It's alternate history, I want it to be like the Kaiserreich mod of HOI4 but without reds in the west.

I was thinking about choosing the UK but I decided against it because I've already gone with France before so might as well keep going

Diverge the history all you want after you start, but if you want the USA to have an emperor, there has to be a good reason it gets one; it can't just come out of nowhere.
