Would it not be easier just to assume that the WA is not enforcing its laws in areas where it obviously has no jurisdiction?
That's already legal, if suitably worded: see #87: ‘Meteorological Cooperation’ (and more specifically its clause '8'), for example.And what about setting barriers of entry to non members- such as access to certain WA services so long as they meet certain criteria. Nonmembers wouldn't be required to take any action by such a motion and would need to choose to take action to comply.
