Wisconsin's 2nd Assembly District has gone Republican at least 15 percentage points in every election since 1994 except 2008. I probably should have should have put down 1st instead of 2nd for the senate district, because that was the race that happened in 2010, while 2nd happened in 2008 and contains the 2nd assembly district but the 2nd senate district went flat out uncontested in 2008. As for the 1st, that was R +20 in 2010, which is what I've changed her to, plus emphasizing economic moderation.



Fixed this, I think. But I don't think aging up is necessary, the timing of her political career is largely modelled on Krysten Sinema's, the only early thing is state house in 2002 instead of 2004. (which I changed to make sure the state senate elections align properly)

Main Strengths and Weaknesses:

These are characteristics, that have advanced her career and seen her develop a strong online following, but has also fed into her ego, which can lead to her overplaying her hand. Her notability also makes lightning rod for liberal ire, despite being, ideologically, very much a run of the mill republican with some technocratic leanings, even as she has her story of baptism in her youth to appeal to evangelicals. Combined, she has decent support from social conservatives and strong suburban appeal. Since her first foray into politics was outside of the two major parties, she also has a inkling of what swings and motivates voters alienated from both parties. Biography:

Serah Kurian was born in Green Bay, Wisconsin on June 21st, 1976 to Nisha and Isaac Kurian, an educated Indian Christian couple that immigrated to Wisconsin from Kerala, India. Soon She was born, her father, educated as an engineer, would relocate the family to Virginia, where her father accepted a very well paying job in marine engineering. She'd grow up both very privileged and assured in her intelligence. Serah, despite being an excellent student, would frequently get into conflicts with peers, though she'd usually come out ahead. She would, however, develop an internal feelings of insecurity and emptiness, usually quenched by praise from others. Originally. she intended to simply follow in her father's foot steps by pursuing a career in STEM, graduating with high honors in aerospace engineering from MIT. However, during her studies, she'd get baptized and adopt a strong evangelical Christian faith, which would be followed by feeling a calling to serve her country through the military and then politics.

As such, after graduating she would move back to Wisconsin and join the Air Force Reserve, being among the air force's first drone pilots, even as she worked for as a independent contractor in the aerospace engineer field outside of reserve duties. Her political career had began in 1999 with her joining the reform party to help (non-Buchanan) win the nomination of the party for the 2000 election. Originally starting out with paleoconservative beliefs, which lead to her being strongly social conservative, but also economically moderate, 9/11 pushed her toward a more mainstream, neoconservative alignment on foreign policy, which would eventually see her leave Reform for the Republican Party in 2002. At the state level after a few years of being an effective organizer for socially conservative, yet economically moderate causes in Green Bay, She was able to reach an agreement to an agreement with the incumbent in the 2nd assembly district that he'd run for the 1st senate seat and she'd get his support, as a Republican, for his assembly seat. She'd win the seat in an uncontested primary. During her tenure in office, she was a vocally socially conservative republican, insisting, that she was in fact, the most conservative of her caucus, despite being notably personable with democrats and could negotiate along economic lines. By 2010, she had begun aligning with the TEA party movement and primaried the state senator she had once made a deal with from his right and took his seat, taking advantage of the larger rise of the TEA party. It was at this point she was recognized nationally by the more conservative elements of the republican party as a rising star and would end up marrying a D.C. Lobbyist in 2010, though she'd keep her name.

In 2012, she'd run in brutal primary against her republican opponent, with both campaigns insinuating the homosexuality of the other, but Sereh would come out ahead ahead in the 2012 election. She's been a loyal republican partisan, though is an advocate of conservative market friendly government that does more than just cut taxes, but establish market friendly programs. In 2014, she and (not-Rubio) presented a proposal to congress intended to formalize, regulate and promote ISA's, or income share agreements, in which students could help fund their education by selling 'shares' in their future earnings. The plan was built around a model that a few new startups have taken up in response to the opportunities created by the developing student debt crisis, based on a concept first envisioned by Milton Friedman in the 1950s. She also backed the (not-rubio) paid family plan in 2018.

