''Oh dear..'' Toffee said happily, ''we have plenty of missiles, it's the nuclear warheads we're missing!'' Toffee took a look at a notebook where information about different offensive and defensive weapons, and started searching for Topol M. When she found it, she stared at the picture and the information chart, especially the part about manufacturing country. She looked at the blue-white-red Russian tricolor for a while, until she timidly said: ''I appreciate your generosity, but I don't think we can use non-NATO compatible equipment, even in wartime.. It's a cultural thing, I'm sure you understand.'' and put the notebook away.

Skye sighed lightly. The Topol-M was one of Lykosia's strongest weapons in the LNAF weapons inventory. He couldn't understand why Toffee refused to accept it even if it's a cultural thing. "I understand. In Lykosia, we intend to use the Topol-M as our bargaining tool with how powerful the weapon it is," he confessed.

"For the nuke, unfortunately we cannot just give away nuclear weapons to other nations, even with our own allies. It's a dangerous thing, and if you really want it you should look for it elsewhere," President Skye explained. He shuddered when thinking about nuclear explosions and the damage it would cause.

President Phantom Skye has told me that apparently the peace summit didn't go very well. With the happenings in that conference which results in a thing that we did not expect, I shall give you a green light to execute Operation Sunshine. The president also said that you have talked about this operation before he went to the summit, so I presume everything is clear.

In less than 32 hours, the military equipments should have been sent to Hippostanian soil; including cruise missiles, small arms, anti-aircraft weapons, and etcetera along with some of our soldiers to train the ponies with the equipments. I should remind you this should be done without being discovered by anyone, including the media. All Lykosian identity on the equipments also should be stripped, including the name of the weapons manufacturer.

United Casio has a history of being...unrelenting....unless it's utterly clear that they won't get any foothold in Hippostania, they'll fight to the last man, and bring as many down as they can along the way." she said. However, these concerns have been heightened by recent preperations of possible nuclear armaments within the combatant nations. The Red Tidean Union warns that any usage of nuclear weapons will prompt Red Tidean military intervention against the user, in addition too the authorization of a Stage-B nuclear posture in the conflict as outlined by Red Tidean doctrine. Nuclear weapons are not to be treated like ordinary weapons and such attitudes will not be tolerated."

OOC2: Red Tide operates on a no first-use of nuclear weapons policy and maintains itself under a three stage system on the restrictions of nuclear weapons. Stage-C is the standard, in which weapons are not to be released. Stage-B is authorized in response to the opposing side using nuclear weapons against Red Tidean military forces. Under Stage-B, operational commanders are given free reign too use tactical nuclear weapons at their discretion... which they do prodigiously. Finally Stage-A, which is authorized if a nuclear attack is carried out on Red Tidean soil, is essentially a full-scale, earth shaking, glass creating, strategic nuclear bombardment of the opposing side until hostilities cease.

Red Tide is significantly 'none or all' when it comes to nukes.

OOC: Okay, as this one seems to be being wrapped in favour of a conference to be held by The City of Aurora, I thought a post summarising our (that is to say, Luna's, I think it's shared by the other pony delegates) position at this time.

We have reached the end of the first round of talks regarding the situation in Hippostania, with the following proposals suggested by ourselves.

1. The human population of Hippostania will be given, within the next six months, the opportunity to vote in free and fair referendum about the continued presence of ponies in their nation. In the eventuality that they vote against this, the pony population will be evacuated and granted sanctuary in Equestria, should they not elect to move elsewhere on a case by case basis. Should the human population support continued presence of ponies, their citizenship and nationality shall be established beyond all external reproach.
   
   
2. The population of Hippostania will be given, within the next year, the opportunity to vote in free and fair elections to form a regularly appointed government. This shall be the government of HIppostania, beyond all external reproach.
   
   
3. An international team shall be assembled from interested nations, subject to the Transitional Pony Council's oversight, and permitted to study a portal remaining in Hippostania, should such still exist by the time that all negotiations are ended, and should it be practical bearing in mind potential hostilities. At the least these shall be permitted to attempt sending a robotic probe through a portal in the assumption that they are two way. We note that this is not certain, and are familiar with several 'one way' portal-like technologies ourselves. These shall be permitted to take reasonable means to determine if these portals pose a threat to their nations.
   
   No experimentation will be permitted that risks Hippostanian lives or property, definition of which rests with the the Transitional Pony Council.
