not what you wish to know, South Lander." Spoke High Advisor Lang softly, "The Black Guard works not under the Tsao, but rather under the Imperial Shrine. I believe that the Twentieth High Priestess established it to keep order within the South Lands, although that was quickly undone after the disbanding of the nation. As for the reason they have never attempted to silence the Yue; 'tis true that the heavy winters prevent many vehicles from entering the North Lands, but the Tsao retreated for a different reason. The Imperial Shrine is believed to be the boundry of this world and the next. When the Tsao attempted to invade the North Lands during the Eighteenth High Priestess, a certain kitsune before you was unbounded and allowed to revert back to a more destructive nature. 'Twas fun, I recall, I certainly would not hesitate to massacre their divisions once more..."

"You were not the reason the government disbanded, Lang," Spoke the other High Advisor, who was very irritated, "They were disbanded because of the loss of three wars, the Khek uprisings, and the Asahina uprisings. Kai-Shek fell within a week, and with it, the Tsao Government." She stated as the two immediately reverted back to their cold stares.


Heck, if the prelevance of catgirls leaks out and they are perceived as hostile ta mankind, ya'll can kiss yer assets goodbye and watch them white immigrant businessmen, Shi leftovuhs, and the rest'a Comrade Commissar leave ya'll in the dust.


"KA-KA," Lang laughed loudly, "Sounds lovely, South Lander, but what do your fellow representatives think of such a thought? Challenging the Yue People, who have never fallen towards foreign invasion nor corruption? Are they as sure as you are?" Lang stated as representative Jon Smith and Commander Fei looked away accordingly. Yuan Li quickly switched subjects before the Summit could turn into heated debate, something which Yuan despised.

"The Imperial Shrine has noted your situation, Turtleshroomian Representative. We shall take you to your honor and postpone the collection of your debts, so long as we see that you are making efforts towards paying it off. Seeing our fairly good relationship between our two peoples, I suppose this shall not be much of a problem, hm?" Spoke High Advisor Yuan Li, "As for your collection of regents, we are quite concerned about the statement, 'captivating and unpredictable', for you see, the Imperial Shrine likes to work off assured knowledge. I cannot say what group of politicians I support, although I shall say that if any new political group should avoid paying off our debts, there shall be negative consequences."

"Considering that Turtleshroom owes the Imperial Shrine roughly 11.4 Million Yue Gold Coins, I would say that the Turtleshroomian Governance should have fallen under the Imperial Shrine..." Muttered Lang as she continued grooming her tail.
"We shall be keeping just as watchful an eye as you, Turtleshroomer." Continued Yuan, who was by now accustomed to Lang's irrelevant comments, "Just tell those involved that this situation had better turn out favorably towards all sides."

High Advisor Lang stopped brushing her tail and placed the comb aside, satisfied. Looking at the Turtleshroomer, she stood up, abid unsteadily and stepped off the platform of the High Advisors. Yuan Li, generally surprised, watched as the Kitsune made her way towards the frail man and sat down in front of him - looking into his eyes with hers.

"Now Turtleshroomer, we have finished talking of the South Lands." She grinned, her fangs clearly showing, "Please, mention your concern of the North Lands, now. 'Tis no better place to discuss the business of the North Lands than next to a being which has lived for many countless revolutions of the moon. So, speak now, South Lander, or shall you hold your tongue?" Lang said mockingly in her own sense as she shifted the subject of the Summit.
A complete mess of a nation known in-character as the 'North Lands'; populated by pious priestesses, wandering mercenaries, violent bandits, and various internal power struggles. Be careful of who you deal with.

Basically, a decentralized feudalistic society ranging anywhere between medieval and interwar.

Samuel was almost tempted to call her bluff. Her arrogance, drunkeness, and consistent disrespect of him and his people made him, for the first time in decades, want to see an assassin do what he, she, or it does best.

However, he reminded himself that he was alone. The other TurtleShroomers that had been dispatched to the Summit had been delayed by choppy seas, and they wouldn't be arriving for a while.

"Uh course! I cain't believe I didn't factuh in yer terrains 'n weathuh. Ya'll 'coulda been CLAIMED by the old Nookular Stratocracy, but they weren't never able ta enforce their rule on ya because THEY COULDN'T REACH YA'LL. Of course. OF COURSE!"

He smiled.

Here, Samuel raised his eyesbrows, his own normally slanted eyes widening in shock. The villaniosu kitsune must have enjoyed that.

"I had top secret clearence in mah homeland. I've been briefed of everythin' Asian we deal with. I was told the Black n' Red Guards were both agents of the national government, and that the Black Guards were run by the good Nookular Minister that was so close ta Regent Young, to the point that, hallelujah, they-."

He stopped, but maintained his poker face and previous expressions, because he almost leaked one of his crumbling government's biggest secrets. Sim Young, or Yong Shi, as his name is known, along with his family, best friends, close advisors, and his assigned bodyguards, were alive, thriving, and under the tight care of whatever was left of what his people called the "Kid Grid", referring to the "student police" that the nation really was unsure of what it did.

That reminded him of a big question. He looked to the human that seemed to actually be a just creature.

"Hey, that reminds me of a major briefin' that has sense come all outdated. Back when Comrade Commissar was one, there were two Commisariats that we had the closest contact with us, and a third that seemed ta 'wanna grow close to us. One of 'em was who we called the 'Stratocrats'. I guess them's the Tuh-sow now. Then, there was another, that had more youth empowerment than ten of mah own country. Run by students, and I literally mean children, teenay-juhs, n' college adults, these whiz kids maintined an elite satellite network that... heh heh, well, ya'll are aware of that. They even had a ruthless poe-lease force known to mah people as the 'Kid Grid'. I always wondered... what happened to the hyper-educated youngsters? Where did the Kid Grid go? Why do you, a culture that so hates technological innovation, claim the debts of the Kid Grid Satellite Network, as we call it?"

He was sort of curious as to how the Yues are somehow the creditor TurtleShroom owned for the Kid Grid satellites that they nuked.

"I'll rephrase that question, yer Grace. Why is Yue our creditor, and not the remnants of that there Kid Grid, or the Stratocrats? I mean, ya'll hate technology like them satellites, so ya'll shouldn't be collectin' its debt... -and yet... ya'll are officially listed in all TurtleShroomian records as our creditor. It don't make sense."

After answering, the arrogant kitsune cleric spoke some more, and then the other creature, who Samuel had come to respect (but not as much as the kindly catgirl, Li, who escourted him in and saved his life), continued.

Letting his machine refill his lungs, Samuel continued his rant.

"So, ya'll practice black magic? Or, do ya'll mean that ya'll have the power ta access and interact with the spiritual grey? ......or both? I bet both. I knew it was a good idea to dispatch a theoligian and a Storehouse parochial representative. Them's comin' later."

The answers came, and again the arrogant kitsune began to brag... this time about being a mass murderer.

Samuel was offended and angered. He tried to stand up, but instead pointed a finger at her.

"You are a dark, corrupt soul! I'm amazed that you drape the mantle of purity upon yer blood-stained shoulduhs-" He stopped himself. Even decades of diplomatic couldn't prevent him from doing what TurtleShroomers naturally did: call it out exactly as it was seen.

He tried to backpedal.

"Uh, heh. Yeah, about my abrupt comment: mah people's cul-chuh has entrenched in us the impulse ta call out things we perceive as immoral or wrong... I... made that error. Soemtimes, even fifty years of fierce trainin' cain't stop me from doin' it........ wait, are you gone eat me now? 'Cause if you eat an unarmed ambassador... I really don't 'wanna know what TurtleShroom would do next."

