Since then 25 years have passed and new loyal houses assist Zeran in her governing. Zeran represents a progressive faction of the elite of Uzeras, and has begun campaigns against corruption and economic rent seeking with the goal of placing all political power in the hands of "productive citizens" - namely industrialists - rather than old families that owned planets or carefully controlled the markets of advanced technology. Despite that she keeps the new elite on a tight leash, never allowing any faction to form that could threaten her own goals.

Military and Security Forces:
The "State Trade Police" are the only military force because the Khaganate's status forbids it from raising its own formal military. However its large size allows it to have a police force which Zeran has pushed as close as possible to the state of military force. Although it has no large capitol ships, Zeran has directed that shipyards be expanded and that capitol ships be secretly designed so that her empire can begin producing them the moment the possibility is there. The State Trade Police also have a large ground contingent which has a disproportionate share of officers in it, with people routinely being trained one or two levels above their current rank so as to allow for future extremely rapid expansion. The State Trade Police also uses large war robots as shock troops and light armor against pirates, however these robots are easily modifiable to carry heavier weapons than they currently do for use in a real war. The STP's naval branch is comprised mostly of smaller ships that are suitable for anti-piracy duty, however nearly all ships carry missile launchers effective against large and heavily armored and shielded targets. This allows the STP to fulfill its official goal of anti-piracy and security work while being outfitted to fight proper fleets.


Faction History:

The Khaganate was founded prior to 800 IC, and its early history apart from several legendary rulers is generally not well documented. It rose and fell over the years until at its height encompassing over two hundred thousand worlds it was defeated by the Imperium in 6000 IC. Forced to accept a peace agreement severely trimming the Khaganate's territory down and limiting its armed forces to solely police it has existed since as a state filled with internal conflict. The war of the Shadow worsened conditions significantly, and many of the Khaganates oldest worlds were devastated however Uzeras itself was bypassed on the way to Nova Terra. The Second Renaissance occurred during a period of economic stability and recovery. During this time House Black was able to take over the government and began its rule of the territory. The decline of the empire threatened to drag down the Khaganate before Zeran's ascension to power, however in the years since that there has been great stability and economic expansion as more heavy and war industries are opened every day - for the "continued security of this semi-autonomous region", of course.


The number of settled Star systems is a bit much at start. Probably more in the 2-3000 or fewer range. Could just cut a number of the low tier worlds out; everything else looks great.

Upon taking power she killed nearly all her house's rivals in what was essentially a self-coup where the typical meeting of all the leaders of the noble houses of the Khaganate when a new ruler came to power was punctuated by a massacre of the leading families, their own mercenary guards paid to turn on them and the STP cleaning up the rest of the mess. Since then 25 years have passed and new loyal houses assist Zeran in her governing. Zeran represents a progressive faction of the elite of Uzeras, and has begun campaigns against corruption and economic rent seeking with the goal of placing all political power in the hands of "productive citizens" - namely industrialists - rather than old families that owned planets or carefully controlled the markets of advanced technology. Military and Security Forces:
The "State Trade Police" are the only military force because the Khaganate's status forbids it from raising its own formal military. However its large size allows it to have a police force which Zeran has pushed as close as possible to the state of military force. Although it has no large capitol ships, Zeran has directed that shipyards be expanded and that capitol ships be secretly designed so that her empire can begin producing them the moment the possibility is there. The State Trade Police also have a large ground contingent which has a disproportionate share of officers in it, with people routinely being trained one or two levels above their current rank so as to allow for future extremely rapid expansion. The State Trade Police also uses large war robots as shock troops and light armor against pirates, however these robots are easily modifiable to carry heavier weapons than they currently do for use in a real war. The STP's naval branch is comprised mostly of smaller ships that are suitable for anti-piracy duty, however nearly all ships carry missile launchers effective against large and heavily armored and shielded targets. This allows the STP to fulfill its official goal of anti-piracy and security work while being outfitted to fight proper fleets.


Faction History:

The Khaganate was founded prior to 800 IC, and its early history apart from several legendary rulers is generally not well documented. It rose and fell over the years until at its height encompassing over two hundred thousand worlds it was defeated by the Imperium in 6000 IC. Forced to accept a peace agreement severely trimming the Khaganate's territory down and limiting its armed forces to solely police it has existed since as a state filled with internal conflict. The war of the Shadow worsened conditions significantly, and many of the Khaganates oldest worlds were devastated however Uzeras itself was bypassed on the way to Nova Terra. The Second Renaissance occurred during a period of economic stability and recovery. During this time House Black was able to take over the government and began its rule of the territory. The decline of the empire threatened to drag down the Khaganate before Zeran's ascension to power, however in the years since that there has been great stability and economic expansion as more heavy and war industries are opened every day - for the "continued security of this semi-autonomous region", of course.

