The admittance of Fantoa would not be an admittance of a pony-hating government, it would be the admission of a newly built state, one that could be crafted to be true to the ideals of ponyism in its actions.

The actions of the previous Fantoan government would be as alien to the new Fantoan state as would the actions of a feudal monarchy to the actions of the modern day state desceneded from such a monarchy.

If CoPS were to cooperate in rebuilding Fantoa, we could show the world what a true ponyist state could be.

That would be far from necessary, as the Fantoans are no longer "pony-killers". A mere disarmament {OOC: like what USA did to Japan after the Japanese surrender in WWII} would be much more effective, as it will give their local government the opportunity to focus those funds on public works, economic redevelopment, and other civilian necessities.

Yes, they did perform such horrible acts. There is no denying that. With the agreed-upon cession of sovereignty, however, we can prevent that from ever occurring again.

The Fantoan proposal is merely for that probationary period, during which it has been agreed upon that the Fantoan leadership will relinquish control, to be replaced with joint control from members of the Coalition. Admittance, even as an observer, is currently out of the question.

While it is true that this country was an anti-pony nation at one time, I submit that a probationary period be required before we make any changes (even when they are requested by the current ruler of the nation) to the government and infrastructure of Fantoa.
This is by no means a negative vote, as we hope to have you as an ally later on down the road. This is simply an expression of caution.

We have been in contact with High Leader Frolls and we have agreed if the coalition would perhaps help with the transformation or not. Our party has agreed that Fantoa would not ask to be admitted in to the CoPS until even the government believes the time is right. Hurrying such a thing would not be possible and emotions are still high which would make even an observer almost unimaginable.
Our time line would transfer power slowly over a course of a month at most and education programs to education the populace of Fantoa what Ponyism is really about. For those that have died will be given a proper burial in accordance to our nations religion. After High Leader Frolls steps down power will be transferred to whom ever ether a joint power holding by the CoPS or YellowApple. After the one month is up power is transferred back in a beautiful celebration with many colors, Fantoa should be re-evaluated after another month in power. Maybe then we'll ask to join the CoPS.
