SECTION 1: SHORT TITLE
    This Act may be cited as the "Tax Reform Act of 2007".

SECTION 2: Individual and General Changes
    -Increased the credit from $1,000 to $2,300 per qualifying child under 18 with a valid Social Security number.
    -Increased the income threshold at which point the credit phases out to $200,000 for single filers and $400,000 for joint filers.
    -Increased the refundable portion of the credit to 15% of earnings in excess of $2,500 (up to a maximum refundable credit of $1,400).
    -Added an additional nonrefundable credit of $500 for other dependents, such as children aged 17-18, full-time college students aged 19-24, and non-child dependents.
    -Increased the AMT tax exemption to $44,350 for single filers and $66,250 for married filers and extended this through 2012. Extended the allowance of personal nonrefundable credits against the AMT through 2012.
    -Energy Tax Provisions. Allowed credit for electricity produced from certain renewable resources through 2008, extended the placed-in-service date for a tax credit for electricity produced at certain qualified facilities, extended and expanded clean renewable energy bonds (authorized an additional $400 million of CREBs and increased the maximum amount that may be allocated to qualified projects of governmental bodies to $750 million), allowed a deduction for certain energy-efficient commercial building property through 2012, extended and expanded to petroleum products expensing of "Brownfields" environmental remediation costs through 2010 for qualified contaminated sites.
    -Cuts all personal tax rates by 1% after calculations are completed.

    -Reduced the top corporate income tax rate from 35 percent to 21 percent, and eliminated the graduated corporate rate schedule.
    -Repealed the corporate alternative minimum tax.
    -Repealed the domestic production activities deduction.

SECTION 3: Useless and “Extra” Spending Cuts
    -The Natural Resource Conservation Service, and the PHSCC are now nonexistent with their funds returning to the federal government to pay for these tax cuts and pay down the national debt.
    -Foreign aid is reduced from making up 1.4% of the budget down to .8% of the budget; these funds are returned to the federal government to pay for these tax cuts and pay down the national debt; Israel is explicitly said to not be included in these cuts.

After the War ended, Angus moved to Betty's hometown of Fargo, North Dakota, and the pair married in 1947. Angus, despite being both a foreigner and having no college education, was able to make a good living as a construction worker, while Betty tended house and raised their three kids: Craig (1948-present), Kimberly (1951-present), and Bill (1953-present).

Biography:
Francis Harry Schipp Truman (Born 7 January, 1940), was the second son of Harry and Bess Truman. Widely considered an accidental pregnancy at the time, his birth stirred little interest until his father became Vice President, and later President of the United States. The misfortune of being born to parents well over fifty years of age, led to Francis having a congenital heart condition in the form of narrower atrial walls that later developed into Atrial Septal Defect. By virtue of this condition, his father nearly declined the nomination for Vice President in 1940, fearing that extended time spent in Washington D.C. would cause damage to his ability to be with his wife and young child. His not declining, and the family operating from Washington D.C. proved pivotal in Francis' later life. He wrote in his 1987 autobiography that throughout his youth he felt babied by his parents in the early stages of his life, saying they feared a ball to the chest could be enough to knock him out for good. By his teenage years, Francis' ASD had closed on it's own. Considered to be common today, at the time it was treated somewhat as a miracle within the family. As such, he found greater freedoms afforded to him, as the family became convinced of his normalcy. It was however, not meant to be. In 1954, after complaining of shortness of breath after a football game, and agreeing to an examination reluctantly, it became clear the ASD had not completely closed and as such he was hastily placed in surgery. Surgical procedures for this condition were new at the time, and the family was particularly concerned that the 'experiment' would go wrong. After surgery, he would make a speedy recovery and has since then not had an issue due to his childhood ASD. In 1958, shortly after completing high school in Independence, Missouri, he applied for entry to the U.S. Air Force Academy. His original application was rejected out of hand, and it would take a degree of political cajoling from his father and his father's remaining influence in the Democratic Party to see Francis admitted despite his medical reasons for being rejected.

