Biography: Luís Javier Cervantes Fusco was born in 1963 in Puerto Plata. His parents were part of Carbania’s nascent middle class, as his father worked for a credit union as a part-owner and his mother worked as a school teacher. Mandes came to power when Luís was a child, and had consolidated full power by the time he finished school. In 1981, Fusco was unfortunately conscripted into the Carbanian Army, serving out three years as an infantryman stationed in rural Mugre Oro.

Following his military service, Fusco attended Carbania National University, earning degrees necessary to practice as a lawyer. He showed promise and worked as a deputy solicitor in the Carbania Supreme Court, namely helping to prepare a case regarding strict extradition laws for narcotics trafficking. Despite some interesting cases such as this, Fusco quickly realized that the Supreme Court was more or less a sham in the dictatorship, and grew disenchanted with the position. So, after five years he departed for academia, taking a position in the faculty of law at Carbania National University.

His academic work focused mostly on legal theory behind drug control policy. Therefore, he served as special counsel for a few regional anti-narcotics commissions organized by UNODC, and provided specialized advice for a few local prosecutor’s offices around the country. Thanks to this profile, he largely avoided the scrutiny of the regime in its darkest days, despite his status as a prominent academic. By the end of the regime he had risen to be Vice Chair of the Faculty of Law. In 2014, he did suffer arbitrary arrest, but was released following a week in a holding cell.

In 2016, he encouraged and participated in a few student protests as the dictatorship gave way to transitional democracy. Thanks to his general separation from dictatorship-era political patronage and the justice system, the provisional government selected Fusco to lead the prosecution of some of the most egregious regime figures in the Alicante Tribunal, named for the small city in Valenzeula in which the prosecution took place. This turned Fusco into a household name, and a popular figure among large segments of the population.

Through this quick ascent to notoriety, Fusco launched a campaign in the first free and fair municipal election to the powerful mayoralty in the nation’s capital region. He won by a decent margin, campaigning as an independent reformist who would move the city forward after years of stagnation as the center of the dictatorship.

His four year tenure as mayor has been a success. Benefitting from a spirit of good-will and cooperation that has emerged in the city’s post-dictatorship honeymoon, Fusco has overseen efforts to renovate he city’s public spaces, attract foreign investment, and maintain law and order. The biggest issues he has faced include rooting out corruption and dealing with rapid growth fueled by the arrival of migrants from elsewhere in the country seeking a better life.

Accomplishments as mayor include a renovation and expansion of the metro, the creation of a free economic zone, modernization of the central business district coinciding with the arrival of multinationals, increased funding for education, and the establishment of an anti-corruption commission.

Now Fusco is considering a presidential run either as an independent or with a party affiliation.

Red, White and Blue: Ali is not a partisan political appointment, but rather a career foreign service officer. She has served Republican and Democratic administrations alike. She was appointed to the role of Ambassador to Carbania by a 97–0 vote in the Senate. She is independent of domestic party political concerns, and respected by foreign service staff.

The Fury of God’s Own Thunder: While Ali herself might be dismissed as a bland mid-level technocrat, she is the representative of the world’s only remaining superpower and certainly the dominant force in the American hemisphere.

Main Weaknesses:

My Hovercraft Is Full Of Eels: Ali is fluent in Spanish but the nuances of Carbanian idiom escape her. Furthermore, she has a pronounced “Yanqui” accent that makes her Spanish, though comprehensible, very recognizable and somewhat silly to the Carbanian ear. She also has no ability to speak or understand indigenous languages and is entirely dependent on translators for communicating with indigenous groups, and her Embassy is not well supplied with indigenous speakers.

Empire of Hurt: The US’s long support for the military junta has made them unpopular with vast swathes of the population. Ali has difficulty being seen as a neutral party who can be trusted by left-wing parties, especially, who fear (completely correctly) that she has a covert agenda of preventing socialism and agrarianism taking hold.

One More Brick In The Wall: Recent US politics have made her situation even worse, with many Carbanians feeling the US’s anti-immigration turn is leading to racism and a return of imperialist fantasies.

