Germany was indeed just reserved. There is however no Russian player - there was one, but they were removed for inactivity, so Russia is open. The US player is still active, so the US isn't open.

As stated above around 8,000 to 12,000 active soldiers in the ELS; lacks artillery and other arms relative to federal forces but is highly motivated by its leaders and radical policies, as well as being well-skilled at irregular and attritional tactics inherent in guerilla warfare.

Has support from other anti-Maderista forces such as Northern forces led by Orozco, Villa, Villareal, and Garibaldi.

Goals:
Removal of Francisco Madero as President.
The promulgation of a National Convention of rebel forces to form the structure of a new Mexican republic.
The election of a new Mexican President(suggested as Orozco by Plan de Ayala)
The institution of Plan de Ayala, and the consequent liquidation of haciendas and other large land holding and the redistribution of said land to the rural poor and indigenous peoples through communal ejidos.

Point of Divergence:
No point of divergence other than those set out in Turkducken's application for the United Mexican States.

History:
In the violent aftermath of Porfirio Díaz's victory in the 1910 Mexican Presidential elections through harsh suppression of opposition led by Francisco Madero and blatant rigging of votes, and despite repeated statements of standing down at said election; and the formation of numerous uprisings such as in the North by liberal and anarchist forces led by Madero and the Magón brothers respectively, with the later soon destroyed with the capture and death of said brothers, but seeing continuation through the efforts of Madero commander Pancho Villa and Pascual Orozco.

Alongside these Northern efforts would be an uprising in the South centered in the State of Morelos that sought land reform and the reclaiming of ejidos from the Porfirian haciendas through the tentative promises of Maderista forces, and that would slowly coalesce around the command of the charismatic and tactically skilled Emiliano Zapata. These twin forces would eventually several victories culminating in the capture of Ciudad Juarez would lead to the diplomatically acquired resignation and exile of Porfirio Díaz, and the establishment of a new presidential administration headed by Francisco Madero.

Madero's liberal, pro-American, elitist ideology would soon clash with the agrarian socialist goals of the largely rural and indigenous Zapatista forces, paving the way for deteriorations in negotiations for land reform brought on by Federal interventions in favour of large landholders angered by Zapatista expropriations, and erupt into bloodshed and outright revolt through out Morelos and Western Puebla States by the time of the 1911 election, resulting in the promulgation of even more radical land reform proposals by Zapata through the Plan de Ayala; an uprising which would soon be joined by further uprisings by the similarly radicalised Villa, Orozco, and Villareal.

For all anybody knows right now, you could just be somebody trying to apply for it without having to put in the effort of making your own app. Apologies if that isn't the case, but you can see what I'm getting at here.