Alas it was not to last, with Kividius' death their enemies pounced upon them and tore at them from the inside. House Calmora and the Jewel Worlds fell upon hard times then, their domains shrinking to barely a hundred worlds and the very Jewel world coming under threat. They preserved however and rose up again, gaining strength slowly and cautiously. Now they stand again as a regional power, lead by the High Queen Alora Fiora Vas Calmora after her grandfathers sudden death 40 years past. Many new territories have been added to the Jewel Kingdoms domains through the High Queens direct action, the old Rival house of the Hyrions being the latest target as a declared war upon them and their territories still rages.

Alora Fiora Vas Calmora was born the second child to the second child of High King Almerius Fiuvis Vas Calmora, marking her as fourth in line to Inherit the crown at birth. In truth however she was nearer to third in line as her elder brother was born severely lacking in mental capacity, he was soon removed from the line of succession. Aloras education began as soon as she could understand what she was being told. Her rights and privileges as a member of the Peerage, Socio-Economics, Military History and Strategy, Political Maneuvering, she was taught it all in expectation that she would support the current and next lord from behind the scenes.

Alora joined the Calmoran University of War, among the most prestigious military academies in the region, at the age of 18. Eight years later at the age of 26 she graduated second in her class, showing swift and well based knowledge for the military aspects of the house's needs. She was quickly commissioned into the Kingdoms navy. Her rise was meteoric and unsupported by the house. She used a fake identity known as Elizabeth Turia. This was customary practice for House Calmora and Minor Houses tied to House Calmora when entering their kingdom's military. To ensure Rank was only achieved through Merit, nobles were forced to earn their ranks up to a certain point.

During her time at the academy however, she fell into a group of young military cadets who had certain ideals garnered towards how the galaxy should be run. Many of their beliefs ranged from radical beliefs of anarchy all to what authoritarian rule through the people. That however was the core of their shared beliefs, Democracy. It was a beautiful ideal, one even supposedly shared by their ancestors long before the Imperium. Not knowing her true identity these cadets welcomed Alora into their own group and helped to shape her own impressionable ideals. In the many years since that time her ambitions have been tempered by experience and age but have at the core remained the same, a longing for this hard to reach idea shared throughout the entirety of the galaxy. Perhaps guided by a noble hand so as to not fall into anarchy, but democracy and republicanism at its core.

Her true identity as the second in line, an elder cousin having succumbed to a starship accident three years before, was finally revealed by the Crown and Herself when she reached the rank of Admiral at the age of 45. It was then that tragedy struck for the Jewel Kingdom. During the celebration which would have seen the then High King abdicate in favor of his eldest son an explosion ripped them apart. Both the Crown Prince and High King, along with another dozen minor officials and family members, were killed in the explosion. Alora, who had left the celebration early due to a problem within her command, immediately ordered an investigation before being secured by the Royal Guard as the presumed heir.

Her coronation ceremony was among the most extravagant of those celebrations that the House had hosted in generations. Billions viewed her coronation on K-Spheres and millions more were in attendance. Security was extremely tight throughout the jewel worlds with hundreds of thousands of arrests being reported. The Military made sure to honor her, elevating her to the Rank of High Admiral so that no active duty member might outrank her by status of seniority before she was honorably discharged, allowing her to take the crown.

It has been nearly forty years since then and Calmora has changed under Aloras care. The Navy, Marine Corps, and Army have all seen major expansions. New ship classes have been introduced, officer training has been made a higher priority, and even further centralisation efforts have been enacted. Anger towards Alora for these last efforts have been mute as she has proven to be brutal in exacting justice upon those she deems as enemies. The Planet and people of Avian III being subjected to her ire when it was found that the Minor House ruling the planet has played a part in her Grandfathers assasination.

The Avian III Excursion, as it is known in the Calmoran Military, was a short and brutal affair which left millions dead upon that planet and the entire Avian family executed after they dared to raise their banners in rebellion when called to justice by the High Queen/

Personality:
    A cold and calculating figure, Bakahim is driven by a ruthless pragmatism. Many would call him self-serving or greedy, but that would be to mistake his displays of wealth as evidence of his being intoxicated by it. In many ways, he is driven by love: love for his family and love for the power that they wield. He is unflinchingly loyal to the Emperor and the Imperial House. Not through some tenuous sense of faithful zeal, but from the rigid bonds of mutual interest. A peaceful and stable Imperium is a more profitable one. A vibrant economy is more willing to consume. For decades Bakahim has worked closely with the Imperial throne, lending his resources and advice when asked for it. He doesn’t mince words when it’s unnecessary, finding that doing so is a waste of valuable time and energy.