At the Academy, he developed a knack for good flying and teamwork. He would be nicknamed "Ticker" by his peers, a homage to his 'fragile ticker' and would later be deployed to Vietnam in 1964 as a pilot of an F-4 Phantom II. Becoming one of five American Aces, he was considered a skilled aviator. Until that is, in 1966, when he would return stateside as a high-G maneuver ballooned into symptoms of his old heart condition. Upon being returned stateside and examined, he was medically deemed at-risk for future service. His ASD appeared to have returned, and surgery had failed him in the 50s. He begrudgingly accepted a return to the needle, medical advancements stitched up his heart properly and he was assigned a desk job at the USAFA in Colorado Springs. He lasted two years, before seeking discharge and retirement. His USAFA awarded engineering accreditation helped him obtain a civilian job in 1969 in Independence, Missouri. He would have left it that, if it weren't for the urgings of his high school sweetheart, Lily Mary Carlisle. The two would marry in 1970, and she began her urgings of him to pursue a political career. After consulting his ailing father, Francis reluctantly began to consider it. Never one for the spotlight, and more of the diligent hardworker, he thought the idea of entering public office was anything but alluring. The final temptation came from Bess Truman, who appealed to his desire to 'do good'. In August of 1971, he announced his desire to be the next Representative from Missouri's 4th Congressional District.

With a young family, and memorable name, and a retiring incumbent, he cruised to victory in the primary and the general. He would later learn that his father had urged the incumbent's retirement. Despite his father's fervent support, Harry Truman would die without seeing his son sworn in. As such, his first speech to the U.S. House tied much of his personal political beliefs to that of his late father. Considered a diligent backbencher, and a competent campaigner, never the strongest speech giver on the stump, his strength lay in building strong interpersonal relationships with the people around him, constituents or colleagues. Re-elected overwhelmingly in 1974, he began considering a move to greener pastures. Wanting to emulate his father, he aimed at 'putting a Truman back in the Senate' as he told a fundraiser audience. With Danforth running for Senate, he delayed his ambitions and instead sought to be the next Governor of Missouri. Challenging incumbent Governor Kit Bond, he was considered the underdog despite his potent name recognition. To compensate for this, he emulated his father's 1948 strategy, and would be documented as a prolific walker, and his populistic tones resonated effectively against Kit Bond who he framed as being a big business bully of the average Missourian. His margin of victory, considered an upset, came down to under six thousand votes. Pundits noted that by this race, his political positions while staying true to populist Democratic ideals, had shifted marginally further to the middle. A recurring theme in his career.

As Governor his tax reform returned money to the pockets of residents, and he avoided the contentious issues either by turning them into public referendums, such as the death penalty reinstatement which he said was a proposition he favored putting on a ballot measure. Truman also established the state's first Division of Aging, boosting funding for the Department of Mental Health, and overseeing the rewriting of numerous health laws. Truman also advocated strongly for the Nursing Home Reform Act and removal of sales tax on prescription drugs. He proved willing to reach across party lines as well, supporting Republican Mel Hancock's amendment to limit state taxes. In 1979, his proposed infrastructure initiative was defeated by his own party, leading to an unremarkable first term with Truman failing to pass a number of his initiatives. Drawing on the Prendergast machinery that got his father elected, Francis mimicked much of the same approaching 1980, interjecting in primaries to elevate allies and facing his own squabble of challenges. His refusal to take difficult decisions won him support as a non-controversial incumbent who's Governorship had been largely unremarkable. Given the steady state of Missouri at the time, and Truman's distancing himself from incumbent President Carter as best as he could, he was able to campaign on a message of change with continuity. He declared if he won, he'd see his infrastructure bill through or he'd resign. His doubling down won him supporters across the state who appreciated his gritty preparedness to get rough and dirty in political disputes. After cruising through the primary, he narrowly won re-election by less than a thousand votes even as President Carter was swamped in Missouri. His allies in the state legislature retained their majority and after primarying a small number of incumbents, he would have the votes required to pass a smaller version of his infrastructure package. The centerpiece proposal of it was the overhaul of the Jackson County and St Louis Area metros and public transport grids. He paired this with rural road repairs and with jobs starting up by June of 1981, his approval rating climbed from the low 50s to the mid-60s as his non-controversial and now successful image was pushed out to voters.

