As the United Kingdom of Malgrave slowly moves away from it's isolationist policies and steps into the International Community the Malgravean Government wish to enter diplomatic relations with a variety of countries which it feels the Malgravean state can co-operate with.

After much careful consideration and debate in the nations Parliament it has been concluded that the Second Empire of Anemos Major has several things in common with the Malgravean state and it would be extremely beneficial to officially open relations between our two countries.

The Malgravean Government wishes to establish an embassy within your country and discuss the possibility of future trade deals between our countries. On the table for trade negotiations is drilling access to various oil and gas deposits around the Malgravean coast that are not needed in Malgrave due to our advanced enewable energy network, extensive public transport network and hydrogen fuelled vehicles. We are also willing to trade such technology, in return Malgrave needs heavy metals and assistance in building up it's heavy industrial sector.

Concerning your intent to open negotiations and diplomatic relations with the Second Holy Empire;

Your desire to open an embassy within the territory of the Second Holy Empire has been noted; the MoFA will be in touch with the relevant departments in your nation shortly to make the necessary arrangements.

As for your proposed trade deals between our respective nations, the Anemonian state wishes to inform you that oil and gas sufficiency is currently maintained by the Anemonian state via deposits in the North Anemonian Island Chains; however, if you are willing to open access to private drilling concerns within the Anemonian state, whose access to domestic stocks is prevented by public sector control of strategic resources, we can see this acting as a card on the trading table. As for technological advances concerning your power grid, public transport and hydrogen fuel infrastructure, though we perceive these to be interesting, we must also add that we are reluctant to make economic concessions in exchange for nothing holding any significant boons for our nation.

On the other hand, your position as a territorial neighbour of the Anemonian State, with largely similar ideological leanings to our nation and a similarly conservative foreign policy, mean that we are more open to the prospect of agreements with you, and as such, we would like to propose a rather different set of suggestions for a comprehensive trade treaty that we are sure will be more than agreeable for the United Kingdom of Malgrave.

Firstly, we would like to propose the implementation of low tariff trade between our nations. We are sure that the lower barriers to entry into the Anemonian domestic market will provide a highly noticeable rise in demand for products from your nation, and vice versa, making it economically desirable for both nations.

Secondly, we would like to look into the United Kingdom of Malgrave's stock of furniture grade wood, of which there seems to be a shortage of supply within Anemos. If sufficient, we would be more than happy to promote your nation as a destination for firms in said industry for our mutual gain.

Thirdly, we would, of course, be pleased to assist you in your development of your heavy industrial sector. Though Anemonian metal must be purchased from our public sector firms, without direct provision to your nation by our government, we are sure that a tariff decrease will greatly lower the cost of importing such raw materials into your nation. As for the development of the sector itself, we would be more than pleased to send a specialist advisory delegation to assist your planning and implementation in this area.

This is, of course, only a proposal for a trade treaty; if your nation desires diplomatic interaction concerning other areas, and agreements, please do not hesitate to contact us.

The United Kingdom has no need for it's current supplies of natural gas and oil, as such the Malgravean Government would be extremely willing to allow private industry access to it's stockpiles as long as these companies can ensure that safety regulations will be followed as any accident would damage the fishing industry which is a large part of the Malgravean Economy.

Upon looking at the revised trade deal composed by your government we have found the terms to be extremely agreeable. As per environmental regulation in our country every single producer of furniture quality wood in our nation must abide by a system of rotation where they own and control several large forests, combined with the fact that Malgrave is covered extensively by forests then we can certainly produce what the Anemonian state needs.

The Government also accepts your assistance in building it's industrial sector, possibly in return Malgrave can send a team of scientific advisor's to aid your state in the possible development of technology like the hydrogen cell and blade-less turbines.

On the note of opening diplomatic relations the Malgravean Government would like to open a cultural exchange programme between our two nations to gain an understanding of the traditions, history and way of life of our people. We hope that this exchange and the opening of an embassy will be the start of a special relationship between our two nations

Bukharabia has been scouring the world for allies, trustworthy allies, ones that uphold universally accepted standards in both military and civilian operations.

After much careful consideration and debate in the nations Parliament it has been concluded that the Second Empire of Anemos Major fits these requirements perfectly, so here is what we ask, and what we offer:

The Bukharabian Government wishes to establish an embassy within your nation, yes, but we are interested in much more than that. We are interested in a Trade Agreement, a Non-Aggression Pact, a Scientific Research Agreement, and general willingness -but not requirement- to aid each other should either party request it.

To address the trade agreements, Bukharabia is a largely self sufficient nation with a trade surplus of around A$241,782,855,116 and as such a free trade agreement would be very beneficial to both our nations. Natural gas wells, petroleum wells, and many different types of mines exist scattered throughout our 3 territories including the mainland (all of which were obtained diplomatically and as gifts, with no military force exerted) and so we'd love to be able to export to your nation. In regards to imports, several Bukharabian companies have contact our government requesting a more open process in trade dealings with your nation (which is partly the reason why we're having this conversation) so they may be able to import several of your nation's valuable goods without the red tape that is making it an unappealing option to several companies.