    Bakahim is part of the galaxy’s old guard. The men and women who built the current status quo and seek to maintain it despite the rising generation beneath them. He mourns the loss of the Emperor’s son, and empathizes with the rumours of bickering between the man’s two daughters. Bakahim is no stranger to a fractured house, and he is aware of the toll that it can take on one determined to set it right.
Family History:
    While the Zufara are wont to trace their lineage back into the faded annals of history, their dynasty began during the Second Renaissance. Under the command of Emperor Valorian himself, General Mamdur Zufara was one of many military leaders that sufficiently distinguished themselves as to be granted a noble peerage. Fighting valiantly in the eastern rim, Zufara and his followers earned renown as fearsome warriors, with their bravery only matched by their loyalty to the Emperor. Established with Batavis as their throneworld, Zufara was plunged into the crisis that engulfed the sector when the colony on Fanora was rediscovered.

    The planet’s discovery, and the realisation of the wealth that it contained, plunged the region into chaos. Those that had once served the Emperor side-by-side now butchered one another in battle as they sought to claim the world’s bounty for themselves. Even when the Emperor’s fleets arrived to restore peace and order, tensions continued to simmer beneath the surface. Assassinations and fabricated claims, as well as the occasional open conflict, saw Fanora and neighbouring worlds change hands repeatedly throughout the years. It wasn’t until an aging Zufara approached the Emperor with an offer that finally the tumultuous period would be brought to a close.

    Having carved out a respectable domain during his life, the General offered to forever lay down his arms at the Emperor’s feet. Not only he, but all of his descendents as well. They would forfeit their right to field their own armed forces and in exchange be granted the shield of the Emperor’s protection. His descendents would be stewards of Fanora from their thrones on Batavis, focusing on cultivating peace and development within their domain rather than war.

    The sharp change came as a shock to the martial House, and not all of its members went along willingly with the new accord. But Zafara himself was merciless in putting down any signs of dissent, acting with unwavering brutality against even his own children when they refused to accept the new reality. Over the millennia, Zafara’s descendents have embraced the status quo. With the Imperial Army defending their holdings from external threats, they have been free to invest their wealth in vast fleets of tradeships and sprawling palace complexes. But the family’s own wealth has contributed to ptolemaic infighting. Cadet branches and relatives scheme and maneuver against one another, constant efforts to lay greater claim to the family’s holdings breeding an atmosphere of suspicion and deceit.
Personal Biography:
    Bakahim bin Zafura, Son of Mujod, Unquestioned Patriach of the Zafura Dynasty, Duke of Batavis, Steward of Fanora. For a man without an army, Bakahim wields power that few could hope for. For decades he has put a stop to the constant revolving door of Zafuran leaders through brutal repression and diplomatic intrigue. But what is the story behind the man? What is the history that made him the figure that he is today?

    When Bakahim was a boy, he learned of the cruelty of the world. He might have been the second born of the current rulers of their dynasty, but that meant little in the murky waters of their family’s shifting politics. Bakahim learned that fact when his older brother was killed in his sleep, his throat slit by an assassin’s blade. It was an unforgivable sign of weakness. Unable even to keep their immediate family safe, Bakahim’s father was usurped by a rival within the dynasty and their family were relegated to a line of only secondary importance. But this was a fate that Bakahim had little intention of living with.

    When he turned eighteen, his father took him on his first trade voyage. Learning how the wealth of their family was made and retained, Bakahim was taught the subtle art of manipulation and subterfuge on the galactic stage. His father filled his head with the diplomatic and political relationships of states far beyond the borders of his home, along with how their demand for goods and services bound them to the Zufara. He was brought to meet with the cryptic seers of the Guild, and honored with the rites of travel so that he may fly safely through the void in his later years. But the most powerful of Bakahim’s memories from those early years was when his father took him to see the Emperor.

    Basking in a power that eclipsed what their entire dynasty could dream of achieving, Bakahim remembers bending down and kissing the aging man’s ring at the behest of his father. He remembers prostrating himself on the palace floor and pledging his undying fealty to the Emperor and his House. He remembers reciting the Pax Imperialis and the blessing that he received in return. He remembers all of these things. But most of all, he remembers the bored and distracted look in the old Emperor’s eyes. He remembers how he seemed distant and uncaring about the affairs his father spoke of. He remembers how dismissive the ruler of humanity was of talk of piracy and illicit trade within his lands, and how the old man’s gaze seemed to drift to the serving girl as she delivered their meals.

