The Four Hierarchies are the method by which an individual's legal status in the Hochreich of Edlefuelle are determined. The First Hierarchy of Nobility is determined by one's birth status, with the most favorable available to a non-native of Edlefuelle being if they are a recognized noble in their native land, and the influence of one's position in the First Hierarchy of Nobility determining the weight of one's testimony in a court hearing, as well as the strength of one's position when negociating a contract domestically. The Second Hierarchy of Piety determines one's position in the Church of the Holy Empire, which in turn determines the rate at which one pays taxes based on relative position to a believer who pays a weekly tithe but otherwise makes no contribution to the faith. The Third Hierarchy of Wealth is a measure of an individual's personal gross domestic product compared to the nation's GDP per capita, with the rankings determined by how many powers of two one is above or below the GDP per capita, and that ranking is used with Second Hierarchy placement to determine taxes to be paid. The Fourth Hierarchy of Knowledge is defined by educational background, and while having no official weight beyond status as a Hierarchy it is an efficient way to know the educational history of an individual.

Included is a link to a public location covering the rankings in the Four Hierarchies in a fully comprehensive manner. I hope that The Coalition of Ponyist States will be similarly forthright in presenting the requested information.

Although our country itself does not itself practice ponyism and only 10% of the sapient population are ponies, we have one particular region that does have a pony majority and a regional government that practices ponyism. The Frangettera Autonomous Region of Thrucia, where pretty much the entire pony population lives, is independent from Thrucia on most matters and subject to very little tax, but the Thrucian Government is responsible for its defence and foreign relations. Would the Frangettera region be entitled to membership, or observer status?

To answer your first question, I am afraid neither Princess Celestia or Princess Luna come under the classification in the Four Hierarchies, as they are more than simple secular rulers. The Regal Sisters are divine beings of the highest order and are the cornerstones of the universal order and harmony.

Addressing your second question, Ponyism as a spiritual way includes worship of Princess Celestia and Princess Luna and encourages following the Elements of Harmony (Magic, Honesty, Laughter, Loyalty, Kindness and Generosity) in everyday life. Various Ponyist spiritual teachings exist: Orthodox Ponyist Church (based in Greater Pony Herd) venerates the Regal Sisters as supreme rulers of the universe, while Hippostanian Ponyists, while holding the Sisters in high regard, don't actually consider them as gods, merely wise secular rulers of unfathomable magical prowess to be looked up to. And Enataian Ponyists seem to venerate me...and my friends...as saints...*blushes*

Pertaining to Ponyism as social, political and economic teaching, here opinions are even more diverse. Herd Ponyism, or Ponycorporatism (Greater Pony Herd) is based on pony traditions, caste system and local agricultural communes that enjoy vast autonomies. Hippostanian Pony Party, on contrary, is a deal more rightist and seems to oppose localism and agrarianism.

The Democratic Republic of Alogachia commends the greater pony nation for banding together in global friendship, and moreso in the face of oppression by beings with inferior capabilities of tolerance. However, the government of Alogachia is wary of a Princess-dominated alliance, and fears that such a union may have ulterior motives; viz., the government of Alogachia considers joining this ponyist federation to be potentially harmful to its experiments in progressive governance and to the ponies of Alogachia in their day to day lives, should Celestian leadership and indeed the worship thereof win out and Alogachia become but a vassal and a shadow of her former self. Please do not take this the wrong way, but Alogachia is a nation of strong backs and much pride, and it would be a grave disaster if I did not jealously safeguard personally the dignity and future of my own little ponies.
