Paddy O Fernature and New Hayesalia were world powers. With innovative military systems, effective warfighting capabilites and a sense that the two nations worked in sync. Since the Missourian Rebels war, which saw a massive New Hayesalian shift in policies, Terra Nova had formed a vibrant and interconnected region. And the POF and NH remained joint in their military efforts. With growing agreements between both nations, it only made sense to create the POF-NH Mutual Defence Agreement- otherwise known as the Oppentin Agreement.

With an intense ambient threat level, it is considered that all nations are in a way vulnerable in the world today. The only way to adequately address that is to remove as much of the threat as possible- one way being with allies like the POF.

Oppentin was a clockwork city- eternally moving. It was hard to paint- the skyline changed depending on the time of day, with the rings of the city rotating. It was bustling with pedestrians, yet somehow it was serene. Over the beach you could see lillypad cities, tethered and floating. Connected by expansive ferry services.

But today the main centre was Chestnut Park, more specifically the office building next door. On the bottom floor was the Centre for Terra Novinian Affairs. The room that the meeting was to be held in was quite nice, having a warm atmosphere and being somewhat casual.

The New Hayesalian delegates had arrived in Oppentin the day before, including Daniel Hayes, the Prime Minister; Frankie, the Defence Minister; Anthony Scapalotti, the Deputy Prime Minister and Foreign Minister. The fanfare had been more than expected, extra staff being applied. At Oppentin International, just on the border of the outside rings, everybody was waiting for the POF team. Once they arrived, the future of Terra Novinian defence could be decided.

Sitting comfortably in a private helicopter, President Wallace McBeth adjusted the red tie on expensive black suit as he gazed out the window at the city below him. Each ring of the city spun slowly around in an endless cycle in and around itself thus nearly eliminating the need for motorized travel within it's limits.

"A thing of beauty, isn't it old friend?" he asked looking at the grizzled form of General Stern who was sitting across from the President in a neatly pressed dress uniform.

"It certainly is Mr President, and well ahead of it's time too." he said in his usual no nonsense tone as he adjusted his hip holster which was digging into his side.

Soon, the helicopter gracefully descended through the upper reaches of the ever changing skyline and nimbly touched down onto the helicopter pad on the outer ring. As the blades slowed down as the craft powered down, the co-pilot exited and ran around the side and opened the sliding door allowing his passengers to disembark into the fresh morning air.

The two men exited and quickly straightened out their suits before moving briskly away from their craft leaving the two pilots behind to perform their post flight checks. A well dressed man was waiting for them to guide them to the building where the meeting was going to take place. After quick introductions, the trio set off through the city toward their destination.

"Ahh, sir."

The sound had come from a teenage boy, about 15. He was on a pushbike, and he was directly adressing President McBeth and General Stern. He was wearing a red shirt and jeans, as well as some new looking sneakers. He also wore an O.G green, ex-military jacket. He seemed quite friendly, and got off his bike.

"I'm Fred Scapalotti, nice to meet ya. I'm gonna be taking you over to the meeting room with Paul over there," he gestured to the suited guide. "My dad is Anthony Scapalotti, so he wanted me to come get you. Looks like Paul met you first though."
"Sure did, Fred. You can take our guests, I'll go get that thing?" Paul replied.
"Yeah, go for it. Thanks."

The President smiled at the unexpected surprise as the young lad explained things over to him.

"The Deputy Prime Ministers son, splendid indeed." he said and gestured to the lad with his hands.

"Lead on, my good sir." he said and stepped in line behind the boy with the general who was holding a brown leather briefcase filled with The Presidents documents for the trip.

As they walked through the lush and clean city streets, The President made small talk with the boy about everything he could. From the unique layout and design of the city, to his studies at school and what he wanted to be when he grew up. He listened intently and soon lost complete tack of time and soon found himself walking through the soft grass of a city park looking at the building where they were going to be holding the meeting.

