I shall disagree with any attempt to establish a leader of this union. Giving one member more power than the others violates our goal of equality.
Furthermore, power corrupts. If you insist on a leader, then it would be best to have a directorate. A directorate can represent the various protected species far better than a single leader can. A directorate also represents more member states than a single leader does.
Even better would be leaving us leaderless, as that would give full representation of our member states and the peoples within them. Then would have full equality of our member states.

Porkof nodded awake. No, he did not sleep well on planes. His aide rushed through what had just happened.

"We believe that instead of a President, it should serve more of a purpose of a chairperson ... you know, someone to just keep the peace in meetings."

"We also agree with Leepaidamba - there are too many guards. As I've said before, it is a diplomatic conference."

"We have no problem with the meeting locations - they are perfectly suited to our needs."

"Moving further on the point of terrorism, let's quickly define it. Notice how it states 'use of violence?' Does that mean that your nation would permit a bloodbath on it's street? How can you really put a finger on how much violence is too much? It is for this reason that, although right to dissent is in the Constitution, the right to point a gun, threaten and kill is obviously not. We ask our fellow delegates for a justification."

"We agree that use of violence is also unacceptable, and we of Crystal Spires feel that we do not need to elect a 'leader' but rather assign tasks to be able to practically use our resources much better. As for security, really, our guardsmen are trained special forces agents so they really can handle anything even holding off Eldritch abominations... long enough to give everyone chance to run away. Practically unkillable, those..." Maven cleared his throat and looked up. "That's not the point either way. We can all speak on behalf of the union, but we should do so for the right reasons."

Henry pointed out practically right after Maven finished speaking. "Do you actually know if your guardsmen want to be taught like that? Their lives might have been ruined. Did they get forced by parents or military or by anyone to do this?"

"Of course not, it is a completely voluntary service given the highest honors in our country. " Maven said with a smile. "I also served when I was younger, and we fought together."

"Erm.. Hello everyone" spoke a soft, quivering voice.
The assembled delegates turn to see a young, olive green skinned girl with yellow eyes, seemingly attempting to hide behind some imaginary wall, sitting very low in her seat, trying to keep her face in the shadows.
"I'm, er... Tabytha Tek. I'm from the Scientifically Philosophical Symposium of MGL?" she coughed "Sorry I didn't say anything when I came in. You seemed to be discussing some important things and you were raising your voices and I... well, I, didn't w-want to... interrupt."
There was an awkward silence, which Tabytha desperately tried to fill by coughing once again. Her throat didn't need clearing and she ended up straining herself. She coughed loudly several times, her eyes watering, before catching her breath.
"Err... if security is an issue for some of the d-delegates, the New Alexandria Uni recently received a donation from an island community which might come in useful. He's an old, partially restored battle and defense robot that this tribe recently unearthed. He is semi-sapient and currently works at the University as a security guard for the Main Library. My superiors call him Talos after the bronze giant of ancient Greek myth... but he calls himself 'Tonno' for some reason..."

"Welcome and well met, Lady Tabytha Tek. We're it is an honor to have you in our midst." Maven said as he put his fist over his heart and bowed. "We of the Union of Equality and Freedom are pleased to have you among us."

Maven could see that she was nervous and it did not surprise him at all as he and each member present must look rather intimidating, so he approached her with his hand extended and offered her a few lemon drops and candies.

"I am High Chancellor Maven Auryn of the Beastling States of Crystal Spires." Maven said as he happily offered her hot water for tea or coffee.

"D-delighted..." managed Tabytha, taking a single lemon drop.
She was about to pop it in her mouth when she remembered how sensitive her mutant skin was to citric acid, even in minute doses. She blushed dark green and placed the lemon drop back in Maven's bag of sweets "S-sorry... I think I might just have a camomile tea... steady the old nerves, ha ha!" she laughed a strangled sort of laugh and quickly began preparing her drink.
"Tonno... I mean Talos... he's really quite nice. He's been an excellent guard and I'm sure he'd be all too happy to assist the UEF in some sort of security detail." Forgetting to wait for the tea to cool down, she took a sip and burnt her tongue.
"Ehhhnmm... By buh bhay, bhat haf buh assembuh deleguh beeh disussih so bah?"

"Many topics have been discussed. We have discussed terrorism, speciesism, symbols of the UEF to make an official Communique of the UEF to do actions and collaborations like calls for action. We also have discussed various topics in the international theater. Please take a caramel candy instead if you'd like. I've many sweets and I hope one will suit your tastes." Maven said as he took the candy dish and offered it to Tabytha.

