We could, and we generally would but since Celestia and Luna do not have any presence in Mystria at all, Merris is the only Alicorn in the region.

No it isn't. Luna and Celestia are the Goddesses of the Sun and Moon in Equestria.

Unless you're claiming that there exist only one sun and moon in the whole universe, Godmod it is not.
