For Workshops, do I need more Artisan districts to convert wealth into industry? Or can I convert wealth into industry freely as long as I got one Artisan district?

A single District converts at a fixed rate - if you want to increase the total output, you'll need more districts and more people to run said districtss.

Oh, and generic note that the Deepkin are up to Tier III Culture, probably for only this turn. Those effected by her (Machaka, Khortuun, etc.) just keep that in mind for your own cultural benefits.
