Prime Minister Maya Valerna, her two cats, advisers, personal staff, the Cabinet, House of representatives, Regional Ministers and the Council of Intellectuals, are currently safely on board the UNSS Frontier, a class-4 high-security space station in orbit around Mairn, the largest moon.

As a former Special Ops officer, the Prime Minister is not happy about that at all.

The military council is on board the battle station UNSS Untouchable, which serves as the main command nexus, in high orbit around the planet itself.

Prime Minister Philbert Richelieu was shot dead during an attack on the capitol by terrorists, just before it was overwhelmed by infected. The current acting Prime Minister is Senate President Carlos Sanchez, who is leading the nation from safety, aboard the zeppelin Spirit of Freedom. When it needs to land, it does in Fort Orage, a military base keeping safe from infected.

The Carpestani administration has decided to let zombies into Jahe Davmwoem and Keomora and across TWI, b/c it doesn't give a sh*t about anyone.

President Jon Stark, the Federal Cabinet, and the Joint Chiefs of Staff are hiding in the highly classified Crystal Peak complex, protected by Special Service agents and Black Ops operatives.

Well, given that there isn't exactly one leader and most decisions are made by referendums (which is a bit ridiculous, but...) the more important (temporary and elected) officials are probably discussing strategy while everyone else is trying to keep everyone safe. Nobody is hidden away. Except for maybe the scientists working on a cure. And even they aren't, because they have to try administering drugs to zombies. I'm sure a few of them are infected and being put in isolation cells. Some may have even volunteered to test the immunization drugs by being bitten after injection.

Honestly, the fisherpeople, whose famous trout is a point of national pride (see the alarmed dispatches about the decrease in trout fishing's economic contributions), are probably the safest, as they still have to go fish. And unless a crew member is infected, you're safe while at sea and mostly safe in the middle of a river.

Our Prime Minister, Annija Clipa is currently hiding in a modified Soviet Cold War bunker somewhere within the Baltic Forests.

We don't have a leader as such. That said, pretty well anyone of any significance can be found at one of the many, many spontaneous street parties that are taking place all around the nation.

Our national leader was last seen 10 hours ago. He ran into the zombies after giving one last statement to the press: "How will I deal with the zombies?! I'll fuck 'em all to death!!"
Our nation has since been overrun by zombies, partially due to half of the national population helping the zombies spread the virus everywhere. Now everyone is either dead or a zombie.

Lord Tuma is in the streets, fighting from atop his spiket (basically a reptilian horse) along with all of the best Elite Warriors in the Skrall. Roxtus (capital city) has finally been cleansed of the zombie filth, and Lord Tuma has continued his crusade with the Warriors of Roxtus to exterminate the zombies in the towns around the capital.

His Majesty, The Kaiser Bartholomäus Johanneß Scholz of Ostpreußen, is busy flying in a KreigsZeppelin 1,000 feet over Berlin, completely safe from any danger below. He's busy smoking a cigar and watching the carnage.

Our leader, D. Bugg, is trying to organize zombie attacks on Lazarus, while fighting off those damn cure missiles and soldiers.
