Okay, so I want to elaborate on how the political system of this new, Socialist Peru would work real quick... So, though I'll elaborate on this if needed and/or the moderators want to talk about this with me, I want to say for now (As to not bloat out this submission too much) that the new government works through Democratic centralism, where the people's votes for select policy, change, etc. translate directly. Argument and change to decision can only be made if a majority is not reached, otherwise all people and parties must adhere to the decision without conversation.

General changes:
MRTA pursues a more aggressive and active campaign of destabilization within Peru, focusing on political assassination, chaotic aggression against governmental functions and the military, to facilitate the original goal to cause such a great and horrible reaction from the government that the Proletariat would be forced to consider the reality of the situation and actively pursue change. In addition, the rivalry between MRTA and Shining Path would be worse than OTL through the MRTA's actions to muscle in on the latter's operations, including expanding operations from urban centres to the countryside that Shining Path claimed great influence over. The violence that Shining Path would cause against both the MRTA, Government and common people would cause the Maoist Terrorist Group's downfall as the People and Government begin to brutally repress the group, only exarserbated by MRTA's use of scapegoating against their socialist rivals to deflect blame from themselves...
MRTA actions would cause the Government of Peru to begin brutal repression, which would succeed partly in reducing the terroristic actions of both Shining Path and MRTA, however even moreso than OTL would cause the people, who become incriminated, repressed, imprisoned and killed even so would protest, peacefully and violently (Especially so in the later years of the Peruvian Government's collapse) against the Government.
17th of May, 1991: MRTA terrorists, spurred on by President Alberto Fujimori's repressive and hostile actions towards the group, would successfully ambush Región Militar del Oriente headquarters within Iquitos. The building sustains heavy damage from fires spurred on by Molotov Cocktails, 17 soldiers killed or wounded and 2 officers killed in the fire and gunfire.
19th of May, 1991: A single individual claiming loyalty to MRTA captured and interrogated, successfully claims to Government to be from Shining Path and claims that the Maoist terrorist group orchestrated the attack on the Región Militar del Oriente headquarters.
Governmental State of Emergency declared in Loreto region, military across the country begins brutal repression of suspected members of Shining Path and MRTA, leading to hundreds of innocent civilians becoming incarcerated, injured or killed in the operations
28th of July, 1991: Peruvian President Alberto Fujimori successfully assassinated by MRTA terrorists in Lima on during an address focusing on the one year since inauguration.
11th of August, 1991: Vladimiro López Trigoso successfully coups a divided government which had still yet to inaugurate a president after Alberto Fujimori's assassination, becomes President of Peru and de facto turns the country into a military dictatorship.
Later 1991 a.d : Peruvians begin peaceful and violent protest against the military dictatorship, upon immediate repression of civil rights, freedoms and repression by Vladimiro López Trigoso's cabinet... Vladimiro López Trigoso declares a national state of emergency and begins brutally attacking terroristic groups such as MRTA and Shining Path, causing untold civilian casualties in crossfires, human rights violations by Shining Path and the Military of Peru.
1992 to 1994: Faux civil war between Civilian protestors, the Military of Peru and terroristic elements of the country erupts, though the crumbling government successfully maintains a façade of control in order to protect Peru from foreign elements which would only complicate efforts to stabilize, as had been believed by Vladimiro López Trigoso.
Members of MRTA and Shining Path begin to split off into certain separate groups. Most notably, two non-governmental organisations would form, known as Nuevo Partido Demócrata and Movimiento soviético de Perú (Renamed to Movimiento soviético de las cuatro regiones upon the establishment of the new government) that would successfully force a new government of Peru upon the disillusionment of Vladimiro López Trigoso. As of the current day both groups claim that they resented both MRTA and Shining Path's actions and act in opposition to terrorism, though it is theorised that the members had formally completely cooperated with both groups, and are faking self-hatred to win the support of the people.
