History Post-Reaper War

The Volus Protectorate was like many in the Reaper War hit hard, but some would say the Volus were most hit. A population and garden worlds that compared to other races was much smaller, each lose to the Volus was that much harder to take. The cities of Irune were built with the idea to facilitate goods and people, not their defensibility and that made the Volus population particularly vulnerable to the Reapers, if it wasn’t for the valiant effort their Turian protectors the Volus would probably only number 10s of millions rather than the few billion that survived.

The lost of the relay network cut the Volus off not only from their Turian Protectors but from the few colonies that there fellow Volus lived on. At first Irune was administered by their Turian protectors but the strain of living of Irune was unsustainable and Operation Extratus was commenced, in which both Turian and Volus vessels helped ferry the Turian population to a nearby Turian colony of Oma Ker. Many feared anarchy would come out of the Turians no long able to help keep order but the population found meaning in their religious literature, specifically the Book of Plenix, which taught charity and pacifism. As a result much of the Volus population on Irune are a tad more religious than they were a decade ago.

The Economic Recovery Movement of Aethon (ERMA), a unified effort by the Volus to reconstruct their home cluster, became a melting pot for the Volus social-economic evolution of their species alongside a religious revival. They saw the rebuilding of their home as a sacred duty and the wealth it brought would benefit all. The Volus though still very mercantile and capitalist , they are far more socially conscious. Before there was almost no social welfare on Irune but now the Bolus have some the most extensive social welfare programs post war, where the lines between taxes and charity are often mix.

Irune would recover economically very fast so fast in fact that Volus diverted resources to help the Turians on Oma Ker. The two worlds would soon form a new inter-solar Union know as the Plenixian Commonwealth. Though the Volus were more enthusiastic about the possibility of their new found sovereignty, the Turians on Omar Ker were well aware of the Hierarchy on Palaven would most like try to reassert control over the Cluster if the time came. So though a member of this commonwealth, the Turians of Oma Ker remained a high level autonomy from Irune.

With the reemergence of the relay network, the Volus are both eager to expand their recovery movement to the rest of the galaxy but also fearful of any unknown threats that could threaten their new pacifist lives.


Government
“Wealth of Metals. Wealth of Arms. Wealth of Thought. Wealth of People. Wealth for All”-Motto of ERMA.


The Plexinian Commonwealth is a republic represented by the various surviving clans of Irune. They have taken inspiration from the Asari Republic structure of government, with each garden world colony and their surrounding system a unique republic but one that operates within the umbrella of the PC. It is here that representatives are sent to Commonwealth Diet the legislative branch, from which the Archon is elected the Head of Government and the Executive Branch. The judicial system is made of clan elders from the clans of Irune and those appointed by other republics. The PC practices federalism which means there is an overall federal institution but regional republics can manage their own internal affairs while adhering to the federal government.

The current Archon is Ukar Donar.


Diplomatic Stance-Mercantile/Cooperative
“What was the human saying…love thy neighbor? What does thy even mean?”


Though their interactions with Oma Ker, the new Volus Commonwealth has shown willingness to help other races rebuild after the Reaper War. They are more than willing to start a trade venture with any entity they find. They know that their galactic neighbors , espiclsly the Turians, might want to reassert control over their systems. Though more independent another political union is on the table if such a thing is warranted.


Military
“Swords to Plowshares”


The Commonwealth Military is currently little more than a glorified police force. They are known formally as the Commonwealth Self-Defense Forces (CSDF). It was very small, with most government spending being prioritized on expanding the resources of ERMA. Though plans are under way to create a successor to the Volus Bombing Fleet. As for ground forces, most Volus do not pursue a career in ground forces. As such most ground forces are made up security mechs with Volus engineers maintaining them. There is currently a bull in the Diet that would ban all Volus besides those that can wield Biotics from entering the ground forces. This is to help protect the population of Irune it has been argued.

Aye, as long the Civilian Fleet is protected” Admiral Zaal’Koris expressed.