He proposed further simplifications of the state budget, and killed proposals in the legislature for a gas tax with fervent public success. With cajoling and political machinery, he was convinced into challenging Danforth. Polled as the only Democrat leading or potentially in striking distance of Danforth in '82, he announced his intention to challenge for the Senate in front of his old childhood home with the ailing Bess Truman beside him. Attacked as indecisive, he began declaring consequential political opinions, from labeling himself as a moderate on Abortion and the Death Penalty, to speaking very little about healthcare, an issue that was once close to his heart. The close race ultimately yielded a narrow win to Truman after a disastrous gaffe by the incumbent just days before election day. He later joked about how he won three statewide races all with less than ten thousand votes between him and his opponents. He received acclaim and credit from among Democrats in and out of the state as one of few Democratic politicians who could have successfully navigated the ousting of Kit Bond & John Danforth. Re-elected with greater ease in 1988, his next significant challenge was 1994. Still, no race for U.S. Senate was as close as the one in 1982, and his most recent candidacy in 2006 had him re-elected by double-digits with eye-watering margins in rural areas of the state, a testament to his rusted on appeal and personal campaigning.

As Senator, he developed strong personal relationships with his colleagues, and a methodological approach to legislation. He became well known as a bridge builder, and a happy warrior whenever necessary. His first foray into the writing of major legislation was his involvement in the drafting and passage of the Immigration Reform and Control Act of 1986, later called the Truman-Smith Act for it's collaboration between Truman & Republican Representative Smith. His involvement legislatively was generally around one of two types of bills, foreign policy/defense bills, or, any opportunity to discreetly slide federal dollars over to Missouri. His foreign policy thinking made him a frontrunner for Secretary of State in the Clifford Administration, but he was ultimately passed over as being too prepared to use American interventionism abroad. He was an enthusiastic supporter of the intervention in the Balkans, and supported the Cush Administration on invading Afghanistan.     -Increased the income threshold at which point the credit phases out to $200,000 for single filers and $400,000 for joint filers.

    -Added an additional nonrefundable credit of $500 for other dependents, such as children aged 17-18, full-time college students aged 19-24, and non-child dependents.
    -Increased the AMT tax exemption to $44,350 for single filers and $66,250 for married filers and extended this through 2012. Extended the allowance of personal nonrefundable credits against the AMT through 2012.
    -Energy Tax Provisions. Allowed credit for electricity produced from certain renewable resources through 2008, extended the placed-in-service date for a tax credit for electricity produced at certain qualified facilities, extended and expanded clean renewable energy bonds (authorized an additional $400 million of CREBs and increased the maximum amount that may be allocated to qualified projects of governmental bodies to $750 million), allowed a deduction for certain energy-efficient commercial building property through 2012, extended and expanded to petroleum products expensing of "Brownfields" environmental remediation costs through 2010 for qualified contaminated sites.
    -Cuts all personal tax rates by 1% after calculations are completed.

SECTION 3: Business Changes
    -Reduced the top corporate income tax rate from 35 percent to 21 percent, and eliminated the graduated corporate rate schedule.
    -Repealed the corporate alternative minimum tax.
    -Repealed the domestic production activities deduction.

SECTION 3: Useless and “Extra” Spending Cuts
    -The Natural Resource Conservation Service, the U.S. Geological Survey, and the PHSCC are now nonexistent with their funds returning to the federal government to pay for these tax cuts and pay down the national debt.
    -Foreign aid is reduced from making up 1.4% of the budget down to .8% of the budget; these funds are returned to the federal government to pay for these tax cuts and pay down the national debt; Israel is explicitly said to not be included in these cuts.

Francis Harry Schipp Truman (Born 7 January, 1940), was the second son of Harry and Bess Truman. Widely considered an accidental pregnancy at the time, his birth stirred little interest until his father became Vice President, and later President of the United States. The misfortune of being born to parents well over fifty years of age, led to Francis having a congenital heart condition in the form of narrower atrial walls that later developed into Atrial Septal Defect. By virtue of this condition, his father nearly declined the nomination for Vice President in 1940, fearing that extended time spent in Washington D.C. would cause damage to his ability to be with his wife and young child. His not declining, and the family operating from Washington D.C. proved pivotal in Francis' later life. He wrote in his 1987 autobiography that throughout his youth he felt babied by his parents in the early stages of his life, saying they feared a ball to the chest could be enough to knock him out for good. By his teenage years, Francis' ASD had closed on it's own. Considered to be common today, at the time it was treated somewhat as a miracle within the family. As such, he found greater freedoms afforded to him, as the family became convinced of his normalcy. It was however, not meant to be. In 1954, after complaining of shortness of breath after a football game, and agreeing to an examination reluctantly, it became clear the ASD had not completely closed and as such he was hastily placed in surgery. Surgical procedures for this condition were new at the time, and the family was particularly concerned that the 'experiment' would go wrong. After surgery, he would make a speedy recovery and has since then not had an issue due to his childhood ASD. In 1958, shortly after completing high school in Independence, Missouri, he applied for entry to the U.S. Air Force Academy. His original application was rejected out of hand, and it would take a degree of political cajoling from his father and his father's remaining influence in the Democratic Party to see Francis admitted despite his medical reasons for being rejected.

