Section 1: Abraham Simpson is hereby expelled from the United States Senate due to his inability to function mentally and fulfill his duties as a Senator of the United States. He has threatened the lives of US citizens, advocated the murder of thousands of Americans, and called for establishing a socialist government in America. His lack of sanity is a danger to the nation.

Official Name: Action to Provide Restorative Justice for Americans of Japanese Descent

Nickname: Japanese Reparations Act


Overview: This bill is to officially provide adequate reparations to all American-citizens or their descendants who were unjustly incarcerated in detention facilities from 1941 until 1945. Following the attacks on Pearl Harbor many Japanese-Americans encountered suspicion as potential collaborators to the government from which they expatriated themselves and 265,000 were stripped of their civil liberties as American citizens without any trial nor compensation. They lost their jobs, their homes, their livelihood, and their dignity. They should receive adequate reparations for this unjust abuse.

[b]Section 1: (Explain the problem this bill will work to fix, use as many sections as needed.)
Any Japanese-American citizen who spent any time in a detention facility from 1941 to 1945 against their will for the sole reason of being a Japanese-American is eligible for this bill.
This bill does not provide any reparations for Japanese non-citizens who were incarcerated, regardless of their country of origin. This bill does not provide reparations for any Japanese-Americans who were already detained for felonies or who had legitimate suspicious of loyalty levied against them shortly before or during the Second World War. Further, any Japanese-American citizen who had committed a felonious crime while present in the camps and has been found guilty by a jury of their peers shall be ineligible for benefits.
Japanese-Americans will be granted the average US income (adjusted for inflation) during the years they were detained. Households will receive average US household income, those pursuing reparations as private citizens not connected to any household may pursue eligibility there.
Japanese-Americans who owned a business shown to be solvent prior to their incarceration shall be granted the value of the business at the time it was terminated. Should the business still exist and in the possession of the Japanese owner the business will receive a grant pertaining to any revenue plausibly lost during the time of the incarceration.
Japanese-American citizens who died while incarcerated shall also be eligible to benefits. Japanese-American persons died subsequent to their detention will have the same rights provided.
Deceased Japanese-Americans may pursue torts against the United States government for wrongful death should their death be demonstrably linked to their incarceration.
Japanese Americans who were beaten or made ill connected to the conditions of their incarceration may also pursue tort damages against the United States government for the damages inflicted.
Any Japanese American who encountered additional inappropriate civil liberties abuses during their incarceration (i.e. denial of access to practice one’s religion), may also be entitled to additional compensation.
Any Japanese-American citizen who’s access to higher education was interrupted will be eligible to be re-enrolled in their program of choice within the next four years at any public university in their home state free of charge. Any and all legitimately earned credits will be retained. Japanese-Americans who already have completed any interrupted education will receive a refund up to the value of a public university for the credits subsequently completed.
Japanese-Americans who pursue torts will allow any punitive damages to be pursued on a case-by-case basis.
Financing and Timeliness
This bill’s costs will be sent to a congressional budget office to assess costs and Congress will create a fund for paying for the costs of this bill.
The terms of this bill will be made effective on 1 January 1970.

Miscellaneous Notes
This bill may be expanded as necessary to provide adequate reparations to the American citizens of Japanese origins who were incarcerated during the war between the two powers. This does not entitle any other groups to reparations. Reparations for other groups such as Negroes or American Indians would require additional legislation.



This bill is then honorably presented to the United States Senate for consideration in order to remedy the past abuses of Japanese-American citizens to improve the United States Law and is backed by Sen. Taras Aleskevitch on (insert date)

With a slight dusting off of his jacket, he rose to his feet and spoke not too loud, yet not too south as to have his voice smothered by various side-conversations.