*sigh*Aye” Admiral Zofe’Vollo said seemingly distraught perhaps voting to give the appearance of unity on the Admiralty Board. “Unanimously the Ayes have it. Appropriate Fleet resources shall be allocated to Admiral Daro’Xen’s jurisdiction.” She would lay down the verdict of the Admiralty Board.

That’s not good enough though. The threat of the Geth isn’t the only thing we have to worry about. Aria the Pirate Queen is amassing an Armada, War is closer between the Terminus Systems and Council Space. Even more worrisome our scouts have reported Aria’s ships moving into Phoenix Massing. The prospect of her trying to get the Geth on her side is very real! If she somehow allies herself with the Geth then our future will be gone. The Geth will storm out of their holdings and further explain into the Traverse. There will be no stopping the Geth then! We must prepare the Civilian Fleet for combat. I further propose to upgrade the weapons on the Habitation Ships, they are our only counter balance to the Geth! Also we must outfit every ship in the Civilian Fleet to military capabilities!”Admiral Han'Gerrel would say vigorously as his proposal got the crowd up in arms.

Are you mad! The Civilian Fleet can’t be thrusted into battle! It’s hard enough to simply jump them half the time!” Admiral Zaal’Koris responded as he stood up to his fellow Admiral. “I am not mad Admiral Zaal’Koris. But without those ships any expedition against the Geth would be pointless!” Admiral Han’Gerrel retorted stepping closer to Admiral Zaal’Koris who stepped closer too.

Hmmm yes both valued points Admirals. So I purpose we just upgrade the weaponry aboard the Habitations for now. I believe further recon and research must be done before turning the Civilians into a military capacity. Don’t y’all agree? ” Admiral Daro’Xen proposed the compromise.

Aye!” Admiral Zaal’Koris said having no issues in protecting the ships.

Admiral Han’Gerrel gave a small grumble “Aye. But every day we wait with our tails between our legs. The Geth will get stronger and our hopes to return to Homeworld” Admiral Han’Gerrel promised before turning away.

Next on the Agenda. Ziho'Sull nar Johala has returned from her Pilgrimage, commanding our exploration team in this cluster ” Admiral Zofe'Vollo would change to the next subject of this heated meeting. “Hmph If it’s not some-sorta wormhole that leads to the homeworld then these systems are nothing but rocks for our miners to harvest for the War Effort! By the Ancestors we’re going to need every last resource we can get. ” Admiral Han'Gerrel would say out of turn getting a glare from mother and daughter Zofe and Ziho but getting cheers from the audience. The Nedas movement though having a seat on the Admiralty Board was still the minority amongst the populace and with the Geth threat even less so.

Admiral Zofe'Vollo would clear her throat “Hmmm yes well Ziho’Sull nar Johala will give her report now. Go on now child.” Admiral Zofe’Vollo would encourage her daughter who nervously walked up to the podium. The young Pilgrim looked nervous as she started to type on her Omni Tool before a hologram of the systems her team had found were displayed. “ My team was able to find two systems with one containing......a world with life” she would say as murmurs began to fill the court room while the Admiral’s gave sideways glances at one another. Ziho'Sull would then zoom in on a planet.

But was silence as Admiral Zaal’Koris raised his hand for her to calm herself. “This is ....truly a remarkable discovery Ziho’Sull nar Johala but this environment is still unsuitable for our people. As you said this world is teaming with life, that means foreign microbes, deadly viruses and diseases which simply put it can wipe out our race in a matter of days.” he would explain as he watch the excitement day in the young Quarian’s eyes. “Yes and no Quarian in their right mind wouldn’t settle for anything less than the Homeworld itself!” Admiral Han’Gerrel would say rather bluntly to this star eyed Nedas supporter. “Or one that can provide a favorable future for our children” Admiral Zaal’Koris would retort, vaguely expressing his interest in the prospect of the Nedas solution. Admiral Han'Gerrel would cross his arms as he looked at his fellow Admiral before turning back Ziho'Sull. “Yes well any way the asteroid and Kupier belts you have discovered along with vast amount of moons around one of these gas giants will prove invaluable to the mining capabilities for our people. As such a put forward a vote to end Ziho'Sull’s pilgrimage and give her the Captainship of her Exploration vessel the Veero. ” the Admiral would say giving an surprised look from the young Quarian.