At the Academy, he developed a knack for good flying and teamwork. He would be nicknamed "Ticker" by his peers, a homage to his 'fragile ticker' and would later be deployed to Vietnam in 1964 as a pilot of an F-4 Phantom II. Becoming one of five American Aces, he was considered a skilled aviator. Until that is, in 1966, when he would return stateside as a high-G maneuver ballooned into symptoms of his old heart condition. Upon being returned stateside and examined, he was medically deemed at-risk for future service. His ASD appeared to have returned, and surgery had failed him in the 50s. He begrudgingly accepted a return to the needle, medical advancements stitched up his heart properly and he was assigned a desk job at the USAFA in Colorado Springs. He lasted two years, before seeking discharge and retirement. His USAFA awarded engineering accreditation helped him obtain a civilian job in 1969 in Independence, Missouri. He would have left it that, if it weren't for the urgings of his high school sweetheart, Lily Mary Carlisle. The two would marry in 1970, and she began her urgings of him to pursue a political career. After consulting his ailing father, Francis reluctantly began to consider it. Never one for the spotlight, and more of the diligent hardworker, he thought the idea of entering public office was anything but alluring. The final temptation came from Bess Truman, who appealed to his desire to 'do good'. In August of 1971, he announced his desire to be the next Representative from Missouri's 4th Congressional District.

With a young family, and memorable name, and a retiring incumbent, he cruised to victory in the primary and the general. He would later learn that his father had urged the incumbent's retirement. Despite his father's fervent support, Harry Truman would die without seeing his son sworn in. As such, his first speech to the U.S. House tied much of his personal political beliefs to that of his late father. Considered a diligent backbencher, and a competent campaigner, never the strongest speech giver on the stump, his strength lay in building strong interpersonal relationships with the people around him, constituents or colleagues. Re-elected overwhelmingly in 1974, he began considering a move to greener pastures. Wanting to emulate his father, he aimed at 'putting a Truman back in the Senate' as he told a fundraiser audience. With Danforth running for Senate, he delayed his ambitions and instead sought to be the next Governor of Missouri. Challenging incumbent Governor Kit Bond, he was considered the underdog despite his potent name recognition. To compensate for this, he emulated his father's 1948 strategy, and would be documented as a prolific walker, and his populistic tones resonated effectively against Kit Bond who he framed as being a big business bully of the average Missourian. His margin of victory, considered an upset, came down to under six thousand votes. Pundits noted that by this race, his political positions while staying true to populist Democratic ideals, had shifted marginally further to the middle. A recurring theme in his career.

As Governor his tax reform returned money to the pockets of residents, and he avoided the contentious issues either by turning them into public referendums, such as the death penalty reinstatement which he said was a proposition he favored putting on a ballot measure. Truman also established the state's first Division of Aging, boosting funding for the Department of Mental Health, and overseeing the rewriting of numerous health laws. Truman also advocated strongly for the Nursing Home Reform Act and removal of sales tax on prescription drugs. He proved willing to reach across party lines as well, supporting Republican Mel Hancock's amendment to limit state taxes. In 1979, his proposed infrastructure initiative was defeated by his own party, leading to an unremarkable first term with Truman failing to pass a number of his initiatives. Drawing on the Prendergast machinery that got his father elected, Francis mimicked much of the same approaching 1980, interjecting in primaries to elevate allies and facing his own squabble of challenges. His refusal to take difficult decisions won him support as a non-controversial incumbent who's Governorship had been largely unremarkable. Given the steady state of Missouri at the time, and Truman's distancing himself from incumbent President Carter as best as he could, he was able to campaign on a message of change with continuity. He declared if he won, he'd see his infrastructure bill through or he'd resign. His doubling down won him supporters across the state who appreciated his gritty preparedness to get rough and dirty in political disputes. After cruising through the primary, he narrowly won re-election by less than a thousand votes even as President Carter was swamped in Missouri. His allies in the state legislature retained their majority and after primarying a small number of incumbents, he would have the votes required to pass a smaller version of his infrastructure package. The centerpiece proposal of it was the overhaul of the Jackson County and St Louis Area metros and public transport grids. He paired this with rural road repairs and with jobs starting up by June of 1981, his approval rating climbed from the low 50s to the mid-60s as his non-controversial and now successful image was pushed out to voters.