On The Outside Looking In: Most obviously, Ali is American, and a diplomat, here to observe and represent, not get involved in electoral politics. She will have no vote in the future of Carbania and will influence its future only through strongly worded letters to whomever the Carbanians elect.

Biography: Ali Harris has been a career foreign service officer for 25 years. She has served in Argentina, El Salvador, Venezuela, Honduras and Nicaragua, but also in London, Madrid, and Kabul. Her Washington roles have included serving on the Policy Planning Staff for Latin America, Special Assistant to the Under Secretary for Political Affairs, Deputy Executive Secretary of the State Department, and Deputy Assistant Secretary of State for Western Hemisphere Affairs. She has served in every role from junior desk officer, political-economic officer, through deputy chief of mission, chargé d'affaires, and chief of mission, to Ambassador, recently being appointed Ambassador to Carbania by a unanimous Senate vote.

Born in Virginia to a military family, she attended school in Brazil and France, and an international career always beckoned. She took a double major in International Relations and Spanish at Georgetown, and later earned an MS at the National War College. She spent a year abroad studying in Ecuador, and briefly worked as a consultant in Spain before entering the Foreign Service. Her first foreign posting was in Mozambique, making use of her Portuguese, but she has subsequently carved out a specialism in Latin American affairs.

Ali has represented both Republican and Democratic administrations, and found that their concerns have largely been the same: containment of and opposition to socialism, interdiction of drugs, and desire for trade. In Carbania, some of the specific issues include:

  • The United States formerly backed the junta regime, but have not intervened to prevent a democratic transition. Amid lofty speeches about the importance of accountability at the OAS, the subtext of their approach has been concern about another socialist regime gaining a foothold.
  • Cocaine, in particular, but also cannabis and other drug crops, are produced and transhipped through Carbania. The US has continued the War on Drugs under both Republican and Democratic administrations alike, and wishes to engage in crop-spraying to destroy coca fields as well as to cut off possible drug trafficking routes, if necessary through a military presence.
  • The US wishes to maintain military bases in Carbania, both on the Pacific coast, and on the interior to launch counter-narcotics operations.
  • The US and Carbania have a complicated history of territorial disputes over fishing rights, because of the US’s rejection of UNCLOS. Carbania has occasionally impounded US fishing boats they believe to be in violation of their territorial claim, while the US has sought an agreement that will permit US fishing trawlers to take tuna and other fish.
  • The US and Carbania does not have a direct bilateral free trade agreement, although they are part of some regional free trade compacts. The US wishes to gain foreign investor rights in Carbania and gain access to forestry, minerals and resource extraction. They are somewhat less picky about labor and environmental safeguards in these agreements.
Ali lives in the US Embassy in Intichiquan, but occasionally visits other parts of the country to represent US interests, usually travelling under a heavily armed guard.

Other Info: Ali is married to Jeff Wegener, who lives with her in Carbania; however, their three children attend boarding school in the United States do not visit Carbania frequently. She is a Roman Catholic, and speaks Spanish, French and Portuguese fluently.

Biography:
Israel Mendoza was born in 1961 in the small city of Ayacucho, in the province of Buñuel. He is of predominantly indigenous descent, and was born into a large Evangelical family. His father, Lazarus Mendoza was a convert from Catholicism, and an early proponent of Evangelical Protestantism in the country. He started the Assembly for Christ Church in 1955, which remained small at the time of Israel’s birth. By the 1980s, the Church had grown significantly, with branches opening across the country as the Evangelical movement ascended. Israel had a unique childhood as a result, traveling across the country with his father, and even visiting the Holy Land for baptism in the Jordan when he was fifteen. With an aptitude for speaking and a magnanimous personality, Israel was trained to take over for his father from a young age.

After attending seminary school in the United States, Israel spent two years as a missionary for the Church, living in the farming province and working to convert agricultural workers. In 1985 he rose to become an assistant pastor, assisting with worship services and delivering sermons at various branches of the church. However, Israel’s sights became set increasingly high. As the movement grew, he realized its political potential in the long-term. So, in 1992 he launched a campaign for Parliament in the farming province during a period in which Parliament was not suspended, running on a ticket simply called Assembly For Christ. Tolerating but suspicious of Evangelicals, the regime refused to allow Israel to take his seat in Parliament. Though it was under the auspices of corruption allegations which may or may not have been true, it was perceived by Evangelicals as religious discrimination. Israel did not cease to campaign, and won the 1994 election to a seat from Bruñuel, which he was allowed to take in Parliament, as the regime realized that minor accommodation would bring less political risk than total marginalization.