    But most of all, he remembers the younger man standing tall beside the throne. The Imperial Executor was not a few decades older than he, and Bakahim noted the fire burning in the other man’s eyes. They were the eyes of an impatient man, tired of the way of things and knowing that only time was keeping him from changing the world. An impatience that Bakahim, in his younger years, knew all too well.

    Bakahim didn’t exchange any words with the future Emperor that day, departing with his father to complete his voyage. Bakahim’s father would die within the next decade, leaving him as the patriarch of his line. He’d already proven himself to be a cunning merchant and ruthless in the pursuit of his aims. Despite his young age, Bakahim tirelessly clawed back his family’s past power and influence, rising through the dynasty’s hierarchy until he all but sat upon the throne himself. It was at that point that he received word of the Emperor’s passing, to which he penned a heartfelt letter to his surviving son. Not a day later, he’d written a follow-up communique in the blunt parlance of state. The old generation had passed, and they had left much work to be done.

Culture:
    Batavian culture is dominant in the protectorate, although there are significant migrant communities that thrive with the sector’s rich trade links to the wider galaxy. Any signs of disloyalty to the Imperium or the Emperor is strictly punished and discouraged by the ruling Zufarans. In a similar way, freedom of religion is nominally allowed insofar as it does not appear to offend Imperial sensibilities. Even so, the Batavian upper class has a reputation for being ruthlessly secular, with critics going as far as to say that their only deity is the Imperial Sol.

    The local people of Fanora are the other significant native culture within the protectorate. Despite millennia of overlordship, the unique nature of their world has allowed for traditions and customs to persist. More communally minded than their Batavian neighbors, the Fanoran culture places a powerful emphasis on their connection to their homeworld. Few emigrate from their planet of birth, and those rarely far beyond the Protectorate. Some are disgruntled by the strength of this local culture, especially with an increasing sense that the Fanoran elders are idolizing the times before they were graced by Imperial rule.
Social Structure & Status of Species:
    The sprawling number of the Zufaran dynasty’s lineages leads to a convoluted web of minor and middling family holdings throughout the protectorate, with each of them technically holding dominance over their fiefs. These competing princedoms are often at each other’s throats, with backroom dealing and bribery commonplace as the dynasty’s internal power struggles dominate local politics. The seemingly inexhaustible wealth that the Zufarans have been able to extract from their holdings fuels their dominance over all areas of Batavian society, even when it isn’t explicitly enshrined in law.

    But ultimate power rests with the presiding Patriarch. They are responsible for managing the fractious dynasty and ensuring that the Zufaran family as a whole continue to enjoy their extravagant lifestyles for generations to come. Knowing that they are heavily dependent on the Imperial family for protection and maintaining their stewardship of Fanora, the Patriarch makes sure that Imperial law and customs are respected within his holdings as much as possible. This manifests itself in the promotion of Imperial religious teachings and nominally equal rights for alien species, even if discrimination is often widespread in practice.
Territorial Size:
    While the Batavian Protectorate has a clearly defined border enshrined in Imperial treaty, a large part of the Zufarans’ strength lie in their smattering of foriegn trade ports and business ventures. Accumulated over the generations through political dealings and commercial agreements, these holdings are far too numerous to list and too insignificant on an individual level to delve into. Rather, it is the cumulative effect of an interstellar network of safe harbors, wharfs, and sizable stakes in mining or business ventures that has helped the Zufarans maintain an outsized influence in galactic trade.

    Fanora - Gaia, Class VI
    Known throughout the galaxy as the jewel of the eastern rim, Fanora is a world of such breathtaking beauty that echoes of its landscapes can be heard in poems and ballads across the Imperium’s breadth. Noble scions and wealthy industrialists alike embark on pilgrimages to its surface, eager to experience the tales for themselves. The oases are difficult to describe: islands of verdant greenery with trees towering so high that entire towns can be built within the canopy. The Boulders of Takesh, great floating mountains of rock and dirt that hover over the treetops, are held down by vines that seem to snake up into the heavens, with their shadows moving along the ground below like a great sundial of old.

    But while the oases are what capture the imagination of those who long to visit Fanora, those who have made the journey are most touched by the visage of its endless oceans of sand. Standing at the edge of an oasis, the bounty of abundant life and greenery at one’s back, it is possible to fill one’s vision with nothing but rolling desolation. Fanora’s dunes - some the size of mountains - stretching out to the horizon and beyond, can make princelings feel tiny in a way that even the void’s expanse fails to accomplish. But even in these dry oceans, the planet’s unique flora and fauna have found ways to thrive.