She also uses every opportunity she can to speak to the media and speak at events to raise her profile. As a reservist, that has mostly meant being contacted by television channels to give her hawkish thoughts about the use of military force and is perhaps the most prominent advocate of drone warfare in Washington D.C. Her political ambitions, obviously, are not limited to the house. Biography:
Hugo Fitzgerald was born in eastern Houston, Texas on August 22, 1973 to a Black mother and a Latino father. Growing up, his father dealt with a drug addiction, which would force him to be absent from Hugo’s life up until his teenage years when he finally managed to largely overcome his addiction.

Growing up on the east side of Houston, his family was rather impoverished, though Hugo would still do rather well in school, despite the many challenges that he faced. His experiences in an impoverished area and an underfunded school would contribute to his modern day views of education.

Around his teenage years, he would begin to develop an interest in politics, as he began to frequent news from Washington DC during the Presidencies of Ronald Reagan and [not- H.W. Bush]. He would also gain in interest in law and the different practices of the court system, interests that would stick with him and carry him towards a full education. Hugo would eventually graduate from high school in 1992, and afterwards he would pursue a Political Science major at Texas Southern University. After completing his five years in university, he would move on to go to law school at the University of Texas at Austin.

After completing his four years in law school and earning his law degree, Hugo would secure his first job at a law firm in Pasadena, a suburb of Houston not too far from where he grew up. He kept his eye on the American political scene as it had evolved. Within the law firm, Hugo would provide legal advice to various clients, and sometimes even defend or prosecute in court. There was one particular case in 2005 the Hugo holds as a pinnacle of his legal career, where he was able to score a victory for the family of a Latino man who had been wrongfully murdered by the Pasadena Police Department.

Otherwise, his legal career was rather bland, and he began to explore the option of running for some local public office around 2007. In 2008, inspired in part by the Presidential campaign of Baharia, Hugo would decide to run for Houston City Council, a pretty low-level public office to start off with, and after rather vigorous campaign (at least compared to how low level the office is) based off of helping to bring improvements to Houston’s public transport and reforms to the police, among other things, he would successfully win his election and gain a seat on the council. While on the council, he would accomplish many of the things that he had set out to do, along with Houston Mayors [not- Bill White] and [not-Annise Parker].

By 2013, Hugo felt he had done the most that he could as a member of the City Council, plus he also desired a higher office. Luckily for him, the mayor of Pasadena declared his resignation due to a number of corruption and embezzlement scandals, which meant that emergency elections had to be held. Hugo saw the opportunity and swooped into the race, campaigning off of building off of the progress he helped bring to Houston and bring it to Pasadena. This, combined with a few gaffes by his opponents, would lead to him coming out victorious in the election.

As mayor, Hugo would waste no time in attempting to implement his agenda, passing new laws to further limit air and water pollutants, redevelop a good amount of the city’s aging infrastructure, better protect against the threat of flooding (especially after Hurricane Harvey), and subsidize small businesses. All in all, Hugo was well liked as Mayor, and rightfully so, as he was able to accomplish quite a lot in his time as Mayor.

In 2018, Hugo had his eye on the 29th Congressional District Election, and after some contemplation, decided to run. He campaigned on his successes as Mayor and made some wider promises of reforms. Hugo battled fiercely with the incumbent, [not- Gene Green], as well as another prominent candidate for the position, [not-Sylvia Garcia], and in the primary, Hugo would finish second, barely edging [not-Garcia] and falling behind [not-Green] by only 2.1 percentage points in a thrilling election. After, Hugo would return to his position as Mayor of Pasadena.

Hugo continued to serve as Mayor of Pasadena, and during his last year, while unrest gripped the nation after the unjust death of [not-George Floyd], would manage quite well, earning praise from some of his constituents, but that itch to seek a higher office never truly went away, and by 2020, Hugo would again decide to run for the 29th District, as [not-Green] had announced he would not seek another term and would retire after 2020. Hugo once again faced [not-Garcia], in the primary, though this time Hugo would manage to secure the victory. He would go on to win the District with ease from there, winning 71.1% of the vote.

There was one particular case in 2005 the Hugo holds as a pinnacle of his legal career, where he was able to score a victory for the family of a Latino man who had been wrongfully murdered by the Pasadena Police Department.

