On my phone, an LG Tribute (basic android whatever phone), I can't even select card and drag. Idk.

Yeah, on my BlackBerry PlayBook the screen just scrolls up when I try to drag cards.

Windows Surface. It tries to scroll up instead and the card reverts back to its original position.

IF YOU ARE ON AN IOS DEVICE, DRAG THE CARD TO THE TOP EDGE OF THE SCREEN, AND DRAG IT LEFT AND RIGHT UNTIL YOU SCROLL UP.

THIS WORKS.

Am running Windows 8.1 and cannot drag with either the touch pad/mouse or with the touchscreen. Shame as it's only a temporary game until April 1st is over. Fun to watch though! :-D

My Samsung Galaxy Trend Plus (I know I know, it's a budget model as I can't afford expensive Flagship models) is struggling a bit with the card dragging too.

Android 4.2.2 Jelly Bean and TouchWiz 4.2.2 (Samsung version of Android), latest stable Chrome release

iPod Touch 4th Gen will not work either. I can scroll up and place over the slot, but when I let go it just goes back to original position

Worked for my 4th gen... Make sure you let go when your finger is right over the slot, even if the card isn't.