    If you were ever fortunate enough to visit the world, find the time to stay on the precipice between the oases and the desert as the system’s star starts to set. Keep your eyes peeled to the horizon so that you can catch a glimpse of what truly makes the planet special. While any gaia-class planet can grow wealthy off of a flow of tourists, it is another kind of traveler that has come to define Fanora’s place in the universe. When the sun sets, it is possible to see an eerie glow across the desert, a glimmering purple haze caused by the exotic materials buried in the sand. While none of the compounds are unique to Fanora, their abundance most certainly is. Greedily consumed by the galaxy’s industries for their starship drives and shields, the countless miners trawling through the world’s deserts have made its caretakers rich beyond imagination. The precious cargo in their holds destined for shipyards and manufactorums throughout the oversector and beyond, with each shipment carrying with it the influence of the world’s ultimate rulers: the House of Zufara.

    Batavis - Cheti, Class VIII
    The beating heart of the Batavian sector, filled with the towering cities of industry and thronging with the masses of humanity, Batavis has been the Zarafan throneworld since the dynasty’s founding. A center for trade and commerce, the planet’s ports are constantly abuzz with merchants and traders seeking to ply their wares. Home to a prominent Superluminal Guild installation, Batavis presents itself as a beacon of civilization within the eastern rim. Peace reigns supreme as the Imperial House itself forbids significant armed conflict, and the trade of exotic materials guarantees that wealth is abundant. But that is the reality only at the surface.

    In truth, Batavis is a world wracked by greed and decadence. The Zarafan family is prone to internal bickering and intrigue, while cadet branches and outside interests are constantly seeking to maneuver themselves at the slightest sign of weakness. War may be banned, but political intrigue by way of a poisoned chalice or an assassin’s blade has risen to take its place. Beneath the cities’ glistening heights, the sublevels are as home to impoverishment and disease as anywhere else, with those doomed to live in the depths forced to fight over whatever scraps may fall on them from above.

    As a protectorate, the Batavians do not maintain their own standing military and are entirely dependent on the Imperium’s loyal subjects for protection. Armed police for local law enforcement are permitted, but these forces would struggle on their own against especially well-armed pirates, let alone an invading fleet.

Without the ability to easily enlist in a local navy, the protectorate has become renowned for the size and quality of its merchant marine - both that intended for intrasystem trade and superluminal transit.

She believes in the responsibility and capability of leaders to better the world around them, and she abhors the use of violence or conflict to attain one’s goals except as a last resort. Personal Biography:
    Nailara’s birth was nearly a scandal within the Protectorate. The spawn of a coupling between a member of the dynasty, even that between one of the Patriarch’s children and a local of Fanora, was hardly a rare occurrence. But the insistence of the son to legitimize not only the child, but also the union that had spawned it, most certainly was. Defiant even in the face of intervention from Bakahim himself, Nailara’s father tore up a carefully arranged marriage in favor of retiring with her mother to Fanora.

    It was a reality that the Patriarch only begrudgingly accepted, so long as his son sacrificed a good deal of his inheritance in the process. While the circumstances of her birth placed a stain on Nailara in the eyes of the wider dynasty, she couldn’t have cared less as she grew. With a childhood spent beneath the towering worldtrees of Fanora and still enough wealth to satisfy her every childish desire, Nailara grew up as engrossed in her mother’s heritage as her father’s. She wasn’t raised to care about galactic politics or how to watch for the shimmer of a dagger’s blade. Instead she demonstrated a voracious appetite for knowledge and a curious spirit. When Nailara learned about galactic trade and the nuances of interstellar shipping, it was out of genuine interest rather than a hereditary desire for wealth and power. She studied history and languages as much as business and science, and her parents spoiled her with tutors from every field that stole her passion.

    When she was old enough, Nailara’s father introduced her to some of the harsher realities of governing. While he had been stricken of his holdings on Batavis, he still had a responsibility to help govern Fanora. Compared to a position at the Patriarch's side, it was a less reputable position in the eyes of the dynasty. But even so, they were still a landed lineage of the Zufara family. Working alongside her father, Nailara earned herself a reputation as a popular figure among Fanora’s people. They appreciated a ruler that had grown alongside them, rather than some distant world beyond their sky. And compared to those whose focuses were always on extracting wealth from Fanora, Nailara spoke of trying to bring some of it back.

    Even with her somewhat inflammatory views, Nailara didn’t really matter to anyone beyond her small world. She was young and had years before she could start to actually wield any power of note. Her fiery opinions sometimes made her butt heads with her parents, but such were the forgivable ambitions of youth. Her father, on the other hand, had made plenty of enemies over the years. Some of them from his more recent activities, but plenty that had been patiently laying in wait, sharpening their knives for decades.