"Ma'am, I'm amazed that you ain't leadin' this shrine temple institution. Ya seem very wise, very smart and well-versed in both ya culture and ya history. It confounds me that you take orders from this blackhah- shirtless grandmothers, I really need to hold mah tongue."

That was when Samuel reached for his walker and used all his strength to lift himself up to it. With the re-enforcing bars lifted off the floor and unconnected, it sort of looked like the titular character of Invader Zim using mechanical legs to raise himself up. He trembled severely on his walker, barely able to point at the Priestess. Yuan looked frightful.

"How DARE ya drape the holy title of incorruptible over yaself! Ya'll may be pure as a people, as a nation, but you, blackhearted catgirl, YOU, are an evil, twisted soul resting in a temple of apparent transparent holiness. If I was a Priest of your faith, I'd have you DEFROCKED." he said, very boldly. "Defrocked! YA HEAR ME? That means to strip a priest of their garments, to render them laity, ya followin'? Ya'll are unfit ta bare the title of Priestess! To address ya as 'Yer Grace' would be an insult to the Yues. I am SICKENED."

That was when Samuel crashed to the floor, losing his balance. Wracked in pain, several employees ran over and lifted his body back down onto the mat, re-fastening his supports and ensuring he wasn't injured.
A tense moment passed, and Samuel's eyes blinked open from behind his thick glasses.

"Still sickened." he scoffed.

No gov'ment could dissolve a debt. It cain't be questioned. Literally, it's right in the Constitution."

Samuel put his old hand to his chin and thought for some time. He had many questions, as did those who were soon to arrive, and didn't know where to start.

"Ah actually got a 'lotta questi-"

There was a knock on the door. A quick inquiry followed, and a herald announced that the Debt Ombudsman of TurtleShroom was outside the Shrine, waiting for permission to enter.

Out-of-Character: I apologise for arriving later than expected, however here I am. Additionally, keep in mind most of this post is arguments between fellow elements of the Huangdiist Communist/Socialist leadership that are beginning to doubt our (Tokyo)'s ability in dealing with its enemies, whilst Nguyen is doing his best to maintain status quo in addition to neutrality. However, our Comrade People's Emperor is also here since he has taken a short time off from the Fukakku conflict to arrive here. "I know right Comrade General? You could at least have told me this was the polar version of the underworld! You could have at least gotten both of us those beautifully crafted Soviet overcoats! Now we are here... dying!" the Cambodian, who had been used to... Cambodian... climate, snarled in complaint, slamming a fist into the hull of the armoured personnel carrier that debarked from the Oda Nobunaga amphibious assault ship (originating from Dragon's Utopia) which brought them here. The fifteen Kempeitai 'Black Guard' soldiers manning the vehicle looked in shock at the two old men as they bickered in anger about their lack of preparedness in today's current... situation. "Well, at least we have the High Admiral winning the Premier Elections, moreover that the Yue have beautiful Kitsune... if you understand what our Yamato brothers told us about." Chen Bingde the Chinese General told, in which not only did he imply that the High Admiral's success served his interests in a renewed Chinese domination of the Sino-Japanese leadership, however the 'Yamato brothers' referred to how close mainland Chinese, islander Taiwanese, Mongolian, as well as Japanese (us being the main proponents of the Zhongghuo-Nippon Unification Plan besides mainland China) people were brought together ever since Treaty of the Sino-Japanese Unification Pact in Beijing in 1983.

Jumping out of the vehicle Nguyen waved a friendly salutation before saying "Chào bạn! I have arrived Comrades!" Nguyen said, whilst his escort personnel had brought a mass of overcoats.

The General was overjoyed. "Finally! At last my friend! Our Vietnamese Comrade, our brother, our saviour!" he bellowed at Nguyen before shaking his right hand once he came close. Almost immediately both Chen & Vanna Soun took their overcoats to fit them on. "Much better..." I do not understand why you, whom strongly advocated maintaining the union, suddenly decide not to--- Chen broke into a fit of anger. "I am in no way wishing for it to split! Of course I still want it together! I simply think we the people of the middle kingdom are much more capable than the more or less nuked people in the Home Islands, in terms of leading the rest of the surviving Teikoku. However, I still support the Teikoku, I still support the Union, I still support the Unification Treaties." he voiced in full anger.

The Cambodian Secret Police commander soon also approved the statement, Indeed, although I think we Cambodians are much more capable at this task. We can more than certainly use my methods to succeed." however Chen interrupted him as well, bickering "Do you even realise what your 'methods' are? Have you been insane? Nevertheless the greatest shock of all time was to see a Mil Mi-26 heavy cargo-lifting transport helicopter flying over head landing in the middle of the blizzard snow with its doors slamming open, revealing the Senior Cloistered Comrade People's Seii Taishogun Uchiha Madara, as well as Mao Zedong arriving in person! In addition to this unexpected monstrosity, the Comrade People's Emperor himself... had arrived in a separate helicopter only a few moments later (which almost came crashing down at full speeds), the famed Proletariat/Royal revolutionary leader himself, wielding an epic powerful weapon for a hand wielding assault rifle, as he shouted a warrior battle cry, flying out of the helicopter than recklessly landing on the ground... flat... with his parachute barely stopping him. Chen Bingde laughed in disbelief, "Then here is yours truly... either the most amusing leader of all time, or perhaps an inspiring, charismatic, fervent, intelligent, brilliant leader, or an outright reckless figure. Also... Comrade Emperor, where are your wives?!"" the General said aloud as he ran to the astonishing Senior Cloistered leader, whom stood onto his feet once more. "Yes... I took a temporary pause from the battle field to come here in person. So has Uchiha & Madara, as well as Mao Zedong. My many wives, have been placed in temporary command of the military operations in Fukakku-Shingen. Nonetheless, how is everyone?" the Comrade People's Emperor demanded, whilst extracting an evil, witty grin.

"We could not have been better." the Cambodian replied, still shivering with his chattering teeth, still not having recovered from the unexpected surprise. "In fact, we could have at least been warned, especially myself since Chen is more or less used to the winter, so are you great Emperor; that we were entering bloody hostile Kelvin temperatures." he continued, in a highly critical, very condescending tone. The Emperor told him, "There is nothing to worry about Comrade War Marshal. Simply return to Huangdiist Communist/Socialist revolutionary fervour, think about the Greatness of our Revolution, then all shall be fine. I myself however feel absolutely nothing... In fact I am invulnerable... nonetheless, follow my plan." he suggested whilst giving his irresistible charismatic grin. The Cambodian secret police leader simply nodded, envisaged a vision of a memory of him in one of the battles during the 1980s People's Revolution, not to mention how glorious it was to celebrate victory in Tokyo after toppling the statue of then alive Big Brother Yushuu Ikito, the right wing extremist tyrant of the Conglomerate. This memory, of having succeeded in the collective, unified front of the revolution where many peoples banded together to defeat the Conglomerate, made him grin, then made him calm down entirely. In a murmur Uchiha Madar winced as he said "Are you certain you can 'charm' or deal with them?"y to which the Emperor grinned, replying "I can make any woman fall for me, even Kitsune." he said as he turned back to the Kitsune & Yue human custom security personnel before him, opening his mouth to reveal a charming smile of brilliant, diamond clean teeth.