He proposed further simplifications of the state budget, and killed proposals in the legislature for a gas tax with fervent public success. With cajoling and political machinery, he was convinced into challenging Danforth. Polled as the only Democrat leading or potentially in striking distance of Danforth in '82, he announced his intention to challenge for the Senate in front of his old childhood home with the ailing Bess Truman beside him. Attacked as indecisive, he began declaring consequential political opinions, from labeling himself as a moderate on Abortion and the Death Penalty, to speaking very little about healthcare, an issue that was once close to his heart. The close race ultimately yielded a narrow win to Truman after a disastrous gaffe by the incumbent just days before election day. He later joked about how he won three statewide races all with less than ten thousand votes between him and his opponents. He received acclaim and credit from among Democrats in and out of the state as one of few Democratic politicians who could have successfully navigated the ousting of Kit Bond & John Danforth. Re-elected with greater ease in 1988, his next significant challenge was 1994. Still, no race for U.S. Senate was as close as the one in 1982, and his most recent candidacy in 2006 had him re-elected by double-digits with eye-watering margins in rural areas of the state, a testament to his rusted on appeal and personal campaigning.

As Senator, he developed strong personal relationships with his colleagues, and a methodological approach to legislation. He became well known as a bridge builder, and a happy warrior whenever necessary. His involvement legislatively was generally around one of two types of bills, foreign policy/defense bills, or, any opportunity to discreetly slide federal dollars over to Missouri. His foreign policy thinking made him a frontrunner for Secretary of State in the Clifford Administration, but he was ultimately passed over as being too prepared to use American interventionism abroad. He was an enthusiastic supporter of the intervention in the Balkans, and supported the Cush Administration on invading Afghanistan. Benjamin Remus Frader was born in Seattle, Washington, in December 6, 1961 to parents Henry and Diane Frader. The Frader family had moved to Spokane from Columbus, Ohio in 1931, in the midst of the Great Depression. His paternal great-great-grandfather, Remus Frader (1823-1897), was a colonel for the Union in the American Civil War, and Frader has been proud of this his whole life. He has one older brother, David (born 1957) and a younger sister, Amelia (born 1966).

Frader showed an interest in journalism, and to a lesser extent, politics, from an early age. He entered his journalism career in 1977 when he became an intern at KING-TV, the NBC affiliate in Seattle. In 1981, he became a full-time anchor for the network, serving there until 1989. He was later offered a job at KIRO-TV, the CBS affiliate, which he accepted. He served there until 1999. He won the regional Edward R. Murrow award for investigative reporting, and would soon become a correspondent for the national network.

Frader married Rebecca Rogers in August 1983. The couple were married for 23 years before in November 2006, the couple announced a divorce. The divorce made many headlines, and many wondered what had caused the divorce. Rumors have been circulating that Frader was in an affair with a CBS intern, and those rumors haven't exactly been dispelled by either Rebecca or Ben.

Frader received great praise for his coverage of the September 11 attacks, and led a study to track the routes of the planes involved in the attack. He would become a co-anchor on CBS' morning news program, The Early Show.

Frader became a registered Democrat in 1979, and although he did not vote in either the 1980 or 1984 elections, he did vote in every election since, voting for the Democrat each time. As a major member of the press, he is a major ally of the Democratic Party.

