ELECTIONS ARE BEING HELD IN the South American nation of Carbania, for the first time in fifty years. In 1972, an Air Force captain named Marcelo Mandes seized power with the help of a brutal military junta; he died only in 2016, and when the aged oligarchs attempted to carry on the legacy of repression, massive protests and international condemnation forced them to promise a peaceful transition. Now, the world is watching — election observers have been sent from the United Nations; nervous CIA spooks curry favor with parties they expect to win; organized crime groups eye their chance at grabbing political power; the streets are filled with new ideas; and a low-intensity Communist insurgency rumbles in the southeastern rainforests. In this brand new sandbox of a democracy — how will you shape Carbania?

Basic Information


Carbania is a multiparty SEMI-PRESIDENTIAL democracy. The executive power is split into a semi-presidential system — a PRESIDENT is elected by the people, and a PRIME MINISTER is an MP chosen by a Parliamentary majority. Coalitions are allowed and encouraged.

The President runs as a candidate — while the legislature is chosen in a party list. LEGISLATURE elections follow PROPORTIONAL REPRESENTATION. What that means is that instead of voting for candidates, voters pick a party — and then the parties are allotted seats based on their percentage of votes. Separate lists are run in each province — which means that the Conservative Party may run a list in Province A, but not Province B. If the Conservative Party gets 23% of the vote in Province A, they will get approximately 23% of seats allocated to that province in Parliament. A province gets seats based on size; so a more populous state will likely have far more seats than a less populous one.

PRESIDENTIAL elections are very similar to Presidential elections in the U.S. or France. Voters each have one vote. If no candidate breaks 50% (unlikely they will in a multiparty democracy) then there is a RUNOFF between the two candidates with the largest vote share — and the winner of that wins it all. It is very feasible that a President is from a different party than the Prime Minister.

The capital is named Intichiquan, which comes from Quecha... it is built on the site of an Inca agriculture hub, in a lush delta. Intichiquan is a primate city; it is more than double the size of the next largest city in Carbania. For other cities and towns that are not Intichiquan, feel free to make your own as long as 1.) they are reasonably small and 2.) you give a little detail about them.

There are 7 provinces and 1 Federal District in Carbania. The amount of seats allotted by population will be published later.

Currently, the government is still a military junta transitional government. There is no Parliament or President. However, Governors and Mayors do exist and have been elected in relatively fair and recent elections... but keep in mind that these elections were held under a right-wing military junta, so no communist Governors or anything.



THE RULES:

1. The OP's words are the words of the Gods, but these Gods are not infallible, you can argue your position in a civil way but in the end their decision is final.

2. No real people or celebrities as characters. There is no Bernie Sanders that you can play. As per the introductory note, politicians post-Reagan do not exist, or have been replaced with generic stand-ins: you can play them, should you wish. Records and history are the same, including statistics, save in the places where player-characters have brought about a change.

3. Regarding absences- If you, for whatever reason, must take a leave from the roleplay-that is of course fine. But please inform us ahead and how long it may take. If you are found to have just up and left the RP, we may have to simulate how you character act in votes per say, especially depending on their importance.

4. When it comes to writing; please do it well. We expect a certain level of quality with your posts. One or two sentences will not be acceptable, but we can be permissive-if your character is engaged in conversation, a sentence is fine

5. Please make characters of quality and substance. We don't want Mary Sue flawless characters who are 30 year olds, models, former sharecroppers with military service earning a medal of honor and then returning from war to attend Harvard. Those characters aren't very fun to play or interact with. But on the other hand-no sabotage characters. Just because you hate liberals, don't make a hopelessly corrupt and scandal-ridden liberal with no redeeming qualities. Character models also have to be googleable, no photoshopped models, if we can't google your character model you can't have them!

6. No cheat-edits. Once you've made an IC post, leave it. Edits to formatting are all right along with typos, but don't try to change anything major compared to what you have already written, especially if it has already been responded to. If your character said it in public, it must stay. Gaffes happen, after all.

7. If you are not sure if something is legal or okay, ask OOC first. Always better to check-and there is limited leniency for things that are obviously bad.