High Advisor Yuan stared lazily at the Turtleshroomer, eventually looking upward and replying to his question.
"The Black Guard was established under the Ministry of Information, if I do recall correctly." She stated, "The Ministry of Information was headed by High Priestess Mei-Li Yue for a certain period... I'd say, until the Greater Conflict of the South Lands. The Red Guard, however, is entirely under control of the Tsao. Is that what you were asking for, Mister Moorye?"

Her eyes lazily shifted towards the other High Advisor, who resumed combing her tail, before resuming the conversation.


I mean, ya'll hate technology like them satellites, so ya'll shouldn't be collectin' its debt... -and yet... ya'll are officially listed in all TurtleShroomian records as our creditor. It don't make sense.


"One of the Shi representatives visited to the Imperial Shrine, travelling a great distance to Yoitsu. He asked of us to save the Shi Province from collapse by economically supporting it after the destruction of their satellite system, something which costed much currency of the Shi People." She stated, "In turn, we were left with the Shi debt, which was transferred to you for your destruction of the Shi satellites. 'Tis all."
"Hmph," Grinned Lang, "Xin Xingshi, I believe his name was. Quite the nervous young man. Not quite the ally you knew, was it, South Lander?" The High Advisor mocked as Yuan looked at her threateningly.


So, ya'll practice black magic? Or, do ya'll mean that ya'll have the power ta access and interact with the spiritual grey? ......or both? I bet both. I knew it was a good idea to dispatch a theoligian and a Storehouse parochial representative. Them's comin' later.


"We refer to it as the 'Northern Arts', which manipulate weather and the elements. Not only that, but we are a diplomatic area of sorts that keeps the peace between humans and creatures such as High Advisor Lang." Yuan stated, almost in a textbook definition, "As for this 'Black Magic', it certainly exists in the North Lands as mentioned in the archives, although use of it is forbidden by the Imperial Shrine. Worry not, such things are often trivial in the North Lands and are as no more important than current events."

Miss Lang then began to speak of her involvement in the conflict between the Tsao and Yue during the reign of the Eighteenth High Priestess, although she was rather abruptly when the frail Turtleshroomer shocked the group by rising up and pointing at the High Advisor.

"Heh," Lang grinned, "It was not like I slaughtered them of my own free will, I was commanded to annihilate the Tsao by the Eighteenth High Priestess, Kaihui Yue, in defense of the North Lands. Come now, South Lander, if I am of a 'dark, corrupt soul', than what does that make your people? I was merely protecting the North Lands." She smiled mockingly at the Turtleshroomer.

"Please, can we just resume our business..." Sighed Yuan as she facepalmed accordingly. However, it was not long before tensions erupted again, with Samuel rising up and pointing once again at the High Advisor while Yuan sighed and looked on.

How DARE ya drape the holy title of incorruptible over yaself! Ya'll may be pure as a people, as a nation, but you, blackhearted catgirl, YOU, are an evil, twisted soul resting in a temple of apparent transparent holiness. If I was a Priest of your faith, I'd have you DEFROCKED. Defrocked! YA HEAR ME? That means to strip a priest of their garments, to render them laity, ya followin'? Ya'll are unfit ta bare the title of Priestess! To address ya as 'Yer Grace' would be an insult to the Yues. I am SICKENED.


The High Advisor remained seated and quiet as the Turtleshroomer fell once again towards the map, the Shrine assistants helping him ease his way down. Yuan Li was watching the 'Great Wolf of the North Lands' simply remain seated for a few very nerve-racking minutes, wondering what the High Advisor was thinking of. Finally taking action, High Advisor Lang stood up and made her way towards the Turtleshroomer, placing herself right against his ear.

"Listen well, South Lander," The High Advisor spoke with an aura that felt quite murderous, "I have lived in the North Lands for over a thousands years. I have seen people live and die, people who were very dear to me, people who were insulted upon their beliefs. However, when a being travels into my homeland, insulting me, I can not merely stand by idly and accept it. Know that you humans are quite a disposable species, especially people from your area of the world, South Lander. Unlike another group of travelling South Landers, you shall not have a hook upon your hand to save you from my jaws." She finalized as she leaned back, smiling, "Now Turtleshroomer, we have finished talking of the South Lands..."

Samuel paused in a small sense of shock, before quickly regaining his composure. However, before he could ask a question, one of the many Tengu assistants rushed in and bowed before the High Advisors.

"High Advisors! There are some outside who claim that they are with Debt Ombudsman of TurtleShroom." Barked the assistant, "Shall we allow them within the Shrine grounds?"
"Very well," Answered Lang as she stood up once more, "Looks like you shall have a friend within the North Lands, South Lander. Let us hope he does not make me consider eating you both."

The young Tengu assistant quickly bowed and rush towards the large wooden door, sliding it open and enduring the recent cold and winter. Rushing towards the front of the Turtleshroomian Debt Ombudsman, she quickly bowed, obviously not quite as enduring of the cold, frozen winds as her peers.

"W-welcome to the I-Imperial S-shrine of Cresent B-Bay." She shivered, although within one of the briefing moments of the blizzard, she saw the Turtleshroomian escort, and more importantly, the Debt Ombudsman. A rather short fellow, he was at an eye-to-eye level with the young assistant, who quickly looked around for any other important-looking personel, "A-are you the Debt Om-Om... Turtleshroomian Representative?" The assistant asked, this young man not quite exactly forfilling her envisionment of the Debt Ombudsman.

The young man nodded. The young Tengu assistant, or 'wolf-girl', as the Turtleshroomians would probably refer to her as, told the Debt Ombudsman and his party to quickly enter the Shrine, as the Yue cold was getting quite worse. Making his way inside, the young assistant quickly slid the large, timber doors closed once again, afterwards leading the party towards the High Advisors and other representatives.

Walking within the main room, High Advisor Lang looked at the Debt Ombudsman and licked her lips, "Well, the South Lands was quite kind to allow us to sample their wide variety of... 'cuisine'." She jested as High Advisor Yuan stared at Lang, very irritated.
"All consumption of foreign individuals aside, welcome, Turtleshroomian Debt Ombudsman. I suppose you are here to explain to us why Turtleshroom has not gone back upon any foreign debt they have aquired?" Yuan stated, not particularly making fun of the 'nerdy' look of the Turtleshroomian man, being quite the bookworm herself.

"Please, persuade me upon Turtleshroom's economic practices."

The rather reckless, although surprising, arrival of the Emperor and his entourage was quite a shock for many people, especially as his helicopter crashed into the waters of the ice cold bay. Many human, nekomini, and tengu children around the docks had stopped playing as they quickly cowarded behind local crates and barrels, staring at the entourage from a far in a mixed sense of interest and fear. Many Khek merchants and sailors quickly exitted their respective taverns, swords drawn at hearing the crash of the helicopter within the waters of the bay.

Customs agents and armed priestesses quickly dispersed the commotion, as they walked towards the Japanese entourage. As the rather flamboyant Emperor greeted the Priestesses, some couldn't help but smile at how redicious the Far Easterners were when addressing women. Customs agents, however, were not so impressed.

"Despite your flattery, you have commited multiple violations of Imperial Decrees." Spoke the Customs Official as she grabbed a scroll and began recording every violation, "Disruption of the Harmony, multiple counts of bringing corruption into the North Lands, the open presentation of powder and shot... and I have not even factored in the costs of damage or tax. You are looking upon five hundred seventy-one Yue Silver Coins in fines, if not more." She stated as she wrote a duplicate copy of the scroll and placed it upon the Emperor's hands, "You can pay it off after the Summit, Far Easterner."