    When she was eventually assigned trusteeship of an oasis, Nailara got a sense of the lingering animosities directed towards her family. But even so, she wasted no time in putting her philosophies into practice. She sought to diversify the local economy away from simply supporting the mining of spice, and tried to develop more local industries instead. She believed that she was doing good. Perhaps her upbringing had left her naive. But her father’s death brought an end to such misconceptions.

    It was poison. A slow and agonizing death over the course of days, with the doctors’ best efforts only serving to dull the pain. Nailara tried to concentrate on her work afterwards, but things had changed. She received more pushback from the miners and found that her attempts at reforms were being wound back by powers beyond her control. As the eldest child, she found herself aware of her wider family circling around the holdings her father had left behind. Still, she steeled herself with determination and pressed on with her efforts to better life for her people, only to have that dream ripped out from under her.

    Nailara’s mother tried to frame it as a good thing. She said that she’d spoken with the Patriarch about the details herself and that it would be an amazing opportunity: for her and their family as a whole. Her hand had been presented to one of the Emperor’s sons, and apparently the Seneschal had expressed interest on his behalf. She was to travel to Nova Terra itself for the anniversary of the Emperor’s ascension and hopefully finalize the arrangement. At first, Nailara struggled to see it as anything other than exile.

    She fumed at her mother for agreeing to the arrangement, knowing that she would lose her trusteeship and claim to any rulership on Fanora if things went ahead. But Nailara’s mother insisted that she lift her eyes from the ground towards the sky. Think of what she could achieve by the side of a Prince? She would be part of the Imperial family, with her actions having impacts not just in one oasis or even on one world, but rippling out across the galaxy as a whole.

    Nailara knew her mother well enough to know that she was hiding something from her. That there were unspoken truths behind her forced smile. But she grasped on to her mother’s optimism and convinced herself to wear it as her own and travelled with the Patriarch himself to visit the Imperial Palace.

A cold and calculating figure, Bakahim is driven by a ruthless pragmatism. Many would call him self-serving or greedy, but that would be to mistake his displays of wealth as evidence of his being intoxicated by it. In many ways, he is driven by love: love for his family and love for the power that they wield. He is unflinchingly loyal to the Emperor and the Imperial House. Not through some tenuous sense of faithful zeal, but from the rigid bonds of mutual interest. A peaceful and stable Imperium is a more profitable one. A vibrant economy is more willing to consume. For decades Bakahim has worked closely with the Imperial throne, lending his resources and advice when asked for it. He doesn’t mince words when it’s unnecessary, finding that doing so is a waste of valuable time and energy.

Bakahim is part of the galaxy’s old guard. The men and women who built the current status quo and seek to maintain it despite the rising generation beneath them. He mourns the loss of the Emperor’s son, and empathizes with the rumours of bickering between the man’s two daughters. Bakahim is no stranger to a fractured house, and he is aware of the toll that it can take on one determined to set it right.

Family History:
While the Zufara are wont to trace their lineage back into the faded annals of history, their dynasty began during the Second Renaissance. Under the command of Emperor Valorian himself, General Mamdur Zufara was one of many military leaders that sufficiently distinguished themselves as to be granted a noble peerage. Fighting valiantly in the eastern rim, Zufara and his followers earned renown as fearsome warriors, with their bravery only matched by their loyalty to the Emperor. Established with Batavis as their throneworld, Zufara was plunged into the crisis that engulfed the sector when the colony on Fanora was rediscovered.

The planet’s discovery, and the realisation of the wealth that it contained, plunged the region into chaos. Those that had once served the Emperor side-by-side now butchered one another in battle as they sought to claim the world’s bounty for themselves. Even when the Emperor’s fleets arrived to restore peace and order, tensions continued to simmer beneath the surface. Assassinations and fabricated claims, as well as the occasional open conflict, saw Fanora and neighbouring worlds change hands repeatedly throughout the years. It wasn’t until an aging Zufara approached the Emperor with an offer that finally the tumultuous period would be brought to a close.

Having carved out a respectable domain during his life, the General offered to forever lay down his arms at the Emperor’s feet. Not only he, but all of his descendents as well. They would forfeit their right to field their own armed forces and in exchange be granted the shield of the Emperor’s protection. His descendents would be stewards of Fanora from their thrones on Batavis, focusing on cultivating peace and development within their domain rather than war.

The sharp change came as a shock to the martial House, and not all of its members went along willingly with the new accord. But Zufara himself was merciless in putting down any signs of dissent, acting with unwavering brutality against even his own children when they refused to accept the new reality. Over the millennia, Zufara’s descendents have embraced the status quo. With the Imperial Army defending their holdings from external threats, they have been free to invest their wealth in vast fleets of tradeships and sprawling palace complexes. But the family’s own wealth has contributed to ptolemaic infighting. Cadet branches and relatives scheme and maneuver against one another, constant efforts to lay greater claim to the family’s holdings breeding an atmosphere of suspicion and deceit.

