He's the great great great great great great great great great great great (and probably even more greats) nephew on Celestia's and Luna's mother's side, about 52 times removed, roughly speaking. I would have preferred to call him a Duke, but someone in the approval process thought kids wouldn't know what a Duke is. Luna and Celestia have no siblings and no children. Also that's a fan name, he has no official name on the show.

Lauren Faust on Prince "Blueblood's" relationship to the Regal Sisters.

I am generally inclined to regard Celestia and Luna having had parents (and at least one aunt or uncle) because of this. Though these may not necessarily have been winged unicorns either; Blueblood isn't, though he's very far removed. And those pictures are often adorable, though don't account for the Discord-rule.

Considering that there are scores of other regional map threads throughout these forums, I would find it ridiculous if we were suddenly deemed "rulebreaking" by having such a thread. And again, I see no rule, spoken or otherwise, that states we can't have a thread for map-making on the NS forums. If Milograd's report is acted upon by the mods, I'd be inclined to report basically every other map-making thread in the entire forum.
