Doc smith sees the note and thinks to himself in his head in this situation...

"What would Doc smith do?... Well... Um... if this bill is to prevent the federal government from instituting forced busing, which means busing in blacks or the African man from Anchorage to whoever-er..wherever we've got the good schools and the white folks at. If that means this bill is to prevent a liberal idea of busing, then my people will support that. I'll have to address them in a meeting, even if this is a 'republican bill."

Doc was about to correct the speaker on his vote, but he suddenly clammed up, half bending down in his seat before relaxing his ass muscles and sitting back down. Doc was a man filled with doubt at his own decision, but was also unsure of what to do right now, so he paralyzed himself legislatively, the insides of him bitterly disappointed in the man from Alaska that couldn't come to a decision. Doc mouthed "I'm sorry" to that Louisianian fella that had sent him the note before taking in the other people that made their voices heard on this bill.

He knew he had a full headache waiting for him whenever he would do a town-hall in his native Anchorage, and his stomach turned.

"This is going to be a shit-show..." he murmured under his breath, thankful that no-one else heard him.

Doc was poked yet again by this southern man. A small tear rolled down his cheek before he looked at it's contents.

The old man weighed his options yet again, putting it through the "Alaska test" as a way to calm his nerves down.
"Question 1: Will this bill do anything for Alaska:

No.

That means you vote against this bill. Vote for bills that do something for Alaska Doc? ok..."


The test was quite thorough and scientific, as it turned out. With the test all done and sorted with, he scribbled out a small reply to this southerner.

Note to Hubertson to Brou Doc
I'm sorry Mr. Broussard. I just put this question through a very rigorous and scientific test, which means I must be a No in this instance. I wish you the best of luck being in Louisiana, Mr. Broussard.

Simpson stands up, looking to the President pro tempore for approval before asking.

"Now, I may not know much about the man himself, but I have heard some things from a former Senator, a Pennsylvanian man who thought he could change the man of the south. I've heard tales in this hallway that "Mississippi's Oldest national resource' was Senator Sharp. I may have not served with him at the same time in these halls, but the stories I've heard of the man who worked tirelessly for Mississippi. The man who stayed up for hours on end, staring at legislation. The man that was so open to guests in his very Senate office that he never once had them wait outside his office when he was there. I've heard tales from his "white-slaves" as he so affectionally called them that Sharp would walk down to the local McDonalds here in Washington D.C. and buy every-one in the Senate building a hamburger, even if that was a month's salary for him. I also read his obituary, and couldn't help but notice the fact that his own father was a post office worker. I guess, it is fitting to be naming a post office after him.

However, since they said questions, I will state this. As much as I respect the man for his service, I must vehemently condemn him for his more unsavory actions. Why is this post office being named after an ardent, and dare I say.. die-hard supporter of Lynchings? Do the members of this body understand that this man never learned his lesson, and shouted racist obscenities at the top of his lungs for almost sixty full years of his eighty long life-span? Have you even picked up some of Senator Sharp's speeches to read some of them? While, yes, this man to my knowledge did not join the Klan, what if this very Post office becomes a regular spot for meetings of the KKK in Newton, Mississippi? Are many of his former neighbors not members of the cloth? Why, good members of the Senate, are we enshrining in name a person who thought LYNCHING was an acceptable punishment for day-to-day criminal activities? Is that not what we have the judicial system is this country, or is the south so backwards that they don't even know WHAT a jury is?"

Total Expense: $2 Billion

SECTION 1: SHORT TITLE
    This Act may be cited as the "National Electricity Expansion Act," or the “NEEA.”.

SECTION 2: Expansion of the TVA’s Responsibilities and Coverage
    The TVA now has the ability to expand beyond its current boundaries and is expected to provide electricity to as many additional cities as possible by expanding its programs and electric production facilities. Funding is to be focused largely on nuclear power, hydroelectricity, and coal facilities. Specifically, the TVA is expected to have the ability to cover most of the states of Kentucky and West Virginia by 1973; the states of Mississippi, Arkansas, and Louisiana by 1978; Florida, Georgia, North Carolina, and South Carolina by 1985; Alabama, Virginia, and Missouri by 1993; and Illinois, Indiana, Ohio, Maryland, Delaware, and Washington, D.C. by 2000. The TVA is expected to operate as it has always been, maintaining a high level of service and doing all that it can to steadily expand without failing to meet previous expectations. The TVA is given additional power over various bodies of water, including but not limited to the Mississippi River between Quincy, Illinois to the Gulf of Mexico; the entirety of the Savannah River; Lake Hartwell; Lake Norman; High Rock Lake; Roanoke River; York River; James River; the Potomac River; Chesapeake Bay; the Ohio River between Midland, Pennsylvania and Wickliffe, Kentucky; and any additional bodies of water deemed necessary to accomplish these tasks. Additionally, plots of land shall be set aside in the aforementioned states with the purpose of building needed facilities for TVA activities.

SECTION 3: Financial Adjustments
    Due to the large size of this project, many financial adjustments must be made to adequately fund and maintain the TVA. Namely, funding for border activities shall be reduced by 85% to largely bolster the economic budget required to enact these plans. Additionally, to reduce spending on other items, the Departments of Commerce and Labor shall be combined into a singular department focused on promoting American businesses while protecting organized labor and unions. Likewise, the Departments of HUD and Transportation shall be similarly combined into a single department. Funds that are saved due to having fewer administrative employees on the payroll shall be divided equally between paying down government debts and funding the TVA. Profits from the TVA are expected to be used to fund TVA activities until 2010, regardless of how the Congressional budget is written each session.
