Her father, Paul, had once been involved with the organized crime syndicates that ruled New York City, the mafia, during Prohibition. Working for Salvatore Maranzano, he was involved in illegal alcohol smuggling and took part in various low-level odd jobs for the mafia. However, in 1928, the Maranzano gang murdered a close friend of Paul Castellano who owned a coffee shop. The gang wanted to utilize the coffee shop as a distillery, which was refused. After this, Paul began to distance himself from the mafia lifestyle, before quitting entirely and fleeing to Ontario in early 1929. Working a short stint as a bellhop, he met a young Italian immigrant in Toronto and began a relationship. But it was not to last, as the younger sister of the girl caught his eye. Alessandra, then 14, and Paul, 35, began dating and married in 1933. After the election and inauguration of Franklin Delano Roosevelt as president, Paul returned to New York with his wife and assumed a series of fake identities to protect himself from the mob. An incredibly book-smart man, Castellano soon began cooperating with J. Edgar Hoover's Federal Bureau of Investigation to expose the mafia. Knowing it was a risky and life-threatening move, the FBI promised monetary compensation and a protective detail to Castellano, which he eagerly accepted. Running for a seat on the New York City Council in 1934, he became increasingly involved in politics. Registering as a Republican, he began to forge a strong relationship with J. Edgar Hoover, who introduced him to the likes of Former President Hoover, and other Republican politicians. Seen as a rising star in the party with an already-growing list of powerful friends, Castellano began speaking out against organized crime publicly and pushing for initiatives to uphold the law on the city council.

In 1938, Paul Castellano announced a campaign for Manhattan District Attorney, and focused heavily on rounding up and defeating gangsters across New York. Proving to be a spellbinding orator, the elder Castellano drew large crowds across New York. Fearful, and seeking vengeance against Castellano for breaking the code of silence, the mafia organized a hit on Paul while giving a speech in Brooklyn. A man attempted to shoot at his chest, but the gun jammed after one shot that missed, hitting Paul Castellano in the face. After undergoing facial surgery, he was left with a large scar under his left eye. Dubbed "Scarstellano" by some, he won the District Attorney race by a wide margin. Once in office, he began with a massive blow to organized crime - rumors surrounding mob boss Charles ''Lucky'' Luciano possibly coordinating an escape came to a head when his final legal appeal came to a New York judge. The appeal was denied, and Luciano was to remain in prison. However, in a backroom deal with Irish mobsters out to defeat La Cosa Nostra, Paul Castellano arranged for Luciano to be assassinated in prison. As the story broke about the assassination, Castellano's name came up nowhere involved in the plot. However, fellow mafia bosses believed Castellano had a hand in the murder and were even more hell-bent on eliminating him.

Throughout the early 1940s, various assassination attempts against Paul Castellano and his family occurred. One night, a group of three mobsters from the Genovese Crime Family broke into the Castellano family home along 5th Avenue in the Upper East Side. Paul Castellano himself was not home, but three-year old Giovanna was. She described in her self-titled autobiography that one of her first memories is of several housemaids and butlers fighting off the home invaders, and being swept away and into the attic of their home by her mother. Paul Castellano won re-election as District Attorney in 1942 and 1946, as his only child grew. As Giovanna entered school, she proved early on to have inherited the intelligence of her father. Interested particularly in English and writing, the young girl began growing closer to her father and often attending official meetings and events with him, despite her mother's protests - the mafia could kill them both at any time. By 1948, Paul Castellano was beginning to consult various Republican head honchos both nationally and locally about a potential campaign for mayor or governor. However, his plans came crashing down in just minutes. While on his way home, his chauffeur took a wrong turn and had to pull over to reconfigure the route to the Castellano residence. Stepping outside the vehicle for some fresh air and a cigar, Paul Castellano was shot at with an automatic rifle from a balcony above. As would be discovered later, a mafia plot to assassinate him at a speech later that week was in place, but Castellano just happened to pull over in front of the apartment building one of the conspirators lived in.

A BILL
To Standardize American Social Studies Education Under a Common Curriculum

SECTION 1: SHORT TITLE
    This Act may be cited as the "Common Curriculum Act".

SECTION 2: STANDARDS
    All schools in the United States must take a national American History/Social Studies exam every year, starting from kindergarten, up until eigth grade; the same exam must be taken by homeschoolers as well. By year, the exam will show that students can reason historically, know certain facts and information about American History and civics, such as the branches of government, founding dates, founding documents, and important figures, name all the U.S. states and state capitals, and pass a test on historical events, determined by year.

SECTION 3: CONTENT
    The Common Curriculum will teach about basics of American history and civics, such as how the American government works, basic American geography, and in Middle School year go through the entirety of American History — from the Colonial period and Revolutionary War, to the modern day. By the end of the program, students will also need to know miscellaneous topics, such as:
  • supply and demand
  • important predecessors of American founding thought, such as Locke, Montesqiueu, and Voltaire
  • the US currency system and who is on money
  • U.S. state capitals
  • important Supreme Court decisions
  • articles of the US constitution and Bill of Rights
  • other systems of government — monarchy, oligarchy, dictatorship, direct democracy, etc.
  • how voting in the US works
  • what socialism and communism are, and how to stop them

SECTION 4: RESTRICTIONS
    Schools cannot teach about things that may be disturbing to students, espouse opinions of any kind on currently controversial subjects, teach material upsetting to parents, teach religiously-centered education in public schools, or advocate for homosexuality, religious conversion, prayer, or any political agenda.

SECTION 5: EXCEPTIONS
    There are to be no exceptions to this bill. Homeschooled students must also complete the exams every year, as must students attending charter schools, private schools, religious schools, or expat schools for foreign nationals.

SECTION 6: CONSEQUENCES
    If a student fails the exam, they must retake the grade. If a certain teacher oversees the majority of their class failing the exam, then that teacher's curriculum must be looked into.

No? I have never seen a bill to federalize the curriculum from a Republican, for whom state and local control of education has been near the top of the agenda as long as I can remember. Can you give an example?

"No provision of any applicable program shall be construed to authorize any department, agency, officer, or employee of the United States to exercise any direction, supervision, or control over the curriculum, program of instruction, administration, or personnel of any educational institution, school, or school system, or over the selection of library resources, textbooks, or other printed or published instructional materials by any educational institution or school system, or to require the assignment or transportation of students or teachers in order to overcome racial imbalance." -- 20 U.S. Code § 1232a - Prohibition against Federal control of education

I understand this is a game. And that you have a preference for "verisimilitude" over "realism". But frankly if you were to introduce this bill with J.J., I would whinge that it's unrealistically radical. From a Republican it just makes no sense whatsoever.
