Species History: It is often said that the history of the Meosian species goes hand-in-hand with that of the Imperium, for the Meosians have been with the Imperium from its earliest days. While much of that history lacks precision thanks to sheer age and data-blights. What is known is often a point of pride for the species, that being that they have been with the Imperium since the earliest of stages, and that rather than being conquered they had willingly joined with the Imperium, eventually forgoing the offer of becoming a SAS and instead becoming Imperial citizens proper.
The Meosians made a reputation for themselves as being a mercantile and industrial species, with the leaders of the species able to squeeze every last bit of use out of something. The species became quite affluent and fairly influential in the industrial, economic, and trade sectors for the size of their population. The Meosians expanded quite humbly compared to the humans of the Imperium, both not needing the space to expand to as they had a much slower growing population in comparison to humans, and they would wait until worlds more suitable and desirable for their species came along, buying the colonization rights outright, or petitioning the Emperor or Empress at the time for the rights.
In this regard the Meosians have developed and advanced alongside the Imperium for the majority of its history. In modern times the Meosians exist in a fairly well-off fashion, with worlds they own the rights to being smoothly administered and quite stable. The fabulous wealth many equate with the Meosians is not evenly distributed, naturally, and the great families/clans that have always governed and controlled the species live in wonderful luxury, whereas the average Meosian is about as well off as the average Imperial human citizen.
It is another note of pride that out of all the xenos species within the Imperium, it is Meosians who have a history of members of their species rising to some of the high offices in the Imperium, often those regarding economics, trade, and industry. While still quite a spectacularly rare honor, it is a point of pride nonetheless.
Personal Biography: Xevara was born into the ancient, proud, and exceptionally wealthy Lancellum family of Meos, who also happened to be the undisputed ruling family of the Meosian species for the past millenia at the very least. Born into the lap of such luxury she was afforded the comforts that few in the galaxy, beyond the upper classes of the Imperium, could envision. Some of the greatest private tutors in the galaxy were hired to educate Xevara (A common enough practice among the Meosian higher classes), and she grew into a well educated and highly intelligent young woman. As she entered into adulthood she attended one of the premiere and most prestigious universities on Nova Terra, earning high grades and also rubbing shoulders and making contacts with other scions of the Imperium.
After graduation she was offered a position in the Galactic Baking Corporation, where she quickly proved her schooling to be well founded, showing that she had a natural skill for finance and management, and she was quickly promoted from planetary, to system, all the way to sector management, working on the extensive staffs of the various regional and sector supervisors.
Two decades of serving with the GBC, and Xevara was offered a unique position. A middling level world, in terms of industry and prosperity, had been seeing sharp declines in both, and investigation from the GBC had found that the world was being very poorly governed. As the GBC reported the issue to the proper authorities, they had also recommended her for the role of Imperial Amtsbeg to turn the planet around. She accepted the honor, naturally, and was swiftly affirmed by the Senate, with her appointment being voted on bundled with the appointment of dozens of other Amtsbegs’.
Arriving on the world, Xevara set to work at once, excising the rot of incompetence with precision. Of course turing around an entire planets fortunes wasn’t something that was exactly quick and easy to do after years of mismanagement, and for a decade and a half Xevara meticulously and tirelessly worked towards that goal, which eventually lead to an economic and industrial boom for the world, sending it well beyond even its former economic glory.
Her work there and with the GBC, as well as her contacts made from university, eventually found her with the attention of the hiring agents of the Imperial Combine, who offered her a position as a sector supervisor. Acceptance was only natural for someone as ambitious as Xevara, and she began her career with the Imperial Combine after resigning her position as Amtsbeg.
Xevara’s career within the Imperial Combine would be long and successful, stretching slightly over fifty years, and would see her serving on the board of Directors for eleven years, where she was introduced and had some degree of contact with Valeria, of the Imperial House, who acted as the Emperor's representative as General Secretary of Imperial Combine.
As Oversector Elysium was being formed and candidates for its Viceroy were put forward, Xeveras’ own name was entered, and thanks to her connections, career, and other accomplishments she was eventually voted into the position by the Senate, and confirmed by the Emperor. Xevara has served as Viceroy for roughly a year, most of that year spent pouring over the extensive data from the six Sectors that made up the Oversector, and choosing the high level staff for her administration. She still serves as a Director of Imperial Combine, and was recently appointed with the additional title of Guvernadur for the Oversector, allowing her broad powers to form a military from the oversector as needed.

