Abortion law signed into law

The Alkoulian Parliament was unsure whether to bring up the bill that would legalize abortion in the nation after many nations threatened Slivary after their bill was passed however the nations president vetoed it under extreme pressure from the international community. However though on the night of November 7, 2011 bill number 15-78A was submitted to a vote on the House of Sovereigns floor.

Bill Name Legalization of Abortion Act of 2011

The Legalization of Abortion Act of 2011
Section One:
Under this law, an abortion may not be carried out if a woman is in her third trimester or that the father wishes that the fetus be born. An abortion is allowed if a woman has any of the following reasons:

- If born it could result in death.
- The woman was raped and wishes to not have the fetus.
- She suffers from a medical condition that if the fetus is born could result in her death.

Section Two:
Under this law if any laws in section one were broken the following punishments are viable.
- Person is fined A 3,400 per-fetus.
- Person is sentenced to 10 hours community service, and fined A 3,000.
- Person is fined A 2,500 and must give the fetus a burial at the cost of the individual.

Section Three:
Under this law, abortions are hereby legalized.

Section Four:
The funding of planned parenthood institutes shall not receive any state funding, but shall be funded through corporations or Privately.


However though the bill is favored to pass the House of Sovereigns and House of Kings, an Prime Minister Star has said she will sign the bill into law, once it arrives onto her desk.

The Nomadic Peoples of YellowApple note that the language used requires that the fetus has entered the third trimester and the father of the fetus explicitly states a desire for birth before the abortion procedure would be illegal, which is rather limiting and misleading. We do agree that the exemptions listed to the restrictions on the legality of abortion are reasonable (and are, as a matter of fact, identical to those of YellowApple), but we feel that the punishments are not nearly harsh enough to be worthwhile; after all, this is the unwarranted termination of a mostly-developed child with a functional central nervous system.

We feel that an illegal abortion (one that is beyond the specified third trimester and does not qualify for the listed exemptions) would be better regarded as infanticide, and thus charged accordingly; we would be quite appalled and concerned for child welfare if the execution of an infant was only punishable by a measly fine and a rather minimal quantity of community service. We would also suggest eliminating the abortion of fetuses entirely, only permitting the abortion of embryos unless one the three exemptions listed in the bill are satisfied.

As the bill reached the House of Sovereigns floor it was edited heavily, yet no vote shall come until at lest tomorrow.
The Legalization of Abortion Act of 2011
Section One:
Under this law:
- An abortion may not be carried out if a woman is in her third trimester.
- The father wishes that the fetus be born(A-1).
An abortion is allowed if a woman has any of the following reasons:

- If born it could result in death.
- The woman was raped and wishes to not have the fetus.
- She suffers from a medical condition that if the fetus is born could result in her death.
- (A-1) That the father was the rapist, yet still wishes to have the fetus born. In this case the woman has the right to deny that wish, with-out going to court.

Section Two:
Under this law if any laws in section one were broken the following punishments are viable:
- Person is fined A 3,400 per-fetus.
- Person is sentenced to 40 hours community service, and fined A 3,000.
- Person is fined A 2,500 and must give the fetus a burial at the cost of the individual.
If the woman is at lest 2 months due and has been declared that birth will not endanger her life, the following punishments are viable:
- Person is arrested for first degree murder and fined A 50,000.
- Person is arrested for second degree murder and fined A 25,000.(A-2)
- (A-2) Person who performed the abortion knowing it violates the law, shall be arrested for first degree murder and fined A 50,000.

Section Three:
Under this law, abortions are hereby legalized.

Section Four:
The funding of planned parenthood institutes shall not receive any state funding, but shall be funded through corporations or Privately.

This bill is proposing that abortion be legal under certain circumstances. My nation agrees except for "If the father wishes the fetus be born", in which is imposing that the woman, who is the one going through this pregnancy and birth, might not agree but has no choice on the matter.

I disagree about that single part. Besides that, the bill is something the Kingdom of Santomico will agree to.

That still does not take care of the full issue. Say the father was not a rapist, and both engaged in consensual sex. Under this law you proposed, so long as the consensual nature of the intercourse could not be contested, the husband, boyfriend, or whoever had sex with the woman would have final say on whether or not the baby is born.

Behntasha is mixed about this bill. While we support the notion of extending civil liberties and giving women the choice to do what they will with their bodies, we take issue with the father, boyfriend, or one-night-stand partner having the final say in cases where the sex was consensual. It also puts into a gray area, neither allowing nor baring, having an abortion if the woman decided that she was not ready to have a child. In other words, cases of abortion where the woman was not raped and is not in a life-threatening situation.

The House of Sovereigns this morning voted on the Legalization of Abortion Act of 2011, the bill was passed overwhelmingly 118 to 32. It now goes onto the House of Kings where the same result is highly expected, opponets of this bill are lobbying the Prime Minister to veto this bill so it wont become law. Prime Minister Star has said she will sign it into law, church leaders however though say they do support portions of bill saying that if an abortion is done two months before birth it would be considered murder.
Because of this bill being voted on, there have been small gatherings of protesters both in favor of the bill and against, Alkoul City Police have put a barrier between the two groups and some 30 police to make sure no fighting comes about.

Shouldn't the decision of abortion be decided by the child bearing mother who has to go through nine months with the child. The farther should get some say but for it to be against the law?

Syrche hereby condemns this bill, and any other such proposition which suggests the blatant destruction of life. The choice to live or die should not reside with the mother, but the unborn child. Once given life, if the child finds living to be sub par, suicide is always an option later.

The nation of Karonmo supports this bill fully and its terms fully. Furthermore Karonmo supports those who support the bill but will not go so far as to condemn the laws of the other nations condemning the bill as the laws of Karonmo state. the Communist nation of Karonmo it's people and leader will not get involved in the politics of other nations nor will they condemn the laws of other nations unless they support genocide or of unequal treatment of gender race or religion only the actions of the leader him or herself in their position.

Hours only after arriving on the floor of the House of Kings, a vote was put forth after a short discussion. The bill passed the House of Kings to a narrow 27-24 vote. The bill shall go to Prime Minister Star where she has several times said she will sign the bill into law.

Today Prime Minister Star has signed the Legalization of Abortion Act of 2011 into law, saying that this gives women the right to chose what they want.

Today I signed this bill into law because unlike what other nations who have tried but backed off because of outside pressure I didn't. As a ponywoman I know what I want and if I were to go into labor knowing that I'll die as a result, I wouldn't blame the doctors but those who at the head. The National Catholic Churches Association of Alkoul (NCCAA) believed that they not the government had the right to tell women what they can and can not do with their own bodies, well today that has come to an end.

The USSW supports this law, and should any other nation take economic or military action against Alkoul due to the fact that this law was passed, then the USSW will stand beside them.
