Official Name: H.R.3 Washington, D.C. Admission Act

Nickname: Washington, D.C. Admission Act


Overview: This bill provides for admission into the United States of the state of Washington, Douglass Commonwealth, composed of most of the territory of the District of Columbia. The commonwealth shall be admitted to the Union on an equal footing with the other states.

Sponsor: Speaker F. Maitland Tarleton (D-NC-3)
Co-Sponsors: Senator Abraham S. Simpson (D-MA), President Pro Tempore Matis K. Yakobsky (D-IL), Congressman Ronald Truman (D-SD-2), Senator Armstrong Burke (R-NJ)



Section 1: The Mayor of the District of Columbia shall issue a proclamation for the first elections to Congress of two Senators and one Representative of the commonwealth.

Section 2: The bill applies current District laws to the commonwealth and continues pending judicial proceedings.

Section 3: The commonwealth (1) shall consist of all District territory, with specified exclusions for federal buildings and monuments, including the principal federal monuments, the White House, the Capitol Building, the U.S. Supreme Court Building, and the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the Capitol Building; and (2) may not impose taxes on federal property except as Congress permits.

Section 4: District territory excluded from the commonwealth shall be known as the Capital and shall be the seat of the federal government. The bill maintains the federal government's authority over military lands and specified other property.

Section 5: The bill provides for expedited consideration of a joint resolution repealing the Twenty-third Amendment to the Constitution, which provides for the appointment of electors of the President and Vice President.

Section 6: The bill continues certain federal authorities and responsibilities, including regarding employee benefits, agencies, courts, and college tuition assistance, until the commonwealth certifies that it is prepared to take over the authorities and responsibilities.

Section 7: The bill establishes the Statehood Transition Commission to advise the President, Congress, and District and commonwealth leaders on the transition.

Official Name: The Act to Improve Rural Educational Standards through Targeted Grants

Nickname: The Rural Education Act of 1968


Overview: Increases funding to rural education through establishing a grant, along with increasing teacher salaries in rural areas.

Section 1: Establishes the Rural Education Institute, which will have a Chair appointed by the President and confirmed by the Senate Education Committee, which its yearly appropriation to be decided in the budget.

Section 2: It shall disburse funds (and ensure oversight over those funds) to schools in rural areas, defined by the US Census, for the purpose of improving educational infrastructure and facilities, boosting teacher salaries,


This bill is then honorably presented to the Senate for consideration in order to help rural edducation to improve the United States Law and is backed by Matis Yakobsky on the 17th of February 1968.

Nickname: The Earth Day Act


Overview: Makes 22/4 Earth Day, creates the Lennis Hargreeves Environmental Awareness Programme, both to increase awareness of conservation, and establishes the Environmental Protection Commission to investigate how to improve the environment.

Section 1: Hereby designates the 22nd of April as 'Earth Day' for the purpose of educating children and raising awareness about the state of our natural environment, and the importance of preserving it.

Section 2: Creates the Lennis Hargreeves Environmental Awareness Programme, funded through appropriations, to raise awareness of environmental conservation, in schools and among the general public, and to encourage and facilitate voluntary action to protect the environment, such as through establishing the Youth Conservation Service to allow those interested in conservation both an ability to do good immediately and a future career route if they so wish.

Section 3: Establishes the Environmental Protection Commission to investigate how air quality can be improved (along with the reduction of CO2 and other CHG emissions to prevent climate change in the next 100-200 years), how wildlife can be protected better, how resource extraction could be made sustainable, and generally improving the environment, with the eventual aim of establishing an Environmental Protection Agency.

This bill is then honorably presented to the Senate for consideration in order to (brief explanation of what the bill will accomplish) to improve the United States Law and is backed by Matis Yakobsky on the 17th of February 1968.