Although he is content with his job in journalism, Frader has been keeping an eye on the political scene, and has been considering entering politics. Born on March 2nd, 1958 to William and Jeanine Schript, he was rich from birth to his parent's operation of a Californian gold mine. He graduate from Harvard in 1980 with a degree in Finance and went to Stanford for a master's. Using seed money from his father and other family members, he founded Dignity Corporation and quickly amended to Dignity Co., a pharmaceutical and medical research corporation. Under good leadership and with continual financial aid from his father, it became a success, developing an effective medication against epilepsy and selling it to the highest bidder.
He continued running his business, and it continued thriving as he opened more branches across the country and North America. In 1998, he put his company on the market, selling only 35% of it. He also joined the Democratic Party that year, contributing 15 million dollars to the campaign of Bill Clinton. His father died in 2004, leaving him the Schript family fortune, which by then was a fraction of his wealth of Micheal.
He used that money to begin a campaign in Washington to become Governor. He promised the support of small businesses and an infrastructure bill as key points, and also said that he would be socially progressive. He ran against the Republican candidate, Sherley Firns, outspending her by 134% to overcome his lack of reputation. He won with the support of 53% of the voting populace and was inaugurated on January 12th, 2005.
He spent his first year tackling infrastructure. He announced in March that he would work with Democrats and bi-partisans to create an infrastructure bill. His plans came to fruition in July, he signed the Washington Trade, Spending, and Infrastructure Bill. The bill gave 6.9 billion dollars to upgrading ports and roads in Seattle and the coast to benefit from increasing Asian trade. It also gave infrastructure access to rural areas, including an internet connection guaranteed to every county.
In March 2006, he announced the Small Business Support Act was entering the state HOR. The bill created the Washington Success Fund, which would give grants to those wishing to create a small business. He also signed a tax break on companies surfing on the Dot.com bubble, which he justified using Reaganomics. He was accused by a Washington Star journalist to be embezzling 6 billion dollars from the Washington Success Fund. This was found to be false, but he did admit to signing off on a 300 million dollar grant to his company, which he stipulated was not related to his status. Although he was found innocent by a fair margin, public support for him dipped as low as 31%, only recovering slightly after he signed the Social Acceptance Bill in late 2006.
2007 was mostly built around fixing Schript’s image in the aftermath of the Washington Success Scandal. He announced a trade bill in July, which would deregulate highly regulated industries and give subsidies to companies that employed Washingtonians. Today, his approval rating is 42%.
Life Before Politics
Born on March 2nd, 1958 in Spokane, Washington at Mother of God Lutheran Hospital, he was destined for wealth. He was born to an American industrialist named William Schript and an Army Nurse named Jeanine Schript, he was to inherit the family's fortune as the only son.
He was enrolled at St. Joseph High School in Spokane until High School when he went to Spokane Public High School. It is said he almost flunked out in his 1st Year, but by his 4th Year, he was accepted into the Harvard undergraduate business program in 1980 (he has come under slight scrutiny, as some consider some form of corruption occurred). He wrote his final on the applications of long-distance communication as a field. He was accepted to the Stanford Business Program, where he wrote his thesis on the regulation of the aviation field in Washington in 1982.
He was unemployed for 6 months, during which he met Amanda Fold, who he married in 1986, and moved back to Washington. He founded Dignity Co. in 1987, which he funded using seed money from his affluent family and grants from the state. The company was a medical and drug research company, which gained prestige when in 1988 when he sold a patent for a treatment for Epilepsy to a humanitarian.
In 1990, he announced that he would be selling 40% of the company's shares on the New York Stock Exchange. He sold them, and he expanded the company to North America and Europe. He purchased a house in Spokane and had a child named Max in 1997. In 2003, he appointed a ‘caretaker CEO’ she was ‘busy with familial concerns.’ This was his father's declining health, which boiled over in his father's death in the middle of 2004. He inherited the family's wealth.

Governorship of Washington
Campaign
Using the inheritance of his father, Micheal ran as Governor of Washington State. He ran on platforms of economic growth and supporting small businesses. He announced this at a Press Briefing that took place in his office at Dignity Tech HQ, which to some seemed out of touch and elitist.
Often mingling with other men of wealth as well as the common man, Micheal made up for inexperience and some retracted most elite statements by spending 135% more than his opponent, Sherley Firn. He won the election with a 53% margin and especially won in big cities.
He was inaugurated on January 12th, 2005. His inauguration drew crowds of 57,000 Washingtonians. In his speech, he stressed the importance of prosperity and reaffirmed that ‘the American dream of life, liberty, and the pursuit of happiness is the Washingtonian dream.’