As one of the only Evangelicals in parliament, Israel was almost completely on the sidelines. This lead to frustration among his nascent base and legendary father, prompting the Assembly for Christ to organize a Jericho March in tandem with the left wing protests of 1997. Evangelicals and Pentecostals from across the country journeyed to the capital to call for democratic and federalist reform. This ultimately failed and led to the arrest of Lazarus Mendoza, who died in prison soon thereafter. It also caused the dismissal of Israel from Parliament, and increased scrutiny against Assembly for Christ.

Despite his removal from office, Israel was able to assume pastoral control of the Church and gained valuable attention for the Evangelical movement which increased conversion.

Biography: Born on September 24, 1959 in Marbella, Manuel Ortiz was born into poverty not unlike the one many of his fellow countrymen and women experienced since birth. Due to his family's material circumstances Ortiz received basic education, unable to attend a prestigious school. Headed towards a life of poverty young Manuel was rescued by his lifelong passion - football. Scouted by the local team Athletico Marbella, a low-to-mid table top league team, he signed his first professional contract at 16. He wouldn't make his first team debut until two years later, playing in the youth leagues beforehand. Making an impression on the coaching staff, he would become a rotation player in the 1978/1979 season, eventually becoming a first 11 player two seasons later. He has been considered one of the members of the teams First Golden Generation, although experts have not settled on a single position, typically placing him in the bottom half of Marbella's Golden Players. During his time at Marbella as player, the team managed to rise to the higher spots of the Carbanian First League, finishing second in the 1981/1982 season.

In 1982 Manuel caught the eye of Valencia CF, a Spanish football club at the time occupying lower positions of La Liga, signing a contract starting with the 1982/1983 season. Manuel did not achieve many successes in Spain, while his hometown team slowly began to struggle once more, which prompted the player to begin to seek a way back to his beloved team. That would not be achieved, however, as during the disastrous 1985/1986 season Ortiz suffered a career ending injury as Valencia dropped down to the Segunda Division. Manuel remained in Spain for one more year to receive treatment before returning to Carbania.

Ortiz played in the Carbanian national team, making an overall 21 appearances representing his country. His international career is not considered note-worthy, with him scoring only 3 goals and 2 assists overall.

Manuel Ortiz was not particularly politically conscious during his sports career, not making any political statements even during international sporting events. He would grow more aware during his time in Spain which at the time underwent major political change, although he would not be an outspoken advocate for reform until the 2000s. Occasionally, he travelled to Europe - especially to Spain - mostly as a tourist, at times quietly meeting with political figures.

Following his early retirement from professional sports Ortiz became a sports commentator and journalist while working on his coaching qualifications. He joined Athletico Marbella's coaching staff in 1990, slowly climbing the ladder to the position of manager which he attained in 2003. As the team's lead coach Ortiz faced many challenges. With the team having fallen to the Second Division, Carbania's second-tier league, the club was in poor financial situation, failing to attract good-quality players year after year. Much of that was due to the strong grip of the criminal underworld on the club, with the team serving as a glorified money laundering machine for various crime lords of Marbella. Ortiz had to walk a fine line managing his team while trying to wrangle the control of the team from the cartels. Appeasing his criminal supervisors while quietly co-operating with the police was no easy task with Ortiz risking his life every step of the way, but Manuel ultimately proved successful. Athletico was promoted to the First League in 2007, making its debut in the 2007/2008 season, five years after Ortiz took over. With successes on and off the pitch, Manuel Ortiz became a local icon with his name often being synonymous with the team itself. Athletico raised the Carbanian Super Cup in the 2010/2011 season in a very contentious season, winning the league by only a single goal (top two teams were tied in terms of points) and lifting the Carbanian Cup after extra time. Athletico Marbella under Ortiz has won the league multiple times since: in the 2013/14, 2014/2015, 2017/2018, and 2021/2022 seasons.

