I shall disagree with any attempt to establish a leader of this union. Giving one member more power than the others violates our goal of equality.
Furthermore, power corrupts. If you insist on a leader, then it would be best to have a directorate. A directorate can represent the various protected species far better than a single leader can. A directorate also represents more member states than a single leader does.
Even better would be leaving us leaderless, as that would give full representation of our member states and the peoples within them. Then would have full equality of our member states.