Faction History: A decade ago the bureaucrats of the Imperium stumbled upon quite a conundrum in their vast expanses of record keeping. Several sectors within the Imperial core territories were found to be lacking, garrisons and fleets had long since vanished simply because of Imperial oversight and a lack of need for them, secured as they were within the heart of the Imperium. Upon closer inspection more inefficiencies across hundreds of systems and worlds were being discovered. As the scale of the issues became apparent and seeing the need for a wide-focused approach, the bureaucrats suggested to the Emperor that an oversector be formed and a viceroy nominated.

She largely keeps a policy of raising others up by their effectiveness and their capability to be effective while not causing undue collateral damage, either politically or otherwise. In private, Gyminora keeps to herself for the most part.
Family History:The Suerda family holds deep roots on the world of Mursa, existing there prior to the major loss of records by the time of the Shadow War. During the following Imperial Renaissance, they were mainly involved in the extensive Superluminal freight trade which was emerging during the period, shipping goods from Mursa all the way to Nova Terra and, according to some, even beyond the far-off jewel. Notable as being extensively involved in the cybernetics business, providing such devices at cutthroat prices compared to such as the Rullan, the Suerdas would come to own several trading stations across the Erro territories. As they expanded in their deals, however, naturally the family would come into contact with the bureaucratic apparatuses of the government and, as such, would slowly make moves to expand into that realm. By the start of the Imperial Regressive Era they were established as a prominent mercantile class with fingers in most levels of lower government, entrenched in the shipping sectors of most major worlds within the Erro territories as well as in neighboring polities.
Personal Biography:Gyminora would be born in 21735 EE in the midst of a large-scale, long term government reform by the reigning Autarch, Keil al-Ouzi Augus auz Lokem. Her parents, both civil servants on Mursa working for the hydroponics department supplying several major farms, were more than happy with the birth of their seventh child, and soon enough the young girl was in with the mob. She quickly garnered a reputation for quick wit and observation, for being trouble if trouble shouldn’t be able to be found, and relished every moment of that play. The reform, meanwhile, would lead to multiple members of the Suerda family being imprisoned for a variety of crimes both real and imagined. Gyminora would notice such imprisonments only when a favorite uncle or aunt was no longer available, only when her parents gave a certain face as they tried to explain that the uncle wasn’t able to make it, that the aunt was offworld. As she grew older, as was the established policy of her family, Gyminora would be given over to several tutors for an education which they saw was required as a continuance of the economics that the Suerda family was known for.
Such tutorships would continue poorly, as the young girl could understand the history, could understand most of the writing and all the concepts behind it, could understand most of the mathematics, yet struggled with the concepts of maneuvering one’s opponents, of socially engineering the opposition, the basics of manipulation. The mass movements of populations insofar as supply and demand, of how to create demand artificially by introducing certain trends and concepts, and things of that sort would come easier to Gyminora than the individual persons, something which was encouraging to her parents yet still unacceptable. They dealt with the upper echelons of society in the government, something which required the careful, personal touch, and though employing their daughter in manipulating the mass market was an option they were still unwilling to give leave to such a thing without their daughter having some method in dealing with individuals. As such, at a young age of twenty-four, Gyminora would be placed in the role of a quartermaster aboard one of the merchant vessels in Suerda service and sent-off on mercantile missions into the Galactic Core, the idea being to force the young woman into developing her capabilities.
She would spend nearly a decade in that role, eventually coming into her own in dealing with others as well as captaining her own merchantman. Gyminora would develop contacts and friends in the government, military, and civilian sectors in multiple areas of Core space by virtue of her honesty; when purchasing cargo and goods, moving passengers from one system to another, or ruling over prices for repair work, she generally made honest appraisals, undercutting competition wherever possible, and listening to her own engineers and repairmen whenever technical matters would arise. She would also make multiple contacts and friends within the Erro captaincy, in part due to her reliability, in part due to her natural connections within Core governments. Gyminora’s profits, however, would not grow as quickly as most others in similar positions, something which would give concern to her parents and family. While honest, capable, and knowledgeable, they saw her as easily manipulated, easily led, and still incapable of the careful, personal touch they had needed in the first place. As a result, they kept their daughter in the merchant fleets, actively blocking her attempts to establish any sort of permanent infrastructure on any Erro worlds.
