Character Age: 48
Character Date of Birth: 01-08-1974
Character Position/Role/Job: CEO of Prometheus Industries
Character Country/State of Birth: Born in Carbania
Character State of Residence: Coastal State
Character Party Affiliation: Partidad de Manana Nueva (PMN)
Faceclaim: {Pending}
Main Strengths: Educated, sophisticated, very business savvy, can make and present a plan, has a ton of foreign contacts, excessive amount of wealth and influence over finance and industry, his conglomerate of firms is considered the place to work. He controls the nation's oil refineries, shipping, transportation, banking, and owns a series of hotels and gambling establishments'. He recently has created a university. He owns the tallest building in Carbania. He is popular among industrialists, business interests, entrepreneurs, younger and more educated urban voters. He controls the nation's largest newspaper and owns a television station.
Main Weaknesses: He is disliked by almost everyone else. El Pulpo is seen as corrupt and a bit of a grafter. He's similar to John D. Rockefeller and Robber Barons. His politiical intersets seem to relate directly to his business interests. He's seen as a bit too cozy to the United States.
Biography: (Minimum 2-3 paragraphs)
Constantino Torre is the son of a prominent industrialist and has gradually been taking contol of shipping and transportation in Carbania. While many people own oil wells, they all need his trucks, trains, and ships to get products to market. They also want to use his refineries. His company "Prometheus Industries" employs many and is one of the largest conglomerates and creditors in the nation. The reach he has lead to media figures calling him "The Octopus" or "El Pulpo." He has worn this as a badge of honor. El Pulpo's business interets do not end in Carbania, and he has strong ties to the United States, having attended MIT and Harvard Business School.
El Pulpo envisions Carbania in many ways as another US, he wants to create its own Silicon Valley, Hollywood, and Wall Street. El Pulpo wants skyscrapers, high-end tourism and casinos. Carbania has built the tallest building in Carbania, the Olympus Tower, as well as Torre University, of course with the mascot of the Octopus.
El Pulpo's most recent venture, now that democratization is afoot is to earn power in government, finding the Manana Neuva Party (MNP) a pro-business neo-liberal party.

Character Application and Information Sheet

NS Nation Name: Alozia
Character Name: Manuel "Manu" Garcia Ortiz Fernandez (known as Manuel Ortiz)
Character Gender: Male
Character Age: 63
Character Date of Birth: September 24, 1959
Character Position/Role/Job: Mayor of Marbella (2022 - Present), Manager of Athletico Marbella (2003-2022)
Character Country/Province of Birth: Carbania
Character Province of Residence: Marbella
Character Party Affiliation: Manu Ortiz List
Faceclaim: Marcelo Bielsa
Main Strengths: Popular among lower classes, high local name recognition
Main Weaknesses: No political experience, ambiguous relationship with the criminal underworld, bad relationship with the criminal world as of now
Biography: Born on September 24, 1959 in Marbella, Manuel Ortiz was born into poverty not unlike the one many of his fellow countrymen and women experienced since birth. Due to his family's material circumstances Ortiz received basic education, unable to attend a prestigious school. Headed towards a life of poverty young Manuel was rescued by his lifelong passion - football. Scouted by the local team Athletico Marbella, a low-to-mid table top league team, he signed his first professional contract at 16. He wouldn't make his first team debut until two years later, playing in the youth leagues beforehand. Making an impression on the coaching staff, he would become a rotation player in the 1978/1979 season, eventually becoming a first 11 player two seasons later. He has been considered one of the members of the teams First Golden Generation, although experts have not settled on a single position, typically placing him in the bottom half of Marbella's Golden Players. During his time at Marbella as player, the team managed to rise to the higher spots of the Carbanian First League, finishing second in the 1981/1982 season.

In 1982 Manuel caught the eye of Valencia CF, a Spanish football club at the time occupying lower positions of La Liga, signing a contract starting with the 1982/1983 season. Manuel did not achieve many successes in Spain, while his hometown team slowly began to struggle once more, which prompted the player to begin to seek a way back to his beloved team. That would not be achieved, however, as during the disastrous 1985/1986 season Ortiz suffered a career ending injury as Valencia dropped down to the Segunda Division. Manuel remained in Spain for one more year to receive treatment before returning to Carbania.

