You can - but whether or not that will be the outcome of their exploration is far less definable.

Oh, Pragia - I'm unsure why your Universities are generating 3 Tech Rolls? They would if you had Tier III Culture, but I don't believe that is the case.

So, currently, I see that there is a tech for tier 1 government tech that gives a civic, Early Empire which gives one, then the second tier government tech that gives you a civic, but looking at tier 3 government, it seems like you need a total of 6 civics, but currently I only see one tech that would normally give a civic. I suppose barring any event based civics, we'd need to figure out some sort of development or wonder or new tech to roll on to get the required civics down the road?

Quite right, quite right. I think the only current empire with a tier 3 government got there via wonders, but there are plenty of options.

Ah, I thought you had forgotten. You’ll have to specify where you’re sending the explorers - they can’t just divining rod for resources. At least not yet.