Gyminora would instead, after two years longer of working beyond the borders of the Erro, take measures to gain some sort of foothold in the Erro territories; viewing her family as having effectively exiled her, their greed outstripping any sort of blood ties, she took on a number of false names, identities, and shell companies to bankroll a number of projects in the Chamia and Patria Sectors, as well as to apply as a lower-level chemical project administrator in the Patria Sector on Vura. This would go successfully, as her competition at the time was a well-entrenched, but unsuccessful, administrator. Gyminora would slowly bring a number of foreign agents into the fold, financing herself with a number of land exchanges with the understanding that the foreign agents would, after building up a certain specified facility, own a large percentage of the earnings for that factory. Through this method, she largely expanded the profits from the project, lessened the logistical costs from having to move the raw materials to processing facilities, as well as gaining some sort of name as an effective leader within the local Erro business community. Her operations on Vura would continue for twelve years, continuing as a project administrator as expanding her interests into a number of extraction projects, further streamlining the system as a whole as a steadily expanding merchant fleet enabled Gyminora to greatly limit costs. This would give some leeway to the young woman to begin undercutting competition on several other worlds, subsuming their operations and gaining attention from the Sector leadership.
This attention, as well as a small number of bribes here and there, would eventually give her an upper level position within the Sector as an industrial overseer. By this time her family had largely been removed by the anti-corruption initiative by the Autarch or rendered impotent, allowing Gyminora to begin operations all the way to Mursa. Her skill and capability in organizing large groups of people, managing the projects and the various timelines, in generally directing a large slice of the economic output of the Sector, and her lack of notable corruption had caught the eye of Autarch Augus, who thereby took the woman under his wing in the Federal Government itself as an advisor. He was getting old and tired of the role, getting more interested in training an apprentice, and needed someone who would continue his efforts in removing the less desirable members of the upper class. As expected, Gyminora accepted the idea wholeheartedly. She would, after two decades of work under the Augus, take on the mantle as Autarch.
Since then, she has continued to expand the economies of the Erro, to develop a wide-ranging service of inspectors and investigators to keep the interior of the nation safe from foreign infiltrators, corrupted officials, and the general mismanagement of planets, as well as begin a number of policies to restore the capabilities of the Erro military.

Personality: Janar’s personality heavily revolves around his position as a civil servant - possessing strong convictions regarding civil administration and morality. He sees it as his duty as a public authority to ensure fair judgment and rulings - never placing himself above the law. Given this, Janar has a “slight” bias against arrogant and pompous individuals, especially if they have no care for legal procedures, precedent, and rule of law - which simply just slows down effective administration and goes against the law. Coupled with his beliefs of a more open society of religious tolerance and alien-equality, Janar is quite an interesting person in the civil administration.

Personal Biography: Janar Hirotin, better known by his first name, was born into the sector-capital world of Berral. Originating from a lower-class family, Janar had little opportunity for social mobility. The only escape was the public education provided on the planet, which Janar attended from a very early age. The struggles of Janar were of the mundane - ranging from schoolwork, studying, friendships, tests, financial issues, and likewise. Further down, Janar slowly gained the understanding that education was the ONLY way for his future. This drive allowed Janar to excel at his academia with vigorous study. Once finishing his primary set of schooling, Janar had planned to go to higher education. Sadly, higher education was not as “public” and costed a fair amount of Sols to afford. Not wishing to burden his family with debt, Janar took up a job as an intern under a civil administrator.
After a few weeks of work, Janar had an interest in the interworkings of the bureaucracy. He opted to take up more responsibility on his end, in hopes of being noticed or speeding up his internship. Sadly for Janar, the work of an Intern is hellish with little reward in the end. It took a whole two years before his internship finished and the position that Janar got was quite low. - a lonely clerk. Needing to grease the wheels a bit, Janar formed new connections and friendships to get better positions faster. Slowly, but surely, Janar rose through the ranks with a combination of merit and personnel connections.