To address the non-aggression pact, it's as simple as it sounds; We don't attack you, and you don't attack us. The aiding of each other's enemies with equipment and supplies is also frowned upon and is something that you may bar us from engaging in, but we will not hold it against you if you choose to aid our enemies with the aforementioned items.

In regards to the Scientific Research Agreement, we simply wish for the fostering of better relations with both of our scientists; Surely they can achieve numerous wonderful things if they work together using shared equipment and supplies. However, neither party is required to give up any high value research equipment to either nation. It is entirely up to your government and scientists if they wish to work with our scientists, but we merely wish to for this agreement to state that if you ever need our assistance in any scientific matter, we'd be happy to help.

And finally; The last clause of the agreement: The general willingness -but not requirement- to aid each other should either party request it. It is, again, as simple as it sounds. Say, la qadar Allah (God forbid), a tsunami should strike your nation or some sort of belligerent nation would try to launch an invasion of your lands. We would immediately respond with aid on a magnanimous scale, but purely out of choice and not because we are forced to. Bukharabia will always see it fit to aid your nation in any civilian or military disaster, but in return we merely ask that you consider showing us the same courtesy if we require it.

Concerning your diplomatic requests and offers;

Your first article, the establishment of an embassy within the Second Holy Empire, is not one that poses much difficulty to our nation, and we will be more than happy to coordinate with your nation's foreign ministry to establish one. Please note that this process will involve applying for diplomatic visas to the Ministry of Internal Affairs.

Your proposed trade agreement is one that we cannot, regrettably, accept in its entirety. Though sectional low tariff trade may be mutually beneficial for our nations, it is the view of the Second Holy Empire that the full removal of tariffs between our nations is both unwarranted, given the nature of our diplomatic relationship, and not necessarily necessary or desirable for both of our nations. As such, though we are willing to negotiate sectional trade restriction relaxation, the full removal of tariffs is something we cannot agree to at this stage.

The non-aggression pact proposed by your nation is, again, though certainly interesting, not something we are willing to enter into. Though we recognise that your terms are more focused on convincing us that you do not intend to engage in offensive action against the Second Holy Empire, this is something that we can recognise without the formality of signing a non-aggression pact. Ultimately, it is our belief that the creation of a NAP providing this degree of concessions to the Anemonian state is ineffective to the point of obstruction, and that a non-aggression pact that attempts to impose equal terms to both parties is not something we are willing to enter into at this stage of our diplomatic relationship.

This scientific research agreement is, again, arguably an unnecessary formality, insofar as it accomplishes very little in practical terms. We propose that, in lieu of an empty declaration of intent, we set up an initial cooperative body of scientific bodies who wish to participate between our nations to advance cooperation in this area in a very visible and realistically effective manner. However, please understand that areas of research we consider to be confidential are confidential, and that attempting to circumvent this will have severe consequences.

As for the last clause of this agreement, this seems to be another unnecessary formality. Suffice to say, if the Anemonian state considers your nation to be suitable as a recipient of aid when necessary, we will waste no time in providing it.

That is indeed agreeable, it would have actually surprised us if you had agreed to the trade agreements so readily. But as the Sultan always says, 'It was worth a try'.

We suppose that your lack of agreement on the non-aggression pact is expected as well, your nation was highly recommended by our allies, so we're happy with your decision.

That agreement actually would work better than our suggestion, we were going to propose something similar, but we did not want it to seem like we were trying to enforce demands on your nation or ask for too much. An initial cooperative body of scientific bodies who wish to participate between our nations to advance cooperation in this area it is then, and we wouldn't dare intrude on areas of high confidentiality without your permission.

Your last comment was really all we wanted, it heartens us to know that you'd be so willing to supply us with aid, and you may certainly expect the same amount of courtesy from us should you ever need it.

It is most likely that Anemos Major and the Holy Office of Foreign Affairs have not even heard of Clean Conscience. This is most likely because of our small population and our isolationist policies. However, we have decided it is best for our nation to split with the isolationist ideas to the help the world as a whole. Therefore, I send a proposal on behalf of my Ministry for us to establish an embassy in your nation. The ambassdor, Fábia Kaylynn is willing to go to be the ambassador for our nation.

The ways you could benefit from this is a closer relation to our nation, a prime precious mineral exporter. We also have a selection of some of the worlds best minds, that come to Clean Conscience to think. Our nation is one of the most intelligent. And so, we would send the usual set up of one ambassador, 5 diplomatic staff accompanying her, 6 security staff, 3 vehicles including 2 trucks and a limousine aswell as 20 or so cleaning staff that we would hire locally. All security staff are equipped with pistols and pepper spray, and we wish for our ambassador to be given diplomatic immunity.

It is completely up to you as to whether you let us establish an embassy in your nation, but, there is no downside other than lending us a building. Frankly, there's nothing for you too lose but so much to gain. So, please, consider this request.
