Didn't see this until now, the US would be very happy to accept a trade delegation and secure some trade deals. I'll have an IC post up shortly, but that'd be good. Some things to consider:

Russia(or at least the Republic's portion of it) is *very* corrupt, with blat being more widespread than IRL USSR's worst times. Direct aid might not be advisable until house-cleaning is done, else that aid money'll probably trickle into the ratlines leading into Moskowien, giving the Germans a very important source of USD, while oligarchs, thieves-in-law, and corrupt tolkachs get new Porsches and other luxury goods from Germany. The Republic is fairly cognizant of the problem, but if there's American money at stake, they'll probably deny any problem - but the US government will probably be very aware, depending on if they've made inroads there with the CIA et cetera.

Rather, advisors to help build up Russian institutions might be the way to go. That's not to say Russia's totally a money-sucking black hole - there are some big projects underway that are being scrutinized a bit more closely from the standpoint of anti-corruption measures that could be safe bets for American monies to flow into, like the ongoing expansion of the port of Mezen to supplant the nearby port of Archangel, currently occupied by Germany. The ROA itself is also a pretty safe bet to send direct aid to, as well.

I believe the relationship should be fairly good. The US isn't opposed to the monarchy, as long as it does not court the Germans. As a part of the NATO partnership, trade should be very good, and I would expect that Brazil receives fairly modern US equipment and aid.

If there's a July 26th Movement in Cuba opposing a US supported, or formerly supported, Batista. Mexico is more openly a part of that, similar to IRL Fidel Castro would've found an open and willing government to support a revolution in the Oriente.

Rafael Trujillo in the Domican Republic, is also probably a figure Mexico is eager to topple. Depending on the relations of the Trujillo Government with the United States/Francoist Spain, that could be a point of conflict.

Communist/Leftist Partisans in South America are more than likely coming to Mexico for education or training, although that's more of a vast amount of tolerance by the government than an ideological desire or need to export revolution.

Communists/Socialists are part of the Government in Mexico so that could perhaps be a deal breaker

Post Revolution, 1920-30s, I would like to say that despite differences US companies exported bits and pieces of the Roaring 20s and later the general war effort to Mexico. Perhaps it was unofficial policy or just a consequence of investment capital, if this is okay with you. It would just help if Mexico had like Boeing Aircraft plants or parts and were depending on slightly modified Boeing prop planes in its aircraft production, and such.

Also I would hope to think that relations were perhaps an open question, and got worse with the MacArthur Election which concluded with an invasion scare in the 50s.

Ultimately, this was defused but I would enjoy this as starting conditions if that's okay with you.


I am not quite sure about the history of Cuba, which is a question for Sao, but from a US perspective it is opposed to Castro and would have intervened to prevent a communist takeover. However, if for some reason Castro is in power, the US would be enforcing sanctions and an arms embargo on Cuba.

With regards to the Dominican Republic, the US still supports Trujillo, since at this point he hasn't attempted to assassinate the Venezuelan President yet. Supporting communists against US-backed governments would be a no-go, and if need be, the US will impose naval measures to ensure that arms and whatnot aren't getting to the communist groups.

The Government of Mexico being communist isn't necessarily a dealbreaker, since the US does support the USSR against Germany (although very reluctantly). But it does not help relations.

I don't think Boeing would be in Mexico for the simple reason that they weren't formed until 1917. By the time Boeing as we know it had the manufacturing capabilities, it wouldn't be until the 30's. I'm not completely clear on Mexico's history, but if there was already a communist government that had nationalized industries by then, it would be risky to expand into Mexico. So while I am not opposed to the sale of Boeing products to Mexico, production within Mexico is probably off the table. Remember this was a time of relative American isolationism, and there was no need to expand operations into other countries.

I'm perfectly fine with relations being somewhat of an open question, it is better that way since we will have to see your relations with the Central American Republic before the US makes any concrete decisions.

I would hope that US-India relations are pretty good if not excellent. The US sees India as an important trade partner and an important country for limiting fascist influence on Asia as well as the Middle East. In US military planning, I would imagine the US would hope that India could protect the Indian Ocean against Nazi or Italian incursions/submarines. If India was willing, the US would be willing to station nuclear bombers/submarines in India.

As for Gandhi's funeral, I don't imagine then-President Truman would have attended, given his policies and beliefs. MacArthur also would be busy at the time, being in change of the occupation of Japan. But besides the American ambassador, in this timeline MacArthur would have sent a representative on his behalf. He respected Gandhi, so if permitted, he would have had a representative say a few words for him at the funeral.