Shouting at a group of Priestesses in the rather unique Yue language, the customs official told them to remove the entourage's modern weaponry and escort them to the Imperial Shrine of Crescent Bay, which they bowed respectively. Asking the Japanese entourage to follow them, they disembarked for the Imperial Shrine, although the customs official made a signal towards the Emperor that he was under watch.

Walking along the docks of Crescent Bay, one could see the many sailors still unloading massive amount of gold and silver from the Treasure Ships, which were still only half accomplished as another Treasure Ship sailed into harbor. Multiple children had begun following the Japanese representatives 'secretly', awed by these strange foreigners that represented North Landers, but were somewhat much more flamboyant and reckless. Khek onlookers stared at the Japanese as they past the many taverns, many wondering whether the Japanese Emperor was showing off, or rather lost his mind during the Fukakku conflict. However, it was one traveller that was particularly interested in the Japanese entourage, walking up to them and shouting greeting.

"Well Emperor, it appears that the Fukakku War has taken its toll upon you," Stated a rather young man, "Uchiha Madara, Mao Zedong, you also both look particularly exhausted from the war. Have you taken travel to the North Lands for rest? No, probably not, you possibly came for the High Advisors did you not? Or was it the women?" The man joked as the Emperor was still unknowing of his name, "Although, those two," He stated as he pointed towards Nguyen and Chen, "Those two are new, and it isn't like the Japanese to bring fairly civilian personel towards these meetings. Ah, it probably does not matter, seeing how unprepared they are for the Yue Cold, I doubt that these two would have a fairly important part in foreign discussions here. While against Imperial Decree, I found your arrival quite amusing from the normal tone of the city, I see that your pride and liveliness has not weakened at all Emperor - which is good." The man smiled briefly before rising up.

"It has been nice being able to see you once again after these many years, Emperor." The man stated, "I wish you a safe Summit, although I am not too worried about a Summit in the North Lands. Heh, we knew how the first and second Summits turned out after all, with delegates either being injured or dying... I digress. I must take leave now. Carry my greetings onto the Turtleshroomian representatives, friends. We'll meet again once the time comes." The man said as he wore his Ushanka and bowed before the Emperor, afterwards walking off into the heavy winds.

Arriving at the Imperial Shrine of Crescent Bay, the many Priestesses bowed deeply, some still smiling from the Emperor's redicious arrival into the North Lands. Yelling at the heavy timber door, a Priestess informed the occupants at the arrival of the Japanese Representatives in the Yue Language. Eventually, the door slid open as a certain tengu assistant rushed out and bowed before the Emperor while shivering.

"W-welcome to the Imperial S-shrine of Crescent B-bay." The young one said as she looked up at the rather large group, "Um, would a-all of you give your a-arms to the Priestesses before entering the S-shrine? C-come in orderly t-too, please." The young tengu stuttered, although whether in fear or due to the frozen winds was unsure.

After placing away their arms, the Japanese Delegation was lead towards the main room, while the great door of the shrine slid closed again. Being seating around the first occupants by the multiple assistants and priestesses of the Shrine, the Emperor was placed with his comrades up front, next to the Turtleshroomian, Tsao and Asahina delegations. High Advisor Lang Okami and High Advisor Yuan Li stared at the Japanese Delegation as they were seated, whispering towards each other in the Yue tongue, Lang housing quite the grin upon her face. Eventually, the Summit resumed accordingly.

"Well, it appears that those present include every member except the Wind Equines, although have a slight suspicious that they may present themselves soon enough." Spoke High Advisor Yuan, "Therefore, we shall continue with our current discussions."
"Ka-ka." Snickered Lang, "Now then, what shall we discuss? Shall we discuss the taste of South Lander flesh over North Lander? Shall we discuss of the North Lands and its territories? Shall we discuss of the Far Easterners greater militarisitc efforts and their struggle for survival? Or shall we discuss the Far Eastern Emperor and his rather reckless, yet comical arrival within the Crescent Bay? Hmm?" The 'Great Wolf of the North Lands' asked as she continued grooming herself.

This was going to be one interesting conferrence...

"Bloody hell, we never expected the customs to be this unmoving! I told you this was not going to work!" Uchiha Madara, the Senior Cloistered Comrade People's Seii Taishogun (Shogun) growled in anger as he muttered a curse to himself about the gruelingly impassible customs, whom were just as unmoving as a mountain (...well...except in earthquakes). The Emperor waved him off, telling the customs officials that they were so beautiful he would pay them the entire debts in full at a later time... or even now, as he pulled his sack of diamonds, collected from the Fukakku campaign, then dropped it in the hands of one of the female guards, before kissing another in the cheek. "These are diamonds I collected from the warlords. They are worth a combined two thousand Yue silver coins. Enjoy. The rest of us, onwards!" the Emperor said as he waved forward his massed entourage, the entire group walking as if they were North Koreans marching to invade South Korea, marching in the admiringly Prussian styled North Korean parading march they had learned to master during their 1993 Summit in Pyongyang concerning how the Teikoku would function. The two armoured personnel carriers continued to roll forward, whilst the other helicopter that did not crash surged into the air once more, the now lonely pilot returning it aboard the amphibious assault ship back in the harbour of Crescent Bay.

The whole Teikoku entourage group continued to march forward, being amazed at the number of people following them or being awed at their mere omnipresence alone, especially that of the flamboyant Comrade People's Emperor, he who was the greatest more daring revolutionary dictator of all time, that pragmatic utilitarian visionary, the militaristically fervent Pan-Humanist socialist, the dutiful leader, the compassionate yet iron fisted hand, the father & brother of the people, the 'mother' of nature, the staunch Confucian, the man who never left his comrades behind, the man who always charged into a modern battle head first with a SWORD before his entire army could even muster to charge ahead too. Upon meeting the young man whom babbled a bunch of questions at the group the Emperor grinned before silencing the person by waving his hand in the air to reply, Of course I came for the women! Why would I not come for them! It is perhaps the greatest thing the Imperial Empire of Yue is known for. As for my recklessness, I am aware moreover I apologise. As for my pride, arigato gozaimasu. I am very honoured by the compliment." he said in glee, he ego stricken, as he continued to lead his comrades forward, the entire group walking in pride once again, as if they marched towards a confrontation.

However, before fully marching forward, the hard tempered Cambodian Kempeitai War Marshal Phirun Vanna Soun scowled "You are mistaken. Nguyen came after our complaints of the cold. I was the one whom complained, along with General Chen Bingde! Nguyen Trai Vân only came afterwards, moreover he is the sole civilian to come here... as for the cold, had we been prepared to face it I would not have even felt it." he said before returning to stammering mutters to himself, whilst the Emperor comforted the man (in case the War Marshal offended him) by benevolently offering a generous gift of a gold encrusted kunai with the Imperial Crest on it for the man to sell at a later time.

