For the 1st one, condemn it and keep it under observation. Taking stronger action should really only be last resort.
For the 2nd one, keep it under observation but no condemnation yet. They haven't made a move, and neither should we. If we were to condemn, we might as well send out a general condemnation against all fascist nations. And dictatorships in general.