Ortiz played in the Carbanian national team, making an overall 21 appearances representing his country. His international career is not considered note-worthy, with him scoring only 3 goals and 2 assists overall.

Manuel Ortiz was not particularly politically conscious during his sports career, not making any political statements even during international sporting events. He would grow more aware during his time in Spain which at the time underwent major political change, although he would not be an outspoken advocate for reform until the 2000s. Occasionally, he travelled to Europe - especially to Spain - mostly as a tourist, at times quietly meeting with political figures.

Following his early retirement from professional sports Ortiz became a sports commentator and journalist while working on his coaching qualifications. He joined Athletico Marbella's coaching staff in 1990, slowly climbing the ladder to the position of manager which he attained in 2003. As the team's lead coach Ortiz faced many challenges. With the team having fallen to the Second Division, Carbania's second-tier league, the club was in poor financial situation, failing to attract good-quality players year after year. Much of that was due to the strong grip of the criminal underworld on the club, with the team serving as a glorified money laundering machine for various crime lords of Marbella. Ortiz had to walk a fine line managing his team while trying to wrangle the control of the team from the cartels. Appeasing his criminal supervisors while quietly co-operating with the police was no easy task with Ortiz risking his life every step of the way, but Manuel ultimately proved successful. Athletico was promoted to the First League in 2007, making its debut in the 2007/2008 season, five years after Ortiz took over. With successes on and off the pitch, Manuel Ortiz became a local icon with his name often being synonymous with the team itself. Athletico raised the Carbanian Super Cup in the 2010/2011 season in a very contentious season, winning the league by only a single goal (top two teams were tied in terms of points) and lifting the Carbanian Cup after extra time. Athletico Marbella under Ortiz has won the league multiple times since: in the 2013/14, 2014/2015, 2017/2018, and 2021/2022 seasons.

As manager Ortiz became known for his direct communication style and strong work ethic. He generally has been described as a demanding manager, making Athletico Marbella known for its discipline and strong focus on player fitness. Even though he was hired by team owners due to his strong ties to the club as player, he proved himself fit for the role, getting his team in the shape, focusing on youth recruitment and forming strong bonds with his players. One of the players under his leadership described him as "tough and incredibly demanding" and "very strict", adding "despite our differences, I couldn't have asked for a better mentor".

In 2022 Manuel Ortiz announced his retirement from management to pursue a career in politics, with his last game in charge of Athletico Marbella taking place in May of that year. He was elected Mayor of Marbella a few weeks later in a landslide election running on a left-wing platform of his own local list, advocating for social housing, improving public utilities and combatting corruption.

Party Name: La Partido Meritoria (The Meritable Party)
Preferred Party Acronym: LPM
Party Slogan: “Cuando el pueblo no Tenga más para comer, se comerá a Los ricos.” (“When the people shall have nothing more to eat, they will eat the rich.”)
Party Colors (specific): Hex Color #1982a8
Party Leader: Luciano Fabrício Vieira de Campos (goes by Luci de Campos) is practically the de facto leader as there is no solid organization of the party currently in place and he is the only member of the party that holds elected office.
Position on Political Spectrum: Left to Center-left
Main Ideologies: Liberalism, Populism, Federalism, Centralization, Republicanism, National Unity, Social Democracy, Social Libertarianism
Economic Policy: Luci de Campos supports high spending combined with taxation and a general focus on infrastructure, producing products at home, and limited protectionism.
Social Policy:De Campos is rather progressive, particularly regarding education, welfare, and climate change; he is also relatively conservative on military and police matters.
Other Policy: De Campos supports working with other parties to sponsor some sense of national unity. For the duration of his life (much like his father before him), he has supported compromise and incrementalist changes to get whatever he can out of a bill. Officially, the party is also internationalist (despite having protectionist tendencies).
Other Info: Despite De Campos being the de facto leader of his party, there are two factions that exist within it: the Liberals and the Conservatives. The Liberals favor progressive social policies and high spending, while the Conservatives favor moderate-to-progressive social policies with balanced spending and are more open to free trade. Both sides are equally matched in size and power, and both sides claim De Campos due to his balanced nature. He has worked to not support one side over the other. LPM is only popular within the Industry state due to its limited appeal to the working class and some Social Democrats/Democratic Socialists. They are much more popular on the local level than the national level (or even the statewide level, where they have still failed to elect statewide officials), with many serving in various cities as mayors, city council members, judges, and other positions.