Various military facilities and administrative centres were seized by the coup faction. Chiang was eventually overthrown and Chang took over as head of the ROC. He declared himself President and made changes to Chinese society. Being a huge fan of the late Sun Yat-sen, Chang championed women's rights, national unity, rapid development and economic stability. He helped develop many parts of China, create jobs for many Chinese people, expand the Chinese military and promote cultural harmony among many groups across China. However, he still kept the KMT as China's ruling party and many of his opponents were quietly eliminated by security forces on his behalf.

In 1954, the ROC successfully annexed Mongolia after overthrowing the latter's communist leadership.

In 1959, the ROC invaded and conquered Tibet. This would cause fear in India, who is Tibet's southernmost neighbour. The year is now 1960 and the ROC is prepared for a new chapter in Chinese history.

Castro himself is not so much of an ideologue to be pragmatic with no USSR to support Cuban sovereignty.

And for the Boeing bit, that's fine just need to rationalize perhaps reverse engineering of US designs for Mexico's own mass production. Or something to that effect just because its costly and time consuming in developing things wholesale.

I am perfectly willing to sell American commercial and some military planes at a good price. The US has a good number of surplus planes from the war it would be willing to sell off.

Hey Sao, is it possible that Saudi Arabia could be another Italian puppet state?

Also, would the Germans want Italy to offer military assistance in the Congo, or would they prefer to handle Lumumba's forces themselves?

Sure. Like I said, the Republic is itching at the heels for that good ol' American aid, so nothing will get turned down, especially assistance with building up the state, cleaning up the Russian government and cracking down on the informal economy. Reciprocal assistance might be on the table, too - there's a small military-industrial complex in KONR-controlled territory that would LOVE some juicy contracts to feed the Congolese rebels with AKs and RPGs.

Like I said, the Republic is itching at the heels for that good ol' American aid, so nothing will get turned down, especially assistance with building up the state, cleaning up the Russian government and cracking down on the informal economy. That might actually work out well. Next post I will include an order for several thousand rifles and RPGs, as well as a sufficient stock of ammunition. If the KONR could have the rifles made in NATO calibers, that would be even better.

That can be arranged for the US representative to give a small eulogy to Gandhi, however, given how India was both friendly to the US and towards Nazi Germany, mostly because of Bose's complex views on the Nazi regime, invitations would be sent to both Washington DC and Germania.

Indeed, Bose would’ve pushed for German style military modernization efforts by sending Indian officers to learn at Wehrmacht army academies. The Tiger Legion being an Indian Army unit entirely trained by German standards

I do wonder if the US would be more open to left-leaning policy in this timeline. Not communist policy obviously or anything else of a left-wing radical nature but stuff sort of like Social Democracy tiven that a right-wing radical ideology is Americas great enemy in this TL in place of a left-wing radical as in OTL.

That's a drastic step! Geez, can't a Russian make some money off of Congolese suffering?

On another note, it'd be very ironic if the AK ended up becoming the 'right arm of the free world' as opposed to the FAL.

Speaking of weaponry, I do wonder what assault rifles would be common in this alternate universe.

I assume the Germans are using an updated version of the Stg 44. I could see the Italian Army also adopting that as their standard issue rifle.

Ethnic Breakdown: 70 percent Russian, 5 percent Ukrainian, and other SSR refugee groups, as well as various Siberian ethnic groups (Turkic, Mongolic, and more).
Religious Breakdown: With the former Soviet persecution of religion under Lenin and Stalin, the government is officially hesitant to administer a census of religious groups. Instead of focusing on repairing and repatriating religious sites when decisions are reached much to the chagrin of Khrushchev who remains an adamant ideologue in regard to state atheism. In many ways, the oblast's governance has allowed a religious blossoming with Tibetan Buddhism arriving via Mongolia from the south as well as western (and eastern) missionaries arriving through Vladivostok to spread their particular faiths. These missionary religions compete with a healing Orthodox Church and the indigenous religions of ethnic groups eager to continue their own religious styles.

Type of Government: Tripartite System: The Confederation is an outgrowth partly of survival, and partly of political convenience.
A] The Interregional Council: The governors of the oblasts represent themselves and their interests through the council, but in an effort to combat absolute autonomy also find themselves checked by the council in order to ensure the "central line" is kept in order.
B] Nomenklatura: The appointment system of the Soviet Union done by patrons and clients who form various cliques that control the bureaucracy through apparatchik (functionaries) and factional influencing never really went away, and with its collapse, any bureaucracy was better than no bureaucracy. The Remembrance Party and other parties use this form of classism to retain favors and control the pipeline of advancement. For those involved, it can provide a measure of decency and comfort making rocking the boat an unwise thing to do. Yet for those who wish to brave a new world, de-bureaucratization is not only a necessity but a moral one.
C] The Technocracy: The Best of Soviet science and other technical institutions which survived the quackery of Lysenko, The Stalinist repression, and ultimately the war. Opening the former "lid" will have its benefits and its costs. As scientific exploration and inquiry have exploded, the questions of ethics do pop up from time to time with participation by Japanese scientists who may or may not have participated in controversial experiments within Manchuria. The Technocracy is both a form of government and not a form of government as research is more than amply funded with the understanding that it inevitably benefits the people, and the state in spite of ethical quandaries along the way. The influence of computer scientists Victor Glushkov and Anatoly Kitov toward establishing an automated economic system holds a promise for a better future.

