Hello! My name's Railana, and I'm a longtime participant in the World Assembly who has authored over sixteen passed resolutions to date, on subjects ranging from international trade to universal jurisdiction to a minimum standard of living. (Not a single one has been repealed!)
Unlike most of the candidates running in this election, my platform is substantive, entirely feasible, and actually has to do with the World Assembly. If elected, I pledge to fix the World Assembly by accomplishing the following two goals:
Pledge #1: Repeal GAR #2, "Rights and Duties of WA States"
For the past six years, General Assembly Resolution #2, "Rights and Duties of WA States", has served as the World Assembly's de facto constitution. Unfortunately, "Rights and Duties of WA States" is egregiously flawed for numerous reasons:
- the resolution is almost completely plagiarized from the 1949 Draft Declaration on Rights and Duties of States;
- the resolution contains a morally repugnant conception of war, which is that war is permissible so long as it is consensual,
- the resolution effectively legalizes armed conflict between two or more mutual aggressors, in which each party wishes to take control over the others’ territory, population or resources, because such a war is technically consensual,
- the resolution forbids most just wars, including peacemaking operations and humanitarian interventions, because not all parties consent to the conflict, and
- the resolution prevents the World Assembly from taking or supporting any military action whatsoever, precluding the World Assembly from addressing violations of human rights or threats to international peace and security.
If elected, I will do everything necessary to see that this resolution is repealed and replaced with a collection of World Assembly resolutions that clearly delineate the basic rights and responsibilities of member states.
Fortunately, we're already part of the way there: I have written a repeal proposal that will go to vote within the next two days and has significant public support!
Pledge #2: Fix the World Assembly Rules
For far too long, the World Assembly has suffered under a mediocre rule set that
- is badly structured and contains numerous redundant or vaguely defined rules,
- fails to clearly establish the mandate of the World Assembly,
- allows moderators to use narrow legal interpretations to unfairly remove proposals for alleged duplication, contradiction, or category violations that don't really exist,
- prohibits co-authors from receiving appropriate recognition for their work,
- arbitrarily limits the creation and usage of committees and international organizations, and
- blocks the World Assembly from engaging in any military action whatsoever, even to defend human rights or international peace and security.
If elected, I pledge to do whatever it takes to see that the World Assembly rule set is replaced.
Fortunately, I have already released a draft of a new set of rules for public comment. This new rule set fixes all of the problems described above while presenting all rules in a clearer format that is easier to reference.
Vote Railana today and help fix the World Assembly!