Character Application and Information Sheet

NS Nation Name: Meretica
Character Name: Luciano Fabrício Vieira de Campos
Character Gender: Male
Character Age: 35
Character Date of Birth: 1/19/87
Character Position/Role/Job: Leader of LPM (2021-Present), Member of Parliament (2016-Present) -Mayor of a Medium-sized city with an independent streak (2004-2016) -Entrepreneur and small-business owner ("La Mesa," operational 1999-Present-- turned into a family business, funding provided by parents and partly overseen in the early stages by his now-deceased business-oriented grandfather)
Character Country/State of Birth: Industry Region of Carbania
Character State of Residence: Industry
Character Party Affiliation: LPM (2018-Present), Independent (Pre-2018)
Faceclaim: Marco Rubio
Main Strengths and Weaknesses:
We, the People: Luci has successfully portrayed himself as a man of the people to his constituents, building strong support among his base of union workers, a large portion of the working class, small business owners, and left-wing Catholics. His consistent talking points and ability to connect with people has also added to his local popularity, though he is by no means well-known (or even well-liked) on the national stage.

Is He Communist?: Luci is often attacked as being a communist, though he maintains that he is not a communist but a member of the working class fighting on behalf of the working class. Seeking "humanized capitalism," LPM has struggled to grow in other regions for fear that it and its leaders are secretly communists.

I Am in Charge: Being the only member of his party elected to the national government, Luci is the de facto leader of his party. This is both a help and a hindrance as party members not enthused by him might not turn out in large numbers to reelect him in a wave year, but he has a dedicated base in his own wing of the party.

I Am Not A Crook: Luci is free of corruption, which truly does more harm than good. He doesn't believe in bribes and places principle above pragmatism. While this helps him among his supporters, it makes it hard for him to get anything done… like, ever.

Hail Holy Queen: Luci is a devout Catholic, often calling upon Mary, Mother of God, in his prayers. However, his outspoken liberalism has made some members of the Church unwilling to serve communion to him. Luckily, his local priest hasn't denied him that right. Luci ordains that his political beliefs are based in his understanding of Church doctrine and Biblical law, often citing Bible passages in his speeches. He also has a fondness for the Sister Act movies.

Biography: Luci de Campos is the son of Jose and Rosa de Campos. Jose was a military veteran and one-term city councilman when he died in 2018; Rosa is a florist, having run her own flower shop for fifty years after receiving it as a gift from her boss, who had been the former owner. Rosa's father, Fidel Guadalajara, is a former business owner, having run three diners across the Industry State for many years; he sold his businesses in 2014.

Luci took an interest in business from a young age, working with his grandfather in one of his diners for much of his youth. In 1999, Luci had saved much of the money he had earned and approached his grandfather to request a business loan, requesting that he be able to learn the secrets of business management. Fidel agreed, investing a small amount of money into a spare building that he had owned for several years. After some cleaning and hard work, it was set up to function as a small restaurant with a few patrons. Over the next few years, Luci invested (with some advice from his grandfather) everything he had back into his business, slowly building it up over several years. La Mesa became a staple of life in (a medium-sized town), eventually competing with his grandfather's businesses.

Luci focused on his business for years before he sought to run for mayor. The incumbent was a moderate that had proven to embezzle a large number of funds. Trusted by locals as a source of good food and admired by his workers for providing above average wages in exchange for keeping smaller profits for himself, Luci ran for mayor on a "good government, anti-corruption platform. He also focused on the city's poor infrastructure and the lack of regulation on large businesses and corporations as a cause for concern. Seeking higher wages for workers and calling for more investment in the community, Luci won the election with 53% of the vote as an independent. He remained in office, reelected each time as a capable mayor that was in touch with the people. Wages saw a rise as small businesses prospered, with the working class coming to trust him. Luci actively led anti-corruption campaigns, advocating for political independents that had proven themselves to be fighting on behalf of the people rather than themselves, corporations, or lobbyists.

