Biography:
Javier Alberto Morterero was born into a distinctly aristocratic family which benefited from centuries of generational wealth and land ownership. The Morterero family owned numerous plantations across Carbania, many of which could be directly traced to original land grants from the Spanish Crown pre-independence. As a child, Javier took great joy in the outdoors despite his primarily urban upbringing, preferring the country estates, where he could hunt, fish, ride horses and read beneath the shade of trees to his hearts content. Javier was sent to a prestigious boarding school in Intichiquan to receive his education, at which he was perceived as an above average student, neither particularly great nor performing especially poorly in any subject. Javier always loved stories of great gallantry, ravenously consuming the works of de Cervantes, Dumas, and Wren among others. Reading books and playing rugby always took priority over his studies. It is for these reasons that it surprised no one, though greatly distressed his family, when he sought appointment to Carbania's military academy to become an officer in the army.
The academy was tough on Javier, given the distinct divergence in culture from his sheltered and plush lifestyle at home or school to the spartan and disciplinarian environment of a military academy. Still, Javier adjusted though was placed near the bottom of his class at the end of his first year. A striking change emerged in Javier after returning home for leave. Javier noted with exasperation how little he felt in common with his former peers, now pursuing degrees either abroad or at university at home. Their ill discipline, flagrant disregard for authority and preference for pursuing material wealth were at odds with the subtle but developing sense of rigid discipline and patriotic self-sacrifice which was being ingrained within him. Javier returned to the academy feeling more in tune with the structure of military life and strived to excel. Javier completed the academy three years later in the upper third of his class, earning a Bachelors of Science (at least in the US, military academy degrees are BS' even if they're a social science or humanities course) in History. Javier branched cavalry, where he started as a platoon commander in a mechanized infantry brigade. After serving as a company executive officer, and company commander, he was then assigned as a battalion operations officer before being selected to attend the US Command and General Staff College as an exchange officer. There he was instructed in greater elements of strategy, logistics, and command at the theoretical and practical level. Participating in war gaming exercises and writing numerous papers on military theory broadened his strategic thinking capability. Javier returned to Carbania and was promoted to Colonel, receiving command of an infantry brigade.
Javier supports the Junta as his familial status and wealth has bred connections to the upper echelons of government, further expanding that wealth while ensuring the comfortable that Javier's family expects. Javier met his wife, Andrea, the beautiful daughter of another wealthy plantation owner, while a company executive officer. Her upbringing demands a certain status, and Javier seeks to provide that. Still, Javier sees the metaphorical writing on the wall, that the junta will likely implode and a republican form of government will take its place. The rise of socialist sentiment in the countryside combined with the instability of government transition of power breeds concern among the entrepreneurial and aristocratic classes that sweeping, radical reforms could be implemented. Javier begins to consider his options to preserve his own status and wealth, as well as those of his countrymen, and notes that as political factions develop there obviously exists no moratorium on military officers seeking election. Javier joins with like minded colleagues in the military as well as civil society to form yet another contender for power in Carbania: the Partido de Nacional Patriótica de Carbania (National Patriotic Party of Carbania) as a method for containing the spread of communism and effectively preserving the status quo under the looming transitional state.

(Most numericaly dominant, used to be the main ethnic group of a large empire)
Sotache: Alturas Carbania, Buñuel
(Never truly conquered during colonial times, quickly adapted to horseback riding, adheres sternly to the old religious traditions)
Guayoli: Buñuel, Tres Rios
(Severely exploited and marginalized, often serves as nannies and guardsmen for wealthy homeowners)
Titilani: Camparroz
(Characteristically lives on floating villages made of reeds, fairly isolationist and very poor)

Well, generally in Andean Northwest South America the indigenous people are largely Quechua speaking and descendents of the Quechua mountain dwellers that assimilated into their own "indigenous" culture after the Spanish came. Evo Morales was one, iirc. I could be wrong about this, though.