Otherwise, his legal career was rather bland, and he began to explore the option of running for some local public office around 2007. In 2008, inspired in part by the Presidential campaign of Baharia, Hugo would decide to run for Houston City Council, a pretty low-level public office to start off with, and after rather vigorous campaign (at least compared to how low level the office is) based off of helping to bring improvements to Houston’s public transport and reforms to the police, among other things, he would successfully win his election and gain a seat on the council. I mean…considering that Mondaire James (a Black, progressive, openly gay man) occupies the NY-17th, I’m personally not sure how you can reconcile having someone with views that don’t really match up with what RL voters opted for. And if that was a typo and you meant the NY-16, you basically run into the same problem with Jamaal Bowman, another progressive Black man, having recently unseated Eliot Engel. Im obviously not an OP so none of it is my call, but a Blue Dog or conservative Democrat in that area of New York is very unlikely post-2016.

Biography: Born on 19 November 1978, in New Rochelle, Harry Wagner was the son of Alan and Matilda Wagner.

His father, Alan Wagner, was a civil engineer. His father had served in the Civilian Conservation Corps, and before that, he had worked on the Hoover Dam. Alan was well-known to the local community of New York, through his contacts of colleagues in his work. He had originally wanted his only son to be an engineer as well, although it soon became clear that he wished to be a politician and change the world- or at least change New York's 18th congressional district.

Maltida Wagner, née Tucker, worked at the David Geffen School of Drama, at Yale University, in Connecticut. She was a costume designer, and taught students there in the profession. She had met Alan Wagner at a party in Miami, hosted by a mutual friend. She is a Democrat supporter and encouraged Harry's ambition into politics.

Harry Wagner attended Fordham University, where he joined the Army ROTC. He studied engineering as his father had wanted him to, but he was set on a career in politics- and if not, in journalism, as he had a keen mind and an ability to remember facts. He graduated with a bachelor's degree cum laude in Civil Engineering. However, he still wanted to be a politician, so he unsuccessfully ran for Representative in his home district, the 16th congressional district of New York. This was in 2007. 2 years later, he ran for the city council of New Rochelle, and won. Afterwards, his political career started to be noticed. Noam Bramson resigned in 2011 to spend more time with his family. Wagner was widely seen as the best candidate to succeed him, and he indeed became Mayor of New Rochelle. Then, in 2016, he ran for and won the Democrat primaries for the 18th congressional district. He was elected by 64% of the voters. He has proven to be a popular politician with the people, but his inexperience in Congress has showed. Nevertheless, he was reelected in 2020, by a wider margin. He now looks to run for higher office, as well as to handle his congressional affairs better. It remains to be seen whether he can achieve both goals.

The Federal Infrastructure Projects Adjudication Panel Act
A BILL
to streamline the permitting process for federally-funded infrastructure projects.

SECTION 1: SHORT TITLE
This Act may be cited as the “The Federal Infrastructure Projects Adjudication Panel Act” or as the abbreviation “FIPAPA.”

SECTION 2: CREATION OF A THREE-MEMBER INFRASTRUCTURE PROJECTS ADJUDICATION PANEL

(1) This Act establishes an “Federal Infrastructure Projects Adjudication Panel” (FIPAP) to review judicial challenges to federally-funded infrastructure projects.

(2) The IPAP will be a three-seat panel of magistrates with legal, environmental, and infrastructure expertise.
(i) One seat of the FIPAP will be held by a member appointed to the panel by the President of the United States within 60 days of the beginning of a new Presidential term.
(ii) The two remaining seats of the FIPAP will be chosen by a vote of the Senate from a list of 6 prospective candidates nominated by the Senate Environment and Public Works Committee within 60 days of the beginning of a new four-year Presidential term.
(A) The process will include a single round of voting among Senators casting a vote for a single candidate, with the two candidates receiving the most votes being seated on the FIPAP.
(B) The Senate Environment and Public Works Committee shall choose candidates for the FIPAP who are experts in environmental law and infrastructure development, with preference given to candidates who have experience in both fields.
(C) A FIPAP magistrate term shall be four years, beginning 60 days after the commencement of a standard four-year presidential term, and ending 60 days after the commencement of the next four-year presidential term.
(D) An FIPAP magistrate can be removed from their seat prior to the end of their four-year term with:
(1) a vote of two-thirds of the Senate, or,
(2) upon the receipt of a letter requesting the removal of the magistrate signed by the Energy, Transportation, and Housing Secretaries and the Administrator of the Environmental Protection Agency, an FIPAP magistrate may be removed by a majority vote of the Senate, followed by a vote of two-thirds of the House of Representatives.
(E) In the case that the Senate Environment and Public Works committee be eliminated or reformed, the duty to nominate magistrates will transfer to the most relevant Senate committee to matters of environmental and infrastructure issues, as determined by the Senate Majority Leader.