"Well Fred, it would appear that you have successfully and safely escorted myself and my colleague to our destination. On behalf of the Armed Republic, I humbly thank you for your services and offer you this small token of our appreciation for a splendid job well done." reaching into his pocket, The President produced an multicolored metal disk with the POF flag on one side and the words "For Excellence" across the back.

He extended his hand and presented the Presidential Coin to the lad to accept with a smile on his face.

Fred took the coin, looking it over intently. He shook the Presidents hand and said politely, "Thank you very much sir! Have a great day."
With that, he rode off, to god-knows-where.

In the time that he had left, the POF delegates were ushered into the office, filled with the press. they snapped photos, tried to ask questions, being barely held back by the New Hayesalian Federal Police. Paul led the POF delegates into the meeting room, telling them the press conference would be later.

Hayes stood as the POF entered. Air Chief Marshal Jordan Scotts saluted, flanked by the other delegaes. The two parties exchanged formalities, Scotts speaking animatedly with General Stern about missions in Free Missouri. Hayes and Scapalotti on the other hand made a beeline for President McBeth. Hayes' brown hair was longer than usual, a couple of weeks of heavy work. He spoke, his deep, reassuring voice echoing throughout his head it seemed. "Ahh, Wallace. Nice to see you made it. How have you been lately?"

"Quite busy trying to clean up my "international" image lately after the whole Cobalt bomb fiasco a few months back." he said as he smiled. Outside, the media could still be heard causing a small commotion, though it was thankfully muffled by the exterior of the building.

"What I wouldn't give for a few days at a certain log cabin out on the lake." he said as he made fishing motions with his hands to his Associates bringing up fond memories of times since past as the men shared a collective chuckle.

"Well then gentlemen, shall we get started?"

"Certainly, have a seat."

On the table were eight miniature flags, held on miniature flagpoles. First on the left was the New Hayesalian Navy ensign, followed by the NHAF Ensign. Then, the province flag. Then the New Hayesalian flag, followed by the Terra Novinan flag. Then, the POF flag and POF military flag. The New Hayesalians sat on the end closest to the window, the POF to the wall. An array of "nibblies" were arranged, small finger foods.

Hayes begun to speak.

"To my allies and friends from the Armed Republic, welcome. It's a pleasure to have you all here in Oppentin for the first New Hayesalian- Paddy O Fernaturian Defence Agreement.With nations like Missourian Rebels, Veceria and Realtas threatening our national interests, it is WITHIN our interests to discover how to completely network our forces and protect our nations in a way that is internationally approved and accepted."

"Now, part of New Hayesalia's goals in this agreement is to actually ensure POF success. We already believe that New Hayesalia has an ability to ensure our own survival, unless we were attacked by an absolutely massive coalition. We believe that Paddy O Fernature does not have a capacity as much as New Hayesalia to protect themselves from this threat, although they do have a capacity better than most. Therefore, the Oppentin Agreement."

"The idea is simple. Allowing POF citizens to work and live in New Hayesalia as NH citizens is in action, and vice-versa. Both are already able to serve in each nations military to a limited point. We want this to work simply that New Hayesalia and Paddy O Fernature work as one effective military under two commands. I'll now hand over to the POF for their opening statements."

President McBeth cleared his throat briefly before addressing the room.

"Gentlemen, First allow me to thank our most generous host for his generosity in allowing us to use these fine facility to conduct this meeting in." he said in a tone of gratitude.

"Secondly, The Armed Republic fully agrees with Prime Minister Hayes opening statement. The sad fact of the matters at hand, is that the world around us is filled with completely unstable nations ruled by incompetent leadership. Both the dictatorships of Free Missouri and Quavv are prime examples of the dangers that surround our two great nations." he said as head nodded in silent agreement around the room.

"My goals here today are simple gentlemen. I hope to secure and strengthen diplomatic and economical ties with our close friends and allies while at the same time opening new doorways for which both our nations can benefit from while addressing current threats against both our nations."

The President sat back down in his plush chair and sipped his ice water that was sitting on the table in front of him.

