You can always dispatch a Population to transfer resources - but yes, the Market allows the convenient transfer of small amounts of goods when active.

that should really be an arcane research thing! Become merfolk, allows construction of cities underwater, armies can move across ocean tiles as if they were land. Cannot move more than 2 tiles inland