Janar was now a middling civil servant on his planet and also had enough Sols to enter into higher education - a primary goal from the onset. The next few years proved busy but extremely fruitful for Janar. In his last years in higher education, Janar was given an opportunity to manage the repair of a power system in a small city. He took the chance and effectively organized the bureaucratic apparatus to lay out the general plan for repair. Elsewhere, Janar also noticed a few oddities in the papers - one of them had an error in its financials. Must be a mistake, Janar thought and the man called a few friends to check the files for him. More oddities showed and Janar did a deeper inspection into the matter.
Janar kept silent for a good few months as he did his investigation - digging deep into the paper trail. Soon, the man has gotten himself a pile of unaudited papers, falsified reports, unreported financial transfers, and a list of potential names. Yet - Janar kept to himself for a few years after the project was done - thinking on what to do with all this information. A moral dilemma shadowed Janar. He could not report it and act as nothing happened. No pain would happen to him and life goes on. Or Janar can publicly show the whole corruption scandal and expose all the names. After all, he was a public servant, accountable for the functioning of aspects of society. Or maybe just forget about it?
In the end, Janar chose the moral high ground and exposed the whole ordeal to the public and press. Berral was now amidst a media frenzy as one man revealed corruption from the lowest clerk to the highest member of the office - all because someone forgot to cover up one simple mistake. Overnight, Janar became a known name on the planet, the local star system, and even the whole sector. Enemies and allies were also made in a short time period as Janar had to carefully maneuver the bureaucratic and political landscape that he created.
The Imperial Gespan quickly took notice of the whole mess. Embarrassed, the Gespan sought to remove Janar and take him far away from this sector and nearby ones. This upstart must be stopped. And thus, the Gespan gave a “reward” to the man for exposing the scandal by recommending him to the position of an overall administrator for the Semi-Autonomous State of Sora. Unknown to Janar, Sora was at the furthest of the frontier of controllable Imperial space. Coupled with the fact that the planets were extremely backwater, Janar was given literal shit for a reward - relegated to a piece of space of non-significant importance. Culture: Sora has gone under extreme changes to its civic and cultural identity under the leadership of Janar. Civic nationalism is rising under the ideals of constitutionalism, federalism, liberal democracy, universal citizenship, equality under the law, etc. This new unified identity is one that is more open and multicultural. Likewise, tolerance of religion and different ideologies is also a major factor. The freedom of the press is also present with many independent media outlets operating in Sora. Public transparency is another ideal becoming more popular and demanded by the population, especially as public schooling (both primary and higher education) is given to everyone and made compulsory for kids and young adults. While small and very insignificant in the wider galaxy, Sora is experiencing a new age for itself.
Social Structure & Status of Species: Both humans and aliens have the full protection of the law. There is also no official or state-sanctioned hierarchy in everyday society. Social mobility is quite high in Sora with anti-discrimination laws in place to protect people from unfair or biased entities or persons. The only social structure that matters in Sora is akin to our real-world wealth disparity. Some are rich, some are poor, some are decently well off, others on the lower-end of things, etc, etc. But everyone has full legal equality under the law.
Territorial Size: Officially, the Semi-Autonomous State of Sora has six systems under its control - Tavdai, Kroih, Kisuct, Seucs, Unaunt, and finally Baukt. The star system of Kisuct is the designated capital star system - holding the only two inhabited planets in the SAS (Tebri [Beta-Class] and Kecit [Cheti-Class] - both are Infrastructure VII). There is a single listening post in every system. Mining station on the gas-giant of Scisu in the Kisuct system. Likewise, ten mining stations in the Caidtunfe Asteroid Belt in the Kisuct system. A major spaceport hangs above both Tebri and Kecit.
Military and Security Forces: Sora maintains a small relatively small fleet and army to ensure internal order and security, especially against space crime and piracy. A fleet of some 1,000 Gunships, 300 Corvettes, 150 Frigates, 60 Destroyers, 30 Light Cruisers, and 5 Cruiser-of-the-lines, makes up the internal security fleet. For the internal security land force, it is made up of some 100,000 souls.