8. No events that directly affect another character without permission first. In essence, avoid physical altercations and outrageous "accidents". Assassination is banned, any external action taken against politicians will take place in the form of an event.

9. No meta-gaming. Do not let the OOC influence the realism of your character's actions. If they are in a closed situation in which information is limited, they cannot state specific statistics, for example.

10. PG-13 limit. Per site-wide rules, nothing too saucy or racy. You know it when you see it.

11. Good-faith interactions are literally mandated. If you are constantly rude or mean-spirited, then you won't be allowed in the RP. There are roleplays that die over interpersonal OOC drama.

Florián Che Palencia was born in the small town of Santa Julio in Bolívar y Carbán on December 12, 1951. His parents were poor farmers who lived and worked on land owned by a powerful businessman, and they often found themselves at the mercy of him and his greedy ways. Palencia, catching the mistreatment of his family at an early age, thought the whole thing was very unfair, and through his adolescence as he became more politically aware, he began to radicalize.

Following the takeover of the junta, he almost immediately protested, though was almost immediately thrown in prison, where he stayed for nearly 5 years. "I had been thrown in jail, beaten, oppressed, just for expressing the basic human right to protest," he later recalled in a memoir. Following his release, he met with other like-minded people who opposed the junta and everything that it stood for in their view: the oppressive machine of capitalism that sought to enslave all of Carbania. Together they formed the Movimiento Clandestino de Liberación Popular, of which Palencia had been chosen to lead. During their years of operation, they often organized protests against the regime, and had quickly become one big thorn in its side. They also organized strikes and helped create labor unions. Following Mandes' death, and the effective death of the military junta that followed, Palencia and his newly created Movimiento Clandestino de Liberación Popular, a continuation of the
Movimiento Clandestino de Liberación Popular, would almost immediately involve themselves in the creation and development of Carbania's newfound democracy. In early 2020, Palencia would declare his candidacy for President, pledging to be "the People's Candidate".


Now, as the election approaches, Palencia looks to have him and his party lead Carbania down a brighter path. He'd better not mess this up, especially not since the world is watching...

Position on Political Spectrum: Left to Center-left

Economic Policy: Luci de Campos supports high spending combined with taxation and a general focus on infrastructure, producing products at home, and limited protectionism. If it is pro-worker and pro-union, he supports it.
Social Policy:De Campos is rather progressive, particularly regarding education, welfare, and climate change; he is also relatively conservative on military and police matters.
Other Policy: De Campos supports working with other parties to sponsor some sense of national unity. For the duration of his life (much like his father before him), he has supported compromise and incrementalist changes to get whatever he can out of a bill. Officially, the party is also internationalist (despite having protectionist tendencies).
Other Info: Despite De Campos being the de facto leader of his party, there are two factions that exist within it: the Liberals and the Conservatives. The Liberals favor progressive social policies and high spending, while the Conservatives favor moderate-to-progressive social policies with balanced spending and are more open to free trade. Both sides are equally matched in size and power, and both sides claim De Campos due to his balanced nature. He has worked to not support one side over the other. LPM is only popular within the Industry state, Valenzuela, due to its limited appeal to the working class and some Social Democrats/Democratic Socialists. They are much more popular on the local level than the national level (or even the statewide level, where they to elect a large number of statewide officials), with many serving in various cities as mayors, city council members, judges, and other positions.

We, the People: Luci has successfully portrayed himself as a man of the people to his constituents, building strong support among his base of union workers, a large portion of the working class, small business owners, and left-wing Catholics. His consistent talking points and ability to connect with people has also added to his state popularity, though he is by no means well-liked on the national stage.

Is He Communist?: Luci is often attacked as being a communist, though he maintains that he is not a communist but a member of the working class fighting on behalf of the working class. Seeking "humanized capitalism," LPM has struggled to grow in other regions for fear that it and its leaders are secretly communists.

I Am in Charge: Being the highest-ranking member, Luci is the de facto leader of his party. This is both a help and a hindrance as party members not enthused by him might not turn out in large numbers to vote for him him in a wave year, but he has a dedicated base in his own wing of the party.