In 2016, Luci ran for Parliament, successfully winning in a narrow contest that saw him pitted against a far-right Catholic. Luci focused on his record and personal success on the campaign trail, advocating for anti-corruption movements across the nation. Despite being accused of being a socialist and having his faith attacked as being "falsely Catholic," Luci took a narrow lead, being pushed over the top by a few hundred votes in the final voting precinct to report. In Parliament, Luci has focused on his anti-corruption and pro-worker initiatives.

In 2017, a new political party was started in his hometown called La Parties Meritoria, or LPM. After several months, Luci agreed to join LPM in 2018, becoming its de facto leader as he was the most prominent member of the party. Luci has been challenged by more moderate and more extreme members of his party alike, but the base and swing voters have stuck with him because they trust him and have seen what good he can do.

Okay everyone, you do actually need party logos. They don't need to look that good. Google Slides or Canva works just fine. It will be cool and important later. The logos could even be just the letters of your party in a nice font with colors.

Character Name: Javier Alberto Morterero
Character Gender: Male
Character Age: 41
Character Date of Birth: 03/26/1981
Character Position/Role/Job: Carbanian Army Colonel, Brigade Commanding Officer
Character Country/Province of Birth: Farmland State, Carbania
Character Province of Residence: Farmland State, Carbania
Character Party Affiliation: Partido de Nacional Patriótica de Carbania
Faceclaim: General Javier Eduardo Iturriaga del Campo
Main Strengths: Organizational skill, charisma
Main Weaknesses: Short temper, uncompromising, aristocratic upbringing, ties to the Junta
Biography:
Javier Alberto Morterero was born into a distinctly aristocratic family which benefited from centuries of generational wealth and land ownership. The Morterero family owned numerous plantations across Carbania, many of which could be directly traced to original land grants from the Spanish Crown pre-independence. As a child, Javier took great joy in the outdoors despite his primarily urban upbringing, preferring the country estates, where he could hunt, fish, ride horses and read beneath the shade of trees to his hearts content. Javier was sent to a prestigious boarding school in Intichiquan to receive his education, at which he was perceived as an above average student, neither particularly great nor performing especially poorly in any subject. Javier always loved stories of great gallantry, ravenously consuming the works of de Cervantes, Dumas, and Wren among others. Reading books and playing rugby always took priority over his studies. It is for these reasons that it surprised no one, though greatly distressed his family, when he sought appointment to Carbania's military academy to become an officer in the army.

The academy was tough on Javier, given the distinct divergence in culture from his sheltered and plush lifestyle at home or school to the spartan and disciplinarian environment of a military academy. Still, Javier adjusted though was placed near the bottom of his class at the end of his first year. A striking change emerged in Javier after returning home for leave. Javier noted with exasperation how little he felt in common with his former peers, now pursuing degrees either abroad or at university at home. Their ill discipline, flagrant disregard for authority and preference for pursuing material wealth were at odds with the subtle but developing sense of rigid discipline and patriotic self-sacrifice which was being ingrained within him. Javier returned to the academy feeling more in tune with the structure of military life and strived to excel. Javier completed the academy three years later in the upper third of his class, earning a Bachelors of Science (at least in the US, military academy degrees are BS' even if they're a social science or humanities course) in History. Javier branched cavalry, where he started as a platoon commander in a mechanized infantry brigade. After serving as a company executive officer, and company commander, he was then assigned as a battalion operations officer before being selected to attend the US Command and General Staff College as an exchange officer. There he was instructed in greater elements of strategy, logistics, and command at the theoretical and practical level. Participating in war gaming exercises and writing numerous papers on military theory broadened his strategic thinking capability. Javier returned to Carbania and was promoted to Colonel, receiving command of an infantry brigade.