They were being escorted into the Imperial Shrine, the Comrade People's Emperor smiling back the Priestesses, muttering to Nguyen besides him "I told you. Even women that are supposed to avoid men out of religious devotion cannot resist me. I believe this is going to become an interesting meeting, not to mention an interesting day in itself." he said before being cut off by Uchiha Madara whom replied "Or... I think they were outright trying to stop themselves from bursting into laughter at your reckless entrance, since you are the audacious conqueror after all. However, yet again, when you think about, you never cease to amaze women, in every country, in every nation you have ever visited. I wonder how many people could you possibly pick to add into your polygamy in the next ten years to come. Some millions more?" he jokingly stated as they walked inside. Once inside the place the Comrade People's Emperor smiled in evil glee as he saw the young elegant Tengu escorting them off for the meeting location. It was indeed his kind of divine paradise, his heaven once he entered. Perhaps we might as well say the perverted leader, is simply, filled with urges at times. Suddenly, a thought crossed his mind at the speed of lightning, of which he made himself a goal to sleep with at least one Yue before leaving afterwards. Uchiha Madara saw the determined, concentrated look on the leader's face then grinned.

The group was also unsure whether the tengu had looked upon in fear, awe, admiration, or was freezing, yet nevertheless handed their weapons over to the Priestesses, all except the ceremonial diplomatic sword the Emperor wished to bring into the meeting to present before the High Priestess as a gift of the Teikoku's fine craftsmanship in melee weaponry.

Samuel was surprised at her harsh words, but not by much, The silence that she had assumed was fear or shock was actually Samuel thinking of some sort of reply. Samuel began to see the kitsuen as less of a murderous threat or great warrior, and more of a very pompous windbag that didn't deserve her position as a priestess, even if she did have military might. He wouldn't say that, of course, but he sure thought it.

What he really wanted to do was call her bluff and say "COME AT ME, BRO!", as the youth did these days.

He instead expressed his anger and grabbed the Priestess by the arm with startling speed. His frail, vein-ridden hand wrapped around her strong muscles startled her and caught her off guard, as he pulled her back to his face, and he gave an equally sinister, scornful whisper. He yanked off his glasses, now totally blind, and gave her a menacing glare, with her fully aware of the blood-red colored irises behind his slanted eyelids.
She didn't want to admit it, but it was a little bit intimidating. Not enough to phase or scare her- indeed, it did none of that -but she did respect its ability. She respected the ability to intimidate. It was always a manner of negotiation.


"I DON'T fear ya, neko. Ah'm unarmed and will not raise a hand against you. I ain't gone threaten ta kill you or any Yue being. Yer threats DON'T scare me, and mankind's more versatile than ya'll would believe. After all, the cards are up on whether ya'll are human hybrids er yer own species. Ya'lls' species is largely reviled in TurtleShroom, but, heh heh heh, you'd have ta go see John Raven for that."

He let go of her arm and placed his glasses back on, but continued his scorn.

"You are not bettah than me just 'cause yer fangs can chew me up like chicken on a Sunday lunch. In this case, what makes a cree-chuh betta is humility, kindness, and respect. You have neither of the formuh, but I do respect ya."

He spoke at a normal volume now. His tone was of full calmness, with the anger gone.

"Yer Grace, you have mastered the language of fear and intimidation, and referrin' back ta what mah grandpappy said 'bout kitsunes, it's to be expected. Indeed, we may not like each othuh, but let me do say this. I like the way ya run things. Ya know how to play the game and you win at it. People obey ya. They fear ya. They respect ya, and in mah book, that's good. -but I stand by my defrockin' allegations. Is not a cleric supposed to be humble and honorable to what they serve? You have a bit'a an arrogance problem. I'm beginnin' ta think 'South Lander's' ain't geographic, but a slur, and ya need ta work on that. I don't know much 'bout the Yue Imperial Shrine Company or the parochial leanins' behind it, but that's why the theoligian is comin'."

He nodded.

"I apologize fer gettin' off the hook. Whether or not you deserve yer office, ah was wrong ta insult you in her own business, in yer own Commisariat, in yer very house. I should remain more respectful, even if I disagree, and with that, I owe ya'll a significant, heartfelt apology."

He pushed his glasses up his nose and looked to the Priestess.

"I am sorry fer my errors, Ya Grace. I do not wish fer this to intuhfee-yuh with the relations of our great nations."

He smiled warmly and the Priestess returned to her position as a herald sounded out....

If you are reading this, you have just met the Debt Ombudsman of TurtleShroom. He is a rather special case, so please, take the time to read this letter so that you can interact with him. His name is Leroy. He lives and breathes our nation's economy. He thinks that God Himself has entrusted him with the keys to our markets, to our economy, to everything monetary in TurtleShroom.

Of laws and Constitution, money has no uncertainty in his brain. He knows the stocks of the past, the present, and can predict the future stocks so accurately that we don’t let him share it, because it’s insider trading.
The power of Leroy’s mind, in economics, surpasses his entire Ministry, which he sweetly calls “Ma Storehouse”.

This is where you really need to listen. This is paramount.
Leroy and the economy of TurtleShroom are one. They know each other like a mother sentient turtle knows her hatchling, or a human mother knows her infant.
With such brilliance and potential power, came the fear that he could become opinionated or biased. He might be corrupted, or share the keys to the TurtleShroomian economy to an enemy, or worse.
We have isolated him from the entire world. He has the knowledge of fifty central bankers, but the purity, innocence, and naivety of a child. He is trusting and open. Sixteen times, have people tried to take this little scholar and use him for economic dominance.

He does not leave our sight, except today. Today, Leroy asked to go and share with you the integrity of TurtleShroom’s economy. His heart ached when you said you didn’t trust our payments, and against our better judgment, we gave in and sent one of our purist souls to you and your noble Shrine.

Leroy is a gentle and shy soul. He does not like getting yelled at and does not normally speak. He has the innocence of a little child and a heart of gold. He will trust anything, just as the smallest of young ones would. You mustn’t corrupt him. TurtleShroomian law provides for his protection: to corrupt his heart or exploit his mind, to harm his body or instill into him an ideology that would compromise his golden neutrality and sheer fact-reporting is punishable by death.

In Leroy’s mind are the keys to our economy. No one knows it better than he does. No one will ever know it better than he will. He is right every time he thinks.

Suddenly, the running of the little white haired Tengu interupted the group as she ran inside the room and sat down inbetween the High Advisors, telling both of them that the Turtleshroomian Debt Ombudsman was there - even if she could not pronounce 'Ombudsman'. Handing High Advisor Yuan Li the envelope, she promptly opened it and read it with tired eyes. Reading the note, one could carefully see that Yuan's eyes had shifted towards Leroy, before shifting back unto the document. Avoiding the eagar hands of High Advisor Lang, Yuan gave the vital document to the young Tengu girl, who at the request of Yuan, burned the document with a small blue flame conjured from the 'Northern Arts'. Lang stared at the burning parchment, before staring angrily at the other High Advisor, who simply did not make eye contact.

"Stop being dramatic, Lang." Yuan Li said, still focus upon Leroy, "It's not like you could read that document; you're illiterate."
"Huh?!" The Great Wolf shouted as she turned away in embarassment, muttering, "It's you humans who use those idiotic runic characters."

High Advisor Yuan, ignoring Lang, replied to the Turtleshroomer's request.
"Anyway, Debt Ombudsman Daniels, 'tis obvious that the North Lands does not utilize your form of economics, nor the forms of the Far Easterners present here. Therefore, I must say that collectively gathering 11.4 Million Yue Gold Coins during the absense of government and during a conflict seems like a great task. Of course, within my many readings, I have heard tales of nations utilizing 'Asahinan' economics able to create massive amounts of wealth almost instantaniously. I am curious, how long shall it take for the South Landers to amass enough currency to satisfy us and remove your chains of debt, hm?"