Personal Biography:
Bakahim bin Zufara, Son of Mujod, Unquestioned Patriach of the Zufara Dynasty, Duke of Batavis, Steward of Fanora. For a man without an army, Bakahim wields power that few could hope for. For decades he has put a stop to the constant revolving door of Zufaran leaders through brutal repression and diplomatic intrigue. But what is the story behind the man? What is the history that made him the figure that he is today?

When Bakahim was a boy, he learned of the cruelty of the world. He might have been the second born of the current rulers of their dynasty, but that meant little in the murky waters of their family’s shifting politics. Bakahim learned that fact when his older brother was killed in his sleep, his throat slit by an assassin’s blade. It was an unforgivable sign of weakness. Unable even to keep their immediate family safe, Bakahim’s father was usurped by a rival within the dynasty and their family were relegated to a line of only secondary importance. But this was a fate that Bakahim had little intention of living with.

When he turned eighteen, his father took him on his first trade voyage. Learning how the wealth of their family was made and retained, Bakahim was taught the subtle art of manipulation and subterfuge on the galactic stage. His father filled his head with the diplomatic and political relationships of states far beyond the borders of his home, along with how their demand for goods and services bound them to the Zufara. He was brought to meet with the cryptic seers of the Guild, and honored with the rites of travel so that he may fly safely through the void in his later years. But the most powerful of Bakahim’s memories from those early years was when his father took him to see the Emperor.

Basking in a power that eclipsed what their entire dynasty could dream of achieving, Bakahim remembers bending down and kissing the aging man’s ring at the behest of his father. He remembers prostrating himself on the palace floor and pledging his undying fealty to the Emperor and his House. He remembers reciting the Pax Imperialis and the blessing that he received in return. He remembers all of these things. But most of all, he remembers the bored and distracted look in the old Emperor’s eyes. He remembers how he seemed distant and uncaring about the affairs his father spoke of. He remembers how dismissive the ruler of humanity was of talk of piracy and illicit trade within his lands, and how the old man’s gaze seemed to drift to the serving girl as she delivered their meals.

But most of all, he remembers the younger man standing tall beside the throne. The Imperial Executor was not a few decades older than he, and Bakahim noted the fire burning in the other man’s eyes. They were the eyes of an impatient man, tired of the way of things and knowing that only time was keeping him from changing the world. An impatience that Bakahim, in his younger years, knew all too well.

Bakahim didn’t exchange any words with the future Emperor that day, departing with his father to complete his voyage. Bakahim’s father would die within the next decade, leaving him as the patriarch of his line. He’d already proven himself to be a cunning merchant and ruthless in the pursuit of his aims. Despite his young age, Bakahim tirelessly clawed back his family’s past power and influence, rising through the dynasty’s hierarchy until he all but sat upon the throne himself. It was at that point that he received word of the Emperor’s passing, to which he penned a heartfelt letter to his surviving son. Not a day later, he’d written a follow-up communique in the blunt parlance of state. The old generation had passed, and they had left much work to be done.

Standing at the edge of an oasis, the bounty of abundant life and greenery at one’s back, it is possible to fill one’s vision with nothing but rolling desolation. Fanora’s dunes - some the size of mountains - stretching out to the horizon and beyond, can make princelings feel tiny in a way that even the void’s expanse fails to accomplish. But even in these dry oceans, the planet’s unique flora and fauna have found ways to thrive.

If you were ever fortunate enough to visit the world, find the time to stay on the precipice between the oases and the desert as the system’s star starts to set. Keep your eyes peeled to the horizon so that you can catch a glimpse of what truly makes the planet special. While any gaia-class planet can grow wealthy off of a flow of tourists, it is another kind of traveler that has come to define Fanora’s place in the universe. When the sun sets, it is possible to see an eerie glow across the desert, a glimmering purple haze caused by the exotic materials buried in the sand. While none of the compounds are unique to Fanora, their abundance most certainly is. Greedily consumed by the galaxy’s industries for their starship drives and shields, the countless miners trawling through the world’s deserts have made its caretakers rich beyond imagination. The precious cargo in their holds destined for shipyards and manufactorums throughout the oversector and beyond, with each shipment carrying with it the influence of the world’s ultimate rulers: the House of Zufara.