Javier supports the Junta as his familial status and wealth has bred connections to the upper echelons of government, further expanding that wealth while ensuring the comfortable that Javier's family expects. Javier met his wife, Andrea, the beautiful daughter of another wealthy plantation owner, while a company executive officer. Her upbringing demands a certain status, and Javier seeks to provide that. Still, Javier sees the metaphorical writing on the wall, that the junta will likely implode and a republican form of government will take its place. The rise of socialist sentiment in the countryside combined with the instability of government transition of power breeds concern among the entrepreneurial and aristocratic classes that sweeping, radical reforms could be implemented. Javier begins to consider his options to preserve his own status and wealth, as well as those of his countrymen, and notes that as political factions develop there obviously exists no moratorium on military officers seeking election. Javier joins with like minded colleagues in the military as well as civil society to form yet another contender for power in Carbania: the Partido de Nacional Patriótica de Carbania (National Patriotic Party of Carbania) as a method for containing the spread of communism and effectively preserving the status quo under the looming transitional state.

Character Position/Role/Job: acting Governor (2019-Presemt), Mayor of a Medium-sized city with an independent streak (2004-2019), Entrepreneur and small-business owner ("La Mesa," operational 1999-Present-- turned into a family business, funding provided by parents and partly overseen in the early stages by his now-deceased business-oriented grandfather)
His consistent talking points and ability to connect with people has also added to his local popularity, though he is by no means well-liked on the national stage.

Is He Communist?: Luci is often attacked as being a communist, though he maintains that he is not a communist but a member of the working class fighting on behalf of the working class. Seeking "humanized capitalism," LPM has struggled to grow in other regions for fear that it and its leaders are secretly communists.

I Am in Charge: Being the highest-ranking member, Luci is the de facto leader of his party. This is both a help and a hindrance as party members not enthused by him might not turn out in large numbers to vote for him him in a wave year, but he has a dedicated base in his own wing of the party.

In 2019, Luci was appointed to serve as governor after a sudden shuffle in state politics. He was ushered in largely by popular (or, rather, populist) demand. On the state level, Luci ushered in increased minimum wage, worker protection laws, anti-corruption legislation, and the like. He has also supported small business legislation, working to increase funds for family businesses like those he and his grandfather owned. Only people that proved trustworthy were put in charge of overseeing the funds, though he cut back the salary of some officials (such as himself, as his predecessor had passed several outrageous laws that had resulted in extremely corrupt politics). Though his initiatives weren't perfect, they largely did their jobs, resulting in job growth among the working class and decreasing poverty levels.

Luci is preparing a run for president from the left, believing that he can convince the country's working class, small businesses, and youth to turn out for him in large numbers.

The party itself is fine, but there are some issues with the character.

1. He's way too young for his career. He got a business loan and started a restaurant when he was 12. He became Mayor when he was 17, not even an adult. He needs to be older if you want his career to progress like that at those times.
2. It's not unheard of for limited elections to be allowed for things like Mayor under a dictatorship, but a young independent openly running on an anti-corruption platform, much less actually taking action on corruption, would likely not fly with the totalitarian leadership at the top.

There's a start here, but those are a couple issues I notice with the application so far. Resolve those and I think I may be good with accepting this.

Character Application and Information Sheet

NS Nation Name: Guagolandum
Character Name: José Antonio García Rodríguez
Character Gender: Male
Character Age: 45
Character Date of Birth: 1st of April, 1977
Character Position/Role/Job: Leader of the Labourist Party (2018-)
Character Country/Province of Birth: Tumbes, Camparroz (Rice State), Carbania
Character Province of Residence: Camparroz (Rice State)
Character Party Affiliation: Labourist Party of Carbania
Faceclaim: Luis Carlos Galán
Main Strengths: Has a strong sense of justice, natural leader, educated and understands the mechanisms on which Carbania works, can understand the average Carbanian since he comes from a working-class family affiliated to labourism and liberalism.
Main Weaknesses: Too naive, doesn't notice obvious dirty things such as corruption.
Biography: He was born in Tumbes, Camparroz, to an industrial worker affiliated to the Labourist Party and a housemaid, a local leader of the women's rights movement. He grew up along with 3 siblings, in a middle-income family thanks to the two jobs his father had and the fact that García itself started working at the age of 15 in midtime jobs.