The Soviet of Ethnicities is designed to ensure equal representation between the ethnic groups present in the Confederation.
Party in Power: Remembrance Party (Reformist CSPU Line).
The Remembrance Party is dedicated to the core doctrine of remembering the defeat, and the reasons it happened. The Germans defeated us, and the reasons lay in the hands of Stalin. The Anti-Stalin line is of extreme importance to the party for Stalinism is the epitome of necrosis towards the Former Soviet Union. The current "central line" focuses on liberalization, moderation, and sovereignty.
National Issues:
1] The Banking Clan: Seven Families from the seven oblasts that were necessary during the early days of the Confederation to establish trade and normalized banking services with outside nations as the USSR collapsed. They serve as oligarchs that parasitize their necessity to paralyze the system.
2] The Autonomists: The seven oblasts are significantly powerful compared to their tenure in the Soviet System, and at the time this was born out of necessity to prevent collapse. The Confederation government was a necessary compromise for survival, but autonomists range from those that seek to reshape the state to a minimal level or dissolve the notion of it altogether.
3] The Soviet Project: Shepherded to the farthest corner of Siberia, the Technocrats, Intellectuals, and Partocrats siphoned resources, and labor pools to ensure the completion of several wartime survival projects. The Soviet Project has in effect become the lasting legacy of the Soviet Union. They are an influential clique that seeks an end to the compromise government, and the reinstatement of a new, and much better Soviet Union.
4] Post-Soviet Warlordism: Whatever the stability here, its effectively limited by how chaotic the post-Soviet landscape has become. This hasn't entirely gone by without blame as the Confederation has enacted a policy of autarky with other post-soviet states by denying them access to the functional coastal ports.
5] The Siberian Project: The massive industrial, and population campaign undergone prior to the war, and during it has for all intents and purposes halted with the collapse of the Soviet government. Reunifying the Siberian statelets under one banner would be the first step in reactivating this economic goal.
6] The Shadow State: The NKVD might have lost its full potential, power, and prestige, but it never disappeared. The shadow state seeks to go in directions of control that not even the height of Stalin could achieve. Yezhov was never confirmed to have died in the fall of Moscow, and rumor says the shadow has its tentacles in conflicts across Siberia. No matter who wins, they do.
Public Goals: Without a major shift via war or unification agreement, Russia is a collection of statelets rather than a unified force. As such a successor state is the formal public policy with the understanding that the Soviet Union was more than flawed, but had its benefits compared to the nadir of the imperial system. Debate rages on between establishing the Confederation as a formally secessionist power or one of the many claimants over the former Russian SFRS. If the secessionist crowd wins the debate then what remains is to establish a firm identity as partly Russian, and partly Siberian.
Private Goals: The establishment of a firmly secure network of contacts that aim to establish an international league that will mediate disputes, and in turn begin to degrade the postwar consensus in favor of sovereignty over the empires of yesterday.

Air Force: The Air force has effectively been taken over by the naval fleet to the point they are inseparable.

Naval Forces: The Soviet Pacific Fleet at its height had over 140,000 men transferred from it to the German front which significantly weakened it, but nevertheless the Pacific Fleet continued in its existence. Thanks in part to industrialized war efforts, and fear of a two-sided war the pacific fleet wasn't robbed of everything. This abundance has come at a price as much of it will become outdated with the loss of Imperial Japan as a threat. Yet a navy is nevertheless a sign of a civilized nation-state. Though fielding the numbers of the glory days are long over, the navy is made up of 70,000 souls ensuring the mercantile machines run, and the borders are clearly defined by those adventurous to test them.

Other Military Information: The military may be organized, but for the survival of the state, and the survival of the people modernization must occur. The old order is gone, but that must not mean that a post-Russian nation-state needs to mire itself in the feeling of its loss.

History:
1942: The Stalinist government evacuates Moscow and the final hours witness the complete evaporation of friendly territory within the city. Stalin enraged reportedly suffers a stroke and is taken by Beria to Novosibirsk. From there he is taken by train to a hospital in Vladivostok far away for Beria to cement his rule within the NKVD and by extension the Soviet Union. Effectively Stalin has become an infirm man while Beria rules as "regent" in his stead. Reviving the purges while subsequently feeding bodies to the meat grinder out west.

