THE PLAN:
1) Lock Down the region to prevent foreign contamination. The IZRF will help, but that does not mean others will.
2) Nations with large militaries and high defense spending should choose to EXTERMINATE! They may contribute to the cure if the threat is low enough.
3) All other nations, especially those with high education spending, should research the cure. They exterminate as a last resort.
4) DO NOT EMBRACE!!! This option raises the infection rate for everyone else.
5) The Interregional Zombie Resistance Force may send nations to help research a cure.
6) Report your region's status often.