As manager Ortiz became known for his direct communication style and strong work ethic. He generally has been described as a demanding manager, making Athletico Marbella known for its discipline and strong focus on player fitness. Even though he was hired by team owners due to his strong ties to the club as player, he proved himself fit for the role, getting his team in the shape, focusing on youth recruitment and forming strong bonds with his players. Biography:
Rico Santana was born to a lower middle-class family in Intichiquan. As a teenager, he went to work for his the small trucking company that his father worked for, and traveled all over the country. Eventually, he made enough money to leave the country, and get a college education in the US. He returned after finishing his degree in business logistics. He was handed ownership of the trucking company in the late owner’s will. From there he set about growing the company, and looked for any business opportunity short of crime. This is how he first came into contact with groups resisting the regime, and sided with their cause.

It was during this time that he met his future wife, Sofia. They met after he helped her group of dissenters escape a crackdown on a protest. For a few years after that, he held underground meetings for enemies of the Mandes regime, even smuggling political prisoners out of the country. During said underground activities, his views became cemented, and he vowed to help his people. He had his fair share of heated arguments, but never hurt anyone. However, he did also keep the authorities off his scent by aiding in the capture of actual criminals.

When Mandes died, Santana began growing his business even more, but the oligarchic practices limited his expansion. After the end of the regime, and the beginning of elections, he and a few like-minded friends founded the PPI. They set out to gain support among city and town dwellers, championing industrial and economic progress. He embarked on a PR tour, raising support, and recruiting candidates.

Well, the labourists were indeed outlawed by the government and he was prosecuted, his parents and García himself were arrested one time for demonstrating peacefully (he was 19 and remained 15 days in prison). Labourist meetings were held in small villages secretly or straight up in the middle of the jungle.

Biography: Luís Javier Cervantes Fusco was born in 1963 in Puerto Plata. His parents were part of Carbania’s nascent middle class, as his father worked for a credit union as a part-owner and his mother worked as a school teacher. Mandes came to power when Luís was a child, and had consolidated full power by the time he finished school. In 1981, Fusco was unfortunately conscripted into the Carbanian Army, serving out three years as an infantryman stationed in rural Mugre Oro.

Following his military service, Fusco attended Carbania National University, earning degrees necessary to practice as a lawyer. He showed promise and worked as a deputy solicitor in the Carbania Supreme Court, namely helping to prepare a case regarding strict extradition laws for narcotics trafficking. Despite some interesting cases such as this, Fusco quickly realized that the Supreme Court was more or less a sham in the dictatorship, and grew disenchanted with the position. So, after five years he departed for academia, taking a position in the faculty of law at Carbania National University.

His academic work focused mostly on legal theory behind drug control policy. Therefore, he served as special counsel for a few regional anti-narcotics commissions organized by UNODC, and provided specialized advice for a few local prosecutor’s offices around the country. Thanks to this profile, he largely avoided the scrutiny of the regime in its darkest days, despite his status as a prominent academic. By the end of the regime he had risen to be Vice Chair of the Faculty of Law. In 2014, he did suffer arbitrary arrest, but was released following a week in a holding cell.

In 2016, he encouraged and participated in a few student protests as the dictatorship gave way to transitional democracy. Thanks to his general separation from dictatorship-era political patronage and the justice system, the provisional government selected Fusco to lead the prosecution of some of the most egregious regime figures in the Alicante Tribunal, named for the small city in Valenzeula in which the prosecution took place. This turned Fusco into a household name, and a popular figure among large segments of the population.

Through this quick ascent to notoriety, Fusco launched a campaign in the first free and fair municipal election to the powerful mayoralty in the nation’s capital region. He won by a decent margin, campaigning as an independent reformist who would move the city forward after years of stagnation as the center of the dictatorship.

His four year tenure as mayor has been a success. Benefitting from a spirit of good-will and cooperation that has emerged in the city’s post-dictatorship honeymoon, Fusco has overseen efforts to renovate he city’s public spaces, attract foreign investment, and maintain law and order. The biggest issues he has faced include rooting out corruption and dealing with rapid growth fueled by the arrival of migrants from elsewhere in the country seeking a better life.