When he turned 18, he affiliated himself to the Labourist Party, to which the two of his parents were affiliated, and sought to include liberal curricula in the party. He was part of the Liberal Labourist branch of the party, in which he soon gained popularity due to his amazing speaking, convincing and rhetoric skills. By the age of 22, García became the leader of the juvenile branch of the Labourist Party, the Labourist Youth (Juventud Laborista). Seen as an advocate of overthrowing the military junta by pacific means, he gained popularity within more branches of his own party and both left-wing and centre-right.

For many years he led street protests against the military junta, along with other young democrat leaders, and he became strongly attached to the theology of liberation and many other conservative ideals. This influenced him when he became leader of the Labourist Party in 2018, voted by many of his former colleagues of the Labourist Youth, moment in which he agreed to shift the party to the centre of the political spectrum.

Other Info: He was a devout Roman Catholic, but progressively lost his faith in the Church and now he is an Agnostic Theist. He is an advocate of LGBT+, afrodescendant and indigenous rights based in his belief in an all-loving God.

Main Strengths: Strong grassroots movement, with some support from foreign indigenous organizations.
Main Weaknesses: Politically inexperienced, leads a community that has been historically repressed and marginalized, is alleged to have acted inappropriately with several young female interns.
Biography: Initially a minor chieftain and suspected coca leaf grower from the Yanocoy tribe in the jungles of Carbania, after several stints in prison and suffering at the hands of police abuse, he slowly and steadily developed relationships with several other tribes, learning their languages and ways of life, and eventually became a major oppositional voice and unofficial spokesperson for the Carbian Amerindian community seeking land reform, fair legal representation, and increased water-access against the previous government - until he was able to avoid capture long enough to see the demise of the oligarchic government. Now at the age of 78, his grassroots movement has gained enough momentum to form a political party in its own right, while aiming to balance the increasingly ardent conservative and liberal factions within his own party.

NS Nation Name: Xuanzhang

Jungle Province: Mugre Oro — Carnicería
Farmland Province: Bolívar y Carbán (BC) — Santa Carmen
Rice Province: Camparroz — Santiago de Carbania

(I got a little help)

There are 6 main indigenous ethnic groups that inhabit the provinces:
Charechua: Bolívar y Carbán, Alturas Carbania, Valenzuela
(Most numericaly dominant, used to be the main ethnic group of a large empire)
Sotache: Alturas Carbania, Buñuel
(Never truly conquered during colonial times, quickly adapted to horseback riding, adheres sternly to the old religious traditions)
Guayoli: Buñuel, Tres Rios
(Severely exploited and marginalized, often serves as nannies and guardsmen for wealthy homeowners)
Titilani: Camparroz
(Characteristically lives on floating villages made of reeds, fairly isolationist and very poor)
Tamorucutu: Mugre Oro
(Fierce warrior tribe that has a history of violence, slave-raiding, and perhaps.... some cannibalism)
Yanocoy: Mugre Oro
(Primitive until-recently-primitive tribe that has received foreign financial support to become very politically active)

There could more as well.....

Well, generally in Andean Northwest South America the indigenous people are largely Quechua speaking and descendents of the Quechua mountain dwellers that assimilated into their own "indigenous" culture after the Spanish came. Evo Morales was one, iirc. I could be wrong about this, though.

Evo Morales is an Aymara; there's some opinion among linguists and anthropologists that they're related peoples but that's equally disputed as agreed with.

LPM is only popular within the Industry state, Valenzuela, due to its limited appeal to the working class and some Social Democrats/Democratic Socialists. They are much more popular on the local level than the national level (or even the statewide level, where they have still failed to elect statewide officials), with many serving in various cities as mayors, city council members, judges, and other positions.

