The Constitutional Convention for The Democratic Federation

Introduction (IC):

"Order, Order! The convention is now in session!"

"Now then, lets get down to business. In accordance with the apparent desire of member nations of The Democratic Federation, the Emperor of Durzan has thought it prudent to gather a group of representatives from each member nation in the express purpose of establishing a unifying constitution and a government. As one of his most trusted advisors and diplomats, I, Sir Jeoffery Collins, have been assigned the task of organizing and oversee this convention and ensure that all nations get to voice their opinions and has the fair opportunity to provide input into the drafting of this binding legal document."

"Because of His Imperial Majesty's trust in my judgement and sense of impartiality, I have been instructed to act as both the arbiter and president of this Congress. As such, it will fall to my associate, William Tamar, to act as the official representative of the Empire."




How this Works (OOC):

Overview: This thread is meant to act as a place where members of TDF can propose, discuss, and vote on changes and additions to the constitution while it is still being drafted. This constitution shall be written by me mostly from scratch and WILL be posted to the region factbook when complete. I will keep at least one working draft of the constitution and will edit it according to the suggestions.

Minor suggestions (like slight changes in wording or grammar) will be added or rejected on a case by case basis without the need for an official vote. Moderate additions and suggestions require approval from at least two other nations before they can be added to the draft. Major changes require a simple majority approval of all nations to be added.

Once the initial draft is written, it will be put up for a vote of adoption. The constitution will go through at least 3 major drafts, to ensure that errors and major problems have time to be ironed out. At the end of this process, the final draft will be submitted for a final sustaining vote. The constitution must be sustained by a 3/4ths majority in order to be ratified, and considered binding law. If it fails, then the constitution will again be open to revision and then additional votes until it passes.

Ammedments may be proposed, but also require a 3/4th majority in order to pass.

General Rules:
  1. OP's word is law. Follow it.
  2. Only members of TDF can post in this thread.
  3. Any suggestions or votes that are made must be written In Character, otherwise it will be ignored. OOC commentaries are allowed, but must be clearly labeled as such and separated from any IC writing.
  4. Proposed additions and changes to the draft of the constitution should be presented as though they were a document (IE, they should be boxed). If you are altering a section of the current draft, bold any changes made from the original.
  5. When it comes time to vote on a proposed addition or change, put your vote in bold, or it will NOT be counted. You may restate your vote on a specific proposal in the OOC section of your post if you so desire.
  6. OOC-only posts are strongly discouraged.
  7. Put some effort into your posts.

Convention Rules & Policies:
  1. Each nation may have up to 3 Delegates (IE Representatives).
  2. Each nation receives only 1 vote.

My name is Paul Bennet and I have been assigned to serve in this convention by the United Conservative Provinces. A little bit about me, I was born on January 27, 1984 and grew up in poverty. I was the first in my family to attend college; I attended the University of New Altha and received a B.A. in history in 2006. In 2008, I received a J.D. degree from the University of Tilten School of Law. I worked as an attorney in Tilten for more than four years, and moved back to my home province of New Altha in 2013, where I continued to practice law.

In 2016 I decided to make my first run for public office, as the mayor of New Altha. I defeated my opponent, John Miller, a three-term incumbent, and began my first two year term. After I completed that first term, I was personally requested by President Rogers to become the first delegate from the UCP to arrive at this convention. I am glad to be here with you fine gentlemen and I hope we can create a fine document that incorporates and protects our common ideals." Bennet nods and takes his seat.

(OOC: Does anyone have any suggestions for the regional constitution? Should we use the US Constitution as a base for structure and format?)

In my opinion the creation of a constitution should not be through roleplay.

I like a system with direct democracy or a representative Parliament.
I like a system with a President (or other title) which can appoint Ministers and officers and thus create a Government.
A Supreme Court is also cool.

However we are quite small in size so far. So we should probably give most of the powers to the people, in my opinion.