I Am Not A Crook: Luci is free of corruption, which truly does more harm than good. He doesn't believe in bribes and places principle above pragmatism. While this helps him among his supporters, it makes it hard for him to get anything done… like, ever.

Hail Holy Queen: Luci is a devout Catholic, often calling upon Mary, Mother of God, in his prayers. However, his outspoken liberalism has made some members of the Church unwilling to serve communion to him. Luckily, his local priest hasn't denied him that right. Luci ordains that his political beliefs are based in his understanding of Church doctrine and Biblical law, often citing Bible passages in his speeches. He also has a fondness for the Sister Act movies.

Children? Wife?: Luci is unmarried and has no children, though he does care for some of his younger cousins. Luci is a closeted gay man, with no one other than his priest (a proud progressive) knowing that he is gay.

Rosa's father, Fidel Guadalajara, is a former business owner, having run three diners across Valenzuela for many years; he sold his businesses in 2014.

Luci took an interest in business from a young age, working with his grandfather in one of his diners for much of his youth. In 1999, Luci had saved much of the money he had earned and approached his grandfather to request a business loan, requesting that he be able to learn the secrets of business management. Fidel agreed, investing a small amount of money into a spare building that he had owned for several years. After some cleaning and hard work, it was set up to function as a small restaurant with a few patrons. Over the next few years, Luci invested (with some advice from his grandfather) everything he had back into his business, slowly building it up over several years. Luci is preparing a run for governor from the left, believing that he can convince the state's working class, small businesses, and youth to turn out for him in large numbers.

Biography: Manuel Guillermo Otero Carrasco was born to a working-class urban family in Santa Paz, the capital of the Mountain State. He was forced to put work in to live from a young age, being put through child labor since he was around 10 in the poor developing country. Being partially educated by the public school system and also by his ailing father, Manuel ended up working in the mines. He hated the backbreaking work for low wages and his bosses' lack of respect for their workers, and it was at that point he discovered socialist ideology through stumbling on some hushed conversations between his more politically conscious co-workers.

Being from an urban area, he was not unaware of the violence and political oppression of the dictatorship, bearing witness to protesters being gunned down and locked up. He felt disgust for the entire world that surrounded him, and he eventually snapped. Lucky for him, he was born with a gift of leadership and organization, and secretly began putting together a ragtag team of aspiring freedom fighters and on-the-run enemies of the regime. Manuel Otero's Movimiento Popular de Liberación would act as a vehicle for the workers and oppressed to take a stand. They started off with ambushes and attacks on military and police units stationed in the city, while doing covert operations to try and infiltrate their ranks and recruit new members. The MPL moved beyond just the local area soon after, targeting the regime's forces in urban areas all across Carbania, arming protesters and assassinating multiple figures allied with the dictatorship.

This all gave the MPL, and consequently Manuel, a fair amount of public recognition, especially among those who were against the totalitarian state of the country. The size of the Movimiento expanded, and smaller guerrilla and rebel groups chose to merge under the MPL banner. Manuel, for his part, continued fighting the good fight with his comrades. Funding, however, was always going to be an issue as a socialist uprising, and the MPL resorted to becoming involved in the production of narcotics to generate revenues, though Manuel and others insist this was all for a good cause. Try as they might, the regime was unable to capture Manuel despite several close calls.

The MPL was able to outright gain control over parts of not just the Mountain State, but the Industry State as well by the time the dictatorship was overthrown. Manuel and his comrades were quick to celebrate and call for a new democracy that put the working people of Carbania before anything. With their goal of removing the dictatorship complete, Manuel announced the disbandment of the MPL as an insurgent group, stating he had no intention of violently interfering with the foundation of Carbania's democracy so long as that democracy would be established firmly and without hesitation. Manuel initially chose not to run to be the first President, seeing his duty as done. However, he changed his mind and decided to get involved in politics after all, founding the party of the same name as his now-defunct insurgency. He is now running to become the first President of Carbania, and hopes his new MPL Party can become a powerful force in the new Parliament.