As Governor
On his second day in office, his office released a statement declaring that his focus for the first year would be infrastructure. He signed Gubernetorial Order 1987, which allocated funds to road and bridge repairs. To do this, he notably cut funding for inclusion programs. At the time little cared, but later he was accused of not caring about integration in Washington. Days later, he announced that his office was working with bi-partisans and liberals in the Washington Senate on an infrastructure bill.
The Senate also added spending and trade to the bill, making it so the bill would also deal with deregulation and taxation. On July 4th, America’s independence day and the day the Washington star was added to the US flag, the Senate approved the Washington Spending, Trade, and Infrastructure Bill. A day later, Governor Schript signed the bill on live television and accompanied by Trade Secretary Virkoff.
The bill allocated 600 million dollars toward the renovation of roads, ports, and railroads. The bill especially focused on trade with China and Asia, which proved smart as Chinese manufacturing increased and trade with China benefitted the state. The bill also involved provisions renovating utilities in rural areas, including securing every county in Washington with a stable, 2G internet connection by 2016. This also meant giving contracts to corporations to secure these lines.
He also signed the Mandate Act. The Act mandates all Washingtonian children have health insurance. This was meant to decrease the cost of insurance for everyone, and it did drop by 21%. The act was controversial and among poorer citizens was seen as benefitting the rich, but as the price decreased people became amiable to the idea.

In March of 2006, Schript announced the Support Small Business Act. Following public support for the bill and modest Conservative support, the bill passed 2 months later. The Governor signed it a week later, and then signed the 1988 Gubernatorial Order, which appointed the leader of the Washington Success Fund.
The Bill, also known as the Washington Sucess Fund Act, creates the WSF to give out grants to those wishing to start a small business. It also declares public defenders can be used as civil lawyers in a case relating to a small business. The bill gives a 15% tax cut to businesses starting in Washington for the first 8 years of operations.
In June of 2006, Kim Dragonheart of the Seattle Sun wrote an article named ‘Washington Success Fund: Defender of Small Business or Gubernatorial Piggy Bank.’ Although overlooked at the time, she had noticed a 190 million dollar big gap in the accounting of the fund, and also that the Fund had recently shifted high ranking employees at the ‘insistence of the Governor.’ She claimed Governor Schript had embezzled the money into his company, which was facing trouble in Britain due to an oversight when testing a drug.
Schript was called before a Washington House Committee once the article and surrounding theory picked up steam. He was asked to testify why he had asked for a shuffling. Representative Drüm of the GOP asked, “Is there any reason that when, at a time when 200 million dollars are vaporized, you have any witnesses discredited?”
Schript said that he asked for a shuffling so payrolls could be eliminated. Despite denying the claims, he did say he had knowingly signed off on a grant of 80 million dollars to his company. He declared, however, that this was legal and it was not a one-off, as the Health Department had given similar grants.
Despite being found innocent, his approval rating suffered terribly, dropping at one point to 35%. He was bashed in the press and was placed on the cover of Time’s Magazine in a special edition regarding the scandal.
2007 was mostly spent trying to ‘regain lost support.’ He signed Executive Order 1989, which strengthened unions and strengthened many laws by making it more difficult to skirt the intent of the laws (ie, you can't be fired for something dumb and fake after you talked about unionizing). He worked with Senate Democrats and made backroom deals trying to enact the Homosexual Partnership Act, which would allow gay and lesbian couples to register domestic partnerships, marriages in all but name.

Views of Election
Governor Schript has taken a keen interest in this year's Presidential and Congressional elections. He has so far failed to ask and failed to endorse any candidate presidentially. He supports the 9 democrats in the House, as they are of his party, and 5 of them are in his faction. He is more contested on the President, though.
He has no preferences in the Democratic field, as he believes they mainly have similar enough policies. However, in the Republican field, he believes the best member of the GOP would be Hepburn-Smith. They have similar parties, and he is even considering the idea of making a new party with her as a mid-point.