Do the members of this body understand that this man never learned his lesson, and shouted racist obscenities at the top of his lungs for almost sixty full years of his eighty long life-span? Have you even picked up some of Senator Sharp's speeches to read some of them? While, yes, this man to my knowledge did not join the Klan, what if this very Post office becomes a regular spot for meetings of the KKK in Newton, Mississippi? Are many of his former neighbors not members of the cloth? Why, good members of the Senate, are we enshrining in name a person who thought LYNCHING was an acceptable punishment for day-to-day criminal activities? Is that not what we have the judicial system is this country, or is the south so backwards that they don't even know WHAT a jury is?"

"It is a post office, absolutely nothing more. I neer necessarily had a good relationship with Senator Sharp, but I respect his work ethic as you said you do so, I don't know what else to say."

Official Name: An Act to authorize preschool and early education programs for handicapped children.

Nickname: PEEPHC Act


Overview: An act to ensure that handicapped children are able to start school early in an effort to ensure their education is not behind due to their disabilities.

Sponsor: Representative Hubert Broussard (D-LA-7)
Co-Sponsors: Rep. F. Maitland Tarleton (D-NC-3), Rep. Ronald Truman (D-SD-1), Sen. Armstrong Burke (R-NJ), Sen. William Burke (R-FL), Sen. William McHale (D-TN), Sen. Matis Yakobsky (D-IL)


Section I (a.): The Commissioner of Education (hereafter in this title referred to as the "Commissioner") is authorized to arrange by contract, grant, or otherwise with appropriate public agencies and private nonprofit organizations, for the development and carrying out by such agencies and organizations of experimental preschool and early education programs for handicapped children which the Commissioner determines show promise of promoting a comprehensive and strengthened approach to the special problems of such children. Such programs shall be distributed to the greatest extent possible throughout the Nation, and shall be carried out both in urban and in rural areas. Such programs shall include activities and services designed to (1) facilitate the intellectual, emotional, physical, mental, social, and language development of such children; (2) encourage the participation of the parents of such children in the development and operation of any such program; and (3) acquaint the community to be served by any such program with the problems and potentialities of such children.

(b) Each arrangement for developing or carrying out a program authorized by this section shall provide for the effective coordination of each such program with similar programs in the schools of the community to be served by such a program.

(c) No arrangement pursuant to this Act shall provide for the payment of more than 90 per centum of the cost of developing, carrying out, or evaluating such a program. Non-Federal contributions may be in cash or in kind, fairly evaluated, including, but not limited to, plant, equipment, and services.

Section II: The Commissioner shall conduct either directly or by contract with independent organizations a thorough and continuing evaluation of the effectiveness of each program assisted under this Act.

Section III: As used in this Act, the term "handicapped children" means mentally retarded, hard of hearing, deaf, speech impaired, visually handicapped, seriously emotionally disturbed, crippled, or other health-impaired children who by reason thereof require special education and related services.

Section IV: There is authorized to be appropriated for the purpose of this Act $1,000,000 for the fiscal year ending June 30,1969, $10,000,000 for the fiscal year ending June 30, 1970, and $12,000,000 for the fiscal year ending June 30,1971.


This bill is then honorably presented to the United States House of Representatives for consideration in order to support the handicapped children of our nation to improve the United States Law and is backed by Representative Hubert Broussard on February 21st, 1968

Senator Abraham S. Simpson (Democratic-Massachusetts)

Senator Simpson takes notice of Burke's strong feelings on this. Although the the bay native wasn't in this branch of government to witness the elderly Mississippian's vehement tirades, his stone-walling certainly did ring a reminder of the Mississippian that was going to be honored. He sort of felt that, if Sharp was standing next to him, he'd probably still be furious at it, given his reputation in the Senate, at least from what he had read from books on the man, which were scarce.

Feeling nice, Simpson gets out a piece of paper from his desk and slaps together a note to the GOP New Jerseyian.

I don't know what hill you've decided to die on, but it's just a damn post office. I don't agree with what that SOB stood for, but I'll be damned if you gum up the legislative process just to prevent a post office from being renamed. I'm asking that you cease and desist, boy.
