Likely. Although in the end, a suddenly turn can change the best into the worst. In the expected last hour of the apocalypse, instead of 0 zombies, another epidemic could start, taking a turn for the worst, resulting in millions becoming zombies. In the last minute, the nation could be peaceful or full of zombies till the last person. We’ll find out, won’t we. But since they’re keeping a steady 0 zombies for sometime now, I can easily judge, they’re 99% safe.
