I think his request is to remain part of the Hezar Islands, but to be exempt from the rulings of the High Senate, kind of like how Britain is acting with the EU at the moment.

I propose the following compromise between the conflicting parties:

1. Isla de militarias (hencefored abbreviated to IDM) shall immediately cease threatening his neighbours with war, and end all current trade embargoes against Hezarian nations.

2. IDM shall be granted autonomy from the central government of Hezar Islands, in the form of retaining its own currency and economic practice.

3. IDM will be granted the authority to opt out of any High Senate resolutions with which it does not agree, so long as doing so does not breach pre-existing agreements with other nations, or any other conditions of membership of Hezar Islands. Additionally the area occupied by IDM will be known as "The Blue State".

4. IDM will no longer be eligible for the position of regional delegate of Hezar Islands, or that of Major Member of the High Senate, due to the autonomy and self-governance granted above.

You need to actually suggest something useful, or respond in a specific manner to something someone else has suggested (even if you just quote something, and direct your questions at someone), otherwise there's not going to be much progress.