"Secondly, I wish to know how much of South Land currency equals North Land currency. 'Tis also obvious that we use different forms of currency, ours being represented by material and yours being represented by belief in the currency." Yuan said as she laid out thirty-five Yue Silver Coins and a single Yue Gold Coin, "'Tis but one Yue Gold Coin that composes of a value equal towards thirty-five Yue Silver Coins, which in turn compose of thirty-five standard currency. I wish to know how much South Land currency will it take to amass an amount equal to 11.4 Million Yue Gold Coins."

While High Advisor Yuan and Debt Ombudsman Daniels were discussing currencies and economics, Commander Fei and Jon Smith of the respective Tsao and Asahina Nations made their way towards the Emperor. Seating themselves beside him, they immediately began conversation.

"It is an honour to meet the Glorious Emperor of the Japanese People," Remarked Fei, who wore his standard Red Guard uniform, "I am Brigadier General Fei of the Tsao Empire, General Shan Huo would like to know about your war efforts, Emperor."
"Enough of the political and militaristic chit-chat, Fei, it is one of the few relatively quiet days we all get to spend," Jon Smith said as he held out his hand, "Jon Smith, CEO and Vice President of Eagle International Armoury. I believe you have met my close friend, Eagles."

Mister Smith looked around closely before pulling out a revolver and flipping it so that the grip faced the Emperor, "Technically I've violated Imperial Decree, but I felt that this was a gift a long time in the making. It's a four-four, five-round revolver created from the scrapped remains of one of Yushuu Iroshi's submarines. I'm sure it will come in handy for 'imprompt' amputation of your enemy's limbs, or if you just want to impress your fellows. Speaking of which, I noticed you had arrived without your wives or female companions - perhaps you are attempting your hand at a little... well..." The CEO grinned as he refused to finish his sentence.

"If you do attempt something, Glorious Emperor, be sure to avoid the shifting eyes of the Yue. The Imperial Shrine would not appreciate a highly recognized foreign officials seducing one of their many priestesses," Brigadier General Fei leaned closer, "...and from rumors circling the Yue People, it appears that many higher members of the Imperial Shrine seem to have some sort of clairvoyance. I would be cautious..."

The Omnipotent invulnerable proletarian monarch/military-dictator grinned evilly. "Hahahaha! Why certainly I have maintained a wonderful spirit over the years!" he said, recounting even more stories such as the Battle for Tokyo where hundreds of thousands of warriors from both sides clashed until Yushuu Ikito surrendered, this being the first Conglomerate-Teikoku War, or the civil War of the 1980s. However, in the meantime Mao Zedong did not like Yuan, to him, she openly displayed deaf ears to the revolutionary Emperor. "I will be going to the ship at port at this rate. Nonetheless hopefully the boasting shall stop so that more important things can be discussed. Additionally, congratulations Nguyen." he muttered as his phone rang with a message coming from Beijing notifying them that Nguyen is second in the elections, forming a coalition government with the High Admiral.

To Brigadier General Fei, the Emperor turned to him to reply, "Ah, 'tis nice to meet you indeed Comrade! We might surely enjoy discussing militarist affairs, as we are both military men. You see, I also need to point out my love for nuclear weapons... they taste so good..." the Emperor told him in the ears whilst cackling loudly, a grunting laugh it was. At the same time Nguyen snickered in glee from the news of his political victory at home in conjunction to the High Admiral, although something even more shocking would later be announced. "It was rumoured the Emperor would take the High Admiral's hand in marriage at some point in time to add her to his massive harem. I find this interesting to talk about. Do you Chen Bingde & War Marshal Phirun Vanna Soun?" to which both these men grinned in reply to Nguyen's statement. Uchiha Madara in the meantime looked around for something 'interesting' for he himself to do as well. After all the Emperor was not the only one... they were, simply put, in paradise.

When Jon Smith began speaking to the Emperor, he began to burst into evil laughter, "Ah Comrade, if only I could even remotely attempt my hand on one of those. Nevertheless, this revolver is exquisite for my collection, it would make a fine addition to my many weapons, as well as a good war weapon when leading a cavalry charge against a fury of advancing tank columns." the Comrade People's Emperor said to the Eagles executive, grinning all along the way. After all, he was such an inspiring, charismatic warlord with much influence in addition to fame. He was quite renowned for his battles, moreover rumours have been circling the globe about potential possibilities of the Emperor having challenged Yushuu Iroshi himself to a duel for a later time. "Also, I have the intention to challenge the current Yushuu leader by the way, to a one on one duel with me. We shall fight like men, in honourable fashion. At last the good old times have returned to me..." he said as he also recounted the glorious days of the Sengoku Jidai, as well as the Warring States Period.

After finishing the Glorious Emperor began to reassure Jon upon a specific subject "If you cannot afford paying in Yue Silver or Gold for violating their 'Imperial Decrees', I shall provide you with my other diamond sack inside my overcoat. I had to use the first one to bribe my way through to pass by the customs. Nonetheless, each diamond in this sack is worth an estimated 666 gold coins in my opinion. There are at least fifty of them in this sack. Enjoy." the Comrade People's Emperor said as he threw the sack of gemstones into the hands of the Eagles Armoury Executive. In the meantime Comrade People's Seii Taishogun Uchiha Madara commented, This should be an interesting meeting if you know what I mean by it. In fact, I am quite sure Comrade Emperor you are still eyeing that particular slightly drunk kitsune over there..." Madara whispered to both Jon & the Emperor.

"Ah... her, of course... why not? I shall see what I can do later. In the meantime, speaking of which, Jon, I left my wives, concubines, consorts, acquaintances, among other female companions back in Fukakku since I needed some people in charge of the war in my place temporarily. Plus, they boost morale as much as I would when they combine into a massive formation to charge enemy flanks. My wives are... extremely ruthless in combat, just as I am. As for Lang, delicious..." the Emperor grinned, whistling in her direction then giving her 'the look' as he did so. The Madara, Mao, Chen Bingde, Phirun, not to mention Nguyen broke into small snickers, cackling under their breaths so as to not attract attention in their direction. They just found the whole fiasco quite amusing... nothing more.

To Samuel, the over-graceful honoured Emperor greeted him by shaking his hand, then went to greet the Debt Ombudsman too, in addition to greeting the other TurtleShroomian delegates. "Konnichiwa, may Buddha's compassion be with you. I am the Comrade People's Emperor, the Greatest Socialist Revolutionary of all time as well as I am immortal not to mention invincible. I also had such a long life. Now tell me, how has your voyage here been? As unexpected or killing as how General Chen Bingde & War Marshal Phirun Vanna Soun found it? Or as wonderful a landing here as I have accomplished?" the Emperor burst into a series of insane chuckles.

Samuel snorted and tried not to fall over laughing. He loved watching the arrogant eat crow. He had trouble containing it. Leroy, meanwhile, smiled a slight smile and tried to put a hand on the arrogant kitsune.

"YA CAIN'T READ? One thousand years, all that apparent knowledge, and ya illiterate?"

Leroy tugged on her robe.

"Do not worry, friend. My reading is about fifth grade level."

A short pause followed.

Leroy smiled widely as he began.

"Asahinan economics are a branch of Keynesian economics. This is the doctrine teaching that the way to economic prosperity in a recession or downturn is to spend money one does not have. By printing it from thin air, they can spend into deficit and fund ambitious projects that are allegedly supposed to be the revitalization of the economy. TurtleShroom's Constitution and statute expressly forbids such despised practices, as is in accordance to our Constitution. Our people consider them as orresponsible and traiterous to the common creature, who must balance his budget. If our people balance their budget, so must the government."