1943: The Far East Commission is formed by those who grow increasingly discontent with the current order of things. Former general Zhukov removed from his post as chief of the general staff had in time been "forcibly retired" to Vladivostok some time prior. He along with those in charge of the defense of the area began to resist first by giving clearance for the relocation of heavily important individuals within the sciences, laborers, and others due to the "impending" Japanese threat. This eventually turned into falsifications on a wider magnitude such as the denial of goods out to the western front. Eventually, communication became infrequent with the "regency" government out west.

1944: The mutiny happened relatively quickly on March 23rd, 1944 first in Vladivostok then in Khabarovsk reaching as far as Chita within the first day. In Vladivostok, the guard detachment watching over Stalin on Beria's orders was quickly dispatched, and Stalin was arrested. The 1st and 2nd Red Banner armies openly revolted and Vladivostok's City Hall was captured, and the Far East Commission quickly arrived to announce their intentions. The "Decrees of Separation" were issued via the radio, and the newspaper denounced the legitimacy of the government and declared the Soviet Union null, and void. The Commission tore down the Soviet flags in favor of a new one.

1945: The Khabarovsk trials result in the conviction of Joseph Stalin alongside other incarcerated Soviet loyalists who had eagerly worked with the Stalinist government. Rather than execute him Stalin was sentenced to remain in a mental asylum due to his medical injuries related to the stroke. He would remain incarcerated while society would advance beyond the former dictator. The Far East Commission solidified its control over the territories following the battle of Yakutsk when Beria loyalist regiments attempted an incursion into the Far East. Following this, the news of the mutiny, secession, and trials sparked visible cracks in the Beria regime.

1946: The 1st and 2nd Red Banner Army are deployed into southern Sakhalin, and the Kuriles to cement control over them following the collapse of the Japanese empire.

1947: The Resettlement Committee is established to deal with the burgeoning refugee population as the Beria government began to crack. The first of the two-year plans are established with the Confederate Ruble replacing the Soviet Ruble.

1948: The Scientific Institute of the Far East is founded by the refugees of the former Soviet scientific establishment. Plans are drawn up for a self-sufficient energy grid as well as developments to connect the metropoles together for efficiency, and defense purposes.

1949: The provisional government period is declared over with the opening of the Congress of Soviets. The '49 Constitution is established with a clear secessionist intent aimed at rebuking the Beria-led Soviet Union. The intention is also aimed at those who would seek to restore the Russian government given the instability of the Russian experiment.

1950: The first elections abiding by rules set forth in the '49 Constitution result in the election of the Remembrance Party to posts across the Congress of Soviets. For the interim, the Congress of Soviets serves as executive and legislative until the time is right for elections to occur. The Far East Commission is dissolved and replaced by the Far Eastern Confederation of Sovereign States.

1951: Publication Day, February 1st: The records of the Khabarovsk Trials are publicly unsealed for all to read over them. Evidence is also provided for the victims who were forcibly migrated to the east. The Khabarovsk Minute is granted access to interview Stalin as well as others serving lifetime sentences across various prisons in the far east. The event is made a public holiday to emphasize the importance of Free Speech. Against the advice of certain elements in the government, Stalin is allowed to give a speech regarding his accounts as well as public rebuttals by witnesses who were able to examine records, especially from Stalin's time in government.

1952: The Reconciliation Commission launches the largest project of archive recovery for the public eyes to witness, and record. Security patrols have to be put out to ensure the protection of those at the head of it. As much as elements might want the death penalty for Stalin, and others to do so would be to violate the goals of responsible governance.

1953: The Scientific Institute is able to establish a number of closed cities due to the importance of their research.

1954: The Soviet of Ethnicities is established by members of the party as a way to live up to the standards of the Confederation as a multiethnic rather than the Russian nation.

1955: The first nationwide elections for central leadership enabled Kosygin and Zhukov to take up Remembrance Party positions as well as national leadership ones.

1956: With the dual leadership the 5 News are set in motion: New Religion, New Economy, New Society, New Politics, and New People. The former New Economic Policy of Lenin is set into motion with Bukharin was rehabilitated posthumously. His views of a gradual socialist interlink between the village and the city are given primacy.

1957: The Beria government officially collapses with the overthrow of the government in Novosibirsk. For all intents and purposes, the Soviet Union is declared nonexistent.

1958: U.S pacific coast businesses begin to set up shop within the special economic zone inside Vladivostok.

1959: The question of the trade embargo further inland is brought up within economic circles as the Beria government has been gone for two years. By a narrow margin, the current course is approved to continue by a vote within the economic council.

1960: The Far East aims to send out more ambassadorial candidates to expand its reach and gain recognition of sovereignty. The highest aim of the course is to normalize relations with the United States. Some are even calling for a new constitution to formalize the Far East as a modern nation-state.
