Repeating Cards

I have noticed several times that the same card will be played by more than one player in a round. This isn't exactly the end of the world, but it makes the round less fun (even if that card won, you'll be randomly selecting which player wins for it).

Is there a way to ensure that nobody in one game can have the same card at the same time in their hand? It's fine if cards get immediately recycled into someone else's hand after being played, of course.

Anyways, perhaps you could have a new hand each round, with everybodys getting shuffled around ?