The beating heart of the Batavian sector, filled with the towering cities of industry and thronging with the masses of humanity, Batavis has been the Zarafan throneworld since the dynasty’s founding. A center for trade and commerce, the planet’s ports are constantly abuzz with merchants and traders seeking to ply their wares. Home to a prominent Superluminal Guild installation, Batavis presents itself as a beacon of civilization within the eastern rim. Peace reigns supreme as the Imperial House itself forbids significant armed conflict, and the trade of exotic materials guarantees that wealth is abundant. But that is the reality only at the surface.

In truth, Batavis is a world wracked by greed and decadence. The Zarafan family is prone to internal bickering and intrigue, while cadet branches and outside interests are constantly seeking to maneuver themselves at the slightest sign of weakness. Nailara’s birth was nearly a scandal within the Protectorate. The spawn of a coupling between a member of the dynasty, even one of the Patriarch’s immediate nephews, and a local of Fanora was hardly a rare occurrence. But the insistence of the son to legitimize not only the child, but also the union that had spawned it, most certainly was. Defiant even in the face of intervention from Bakahim himself, Nailara’s father caused the Patriach no shortage of headaches as he tore up a carefully arranged marriage in favor of retiring with her mother to Fanora.

It was a compromise that Nailara’s grandfather and the Patriarch begrudgingly accepted, so long as her father distanced himself from the internal power struggles of their family. While the circumstances of her birth placed a stain on Nailara in the eyes of the wider dynasty, she couldn’t have cared less as she grew. With a childhood spent beneath the towering worldtrees of Fanora and still enough wealth to satisfy her every childish desire, Nailara grew up as engrossed in her mother’s heritage as her father’s. She wasn’t raised to care about galactic politics or how to watch for the shimmer of a dagger’s blade. Instead she demonstrated a voracious appetite for knowledge and a curious spirit. When Nailara learned about galactic trade and the nuances of interstellar shipping, it was out of genuine interest rather than a hereditary desire for wealth and power. She studied history and languages as much as business and science, and she genuinely looks fondly back upon her childhood.

When she was old enough, Nailara’s father started to introduce her to some of the harsher realities of governing. While had been cast out from Batavis, he still had a responsibility to help govern Fanora: a position largely viewed as an undesirable deadend by the dynasty as a whole, since it almost entirely cut him out from the profits reaped from the spice trade. As she completed her studies, Nailara steadily earned herself a reputation as a popular figure among Fanora’s people. They appreciated that she had grown alongside them and empathized with their culture. Compared to those whose focuses were always on extracting wealth from Fanora, she spoke of trying to bring some of it back.

Even with her somewhat inflammatory views, Nailara truthfully didn’t matter to anyone beyond her small world. She was young and had years before she could start to actually wield power that may matter. Her fiery opinions sometimes made her butt heads with her parents, but such were the forgivable ambitions of youth. Her father, on the other hand, had made plenty of enemies over the years. Some of them from his more recent activities, but plenty that had been patiently laying in wait, sharpening their knives for decades.

When she was eventually assigned trusteeship of an oasis, Nailara wasted no time in putting her philosophies into practice. She sought to diversify the local economy away from simply supporting the mining of spice, instead trying to develop more local industry and academic study of Fanora’s biosphere. Perhaps her upbringing had left her naive, but her father’s death shattered those preconceptions.

It was poison. A slow and agonizing death over the course of days, with the doctors’ best efforts only serving to dull the pain. Nailara tried to concentrate on her work afterwards, but things had changed. She received more pushback from the miners and found that her attempts at reforms were being wound back by powers beyond her control. As the eldest child, she found herself aware of her wider family circling around the holdings her father had left behind. Still, she steeled herself with determination and pressed on with her efforts to better life for her people, only to have that dream ripped out from under her.

Nailara’s mother tried to frame it as a good thing. She said that she’d spoken with the Patriarch about the details herself and that it would be an amazing opportunity: for her and their family as a whole. Her hand had been presented to one of the Emperor’s sons, and apparently the Seneschal had expressed interest on his behalf. She was to travel to Nova Terra itself for the anniversary of the Emperor’s ascension and hopefully finalize the arrangement. Nailara struggled to see it as anything other than exile.

She fumed at her mother for agreeing to the arrangement, knowing that she would lose her trusteeship and claim to any rulership on Fanora if things went ahead. But Nailara’s mother insisted that she lift her eyes from the ground towards the sky. Think of what she could achieve by the side of a Prince? She would be part of the Imperial family, with her actions having impacts not just in one oasis or even on one world, but rippling out across the galaxy as a whole.

Nailara knew her mother well enough to know that she was hiding something from her. That there were unspoken truths behind her forced smile. But she grasped on to her mother’s optimism and convinced herself to wear it as her own, traveling with the Patriarch himself to visit the Imperial Palace itself.
