It has come to the attention of the Secriat of Intelligence that zombies in several of the overrun nations have gained control of naval vessels and weaponry, Ainin being a prime example.
This development poses a serious threat both to nations resisting the infection and to the few nations fortunate enough to remain sterile thus far. Left unchecked, sea power will allow the zombies to:
1. Rapidly expand the scope of their invasion and infect new areas, including isolated nations that have remained sterile.
2. Attack the billions of refugees currently fleeing by sea.
3. Disrupt international anti-zombie coöperation by cutting off sea routes for the shipment of weaponry and vaccinations.
To counter this threat and prevent the spread of this disaster to new regions, the Kiravian Federacy proposes the formation of an international naval taskforce to destroy all zombie-controlled naval units.
The command staffs of each participating navy shall consult with each other via an encypted teleconference to pool intelligence and devise a strategy to counter the zombie threat at sea.