I second that motion. Admiral Zofe’Vollo will remain out of decision due her personal relationship to the Pilgrim. Ayes and Nays? ” Admiral Zaal’Koris would ask.

Aye” Admiral Han'Gerrel would say.

Aye, the resources we could gather from further exploration will be invaluable to my research.” Admiral Daro'Xen would express.

I say Aye as well. Congratulations Ziho'Sull vas Veero.” Admiral Zaal’Koris would say to the young captain. “Your tasked with going on another expedition into the Void. To find further resources for the fleet. May the Ancestors Protect you on your journey.”. Admiral Zofe’Vollo would bow her head a little to her daughter. “With that this Admiralty meeting is adjured. Keelah se'lai! ”.

Keelah se'lai” The Admiralty Board, Ziho’Sull, and the audience would reply all together at the same time.

This is looking fantastic, very much looking forward to re-establishing a good and formal relationship, and I see no reason for there to be anything other than a very gradual, peaceful incorporation of Oma Ker, and a very fruitful relationship between the Turians and Volus. You can massively expand your economy, and we can protect you. We can flesh it out in the IC and between ourselves, if that is the sort of arc you want to go down. But those are my overall intentions at this point. Peace between Volus and Turians, great friendship and allyship.

Only a relay connection - trade routes are their own thing, adding to economic output instead of formally transferring it.

Mainly because trade routes are expensive and I don't want to gate player interactions that hard, even if it would make more sense to require them.

I hope I haven't disappointed on the whole "Vorcha" front with this first named Vorcha, and a bit of insight into how the average """taught""" Vorcha feels about the whole Duumvirate and their situation.
Mackt might get more screen-time in the following months and years. Though unfortunately, if we go 50-60 more turns, he might well have died by then :(

Unfortunately if they produced the same turn, things would get a bit complex. It is easier this way, trust me.

You get resources at the start of the month. You use them in the month. Your new construction produces at the start of the next month, instead of recursively feeding back into the start of the month.

Also I would like to know if its possible to discover nearby stars despite there being no more known stars with planets in the Krogan DMZ, if that's possible to do

Certainly; a cluster is a truly vast volume, after all, populated with literally thousands of star systems. The real trouble is sorting the empty useless star systems out from those with a few rocky worlds, or who have stars that make settlement impossible, and so on. Realistically a lot of your 'exploration' budget is going to the nerds with big telescopes to ensure you don't fly your expedition straight into a pulsar's sweep.

The Commonwealth Military is currently little more than a glorified police force. They are known formally as the Commonwealth Self-Defense Forces (CSDF). It was very small, with most government spending being prioritized on expanding the resources of ERMA. Though plans are under way to create a successor to the Volus Bombing Fleet. As for ground forces, most Volus do not pursue a career in ground forces. As such most ground forces are made up security mechs with Volus engineers maintaining them. There is currently a bull in the Diet that would ban all Volus besides those that can wield Biotics from entering the ground forces. This is to help protect the population of Irune it has been argued.

Certainly; a cluster is a truly vast volume, after all, populated with literally thousands of star systems. The real trouble is sorting the empty useless star systems out from those with a few rocky worlds, or who have stars that make settlement impossible, and so on. Realistically a lot of your 'exploration' budget is going to the nerds with big telescopes to ensure you don't fly your expedition straight into a pulsar's sweep.

I just have to imagine that there could possibly be lost Krogan worlds and colonies that have been forgotten, or possibly another relay or something out there.

Building up within the one cluster rather than laying claim to well tread Council Space is the instinct of the Matriarch's.

I would hope it would be interesting for those who view the Krogan with suspicion that both leaders want different kinds of cooperation and coexistence with the Galaxy at large
