Crystal Spires wrote:"If there is a cultural or religious sanction to carry a weapon then I see no harm to allowing the Eurartcan delegate carry his weapon on the bearing that he does not try to slay anyone with them here. That would be tragic, and a bad precedent for those who wish to bear arms on a religious belief. I understand such sanctions for example with out friends the Kossith that believe that their weapons are the vessels of their soul. If one takes their weapon it's the equivalent of removing their soul, and so I refuse to disarm a Kossith and know that their Qunari honor will overrule. Such it is with the Eurartcan delegate given of course that he don't harm others with it." Maven said with a hand wave.

"A Spirean Watcher has declared that there has been a call for Genocide in the nation of Irasahd on the basis of religious identity and species.

A Spirean Protector declares this to likely be a code RED ALERT. Needing immediate attention in a sensitive fashion to preserve life."

"Another one?" Amend sighed. "For God's sake, I am a Muslim and that's just disgraceful." he said. "I suggest immediately going in and putting a stop to it quickly. Prevent too many deaths."

"On another note, we've recently had a brief vote to possibly re-allow the death penalty, which failed by a considerable margin. What are the views on the death penalty by other members of the Union?"

Well I need to carry Rizerin, the Elder Blade with me all day and night. Archaon from the warp, before the betrayal, bestowed it upon me. And I can never let it go, ever. Also it is constantly asking for blood, but we can't get everything we want now can we? laughed the king as he patted the sword.
Also I hear it is war in Puissancevise, Euronion has started a war agaisnt him.
And the death Penalty is something that defines my nation, there was a time when we couldn't afford prisons so we just got rid of the worst(yes, we killed them) of society and send the not so bad to rehab or to other nations.
And it seems that Puissancevise has inspires a purge of all religions through out the world, it sickens me.
Said the king with disgust and still patting the sword

Still over the video-conference mode, the Senior Secretary of State to the Imperial and Royal Foreign Minister woke up from her slumber, while on duty as a representative to the UEF
"The death penalty has been legal and enacted for the most heinous crimes like murders and rape of minors, and the like. We see no problem with it. But suum cuique I guess."

"'Tis difficult to say. We Spireans have the death penalty because we are fair-minded beings. We have no illusions of the consequences of military intervention as we know that it will kill foreign troops. We are also unwilling to have unequal treatment of our own citizens so if a Spirean were to engage in the same crimes like Serial murder, Slavery, Terrorist attacks resulting in mass civilian casualties, Corruption, War Crimes, Piracy of the murdering variety, genocide, contract killing, white collar crimes that result in massive civilian casualties, or criminals of severe offence, in sound mind, who cannot be rehabilitated by any humane means, we must do what we can to protect our society, and to ensure the rule of law. However we do understand that the crimes one must be accused of must be particularly heinous and repeat offenses. Once one falls into the trap of repeat offenses, they are sadly, common, and can no longer be stopped. It's why like when an creature becomes rabid or violent and is a threat to all others we put the threat down in the same way. Given that we believe all reasoned beings are equal we treat them all the same with no preferential treatment. This does not however mean that we solely use the death penalty, no, like war we use it as a last resort." Maven said with a grim expression.

We've have problems in the past with people with mental illness being executed on a number of occassions for something they haven't done. Speaking through translation, Sygrystead said, "The death penalty in Eurarcta is not used in favor of labyrinth-banishment, thus giving a chance at survival and redemption. Certainly, there is a chance at death. But it is not a certain death,"

Turning to Jason, he continued, "And I hereby, by the honor of my ancestors and Xom, respectfully accept the challenge to duel the delegate from the UEG-Space Command, and would thus ask when and where you would like to duel, as this meeting seems to be an inappropriate place."

OOC: Yes. Your previous statement about killing Sygrystead with your barehands is interpreted as a duel-challenge. And as a very, very cultural man, Sygtystead cannot by his own honor refuse. Also... you do realize OOC that that is the point I was trying to make. If we let someone like Jason, who apparently could murder everyone in this room unarmed in, and we let Maven, with his fire-magic in to the room, why not let someone with weapons in the room? We've already got a bunch of dangerous characters here, why not allow those of us who are not masters of magic or martial arts a way to 'level the field?' That was essentially the point I was trying to make. Thank you for reinforcing it. =|:}D

"Duel? Listen I never asked for one and even if we did you would be dead with out even knowing it, as a super soldier my body is engineered to the fullest extent to react fast, fight fast and kill with ease, you have any idea how easy it would be to lose my strength? Not saying it would be dangerous, but I was put on diplomatic division for a reason." Jason said as Delta translated.