He nodded, grinning.

"Article Six of the Constitution, Chapter One. Except in exemptions provided herein, the government of TurtleShroom must, at all times, maintain a Balanced Budget in which income from taxation and the like do not exceed any government expenditures. At no time, except as contained herein, shall federal government expenditures exceed actual collected receipts on hand.. Chapter Two. The Kingdom of TurtleShroom shall not be permitted to incur Sovereign Debt, except if conditions specified in this Constitution permit a Debt to come to pass. At the immediate resolution and expiration of the law assented that enabled the gathering of a Sovereign Debt, twenty percent of all tax revenues shall immediately be applied to the National Debt until said National Debt is fully satisfied."

He concluded his quoting.

"When the government of TurtleShroom comes back, the Constitution will kick in. Twenty percent of all tax money TurtleShroom collects will be immediately used to pay down the National Debt. That means that you will be paid in full within less two fiscal quarters of the proper government's return. In fact, because of our low tax rate and constant economic surpluses, your debt will probably be paid in full in about two to three months. The best part about this problem becoming National Debt is that it doesn't have to be appropriated. Payment to the Debt is automatic and first priority!"

"That means that this state operates on what is called a Gold Standard. Or, in your case, bi-metallism: a Gold and Silver Standard. Your currency is forever bound to the amount of gold and silver that you possess in your governmental vaults. It can not be changed, and the people can exchange gold and silver between currencies. It is considered a beloved and efficient means to combat inflation."

He nodded.

"The Skillet is a fiat currency. It is currency because the government says it is currency. The faith in the currency, which is, in turn, the strength and stability of our economy, coupled with war bonds and other such things, as loans, determine the Skillet's exact worth."

With that, Leroy threw back his head, removed his glasses, held his mouth wide open, and stuck out his tongue. He impersonated dial-up sounds as his little mind crunched numbers that normally required computers and teams of economists.
When he finished his calculations, he put his glasses back on and returned to his normal state.

"TurtleShroom is in an economic boom, as creatures are scrambling to live what many think may be their last days. With no government to enforce anything, the Free Market is out of control. Whether this is good or bad, it is at least saving us from losing our jobs. Anyway: to equal one Americalandese Dollar, one must have one Skillet and, rounded to the hundredth decimal, twenty nine Pones."

He repeated the odd head and sound thing to calculate the next step.

"Comrade Commissar declares its currency to be the Silver Coin. My calculations state that a Silver Coin is EXACTLY EQUAL to an Americalandese dollar. It is a near-perfect one to one raitio, as with the Skillet. It is needless to say that we are both in economic booms!"

He smiled, not having finished yet.

"However, unlike the other states of Comrade Commissar, you maintain a parralell, separate Gold Standardized coin. Therefore, according to the market price of Gold, one ounce of gold equals one thousand, five hundred ninety two Americalandese Dollars. I will require the exact weight in gold of a Yue Coin to calculate your desired conversion. After telling me the weight, I will calculate the price of gold, back to the Americalandese Dollar, and finally, into Skillets. Until I know the weight of gold in your coin, I can not complete my calculations. Thank you."

Leroy eagerly awaited the kitsune's answer.

Samuel shrugged in humility, not wanting to interfere with the Emperor's pompous rants.

"It was cold. That's 'bout all of note. Well, than, n' them Customs Officuhs wanted me to remove all these live sah-port systems on mah back 'cause they Old Order Amish Mennonites or somethin'."

He laughed at his denomination joke.

"Nah, it's just they think technology not made bah their hands is evil or breaks their unity, I reckon. It's actually real noble and similar to the way we handle telecommunications. Importin' a cellular that could hook the Inner-net, like one of them Apples, would result in no Inner-net and po' reception in places that ain't the city. TurtleShroom cellular phones run a much more antiquated band-a-width, forcin' backwards compatability n' slowin the phone down. It's a similar method, but it also makes us a technology backwatuh."

He paused.

"Did you know that people outsource to us, and not the other way around?"

When the Emperor tried to greet the Debt Ombudsman, his eyes grew to the metaphorical size of dinner plates and he stepped back, a reaction that was as if the Emperor had been driving an unmarked van and just offered him candy.

Shifting over towards the Debt Ombudsman and the High Priestess, things had become quite interesting for her. The Turtleshroomer had quite the amount of information and memory, so much so that she had to write everything upon a scroll that she would not forget it.

In fact, because of our low tax rate and constant economic surpluses, your debt will probably be paid in full in about two to three months. The best part about this problem becoming National Debt is that it doesn't have to be appropriated. Payment to the Debt is automatic and first priority!


High Priestess Yuan Li was quite pleased about that statement, noting it down upon the scroll.
"Three to four rotations of the moon is the predicted amount of time it shall take to repay the North Lands..." Yuan muttered as she wrote such relevant information down for High Priestess Mei-Li Yue to see back in Yoitsu. Her brush stopped as the Turtleshroomer began making foreign noises to her, where she merely looked forth at this odd behavior before returning to her recordings.

Until I know the weight of gold in your coin, I can not complete my calculations. Thank you


"That is quite difficult to say," Stated the High Priestess as she sat up, "Yue Gold Coins are minted by hand, throughout different Shrines in the North Lands, varying through the many High Priestesses as the many seasons. To make difficulties greater, we measure coins through there purity rather than there composition of gold. Mmm, but if we were to use the measurements of the South Lands, I predict that a Yue Gold Coin would contain roughly two ounces, depending on certain factors."

While the Turtleshroomer was counting, the young white-haired Tengu returned from the backroom of the Shrine, where she had done one of Lang's deeds. Walking back, she had important information which she whispered into High Priestess Lang and Yuan's ears accordingly. Upon hearing it, Lang simply smirked while Yuan seemed to make a slightly more irritated face. Standing up, High Priestess Yuan excused herself as she went outside in the now blizzarding weather for something, leaving Leroy to deal with the very playful Lang and the young Tengu, Ai.

Walking towards the harbor, the High Priestess stepped upon the recently docked Treasure Ship and set foot within the Captain's Quarters. There, she stood face-to-face with another High Priestess, dawning hair white as the snow itself, and eyes as red as any Turtleshroomer's. T'was High Priestess Feng Hua, one of the many powerful Priestesses within the far reaches of the North, where no South Lander or Far Easterner ever set foot. Yuan was the first to speak;

"So, the Great Phoenix of the North sets foot once again within Crescent Bay. I believe you have received word as well from Ai too, yes?"
"The South Land has declared near total war," Feng spoke, "The incoming sailors from the South Lands are not aware of this. High Priestess Mei Bai-Ying has ordered all North Landers within those lands to return to Yoitsu, to discuss this situation with High Priestess Yue."
"What of the South Lands, more importantly, the South Landers travelling to Crescent Bay at this time?" Yuan asked.
"The South Lands have already made the decision to fight to the death, it is up to the Iron Foreigners to confirm that fate." Feng said with an uncaring expression, "As for the South Landers here, by the time this Summit ends, they shall have no home to return to. However, I suppose you are going to ask for possible solutions to aid these South Landers in their war, aren't you?"