(3) This Act hereby grants the sole power of judicial review of federal infrastructure permitting decisions to the FIPAP.

SECTION 3: MANDATING A UNIFORM INFRASTRUCTURE PERMITTING DECISION PROCESS USING A SINGLE DOCUMENT

(1) This Act mandates the use of a single, uniform document for entire federal infrastructure permitting approval process for projects deemed to have a “significant environmental impact” by the Council on Environmental Quality.
(2) The Chair of the Council on Environmental Quality is hereby ordered to implement this provision prior to June 01, 2021.
(3) In the case that the Council on Environmental Quality be eliminated prior to June 01, 2021, or if the Chair of the CEQ does not meet the June 01, 2021 deadline to create a simplified form for infrastructure approvals, this duty will transfer to the Environmental Protection Agency.

SECTION 4: LIMITING THE SCOPE OF JUDICIAL CHALLENGES TO INFRASTRUCTURE PERMIT APPROVALS

(1) This Act restricts judicial challenges to federal infrastructure permitting decisions adjudicated by the FIPAP to:
(A) Suits for failure to consider or disclose material impacts of the project or practical alternatives, or
(B) suits for violations of substantive law, or
(C) suits appealing the CEQ’s classification of an infrastructure project a project that raises “serious issues of public safety” as defined in Section 5(1)(ii).
(2) A plaintiff in a FIPAP adjudication is required to participate materially in the public review and public comment process of the relevant infrastructure project in order to have standing to sue before the FIPAP.
(3) Statute of Limitations: Plaintiffs have 90 days from the issuance of a federal infrastructure project permit to appeal that decision to the FIPAP.

SECTION 5: APPLYING TIME LIMITS TO THE INFRASTRUCTURE PERMITTING PROCESS

(1) The Council on Environmental Quality shall establish appropriate time limits for federal agencies and state and local governments to provide the appropriate documentation when applying for a permit.
(i) These time limits shall be reasonable and consistent with the issuance of a final permitting decision within two years.
(ii) The CEQ shall establish separate time limits for projects that raise serious issues of public safety, which shall be defined as projects where it would be either negligent or unreasonable for permitting to occur in the standard two-year time period.

SECTION 6: APPLYING PAGE LIMITS TO ENVIRONMENTAL IMPACT STATEMENTS AND ENVIRONMENTAL ASSESSMENTS

(1) This Act codifies into statute the CEQ regulation in 40 CFR 1502.7.
(2) The text of final environmental impact statements (EISs) shall normally be less than 150 pages.
(3) For infrastructure proposals of unusual scope or complexity, the page limit for EISs shall be 300 pages.
(4) This Act hereby mandates that environmental assessments (EAs) created by federal agencies for the purpose of infrastructure permitting shall be limited to 15 pages.

A BILL
to streamline the permitting process for federally-funded infrastructure projects.

SECTION 1: SHORT TITLE
This Act may be cited as the “The Federal Infrastructure Projects Adjudication Panel Act” or as the abbreviation “FIPAPA.”

SECTION 2: CREATION OF A THREE-MEMBER INFRASTRUCTURE PROJECTS ADJUDICATION PANEL

(1) This Act establishes an “Federal Infrastructure Projects Adjudication Panel” (FIPAP) to review judicial challenges to federally-funded infrastructure projects.

