Unfortunately that wouldn’t quite be fair - other empires have used entire explore actions just to determine a region is safe to settle, and you have equivalent information now about your south.

Do I send a population into it, and then use their time in said district to train them into becoming a new army? Or do I employ a population in the district and use their presence there to train some other pop?

Its a standard district that needs to be activated to train an army from another existing population, like a university or garrison.

Fireclay is refractory clay - right now it doesn’t do anything, since nobody has looked into its uses. Ditto Emeralds and Sapphires.

The Galena to Silver ratio, it says I get a silver ore for every two active mining districts; does that mean I mine a silver ore for 2 active mining galena ore, or does it come from a smelting calculation instead? I'm assuming a single active mining district wouldn't accumulate a sivler ore from a mining resource as well?

The mining calculation - technically the way it is worded single districts will never produce silver, but I wouldn't mind if every third ore produced from such districts was silver instead of galena. I see no problem with that. Nominally via IRL calculations is should come from the smelting process, not mining, but I wanted the silver to be accessible.

It should be monday when I get the visit. If it doesn't pan out, I'll pay a local visit to a coffee shop or something. I'd need to anyway to do some school work anyways, if it doesn't get fixed right away. So it wouldn't be a unnecessary trip.

Hmm. You mean, for the purposes of gaining Authority from being a Republic? I hadn't considered that. Let me percolate on it. Generically one type of District is not the same as another.
