Hmm. You're the OP, of course. But a hundred thousand is probably nearly as many Elves as lived in Lindon at her height of the Second Age, and we're now pretty far into the Fourth. The Appendices note about Eriador that very few elves remained in Lindon by FoA 171, if any, and that men did not settle the region. Not crush any ideas or anything... but, well, there will definitely need to be some rebuilding of Lindon.

Nah do population. please...
Hadn't thought about it but now that you mention it, Duke makes sense as the highest for an orc right now. They were made to follow not lead... maybe consider making them an Uruk-Hai instead?

I'd imagine an orc could unite his brethren (Azog and Bolg did it) but at the moment no orc has emerged strong enough to do so. I was thinking of having a secondary character as an Istari who'd help influence my main character amongst others. As for the population I'm not very good at realistic statistics anyone have a good idea on what my population would be?

Name: Naezera; in Elvish she is known as Nathrano Gwathren, or the Weaver of Shadow
Race: Spider
Rank: Duchess
Realm: Ephel Dúath/The Mountains of Shadow
Objectives: Like all Spiders, Naezera is driven by an all consuming hunger. Knowing the weakness of Men and Orc who she and her brood have consumed, she plans to begin expanding her web all over Middle Earth, consuming as much as her and her kind can.
Brief Bio: One of the last children of Shelob, she barely escaped her maw. Originally nesting in Mirkwood, she would truly come to her own when she heard Hobbits had weakened her vicious mother. Seeing an opportunity, Naezera went to Ephel Dúath, and after many months, finally found her and killed her, consuming her body for herself. With her consumption satisfied for the time, and hearing the fall of Sauron, Naezera moved into her mothers old home, Torech Ungol. There, she began creating her brood. Unlike most Spiders, Naezera is interesting in that she has chosen not to consume most of her brood, as she barely survived her own mother's consumption. Because of this, Naezera's brood was able to conquer all of Ephel Dúath, making anyone remaining in Melkor terrified of the Mountains of Shadow.
With her massive brood, Naezera's hunger was satisfied by sending them on expeditions, particularly to Osgiliath and Orodruin. These cities would kill many spiders, but lose many of their own to Spiders who's only goal was to bring the prisoners back to consume safely. Though this worked for a while, Naezera's hunger, and that of her brood, has started to grow with the new Darkness. Soon her hunger will grow too great to be contained with the prisoners they have. Rather then resort to eating her brood, she will soon begin a push to start moving into new territories; expending her Web's reach, and devouring as many as she can...
Realm Name: Ephel Dúath/The Mountains of Shadow
Realm Capital: Torech Ungol; A labyrinth of tunnels under the mountains of Ephel Dúath, mostly around the Morgul Vale and Pass. Originally the lair of Shelob, it is now the home of Naezera and her most powerful Spiders.
Ruler: Naezera
Tier: Duchy
Location: The Western Mountains and Passes of Mordor; near Osgiliath and Minas Tirith in Gondor.
Population: 10,000 Spiders crawl through out the area, from the northern reaches of the ruins of Narchost, down to the river Harnen. The Spiders are especially clustered around the Morgul Vale, Morgul Pass and the Morgai Ridge; there is also a large gathering of Spiders at Durthang and the Ruins of Narchost, both being turned into massive Spider Dens. A few hundred Men and Orcs still linger in this place; remnants of the Old Empire, either hiding in fear of the new Master of the Mountains, or awaiting their doom in Spider Silk.

How did the ring come into his possession? Lindon is a "Kingdom" tier.

Perhaps the foul spirit of Saruman, a mean and petty thing struggling to persist?

I was originally planning to make an original Wizard or now that I think about it a blue Wizard but I'm leaning towards focusing more on my cunning Orc Chief rather than a Wizard so Saruman would be perfect given how he's long past the point of no return so anything he does would be pure pettiness as you said.