"Hmpfuh guh... thank you." said Tabytha, picking a golden hued caramel sweet and placing carefully in her mouth. The soothing effects soon helped her tongue stop smarting.
"I see, that's er... quite a lot I've missed then..." she scratched the back of her head, a nervous tick of hers. "What do you mean by symbols? Do y-you mean... something like a f-flag or a standard?"

"Aye, like a flag or standard. It makes for an alert to all members of the UEF as a call for action. The Scales of Justice have been considered as has the bannered dove for the calls to diplomacy, and we need one specifically for a call for action." Maven said as he hoped that he had made the delegate more at ease.

President Rainbow Dash dared her eyes towards Tabytha Tek of MGL and smiled at the socially awkward lady. She didn't want to pop into her conversion with Maven, guessing that she too nervous for more than one person let alone a Pegasus Pony in her discussion would scare the young lady away. Rainbow Dash took another tea and start drinking it.

Excuse me if i am interrupting.- says King BlazeHammer, his voice steady and calm and his eyes fixed darting from face to face

I am one of the Union of Equality and Freedom's newest members, thus i would greatly appreciate if a fellow delegate, could fill me in via telegram, Also my large ears had heard of the discussion on terrorism and me and my ministers agree violence and mass murder is wrong and that before violence is started diplomacy should at least be attempted, if this fails it is most likely war, seem as war is failed diplomacy.

I am sorry if i interrupted.- he sat, his eyes now focusing on the other delegates in the same fashion a beat up puppy looks at it's master.

Tabytha's face lit up "I have a suggestion!" she said, a little loudly.
"By which I mean, well, I... well, I like to erm... I like art. Basically I draw and paint a lot in my spare time and..." she paused, wondering if she was ready for this kind of assertiveness. Her brother said so.
"Well, I guess, if it's ok with you... I could try and come up with something? Maybe a sketch or something?" She smiled... hopefully.

That bit is true IRL Here is my blog with some of my work. I was thinking a cartoony type thing, but if you want something more serious I can work on the scales idea and incorporate the call to action

He pulled out a sketchpad and handed it to delegate Tabytha Tek as he addressed King BlazeHammer. "I would be pleased to inform you what we have discussed thus far, but it is no worry. We have discussed the Charter and defining the limitations and uses of force. We believe force and military intervention should always be used as a last resort unless it is a time sensitive matter. Given that this can be the case with instances of genocide we include that under special circumstances."

Maven lies. He can draw fine, he is just lazy. BUT DOOO EEET

Thank you, we believe violence in international affairs should be handled by those directly involved, and if other nations wish to get involved they should send less than 100 preferably 50 soldiers to attack or defend. Also may i propose creating a region for all members to join?.- says King BlazeHammer to Maven, with a slightly more relaxed attitude,however still nervous and distracted due to other international affairs.

He turns his head to Tabytha Tek and says: I trust completely that you will do a great job in designing a Standard for our union, if any help is needed we would be more than happy to help.

"Yippee" Tabytha whispered, just under her breath, and set about furiously sketching away on the pad.

Tabytha lifted up the sketchbook, sheepishly, to show her design to the other delegates.



"How should I, er... colour it in? I w-was thinking, maybe, U.E.F. in gold? And the flag behind a shade of purple...perhaps?"

Rainbow Dash giggled when looking at the tabytha sketch."That pretty Awesome, but I think blue or better let cyan color should work on the flag with the U.E.F. gold for it to be 20% cooler."

Tabytha nodded with a smile and got out a box of pencils. After copying the sketch again and colouring the two different versions, she showed them to the rest of the group "What do you think?"

"The yellow and blue one appeals to us." Maven said with a patriotic feeling rising. "It is a brilliant symbol of the law and the good. We approve!"

He looked at the artwork and nodded.

"Ooh, yay" said Tabytha with a grin. Her grin faltered momentarily and she blushed. "Oh cripes... missed a spot..."
She scribbled away again.

Tabytha stared at the King's antennae for an impolitely long period of time.
"Oh, er... yes..." She pondered both versions "Perhaps we could use the purple standards in cases were action is needed urgently, and the cyan when more time for preparation is needed?"

"Fitting... We use blue for when the call is imminent for peacekeeping actions and purple when the call is for sanctions and condemnations. What say you, your Majesty?" Maven said with a bow. "Perhaps this is the best possible situation. It is best that we also construct an official communique and a code. My suggestion for encoding is one time pad, but we will need a standard pad for the code to work. The pad may be a passage from a story, a poem, or any written work, and we feel it must be poignant to our cause."
