The new Emperor, Honorius VII, has decreed that same-sex adoption is now legal throughout the Empire (just as it already was in the West). He also has legalized same-sex marriage throughout the Empire, along with polygamy, concubinage, and marijuana (pornography was already legal in both halves of the Empire).
The Emperor has stated that he wishes for the legal code to be uniform throughout the Empire. Standardization is a key component of his plan to unite the administration and law of the Empire into a cohesive State.