"You are confusing. You deny wanting a duel only to challenge me to duel yet again? I accept your second duel challenge as well, then. Once again, when and where?"

OOC:

Breakdown for cultural interpretations by a Walrusfolk.
The UEG-Space Command wrote:"Duel? Listen I never asked for one...

This is interpreted as Refusal to Duel, which usually comes with the metaphorical 'Ten-Thousand Years of Dishonor', which would, in a way, 'blacklist' Jason for the rest of his life, with most Eurarctans refusing to acknowledge him. For this reason, Eurarcta no longer recognizes the nation of 'New World Oceana' as even existing.

The UEG-Space Command wrote:...and even if we did you would be dead with out even knowing it, as a super soldier my body is engineered to the fullest extent to react fast, fight fast and kill with ease, you have any idea how easy it would be to lose my strength? Not saying it would be dangerous, but I was put on diplomatic division for a reason." Jason said as Delta translated.

This is again interpreted as a Challenge to Duel. In a sense, any boasting is interpereted as such, if directed against another. By saying 'I could easily kill you' it is implied that you are prepared to back up the claim and that you are propositioning the other individual to a duel. These two declarations have thus done much to confuse the Eurarctan delegate, who is now completely confused as to whether he should regard you as a friendly rival, or to ignore your existence entirely.

Eurarctan Culture. It is strange.

" The United Empire reserves the death penalty for only the most heinous of crimes, such as war crimes, genocide, or treason of the state and it's people. And even then, we still only prefer to use it as a last resort when it is for certain that the persecuted may repeat their grievous offences again if given the opportunity. While many may argue that killing is not the answer, at times when faced with a person unstable, dangerous, and willing enough to do the unspeakable, actions must be taken to ensure that they can no longer do any harm." "Here I go". Ilosiaya Kalaj, the new delegate from Rastnhaven said quietly out loud as she stood outside the door to the conference room. She politely smiled at the president of ArghNeedaName as he walked out and entered.

"Excuse me for the interruption, but I'm the new delegate from Rastynhaven. Ilosiaya forced a weak smile and took the empty seat that was reserved for the Rastynian delegate.

"Oh and before we continue", she abruptly said, "what are we talking about right now?"

"Should be loads of fun", she remarked. "The death penalty has been abolished in Rastynhaven since the formation of our constitution 3,517 years ago. We believe it to be a blatant violation of sapient rights and hypocrisy in the part of the justice system. It would be illogical to state that killing a person who has killed another person to prove that killing is wrong is a correct way of transmitting the message. No matter how severe the crime is, execution will not bring the victim back. I am aware that capital punishment applies to more than homicide, but that was just an example. Speaking of homicide, did I really miss a duel to the death?"

"Why boast of your power if you had no intention of proving the claim?" asked the ethnocentric walrusman, "Warmlander(translated: your) culture is very strange."

He then turned to the other confused delegate and through translation said, "You missed nothing, Kalaj. The One turned to the delegate who seemed to warrant fighting " I will tolerate chaos in this room, but I advise both of you to back down." The One then turned to Maven "Let these men of genocide see what the UEF is, and if need be I shall aid in intervention." he then looked in front of him, his mask glowing and then sigils appeared as he began to trace them with his finger.

"Your wish for a duel can still go if you want, your choice but it would be wise not to fight Jason." Delta said, for a second he thought he heard someone talk, but then he saw no one speak up. Jason only confirmed as not paying attention to anyone speaking, Delta must have been having programing errors. "Excuse me, I need maintenance, Jason would you like a A.I to come and take spot here?"
"No, go ahead if you want, just don't send that Forerunner A.I he is still in repair and reload, Cortana is busy, I say you should send in Tex, she will keep the boys in line won't she." Jason said looking around.
"But she is a Admiral sir, that would be illogical." Delta said in response
"I could care less, diplomats are ahead of Admirals in the Empire, if I need her here then she will come." Jason said, Delta knew if she was mad this would be bad, she made Rampent A.I look sane.

The One sighed " I said that such an action should be forgotten human, now sit down and avoid what you intend on bringing upon yourself. " then the one snapped his fingers and his mask glowed peering into the man he was looking at. Seemingly at the same time a stone statue seemed to appear almost instantly behind him. The statue was that of an angel, crying as it had its hands covering its face.