Biography: Luci de Campos is the son of Jose and Rosa de Campos. Jose was a military veteran and one-term city councilman when he died in 2018; Rosa is a florist, having run her own flower shop for fifty years after receiving it as a gift from her boss, who had been the former owner. Rosa's father, Fidel Guadalajara, is a former business owner, having run three diners across Valenzuela for many years; he sold his businesses in 2014.
Luci took an interest in business from a young age, working with his grandfather in one of his diners for much of his youth. In 1999, Luci had saved much of the money he had earned and approached his grandfather to request a business loan, requesting that he be able to learn the secrets of business management. Fidel agreed, investing a small amount of money into a spare building that he had owned for several years. After some cleaning and hard work, it was set up to function as a small restaurant with a few patrons. Over the next few years, Luci invested (with some advice from his grandfather) everything he had back into his business, slowly building it up over several years. La Mesa became a staple of life in (a medium-sized town), eventually competing with his grandfather's businesses.
Luci focused on his business for years before he sought to run for mayor. The incumbent was a moderate that had proven to embezzle a large number of funds. Trusted by locals as a source of good food and admired by his workers for providing above average wages in exchange for keeping smaller profits for himself, Luci ran for mayor on a "good government, anti-corruption platform. He also focused on the city's poor infrastructure and the lack of regulation on large businesses and corporations as a cause for concern. Seeking higher wages for workers and calling for more investment in the community, Luci won the election with 53% of the vote as an independent. He remained in office, reelected each time as a capable mayor that was in touch with the people. Wages saw a rise as small businesses prospered, with the working class coming to trust him. Luci actively led anti-corruption campaigns, advocating for political independents that had proven themselves to be fighting on behalf of the people rather than themselves, corporations, or lobbyists.
In 2019, Luci was appointed to serve as governor after a sudden shuffle in state politics. He was ushered in largely by popular (or, rather, populist) demand. On the state level, Luci ushered in increased minimum wage, worker protection laws, anti-corruption legislation, and the like. He has also supported small business legislation, working to increase funds for family businesses like those he and his grandfather owned. Only people that proved trustworthy were put in charge of overseeing the funds, though he cut back the salary of some officials (such as himself, as his predecessor had passed several outrageous laws that had resulted in extremely corrupt politics). Though his initiatives weren't perfect, they largely did their jobs, resulting in job growth among the working class and decreasing poverty levels.
In 2017, a new political party was started in his hometown called La Parties Meritoria, or LPM. After several months, Luci agreed to join LPM in 2018, becoming its de facto leader as he was the most prominent member of the party. Luci has been challenged by more moderate and more extreme members of his party alike, but the base and swing voters have stuck with him because they trust him and have seen what good he can do.
Luci is preparing a run for president from the left, believing that he can convince the country's working class, small businesses, and youth to turn out for him in large numbers.

Biography: Manuel Guillermo Otero Carrasco was born to a working-class urban family in Santa Paz, the capital of the Mountain State. He was forced to put work in to live from a young age, being put through child labor since he was around 10 in the poor developing country. Being partially educated by the public school system and also by his ailing father, Manuel ended up working in the mines. He hated the backbreaking work for low wages and his bosses' lack of respect for their workers, and it was at that point he discovered socialist ideology through stumbling on some hushed conversations between his more politically conscious co-workers.
Being from an urban area, he was not unaware of the violence and political oppression of the dictatorship, bearing witness to protesters being gunned down and locked up. He felt disgust for the entire world that surrounded him, and he eventually snapped. Lucky for him, he was born with a gift of leadership and organization, and secretly began putting together a ragtag team of aspiring freedom fighters and on-the-run enemies of the regime. Manuel Otero's Movimiento Popular de Liberación would act as a vehicle for the workers and oppressed to take a stand. They started off with ambushes and attacks on military and police units stationed in the city, while doing covert operations to try and infiltrate their ranks and recruit new members. The MPL moved beyond just the local area soon after, targeting the regime's forces in urban areas all across Carbania, arming protesters and assassinating multiple figures allied with the dictatorship.
This all gave the MPL, and consequently Manuel, a fair amount of public recognition, especially among those who were against the totalitarian state of the country. The size of the Movimiento expanded, and smaller guerrilla and rebel groups chose to merge under the MPL banner. Manuel, for his part, continued fighting the good fight with his comrades. Funding, however, was always going to be an issue as a socialist uprising, and the MPL resorted to becoming involved in the production of narcotics to generate revenues, though Manuel and others insist this was all for a good cause. Try as they might, the regime was unable to capture Manuel despite several close calls.
The MPL was able to outright gain control over parts of not just the Mountain State, but the Industry State as well by the time the dictatorship was overthrown. Manuel and his comrades were quick to celebrate and call for a new democracy that put the working people of Carbania before anything. With their goal of removing the dictatorship complete, Manuel announced the disbandment of the MPL as an insurgent group, stating he had no intention of violently interfering with the foundation of Carbania's democracy so long as that democracy would be established firmly and without hesitation. Manuel initially chose not to run to be the first President, seeing his duty as done. However, he changed his mind and decided to get involved in politics after all, founding the party of the same name as his now-defunct insurgency. He is now running to become the first President of Carbania, and hopes his new MPL Party can become a powerful force in the new Parliament.

Evo Morales is an Aymara; there's some opinion among linguists and anthropologists that they're related peoples but that's equally disputed as agreed with.