Other Info: Governor Schript does not hope for the Presidency, although he does wish for the Vice Presidency or a cabinet post. Some see him as a Republican, but his support of small businesses and liberal grants, as well as liberal social ideas, give him enough support to stay in the party.

In 2006, he worked with Washington-based banks and companies, including Starbucks, Microsoft, and Dignity Co., to invest in a Washington Stock Exchange in exchange for a slight reduction of taxes. This Stock Exchange slowly grew and by the end of 2006, 2 trillion dollars worth of stocks had been traded. His paternal great-great-grandfather, Remus Frader (1823-1897), was a colonel for the Union in the American Civil War, and Frader has been proud of this his whole life. He has one older brother, David (born 1957) and a younger sister, Amelia (born 1966).

Frader showed an interest in journalism, and to a lesser extent, politics, from an early age. He entered his journalism career in 1977 when he became an intern at KING-TV, the NBC affiliate in Seattle. In 1981, he became a full-time anchor for the network, serving there until 1989. He was later offered a job at KIRO-TV, the CBS affiliate, which he accepted. He served there until 1999. He won the regional Edward R. Murrow award for investigative reporting, and would soon become a correspondent for the national network.

Frader married Rebecca Rogers in August 1983. The couple were married for 23 years before in November 2006, the couple announced a divorce. The divorce made many headlines, and many wondered what had caused the divorce. Rumors have been circulating that Frader was in an affair with a CBS intern, and those rumors haven't exactly been dispelled by either Rebecca or Ben.

Frader received great praise for his coverage of the September 11 attacks, and led a study to track the routes of the planes involved in the attack. He would become a co-anchor on CBS' morning news program, The Early Show.

Frader became a registered Democrat in 1979, and although he did not vote in either the 1980 or 1984 elections, he did vote in every election since, voting for the Democrat each time. As a major member of the press, he is a major ally of the Democratic Party.

In May, his infrastructure came to fruition, as he signed it in front of the Washington Senators, the Secretary of Public Works, and other advisors. He received admiration for the widespread nature of the bill, as many suspected he would ignore rural Washington, focusing on Seattle.
In 2006, he worked with Washington-based banks and companies, including Starbucks, Microsoft, and Dignity Co., to invest in a Washington Stock Exchange in exchange for a slight reduction of taxes. This Stock Exchange slowly grew and by the end of 2006, 2 trillion dollars worth of stocks had been traded. He worked on a bill to reduce taxes by 15% for small businesses, and also founded the Washington Success program, which gave grants to Washingtonians wishing to start a business. During this time, he refused to sign a bill that would create a Gas Tax and also allowed for the creation of an oil pipe. He received criticism for this, but the revenues did aid in the success of the Seattle Stock Market.
He was accused of taking 12 billion dollars from the Washington Success program and funneling it into a development of a new drug for his personal company. In a high-profile hearing, he denied the embezzlement but did say that he had accepted a Health Department grant to his company in the order of 2.5 billion. Although no evidence could be found of the embezzlement, he just barely was found innocent of corruption for the grant, as his defense stated that they had completed the drug, distributed it and that the Health Department gave similar grants. However, a significant portion of the Governors approval rating disappeared, leaving him with a 38% approval for a period, and one pro-conviction journalist said "his hopes of the presidency disappeared like 12 billion dollars from the Washington Success Fund."


Other Info: Governor Schript does not hope for the Presidency, although he does wish for the Vice Presidency or a cabinet post. He is seen by some as a Republican, but his support of small businesses and liberal grants, as well as liberal social ideas give him enough support to stay in the party.

While the app idea is cool, and I'm glad you're showing interest in the RP (welcome!) there are a couple things that need to be fixed.

1. He's a Mary Sue. Young attractive popular Harvard-grad millionaire/billionaire who is governor of an important state. I'd like you to add way more weaknesses (56% popularity is not measley, and dropping to that number is not a weakness)
2. He can't create his own stock exchange
3. He needs an actual facelaim, because this RP is a high-quality post RP and photos are heavily encouraged.
4. I'd like much more bio, please.
5. The scandal would annihilate a career, and that actually is embezzlement. He would be in jail.
6. "Michael" is usually spelled with an "a" and then an "e" unless you want to be creative/give your poor child a hard time in school, it might just be a typo
7. I think he's too young for that whole very long and detailed and impactful record.