Air Chief Marshal Scotts stood. The medals aligned on her chest jingled slightly, and the patches of acheivment on her left sleeve were shown. She spoke with a suprisingly soft voice for a military leader with the history she had- having once killed seven men with five bullets.

"The issues we have are quite simply, many. Both of our nations have strategic elements to bring into play. New Hayesalia has the SLAMS and GSAMS networks, and the POF has their own nuclear weapons. The SLAMS network is already being jointly used by the POF and New Hayesalia. New Hayesalia however does not want a nuclear capability, therefore the bombs and SLAMS form signature weapons in a sense. I personally would like to see the introduction of the GSAMS netowrk into the enirety of the POF, as it is in New Hayesalia. Continued port modularity for use with NH and POF ships, is another. I'd like to see how General Stern takes this and can translate it for his own nation. General."

General Stern shifted in his seat before rising up to address the room and the Chief Marshal.

"The Armed Republic currently relies on a series of long range early waring sea based X-Band radar coupled with an extensive space based array to detect hostile launches long before they reach terminal stage."

"From there, depending on current intelligence and the perceived design of the missile itself, we will attempt to intercept by one of several means available to us. The Armed Republic currently relies on a "Layered" approach to missile defense starting with out own space based assets in the for of a small kinetic kill satellite that in layman's terms, is nothing more then a space based shotgun shell that approaches, aligns, and deploys thousands of ball bearings into the target. "

"If interception fails from there, then our next line consists of sea base ASAT/ABM's missiles deployed from our navy from an advanced position to maximize use of the limited travel time given."

"And lastly, our final defense is a hail marry land based missile campaign launched from one of our dozens of missile defense sites placed throughout the country."

"So as you can see, our defenses would integrate perfectly with your GSAMS system and would possibly even be able to piggyback off our already existing infrastructure with relative ease."
He said.

Scotts stood again. She spoke once more, looking down at her notes every now and again.

"General, that's an excellent system that the POF have developed. I do however have to point the boards attention to a detection flaw. One, mass terrorism by warfighting nations. In the recent NH-AR conflict, a massive radiation threat was called in Itemo, Piltomana as Aryan forces had crashed an aircraft into a lake, filled with a deadly serum. Thankfully, early warning systems allowed us to remove most citizens from the immediate area with minimal casualties and NBC crews were dispatched the area. However, it could have been much worse."

"We need a way to detect radiation from space. I've talked to some of the science boffins regarding it, but I'd like to see what the POF has to offer for ideas."

The President and the General exchanged looks for a moment before the General once again rose to his feet to address those gathered.

"I would venture to guess that a variant of current space based detection equipment, dedicated to monitoring our own nations. However, I am no scientist, and I feel that more research would be needed before I can safely venture to guess."

"In the mean time however, we will have to continue to reply on existing safeguards and monitoring stations for the time being." he said as he pulled another slip of paper from the briefcase.

"Which leads me to our first proposed subject. Recently, a western country successfully built and tested a large rail gun for use on it's navel ships to replace the outdated technology of cannons. What we propose, is a joint research venture into this technology and see if it can be adapted for use as either an ASAT or ABM weapon system based on land." he turned and handed out copies of the proposal to each member.

"Your thoughts on the matter?"

The New Hayesalians took a moment to look over the paper, the monkey form of Frankie looking quite absurd with his thick glasses. Although, he was first to speak.

"I like the idea," he said, his higher voice being a change from most. "There are lots of areas in the Amnillian Provinces and East New Hayesalia such technology could be used. We did think about it after the Free Missourian missile defence network went up, but we didn't go through with it. Given that production costs would be low compared to research, I think our friends at Terra Nova RDI could think of something."

"I most certainly think they can." said President McBeth.

"I also would like to propose that our two nations officially integrate fully our intelligence gathering networks. Already our networks share most information among ourselves. However, I feel that officially allowing both nations full access to our intelligence networks information, and the network itself will prove most beneficial in the long run for both of our nations."

