The rains would cease, and Bao would gaze upon the settlement of Yuzhou. The stone walls would rise above the jungle forests and smoke emerged from the iron bloomeries that bespoke the prosperity of the city. Bao was a simple and humble traveler. He wore a straw hat, that protected his head from the hot sun of this southern land and a straw cape that kept him dry from the assault of the never-ending rains. He had a rusty jian old and used, but still...keen ,covered in dried blood for he had not had the opportunity to clean it yet. Has he entered the city, he saw the sturdy and wooden houses clustered densely together. Travelers, and commoners alike crowded on the streets of the bustling city.
The merchants of Yuzhou where many and they offered a myriad of goods, and wares. He saw a woman, youthful, wearing cotton clothing and a cotton wrapping around her hair sitting on a mat sacks of wild protorice, and jadegrass next to her. Bao would approach the woman and bow respectfully.
"I'd like one sack of jadegrass please" He said.
She put the green tubers on a iron weight scale, and handed him the bag of food.
"Thank you" He said bowing again has he reached into his clothing and pulled out a tiny glittering piece of pure sunlight and handed it to the woman .Has she looked at the glittering piece of metal her face became red and wrought with fury.
"Hey bastard what are you trying to pass on me this thing isn't worth the sack of jadegrass I gave you!" She said throwing the piece onto the muddy ground. A crowd of loud onlookers surrounded Bao and started shouting at him.
"What are you doing?!"An angry middle aged woman said waving her fist at him.
"You trying to get a rise out of her!?" A furious looking man said while wielding an dao menacingly.
Bao watched has the men and women surrounded him jeering and cussing at him. He was outnumbered, though his blade was ready. He grabbed the hilt but he knew that in a fight he would not survive.
"Hold up, hold up , calm down you fools!" A wrinkly old man wearing cotton robes, wooden sandals and a woven straw hat, said making his way through the crowd of people. He bent down and picked up the metallic piece, looking at it with an intensity that few could match.
"Why you silly woman this is pure gold! I'd say it's worth three bags of jadegrass maybe even more! I'd be happy to take off your hands in exchange for some yuan" He said before biting down on the gold piece.
In the confusion Bao would flee and make way to the gates of the city.
"Give me that, it's my gold piece!" The woman said snatching the gold from the old man.
"If you say so lady, hey master wait up!" The old man said rushing to catch up with Bao.
"You know I risked a lot saving your hide back there" The old man said has he followed him.
Bao said nothing has he walked the dirt pathway leading out of the city.
"Ah a man of few words, that's good, that's good too many fools flap their gums as if they have something worth listening to, but you your different I can tell, I can see it in your eyes. You know truth is I should be thanking you, you must be well traveled to have come across that gold piece, I could use a man like you and you would be well compensated for your efforts" The old man said has Bao continued walking.
The old man grabbed Bao's shoulder . "Just consider it, we could use a man like you" He said handing Bao a seal made of the finest silk. Written on it was the character of the Li Clan (李), one of the wealthiest families if not the wealthiest family in the Shao Empire. Bao looked behind him and saw that the old man was gone.
He threw the seal on the ground which must've been worth a fortune and continued walking down the road.
JOURNEY TO THE EAST
Tasked by the Emperor to find new lands to colonize, Han Jin would ride his horse across the dense and wild forest, his fellow explorers not too far behind him. The forests to the east of the Shao Empire were mysterious and has he rode through them he felt eyes watching him. From the mists emerged something that defied his mortal senses.
"What the!?" Jin said stopping his horse to take a closer look at the pale, childlike beings that looked at him with a myriad of expressions, some smiling, some surprised, all curious.
"Jin what's the matter with you?" Kong said stopping his horse next to him.
"You didn't see that!?" Jin said pointing at the tree branches that towered high above them.
"You crazy fool" Kong said shaking his head and riding past him.
Jin searched deep inside his mind of a memory. The shaman of his village had said that there were mysterious spirits penghou that resided in the forests. They were harmless beings but their presence meant that a forest was healthy and prosperous. The shaman said that they were disappearing in the forests surrounding Zhai Cheng making way for the steady march of civilization.
Of course Jin thought those tales were silly superstitions but those forest spirits seemed as real as day.
"Or it could be those mushrooms I ate this morning" Jin said to himself has he took a small handful of shrooms from his pocket. He shuddered at the thought and threw them to the forest floor.
"Never eating strange food again" Jin said has he rode his horse to catch up.Zhai ChengPopulation: 5755 (+1200 Growth)

It being year 409, does it complete, for instance, at the beginning of turn 419 or at the beginning of 420?

Your colony would only be 'established' on the growth turn - next turn - and so would grow one turn too late for the next generation, I'm afraid.

I think that's preferable. Growing by 2 means 2 discontent per turn unless I move a patrician over. Is the cost for settling based on settlement + colony, or settlements? I'd assume the former, so currently a second colony would cost 50 even if my first colony isn't active?

The wording is settlements, which implies not colonies because a colony is not considered a settlement in any other context, but I'm not G(od).

Tragically, it’s colony + settlements, unless I’m greatly mistaken.