(2) The IPAP will be a three-seat panel of magistrates with legal, environmental, and infrastructure expertise.
(i) One seat of the FIPAP will be held by a member appointed to the panel by the President of the United States within 60 days of the beginning of a new Presidential term.
(ii) The two remaining seats of the FIPAP will be chosen by a vote of the Senate from a list of 6 prospective candidates nominated by the Senate Environment and Public Works Committee within 60 days of the beginning of a new four-year Presidential term.
(A) The process will include a single round of voting among Senators casting a vote for a single candidate, with the two candidates receiving the most votes being seated on the FIPAP.
(B) The Senate Environment and Public Works Committee shall choose candidates for the FIPAP who are experts in environmental law and infrastructure development, with preference given to candidates who have experience in both fields.
(C) A FIPAP magistrate term shall be four years, beginning 60 days after the commencement of a standard four-year presidential term, and ending 60 days after the commencement of the next four-year presidential term.
(D) An FIPAP magistrate can be removed from their seat prior to the end of their four-year term with:
(1) a vote of two-thirds of the Senate, or,
(2) upon the receipt of a letter requesting the removal of the magistrate signed by the Energy, Transportation, and Housing Secretaries and the Administrator of the Environmental Protection Agency, an FIPAP magistrate may be removed by a majority vote of the Senate, followed by a vote of two-thirds of the House of Representatives.
(E) In the case that the Senate Environment and Public Works committee be eliminated or reformed, the duty to nominate magistrates will transfer to the most relevant Senate committee to matters of environmental and infrastructure issues, as determined by the Senate Majority Leader.

(3) This Act hereby grants the sole power of judicial review of federal infrastructure permitting decisions to the FIPAP.

SECTION 3: MANDATING A UNIFORM INFRASTRUCTURE PERMITTING DECISION PROCESS USING A SINGLE DOCUMENT

(1) This Act mandates the use of a single, uniform document for entire federal infrastructure permitting approval process for projects deemed to have a “significant environmental impact” by the Council on Environmental Quality.
(2) The Chair of the Council on Environmental Quality is hereby ordered to implement this provision prior to June 01, 2021.
(3) In the case that the Council on Environmental Quality be eliminated prior to June 01, 2021, or if the Chair of the CEQ does not meet the June 01, 2021 deadline to create a simplified form for infrastructure approvals, this duty will transfer to the Environmental Protection Agency.

SECTION 4: LIMITING THE SCOPE OF JUDICIAL CHALLENGES TO INFRASTRUCTURE PERMIT APPROVALS

(1) This Act restricts judicial challenges to federal infrastructure permitting decisions adjudicated by the FIPAP to:
(A) Suits for failure to consider or disclose material impacts of the project or practical alternatives, or
(B) suits for violations of substantive law, or
(C) suits appealing the CEQ’s classification of an infrastructure project a project that raises “serious issues of public safety” as defined in Section 5(1)(ii).
(2) A plaintiff in a FIPAP adjudication is required to participate materially in the public review and public comment process of the relevant infrastructure project in order to have standing to sue before the FIPAP.
(3) Statute of Limitations: Plaintiffs have 90 days from the issuance of a federal infrastructure project permit to appeal that decision to the FIPAP.

SECTION 5: APPLYING TIME LIMITS TO THE INFRASTRUCTURE PERMITTING PROCESS

(1) The Council on Environmental Quality shall establish appropriate time limits for federal agencies and state and local governments to provide the appropriate documentation when applying for a permit.
(i) These time limits shall be reasonable and consistent with the issuance of a final permitting decision within two years.
(ii) The CEQ shall establish separate time limits for projects that raise serious issues of public safety, which shall be defined as projects where it would be either negligent or unreasonable for permitting to occur in the standard two-year time period.

SECTION 6: APPLYING PAGE LIMITS TO ENVIRONMENTAL IMPACT STATEMENTS AND ENVIRONMENTAL ASSESSMENTS

(1) This Act codifies into statute the CEQ regulation in 40 CFR 1502.7.
(2) The text of final environmental impact statements (EISs) shall normally be less than 150 pages.
(3) For infrastructure proposals of unusual scope or complexity, the page limit for EISs shall be 300 pages.
(4) This Act hereby mandates that environmental assessments (EAs) created by federal agencies for the purpose of infrastructure permitting shall be limited to 15 pages.