20th of November, 1994: Vladimiro López Trigoso killed in his home by MRTA terrorists, whom had worn black ski masks and wielded 12 gauge shotguns as they stormed into his home, overcoming initial resistance quickly... Protestors which filled the streets looked onwards without attempting to stop the terrorists. Reports say that many cheered and clapped for the action, seeing the MRTA as the lesser evil at the time.
Late 1994 a.d: A group of peasants, indigenous peoples and military soldiers who had dissented from their ranks, either due to being closeted supporters of antagonists to Vladimiro López Trigoso's cabinet, or otherwise unwilling to continue supporting a government which they viewed as morally bankrupt across the country form Partido Social Consumista, an NGO which would be legalized as a party of the new government upon it's establishment and as of the modern day is the most supported party of the country.
22nd of November, 1994: Partido Social Consumista, Nuevo Partido Demócrata and Movimiento soviético de Perú convene in Cusco, and discuss the establishment of a Direct Democratic People's Republic after the killing of Military Dictator Vladimiro López Trigoso... MRTA terrorists wreak havoc in the streets of Cusco and cause the local government to forcibly exile themselves in fear or repression or even their own lives.
23rd of November, 1994: In union, Partido Social Consumista, Nuevo Partido Demócrata and Movimiento soviético de Perú capitalizes on MRTA's actions and establishes the new government, and declares the People's Republic of the Four Regions with popular support. Lima remains in chaos through the disjointed government, riots by the common people and continued guerilla warfare by MRTA and Shining Path, and the military splinters due to the loss of the commander-in-chief...
20th of December, 1994: A militia formed by the People's Republic of the Four Regions across the country march on Lima, Peruvian military flounders and ineffectively provides opposition. Lima overcome by the militia and ringleaders demand for the Peruvian government to disband and accept the jurisdiction of the People's Republic of the Four Regions.
The new government promises amnesty for the soldiers of the military should they align with Cusco and accept the new government.
1994 to 1996 a.d: Military of Peru disbanded as the Ejército Popular de las Cuatro Regiones is formed in return. Soldiers and officers who would not conform are either incarcerated, form guerilla factions that would terrorize the Four Regions to the modern day as MRTA and Shining Path had did before them or escape and seek refuge within foreign soil. Reactionary factions or otherwise guerilla fighters loyal to the previous regime of Peru splinter into disunited groups aiming to overthrow the People's Republic of the Four Regions, much like the revolution that had spelt the end of the previous regime of Peru.
26th of January, 1995: The Cenepa War between the People's Republic of the Four Regions and Ecuador begins. Guerilla forces acting against the new government side with Ecuador...
War ends in a stalemate between the two countries. White Peace enforced on the 18th of May, 1995. Tensions between Tawantinsuyu and Ecuador remain.
1995 a.d: Cusco develops the Police Force of Tawantinsuyu considerably through funding, a decision elected by the people in response to heightened aggression from terroristic forces such as the Movimiento de Restauración del Perú and Vigilias de la democracia peruana. Attacks remained in frequency yet would result in less fatalities due to Police counterinsurgency operations.
1996 to 2021 a.d: Modern day of the People's Republic of the Four Regions... The Dominant ideology pertained by the common people and represented by Partido Social Consumista of Market Socialism would allow for a slow increase in human development and the growth of the value of the Inti... Tawantinsuyu has hosted many Forums of São Paulo throughout it's existence and leads talks through the International Meeting of Communist and Workers' Parties for the creation of a Fifth International alongside Venezuela.
The country has seen much turmoil and is considered a developed, yet poor nation as of the current day. The Peruvian economy is seen as more stable than their socialist brother of Venezuela yet remains one of the weakest in South America though recovery has, and still is ongoing.
Царство Аляски, or the Russian Empire lives on in it's old colony, Alaska after the conclusion of the Russian Revolution of 1917. Standing with it's allies against the Moscow Accord of Russia and it's alliance members, nevertheless world tensions dwindle and the people of Alaska grow ever more desensitised with the conservative status quo, and their insistence on clinging to a now redundant past.

I don't think there is a way to add a permanent member, as the five permanent members were decided in 1945 at the founding of the UN.

I'm not sure about China's position on the matter.
So, overall, it is possible but very difficult. Basically, you need to get 129 nations to vote yes twice, with five nations in particular also voting yes.