Faction History: The Semi-Autonomous State of Sora, later known as the Republic of Sora, is a very recent addition to Imperial holdings. Subjugated in the last 200 years, the collection territories of Sora belonged to a fledging alien civilization. The “conquest” of such a civilization was short and simple. All it took was a small Imperial fleet to convince the Xenos to accept Imperial yoke. With that ordeal done, the territories of Sora were quickly reorganized into a Semi-Autonomous State. When it came time to decide on an administrator, the enormous Imperial bureaucracy gave it away half haphazardly to some unfortunate soul. Sora was not exactly a well-developed sector. For the most part, it was simply a backwater in comparison to larger Imperial space. Coupled with its position on the frontier of Imperial space, Sora was more or less a second thought. The two centuries saw various administrators come and go - some being bad, some mediocre, and some quite decent. Whatever the case, all of them sought better pastures elsewhere in the Imperial bureaucracy - leaving Sora to switch administrators every so often.
The trend of coming-and-going administrators would stop at the arrival of a new administrator, Janar Hirotin. After being situated on the happenings and doings of Sora, Janar had his work cut out for him. First, Sora had a mess of a civil service due to the constant shifting of new bosses. To fix this, Janar recognized the apparatus into a more cohesive entity by removing useless procedures, promoting competent persons to the right positions, and streamlining communications between different departments (to name a few). Second, Janar recognized the internal security forces to better fight against crime and privacy, placing almost everything under a unified command system, and keeping a very close eye on the person in control of said security. The list goes on.
After creating a baseline for decent functionality, Janar went about rectifying the social and economic issues of Sora. Whilst Sora has six systems, it only had two inhabited planets in the capital system of Kisuct. The other systems merely had simple automated listening posts. Elsewhere, the majority alien population was given full equality under the law - reducing any tension for the time being. Janar also reformed the court districts to better administer rulings and to better manage the procedures of mundane crimes. Another important feature of Janar's reforms was the building of public schools and universities for the public as a part of his education campaign. Likewise, Janar has installed various welfare measures to keep the unluckiest and poorest from material and moral depravity - a bit costly, but the people's appreciation is more than enough to make it well worth it.
For the economic realm, Janar was quite in a pickle. The industrial and financial situation of Sora was less than ideal - forcing Janar to truly display his skillset of civil management. The man wanted to rapidly develop the planets of Tebri and Kecit. To effectively funnel resources and manage them, Janar created the Economic Development Committee with himself as the chairperson. Kecit was the first target, given its rich resources. All and any financial income that was not used for the maintenance of the state was redirected to the development of Kecit. The Imperial credit was used too as another method of financial gain by simply exchanging credit to Sols or holding onto credit for when the exchange was high enough. With this influx of Sols, Janar purchased vast amounts of industrial machinery from the Imperial Combine - negotiating for prices and fair deals. One last factor of rapid growth is Janar's openness to immigrants and refugees, fully allowing them rights and protections under the law as they enter into the system.
The next several decades saw Janar rapidly transform his situation from bad to good - utilizing the best of his abilities to turn Sora from a backwater into an above-average developed system. The constant refinement of methods and statecraft as time went on, allowed Janar to plot a course and drive it well. For example, the Economic Development Committee became a cornerstone of Janar's heavy-handed state approach to economic development, even as private enterprises started to show up during the latter years. The next biggest development was the creation of a civic government. While Janar did create a baseline for civil administration, it was quite barebones. He needed to ensure stability and more functionality as the capital system developed. Thus, the man brainstormed for a good few years on creating a more formal government. In the end, Janar created a Constitution as the supreme law of the land. Not even Janar would be above it. Likewise, Janar needed Sora to govern itself better as the man knew that he will not exist in the next 400 years or so. He organized the lands of the two planets into various states, made easy due to pre-existing administrative zones created by the Xenos themselves. From there, he ensured a measure of checks and balances from the state level to the federal level and finally hosted the first round of elections for different offices.
Fast-forward to today, Sora (more specifically Kisuct) has emerged as a growing economy in the far reaches of Imperial space. Whilst not a juggernaut or major actor in galactic politics, Sora sits quietly and simply watches as the future of the Imperium is uncertain.
