The Communist-infiltrated military garrison of Bovianum, the capital city of Nova Samnium, has seized power in a coup and installed a Revolutionary Council of People's Magistrates to head the country. The nation has been renamed the Socialist People's Republic of Nova Samnium.
Several immediate decrees followed this "revolution".
1. Most industries and farms are to be nationalized and collectivized. The penalty for black market activities is death by firing squad.
2. All private handguns are banned and to be turned into the State.
3. Organized religions and their members must register with the state.
4. Small-scale family and co-operative farms and shops will be allowed to exist outside of the system, provided that they join a local soviet of independent vendors or farmers.
5. Soviets will represent workers in all state-run industries and farms.
6. Commissars are assigned to all army, navy, or air force units of company or higher level.
7. All parties must register with the Compliance Commissar, in order to ensure that they are "loyal to the State". The Commissar may choose to ban any party, for any reason, except the Communist Party. All registered parties are automatically considered members of the Communist-led Popular Front for a Soviet Nova Samnium. One candidate from the Popular Front is assigned to each district, and the Communists will receive 60% of the seats in all elections.
8. The State will have complete ownership of the electronic media. Foreign satellites are banned. The State-run cable networks control and censor what foreign series and programs are aired. The State controls most newspapers and magazines as well, but permits small, "non-subversive" private newspapers and magazines.
9. "Capitalist clothing", such as neckties, gold watches, and pantsuits, are banned on pain of a stiff fine.
10. Homosexuality is now legal and homosexuals may now openly serve in the armed forces and enter marriages with each other.
11. The Family Commissars will decide custody disputes, issue marriage licenses, arrange some marriages (those which had been arranged by parents), and grant divorces and annulments. They will also mediate in cases of domestic disputes and guarantee that "all gender relationships are purely equal", as well as that all divorce settlements are equal and fair.
12. Polygamy and concubinage are banned, but both parties can enter open relationships, since "only bourgeois, religious marriages exclude the right to pursue communal love". "Neither sex should be a possession for the other."
13. All banks and credit unions are owned by the State, and all paper money is printed by these banks and credit unions, and must meet standards set by the Monetary Planning Council.
14. All workers are guaranteed old-age pensions, disability and unemployment insurance, public health care, and living wages.
15. All small vendors are guaranteed a profit of 6%, after which all excess profits are taxed 100%.
16. Alcohol, tobacco, and marijuana are legal and taxed at 2%, with tariffs for foreign products hitting 8%.
17. Gambling is banned, on the grounds that it "enriches the operator and impoverishes the gambler". Gambling is considered a black market practice and it is punishable by death.
18. Traditional prostitution is banned, as commercializing sex. Strip-tease is also banned. "Communal love halls" have been created as a non-profit service, in which state-licensed professionals practice "safe and patriotic sex for the good of the People". They are paid by the State, not the client. "Safe" is self-explanatory and protection is required for all purely recreational acts, while "patriotic" is a euphemism for sexual liaisons with the specific goal of impregnation. The latter is mainly a function used by surrogate parents and their clients.
19. Pornography is tightly regulated, especially the literary kind.
20. Incest is banned, on penalty of sterilization and assignment to a penal battalion.
21. A new Constitution, to be approved by a plebiscite, is to be drafted soon by a National Presidium. It is to consist of a People's Assembly and a Congress of Soviets, the former to represent the people directly and the latter the people in their soviets.
22. A President, Premier, Cabinet, and Courts will be established, first by this Presidium and then by the new Constitution.
23. The new regime will work closely with all "fraternal socialist comrades" to achieve "mutual advancement for the masses and the international proletariat".
24. Slavery is illegal, though several crimes may lead to "involuntary conscript labor for the good of the People."
25. A maximum wage is to be set by the Commissar of Revenue, who will then tax all excess wealth.
26. The regular armed forces and police are to be supplement by the People's Militia, a conscript reserve force, and by the National People's Bureau for State Security, which is both a secret police force and an intelligence service.
27. Abortion is legal, provided that it is done in a regular, state hospital, by licensed providers and with full health warnings. A permit by the Census Commissar is also required.
28. Contraceptives are legal, but are taxed at 2.4%.
29. All food is to be rationed, with ration cards issued and necessary in addition to money, in order to purchase food. Provided that one has the card, he or she can buy the desired items (if they are available). False, stolen, or otherwise illegal ration cards carry a sentence of five years of hard manual or menial labor (the former for men, the latter for women and children).
30. Private education is illegal, including home-schools and parochial schools.