Accomplishments as mayor include a renovation and expansion of the metro, the creation of a free economic zone, modernization of the central business district coinciding with the arrival of multinationals, increased funding for education, and the establishment of an anti-corruption commission.

Now Fusco is considering a presidential run either as an independent or with a party affiliation.

The CPC is formerly aligned with the MPL, as the two groups fought side by side during the regime era but turned into enemies after the MPL joined the electoral system. Party is still formally banned by the government of Carbania. Currently exists as the largest anti-government insurgency in the nation.

Biography: Osvaldo was born in 1969 to a pair of farmers in Mugre Oro. He grew up surrounded by poverty and witnessed the brutality of the Junta firsthand as a child. From a young age he was compelled to a strong feeling of hatred and distrust of the government. At age 18 he joined the CPC's militia and took part in dozens of guerilla acts, many against unarmed civilians. In 1993 he traveled to Colombia were he assisted FARC guerillas in successfully assassinating a Carbanian Admiral while he was traveling there. Osvaldo also helped to work out an agreement with MPL leader Manuel Carrasco to avoid conflict between the two left-wing groups. He also traveled to the Soviet Union and Cuba to earn their support.

In 2000 Túz became Deputy Leader of the CPC following the ascension of the current Deputy due to the main leader's death. He commanded operations primarily in both the Jungle and Coastal states, trying to avoid entering MPL territory to respect their agreement. With the fall of the USSR and support from typical allies like Cuba dwindling he turned to drug trading to help fund the CPC's guerilla operations.

In 2012 he formally ascended to leadership. He expanded attacks to target civilian institutions such as banks and corporate offices. Following the fall of the Junta Osvaldo hoped for a chance for a Socialist state to arise and had CPC members take part in rallies and protests against the oligarchs. However, he was greatly disappointed, as the new government was seen in his eyes as a continuation of the old. The CPC released a video rejecting electoralism as a way of achieving Socialism and declared the MPL to be traitors to the Socialist cause for laying down their weapons.

In 2022 the CPC insurgency continues under Osvaldo's leadership. They have threatened to attack campaign offices and police stations. Osvaldo is wanted by several countries including Carbania, the United States and the EU.

Biography:

Sebastian was born in 9th September, 1965. His father, Carlos, was CEO of a real estate business ("Carnicero Organization"). As a young man he wasn't a particularly good student, but he was extremely popular at school. He had many friends, attended lots of parties and was popular with female classmates. He was arrested more than once for drunken driving (while being a minor) and for trying marijuana, but his father's fortune and connections with the dictatorship meant that he escaped real punishment and such incidents were kept from the public.

He studied at the Intichiquan Business School, earning a bachelor's degree in business management in 1987 and a master's degree in economics in 1990. He began working in his father's real estate firm, and in 1994 he assumed ownership of the business from his father. Sebastian expanded the company's operations to building and renovating skyscrapers, hotels and casinos. His ties with the dictatorship also meant that he secured lucrative government contracts (with allegations of bribes being involved, though this has not been proven).

Sebastian became the focus of Carbanian tabloids thanks to his extravagant private parties attended by hot models, and his playboy persona: he would date numerous models, actresses and other famous women. The constant coverage of his parties and relationships meant that he became a household name who polarized Carbanians: some saw him as a role model, the dream of capitalism, and others saw him as rich douchebag. But hate him or love him, everyone knew his name and face.

In 2007, he starred in the Carbanian adaption of "The Apprentice". This gave him enhanced publicity and the image of a no-nonsense CEO. In 2013, with the end of the final season of the show, he began hosting his own online podcast. Initially it discussed cultural affairs (movies, shows, etch) but with the fall of the dictatorship, the show became increasingly political and a platform for Sebastian to air his neoliberal economic views.

A longtime friend of Alan Castañeda, he was amongst the founders of the Party for Freedom and Progress (Partido de Libertad y Progresa). He is now one of the leading politicians within his party (being its Vice-President), and while he holds no public office, he hopes to lead PLP in the parliamentary elections and use his celebrity to attract voters.
