Your armed forces are indeed not up to the task of defending your population. It is obvious that your police forces are going to have to take care of that.

Put your military under the authority of your minister of justice for the duration of the zombie apocalypse because the command structure of your police forces and your police forces are more capable of dealing with the situation then your military is.
