It's when a religion steals dogs (or people) from homes and sacrifices them that I have an issue

Is that refusal to permit religion aimed at all religions in general, or is there a specific religion being combated? I'm generally more lenient regarding religions if said religion invariably involves harm - either physical or psychological - to others, such as Satanism or Discord-worship. If religion as a whole is banned entirely, then I'd have to vote against. If said non-permission applies to politics only (in other words, a very strict separation of church and state, permitting individuals to practice it as long as they do so privately), then I see no problem with it.

Religion is not banned, Aetherian citizens are free to have whatever superstitions they please in private, provided it doesn't involve sacrificing people or something else that breaks Aetherian laws. We have strict laws regarding the establishment and management of places of public worship, they cannot receive state funding, and are subject to closure if the pulpit is used to make political messages.
What that is referring to is the prohibition of religious political parties. In the 1920s, the parties based on religions started working together to ban secular parties. After that was done, they naturally set to work trying to ban each other. By 1924 the cults of Orthodox Christianity, Taoism, and Buddhism were the three largest parties, with a handful of smaller religions with minimal representation. The Christians gained a significant majority in the ANS and called for a vote to ban Buddhism on December 31, 1924. This was blocked by the longest filibuster ever recorded in the Aetherian National Senate, which went on until approximately 11:45 pm. At this point unknown gunmen stormed the building, (according to state records they were Christians attempting to end the filibuster) which sparked what later became known as the Midnight War.
Long story short, it lasted 3 years, and the Socialists saw the total collapse of the government as a great chance to get back into the public eye. They, along with the other banned parties formed the Aetherian Secular Coalition and managed to defeat the Christians and become big goddamn heroes, and firmly cement themselves as the primary political base of the newly formed PRA, which they've largely kept to the present day.
So they aren't too keen on letting the people they shot out of power back in. Which isn't too likely considering public attitudes toward religion in general. A popular Aetherian children's rhyme illustrates this.

Plus, a collection of crosses ripped from the necks of Christians killed in combat are treated as cultural treasures in the Aetherian National Museum.
