I'll go with Member for the sake of sanity instead of trying to figure out the difference. If later I want to become a protector instead (which actually sounds cooler for some reason) then I'll downgrade, but at the moment I'll say member.

I was considering something like this.
Member
Full part of the coalition, this spreads to rights to vote on military, economic among other issues, this also binds them to the rules set about as part of the coalition
Protector
These are nations who have signed military treaties with the coalition. They can vote on military matters, and will be subject to CoPS assistance during times of war, we expect the same
Observers
Goons who are interested, they get invited to summits etc so they keep up with the latest info, but dont' have any voting rights, and we aren't obliged by treaty to defend them. Although we probably will anyway.