"Combined, our networks will cover more ground and contain more assets then anything we could possibly have conceived beforehand alone. Not to mention that it would be nearly impossible to single handedly take down both networks at the same time."

"That would be something else, indeed." said Scotts.

"To add upon that, I'd like to suggest that while Intelligence joint project is an excellent step, we could take it a step further by allowing military units of both nations to make home port or base in the other nation. This allows for extending warfighting ability, and a way to enchance global power. Imagine a New Hayesalian unit of fighters taking off from New Galway to support a POF AWACS on an exercise, then returning back home."

"That would be something else, indeed." said Scotts.

"To add upon that, I'd like to suggest that while Intelligence joint project is an excellent step, we could take it a step further by allowing military units of both nations to make home port or base in the other nation. This allows for extending warfighting ability, and a way to enchance global power. Imagine a New Hayesalian unit of fighters taking off from New Galway to support a POF AWACS on an exercise, then returning back home."

General Stern looked towards McBeth and nodded his agreement at the proposed idea.

"This idea most intrigues me. Our armed forces in the past have work very well together on many a battlefield. You shall have my support and approval on this matter, though It still must be voted on upon my return to my nation."

Suddenly, a low chime sounded from the presidents personal pager.

"Excuse me for one moment." he said and quickly read the digital text across the screen. He sighed and handed it to General Stern who rolled his eyes upon reading the message.

"My most sincere apologize. I was just being informed that the 3rd Fleet was being redirected toward a nation in support of another friendly nation on a S&R mission. Apparently, he just lost several ships to a kamikaze air attack."

"Proof once again just how unstable the world is around us." piped in Stern as he handed the pager back to McBeth.

The New Hayeslains were taken aback. The POF had just been attacked. This wouldn't do.

"Wallace," Hayes said, calmly, Ïf you need military assistance, I'm sure we can help out. In the meantime, we've developed this agreement."

Hayes passed over a manilla folder. Inside were documents for all POF delegates printed on high quality paper. it read:

1. The Armed Republic and the Greater Island Kingdom will assist each nation by jointly funding research projects for the furtherment of military intelligence;

2. The Armed Republic and the Greater Island Kingdom shall both make an investiture in the Ground Sea Air Missile System (GSAMS) in order to ensure national hydrospace, aerospace, and ground protection;

3. The Armed Republic will have full access to the usage of the Sea Land Air Missile System (SLAMS) in reconnaissance and offensive measures;

4. The Greater Island Kingdom will be permitted to request the usage of POF nuclear munitions in a war on New Hayesalian soil, if need be;

5. The Intelligence Services of the Armed Republic and of the Greater Island Kingdom will conference in a matter in which the applicable security administrators of both nations will be permitted to acknowledge allied reports;

6. Military Bases will be joint New Hayesalian-Paddy O Fernaturian National Soil, and will fly the flags of both nations in accordance with those nations regulations. These bases may be used and funded by either nation, or both;

7. The New Hayesalian Military and associated organisations will accept nationals of the Armed Republic to serve in the New Hayesalian Military, and the Paddy O Fernaturian National Defense Force and associated organisations will accept New Hayesalian nationals to serve in the Paddy O Fernaturian National Defense Force ;

8. Members of both nations will allow Officers, Non commissioned Officers, and General Enlisted from the other nation access to specialty schooling and training, if slotting is available. This will help ensure an even closer bond between forces and help ensure a smooth integration and transition.

9. Servicepersons of both nations will be permitted to wear decorations of the other nation, if awarded;

10. An official military justice code will be redrawn to encompass both the military law of the Paddy O Fernaturian National Defense Force and New Hayesalian Military, with judges formed from both nations;

11. The Greater Island Kingdom of New Hayesalia and the Armed Republic of Paddy O Fernature will engage in major wargames biannually;

12. The Greater Island Kingdom of New Hayesalia and the Armed Republic of Paddy O Fernature will support each nation in times of need or war, except under the agreement of both nations.