Character Application and Information Sheet

NS Nation Name: Meretica
Character Name: Luciano Fabrício Vieira de Campos
Character Gender: Male
Character Age: 40
Character Date of Birth: 1/19/82
Character Position/Role/Job: acting Governor of Valenzuela (2019-Presemt), Mayor of a Santa Theresa (2004-2019), Entrepreneur and small-business owner ("La Mesa," operational 1999-Present)
Character Country/State of Birth: Santa Theresa, Valenzuela
Character State of Residence: Valenzuela
Character Party Affiliation: LPM (2018-Present), Independent (Pre-2018)
Faceclaim: Marco Rubio
Main Strengths and Weaknesses:
We, the People: Luci has successfully portrayed himself as a man of the people to his constituents, building strong support among his base of union workers, a large portion of the working class, small business owners, and left-wing Catholics.

Rosa's father, Fidel Guadalajara, is a former business owner, having run three diners across Valenzuela for many years; he sold his businesses in 2014.

Luci is preparing a run for president from the left, believing that he can convince the country's working class, small businesses, and youth to turn out for him in large numbers.

I would like some more weaknesses please, and like Jovuistan pointed out, would the dictatorship really be willing to allow a reformist candidate to be governor of a large state?

Character Gender: Male
Character Age: 53
Character Date of Birth: April 24th, 1968
Character Position/Role/Job: Leader of the MPL Party (2020-Present), Leader of Movimiento Popular de Liberación insurgency (1991-2017)
Character Country/Province of Birth: Alturas Carbania (Mountain State)
Character Province of Residence: Alturas Carbania (Mountain State)
Character Party Affiliation: MPL
Faceclaim: Sergio Moro
Main Strengths: Natural leader, passionate, hero of the working class, integrity, humble upbringing
Main Weaknesses: Ties to the narcotics industry, uncompromising, short temper
Biography: Manuel Guillermo Otero Carrasco was born to a working-class urban family in Santa Paz, the capital of the Mountain State. He was forced to put work in to live from a young age, being put through child labor since he was around 10 in the poor developing country. Being partially educated by the public school system and also by his ailing father, Manuel ended up working in the mines. He hated the backbreaking work for low wages and his bosses' lack of respect for their workers, and it was at that point he discovered socialist ideology through stumbling on some hushed conversations between his more politically conscious co-workers.

Being from an urban area, he was not unaware of the violence and political oppression of the dictatorship, bearing witness to protesters being gunned down and locked up. He felt disgust for the entire world that surrounded him, and he eventually snapped. Lucky for him, he was born with a gift of leadership and organization, and secretly began putting together a ragtag team of aspiring freedom fighters and on-the-run enemies of the regime. Manuel Otero's Movimiento Popular de Liberación would act as a vehicle for the workers and oppressed to take a stand. They started off with ambushes and attacks on military and police units stationed in the city, while doing covert operations to try and infiltrate their ranks and recruit new members. The MPL moved beyond just the local area soon after, targeting the regime's forces in urban areas all across Carbania, arming protesters and assassinating multiple figures allied with the dictatorship.

This all gave the MPL, and consequently Manuel, a fair amount of public recognition, especially among those who were against the totalitarian state of the country. The size of the Movimiento expanded, and smaller guerrilla and rebel groups chose to merge under the MPL banner. Manuel, for his part, continued fighting the good fight with his comrades. Funding, however, was always going to be an issue as a socialist uprising, and the MPL resorted to becoming involved in the production of narcotics to generate revenues, though Manuel and others insist this was all for a good cause. Try as they might, the regime was unable to capture Manuel despite several close calls.

The MPL was able to outright gain control over parts of not just the Mountain State, but the Industry State as well by the time the dictatorship was overthrown. Manuel and his comrades were quick to celebrate and call for a new democracy that put the working people of Carbania before anything. With their goal of removing the dictatorship complete, Manuel announced the disbandment of the MPL as an insurgent group, stating he had no intention of violently interfering with the foundation of Carbania's democracy so long as that democracy would be established firmly and without hesitation. Manuel initially chose not to run to be the first President, seeing his duty as done. However, he changed his mind and decided to get involved in politics after all, founding the party of the same name as his now-defunct insurgency. He is now running to become the first President of Carbania, and hopes his new MPL Party can become a powerful force in the new Parliament.
