For many years did the mountains cast the Hill people in its shadow, hiding them from the world, for many years those harsh tall pinnacles of rock looked down upon the Hill people acting as a great wall whom no enemy could cross and so the people were safe. Till the time of reckoning when the whole world seemed to flip upon itself causing catastrophe after catastrophe. No longer were the Hill people safe and so they fled up the mountains. Over bottomless black crevice and curled stone stairs, through looming caves filled with echo's of those since dead, under stalactites glittering with starlight from aeons past. Still they climbed. Across ancient bridges of cracked stone, along well-trodden dirt paths, across fields of white that never melted. These feats were of course not accomplished alone. Mountain folk who for a long time now when tired of goat and brown Shrooms had came down to the Hill people and traded precious stones for potato's soaked in butter and glistening ham. Mountain folk do not forget and so they lead the Hill Folk through the mountains. Till they came to a great flat land of rock, a plateau which hung below the tops of the peaks. Here together the Mountain Folk and Hill People did build there city.

Technically, neither. A Rural Community can get by just fine on hundreds of odds and sods which don’t rise to the level of a full “Population”. But, of course, making improvements will require moving forward from that “zero Population” state.