Yuan stood silent, while Feng sighed a deep sigh.
"There is little we can do." Spoke Feng, "Upon one hand, we can provide medical aid and evacuation services, although it shall be most difficult to evacuate dust and ash. Upon another, we can invade the South Lands and claim territory, in hopes that the foreigners slaughter less of the populace, but of course the spirit of the South Landers is most irritatible. The Far Easterners are tied within their own quarrels, and the Air Equines are bound by their alliances. There is little we can do."
"What else...?" Yuan asked after a few brief moments of silence.
"Perceptive." Feng smiled, although it was more like a lesser straight-face, "The Greater Equines are thought to be present during this Summit as well, seeing as how they were present for the Fourth. Perhaps there is a chance for peace, although assuming that information on the South Lander city of Gerry remains concealed."

High Priestess Yuan sighed.
"Shall you be attending the Summit as well?" Yuan asked.
"I must, 'tis High Priestess Yue's order." Spoke Feng as she put out candles within the room, "I presume you have not started the feast, am I correct? Well, if that is so, I have something that would surely please the South Land and Far East representatives. Some things I have obtained upon my journeys in the North, I am sure you will be impressed as well."
"Not likely. Shall we head off towards the Shrine?"
"In a minute. I have some other tasks I wish to finish in Crescent Bay, first." Spoke the High Priestess as they both left the cabin of the ship for the streets of Crescent Bay.

Uchiha Madara snickered at Jon Smith. "Most certainly, the Kitsune is not the only deity here. Our leader... not to mention myself, as well as most of our leader's wives... are deities. Most of all however, our Comrade People's Emperor, has been living for a very, very long time, has never fallen in any battle, moreover has always stood his ground. I would not worry about him. Even if the Kitsune did try to make food out of him, he would just cleverly escape unscathed. In the meantime however, we need your help for something. We need Comrade Commissar to reunite, we need this whole country to be whole again. We are in desperate need of a successor to continue our work, our work of spreading the pan-socialist movement. However, Huangdiism has failed to expand also, moreover little to no nation has ever seen a single Huangdiist party rise. Nevertheless, in terms of socialism or communism in general, supporting any kind besides our own brand is the best way to go at the moment in foreign policy. We need as many Communist nations out there to rise so that never again shall capitalism ever destroy our prosperity. We also wish to hand over to Comrade Commissar a tonnes of our nuclear arsenal, especially blueprints of our insane 'Suger-Atomic' class hypersonic submarine launched ballistic missile, a new special submarine ICBM design with fractional orbital bombardment capabilities."

The Seii Taishogun explained as he went into how this weapon exceeded Mach 25 in speeds, exceed most weapons ranges, as well as had its 12 MIRVeD warheads over the top hyper-velocity capabilities. He also soon began boasting of how the S-600-X "Smiling Buddha" air defence missile test went quite well so far with the Aquitaynians in creating a new surface-to-air missile with the ability to intercept ballistic & cruise missiles in their mid-course stages, with even a better developed S-600 laser air defence system designed for the interception of re-entry warheads as well as kinetic missiles. He left the room then stood in the halls as he talked with the other person on the other end of the line. It astonished him when he recognised the voice so well. "Yushuu Iroshi..." he mumbled to himself before hanging the mobile cellular device to return inside the room. Exclaiming, he stated, "Finally! A duel hand in hand with Yushuu Iroshi himself! Fortunately, those were only flares of his abilities, doing his best to conceal the fact of which he was no ordinary person, albeit Uchiha Madara did hint at this previously. Had it been otherwise, the man mostly known as "Doctor Nuke" would have blasted everyone. As the film Doctor Strangelove played however the Emperor turned around then ran towards Mao to watch the video. Uchiha Madara, Nguyen Trai Van, as well as War Marshal Phirun also followed suit as they curiously watched their favourite nuclear film of all time, to which after this the Emperor returned to seriousness. "Furthermore, adding to what Madara has already stated, we shall also give blueprints of numerous military equipment used by our state for your nation to mass produced whenever needed. We shall also provide nuclear weapons as we promised. Lastly, there is also the need for us to continued upgrading our salted bombs programme, as well as adopting the ideas our nuclear cult had in store for us." the Emperor declared.

Outside of the Imperial Empire of Yue’s airspace

Azure Rhapsody slowly rose from her meditation position, opening her eyes and rising from her curlpad as her airship shaked slightly as it came to a stop. Airships were the preferred way of air travel in Herdite culture, not airships as in planes, but rather massive vessels not dissimilar to naval ones, held floating in air via application of magic fields. One of those was the floating dreadnought GHAS Alexander Kazansky, a hulking behemoth of steel, carrying countless missile launchers and batteries of heavy naval guns able to raze a small city in minutes, pouring fiery judgement from the above. It wasn’t here today to wage war, though. It stopped roughly in a kilometer or two from where the international waters and airspace ended and Yue Empire’s territories began, and hanged there in the air, motionless, creating a weird image of a naval ship thrown up in the air and frozen in place by some unknown force.

”Everyone down there is certifiably, absolutely insane” - Azure Rhapsody lectured herself as she walked out on the deck and started trotting down it, against the freezing gusts of air, to the helipad where a small helicopter was waiting for her. - ”From those weird Yue to the war-crazed Japanese to the...sigh...Turtleshroomers, but you have your training and you have your resilience and your composure. Be calm and everything will work out...”

She was led into the helicopter by the sailors as she approached it, and was followed inside by two other ponies. Those two were unnaturally tall for a pony, muscular and overall massive, and she barely fit into the helicopter between them. Many would just shrug at them, believing them to be just unsuspicious overgrown ponies, but a Herdite would know that those were the Preliators, even without their signature masks and cloaks. Preliators were the elite of the Inquisition, the best of the best, few have seen them in action but it was known that they were nigh-unkillable, deadly bodyguards and assassins, undergoing gruelling training that would surely kill a normal pony in process. After the fiasco at the first Pact summit where Herdite diplomats were shot at by TurtleShroomers without any provocation or reason it became apparent that a Herdite diplomat attending DFP meetings would better have a pony that can rip an infantry platoon to shreds and pieces alone or two at their side.

The helicopter with the pony diplomat and the two inquisitors aboard took off the helipad, heading into the raging blizzards ahead and quite soon it would land at the Crescent Bay in Yue, where it would be met by Yue officials and exchange various pleasantries before the delegation would head to the Shrine where the meeting itself was held.

The doors leading into the room opened, letting in the three unicorns, one small and blue, wearing an official dress and two large enough to easily stand taller than any being in the room should they stand on their hindlegs. The smaller unicorn curtly bowed to the other delegates.

”Ambassador Azure Rhapsody of the Greater Pony Herd.” - she said as she took a seat and the Preliators moved behind her. - ”The Alpha has decided that it would be ah, prudent to send a delegate to the summit of the honoured DFP, to discuss cooperation between all our states...”

Azure looked over the delegates, smiling, and she smiled at Leroy, but her smile disappeared as she glanced at the older TurtleShroomer and gazed away, flicking a strand of her straight light blue mane off her face.

”We also see this summit as an opportunity to discuss peace terms with the Holy Republic of Turtleshroom.” - the mare said matter-of-factly, leaning back in her perch. - ”Knowing the ah, tensions between the Holy Republic and the Necrontyr Empire arising from the fact that TurtleShroom has refused to make peace with the Greater Herd, I would imagine that it is in TurtleShroom’s interests to cooperate, and that the events that took place at the previous Summit do not repeat themselves.”

At that, Azure Rhapsody went silent, sitting in her chair in an almost human-like fashion and quietly listening as the discussion went.
